About the UK Green Investment Bank (GIB)
Launched in November 2012, the UK Green Investment Bank (GIB) was set up by the UK
Government as a new type of investor with a clear purpose: to help accelerate private sector
investment in the UK’s green economy. We have an initial £3.8bn to invest in projects that
are green and profitable.
To date, we have backed 31 projects, deploying over £1.3bn of our own capital and
mobilising over £4.8bn of additional private sector capital. We have invested in major
infrastructure projects in the offshore wind, waste recycling, waste to energy, energy
efficiency and biofuels sectors. These projects are creating vital infrastructure, supporting
green growth and job creation, driving innovation and having a positive demonstration effect
on the wider market. So far, we have been involved in over 50% of all projects in our sectors.
All our investments have been made on fully commercial terms and are meeting their green
and financial performance targets. We have an extensive investment pipeline, mobilising
additional capital on a project by project basis. We are working to mobilise additional capital
beyond that and will eventually extend our reach into more sectors of the UK’s green
economy.
With the UK Government as our sole shareholder, and energy high on the policy agenda, we
operate in a highly politicised context. Our communications activities (including digital) must
deliver our messages to our varied stakeholders – investors, project developers, utilities, civil
servants, politicians, NGOs and the media – and meet with a public sector level of
accountability. It is unlikely that we will target the general public directly with our
communications activity.
Overview of requirements
“Having recently fitted out its Edinburgh office, the client is now looking to expand into
c.1,000 sq. ft. of unoccupied floor plate. This area will be fitted out to form part of the open
plan office area and will accommodate extra desking and break-out work space. The
programme of works will entail the down taking of existing partition walls and glazing,
installation of new floor boxes, laying of new carpeting and flooring and associated making
good and decoration. The office is a live environment, and as such standards of care and
cleanliness will be of paramount importance as disruption to staff will need to be kept to a
minimum”

Your proposal should be based on the specifications and drawings provided.
Please note that the detail contained in these drawings differs from a previous procurement
exercise in October 2014 (sourcing reference number PS 140233).
General site access - There is a goods lift in close proximity to the premises and the building
management can advise on access to building itself.
Only answers and information provided in response to questions asked within this RFP will
be scored. Any additional information provided will not be considered when evaluating your
proposal.
Your proposal will be evaluated on the following criteria:


Quality – 50%
Total cost - 50% (including live environment)
Commercials
You are required to provide a fixed total lump sum cost for the complete works. Bids should
be based on the following:


Kitchen works to be priced IN hours; and
Remaining works to be priced OUT of hours (after 18:00 weekdays and weekends).
NEC3 Engineering and Construction Short Contract terms and conditions will be used for
this service requirement.
All prices quoted shall be exclusive of VAT.

Procurement Process
The procurement process will be managed for GIB by UK Shared Business Services Ltd (UK
SBS).
The procurement is based on awarding the contract to the Most Economically Advantageous
Tender (MEAT) by assessing both quality and cost using the evaluation criteria and
weightings shown below.

Scoring
The scoring matrix is outlined as below:

0-2
The Question is not answered or the response is completely
unacceptable. It does not meet the minimum requirement or they
have completely missed the point of the question.
3-4
Very poor response and not acceptable – fails to meet the minimum
requirement/standard. Requires major revision to the proposal to
make it acceptable. Only partially answers the requirement, with
major deficiencies and little relevant detail proposed.
5-6
Poor response only partially satisfying requirement/standard with
deficiencies apparent. Some useful evidence provided but response
falls well short of minimum requirements. Low probability of
success, sufficient obstacles but correctable.
7-8
Response is acceptable and meets minimum requirement but
remains basic and could have been expanded upon. Response is
sufficient but does not inspire. Good probability of success,
weaknesses can be readily corrected.
9-10
Response meets is acceptable and meets minimum requirement and
demonstrates they can meet the specified performance or
capability. High probability of success, no significant weaknesses
noted. The response includes a full description of techniques and
measurements to be employed.
Scoring price
Each Bidder’s price is used to identify their relative positions on a 0-10 price scale. This is
done by allocating the lowest priced bid 10 points and calculating the remaining Bidders’
scores in relation to this scale. However bids that exceed more than a 100% of the lowest
bid will receive 0 price points.

Methodology
1. Provide a method statement for the project, based on the specification to include
your understanding and philosophy of the requirement, on site facilities, space
requirements. (5%)
Project Plan
2. Provide a proposed project plan to include a timetable of major milestones
quantifying the number of days and the individuals involved (including out of hours
work). Where appropriate identify any sub-consultants and their specific involvement.

Quality
3. To give details of how you will ensure a high quality service and your proposals for
the monitoring and reporting on the quality of the service and works delivered. (10%)
Resources
4. The resources you expect to use to manage, supervise and undertake the works.
Include the number of staff itemised by trade you expect to use in providing the work,
including sub-contractors. (5%)
Experience
5. Provide detail of how you will approach and work within a ‘live environment’ and
provide an example where you have successfully completed a project working in a
live environment. (10%)
6. Experience - Provide detailed information about 3 similar projects carried out in the
last 2 years, along with details of 2 referees. Provide an experience sheet, if
available. How do these jobs relate to this project? (10%)
Health & Safety
7. Provide details of how local H&S will be managed - giving consideration to: Safe
Systems of Work; Accident Reporting, PPE, Safety Equipment, Training and
Inductions. (5%)
