The Story So Far
1. The focused inspection by OFSTED of CAST stated:
1.
The Trust failed to provide effective challenge and support for school improvement
2.
The CEO and Board had inadequate understanding of school performance
3.
6/10 schools inspected in October ‘16 were judged RI or inadequate
4.
Trust leaders have not intervened quickly enough to secure the quality of teaching
and leadership required for pupils to achieve well.
5.
Leaders do not routinely monitor and analyse trends in pupils’ achievement.
6.
Pupil progress between KS1 and 2 was below average in 2/3rds of the schools
7.
Trust Leaders and board members do not have a clear strategy to tackle under
achievement in disadvantaged pupils. They cannot account for £2million additional
PP funding
8.
Outcomes for disadvantaged and most able students vary too widely from school to
school. They do not do well enough.
9.
The scheme of delegation is not published and is not fit for purpose
10. No overarching strategy for monitoring the effectiveness of safeguarding. Some
Trust schools slow to comply with recently introduced checks.

Recently the RSC office visited a number of our schools:
Christ the King :
The examples of the teaching and learning coaching is very impressive and
sustained
School’s leaders build capacity and sustainability in their own leadership teams.
The behaviour during the day was excellent and the work that had gone into this
was evident.
The brokered support from CAST has been crucial in supporting the school.
St Mary’s Catholic Primary School, Penzance
No part of the school feels like a special measures school.
There is drive and commitment from all areas; children, staff and leaders.
Behaviour and engagement is of a high standard.
It is clear that we celebrate success and have a story for each individual child.

St Nicholas Primary School:
There is a clear focus on school improvement with a focus on making a
difference to children’s outcomes.
The school has established very good tracking processes that are working
well for the school.
There is a real focus on SEN support and differentiation – there are clear
aspirations for progress for every child.
Evidence in talking to children shows that the school has established effective
learning cultures.
St Mary’s Catholic Primary School, Poole :
Developments are moving fast.
A comprehensive action plan in place, that is effectively RAG rated.
The ESG is ‘the best thing that could have happened to the school.’
Governance has been comprehensively reviewed and now has invaluable
support.

From Special Measures to Good:
St Paul’s Catholic Primary School, Plymouth
The school has improved rapidly under the strong leadership of the new headteacher and her team.
Teaching has improved and pupils are making rapid progress. The school’s leaders have the
confidence of governors, parents and pupils.
Governors have an in-depth knowledge of the school. They support and challenge the leadership
on all areas of school improvement.
Disadvantaged pupils receive good support and, in nearly all year groups and subjects, are making
progress at a rate similar to other pupils.
Arrangements for safeguarding are good. Pupils feel safe and know that adults will help and protect
them.
Our Lady & St Patrick’s Catholic Primary School, Teignmouth
School leaders have a good understanding of the school. Their self-evaluation and plans for
school improvement identify accurately areas in need of further development.
Governance is strong. Governors provide an appropriate balance of challenge and support to
senior leaders and understand what the school needs to do to improve further
Pupils feel safe in school. Their behaviour is good. Their attitudes to learning and school are
positive. Pupils are confident and self-assured.
