Mission Viejo Youth Basketball (MVYB) 2012-2013 Winter League Rules (Rookie Division) Jump ball begins the game Four (4) quarters of 8 minute running time Every player plays a minimum of 4 minutes each quarter Every player must sit out at least one (1) 4-minute period each half Each team shall have 1 full timeout in each half 12’ free throw line (1st hash mark from the free throw line) for Rookie Division No score is kept, as Rookie Division is developmental Dribbling violations are enforced, but ball is taken out of bounds by same team(no change of possession) Out of bounds lines, half court violations, and in bound violations are enforced, but does not result in a change of possession PLAYER ELIGIILITY Players must meet ALL of the following requirements to be considered a registered player and participate in MVYB Winter League, All-Star and Tournament games: Player must have a completed and signed Registration Form on file with the League Player must have attended an MVYB mandatory evaluation (or received an evaluation waiver in writing from the MVYB Board of Directors) Player must not have a medical condition or situation that could pose a health risk to the player or other participants including, but not limited to: cast(s), open wound(s), concussion, etc. Player must have been: -Drafted on to the team for which they are playing, or -Placed on the team for which they are playing by a majority vote of the MVYB Board PLAYING PERIODS There will be four (4) quarters with eight (8) minutes running time in each quarter. Each period shall be a running clock, only stopping for: Time-outs Injuries When the game referees stop the clock 1st and 2nd quarters = half. Half time will be two (2) minutes and will occur after the 2nd quarter. START OF GAME Home team is listed first on the schedule and sits to the scorekeeper’s right Away team is listed last on the schedule and sits to the scorekeeper’s left A jump ball between the teams at mid-court shall start the game and each overtime period PLAYER PARTICIPATION Every eligible participating player must be logged in the scorekeeper’s book and check in with the scorekeeper prior to every instance when that player enters the game. Late arriving players must check in with the scorekeeper immediately. The scorekeeper will note the time in the game (quarter/clock) when late arriving player(s) checked in and became eligible for participation Each player must wear the full uniform provided by the League. Teams will be assessed a one-shot technical foul for each player in violation of this rule. The player chosen to shoot the technical foul free throws shall shoot ALL of the technical foul free throws assessed for uniform violations prior to the start of the game. Late arriving players not in full uniform will be assessed a technical foul at the time they enter the game, and the opposing team may choose a player currently in the game to shoot the free throw. Injuries: Players who leave the game at any time other than the specified substitution times will be considered to have played that entire 4-minute period. The player entering the game at any time other than the specified substitution times will not have that 5- minute period counted toward their Minimum Play Rule qualifications. Players who leave the game due to injury may not re-enter the game until the next dead ball. Players re-entering the game shall complete the remainder of the current 5-minute substitution period as if their time had not been interrupted. MINIMUM PLAY RULE (MPR) 6 or more players present: Each player must play a minimum of 4 minutes per quarter Each player must sit a minimum of one (1) 4-minute period per half To count towards MPR time allotment, a player must enter the game at the beginning of a quarter or at the 4-minute substitution timeout during that quarter. All players remaining in the game or entering the game at any 4-minute portion of a quarter must check-in with the scorekeeper prior to play resuming. The MPR will be enforced for all divisions; playing time must be met by the end of the 4th quarter. Scorekeeper’s book shall be the official record of compliance. Scorekeeper will notify lead official of those players whose MPR time allotment has not been met by the start of the fourth quarter. Lead official shall enforce compliance. Parents are expected to make every effort to notify their player’s coach as soon as possible that their child will miss a practice Coaches are expected to make a reasonable effort to work with the parent of the child and determine if any solution exists that will allow the child to participate in practices SUBSTITUTIONS Substitution of players shall occur at the beginning of each quarter and on a dead ball or referee time-out as close to the 4-minute mark of each quarter as possible (as determined by the lead Referee). Substitution patterns may not violate the Minimum Play Rule Clarification: Players may sit out two consecutive 5-minute periods only if those 5-minute periods occur at the end of one quarter and the start of the next consecutive quarter GAME BALL When available, the League will provide a game ball. If the league is unable to provide a game ball, the home team will provide one as approved by the referee. In all cases, the official game ball sizes shall be 27.5 inches. THE CLOCK The clock will be a running clock throughout each quarter. TIME-OUTS Rookie Division Sprecifics: Each team shall have one (1) 30-second timeout in each half of a regulation game. DEFENSE No zone defense of any kind will be allowed. In all 4 quarters, teams must play man-to- man defense. In the first half of each game, players must begin with one foot in the key and may leave the key to guard their man after the first pass is made after crossing half court. In the second half of each game, players may guard their man after the player crosses half court. FULL COURT PRESS No Full Court Press allowed ILLEGAL DEFENSE: Illegal defense shall be defined as: 1. A violation of the man-to-man rule(s) stated above or 2. A violation of the full-court press rule Offense retains possession of the ball
