Purpose of Report
The Economic Development Committee (EDC) are requested to make decisions regarding
the Major Events sponsorship for the 2016-17 year, and also to decide on the roll-over to
the second year of several events which have been completed their first year's funding and
now seek approval for their second year's funding.

Background
At its meeting on 26 June 2013, the Council adopted the Thames-Coromandel District
Events Strategy which established a major events sponsorship programme to grow existing
events and to encourage new events to the district which would have positive economic
outcomes for the district. The Council's Long Term Plan has allocated the following funding
for Major Events Sponsorship Programme.


Issue
In the 2015/16 funding round there was $128,188 to allocate. The first funding, which closed
in July 2015, allocated the following funds at the Committee's 17th August 2015 meeting on
a multi-year basis. This includes the 2016-17 Year 2 funding, which is highlighted in bold in
the table below.

3A) Funding already approved:
At its 31 May 2016 meeting, the Economic Development Committee approved the Year 2
roll-over of funding for three events, which had provided satisfactory completion reporting.
These events are:




Brits at the Beach (to be held in October 2016) - $10,000 for 2016-17 year
Steampunk (to be held in November 2016) - $10,000 for 2016-17 year.
Thunderbeach (to be held in November 2016) - $7,000 for 2016-17 year
K2 Cycle: $10,000 a year for three years, subject to continuing corporate sponsorship
As regards to Thunderbeach, the organisers are grateful for the $7000 Year 2 grant
approved by the Economic Development Committee at the 31 May 2016 meeting. However
the organisers would like to shift the date of the event the third weekend in March, which
would mean the motorcycle event would occur in Whitianga on the weekend prior to the
BeachHop in Whangamata, which is scheduled for 22nd-26 March 2016. Subject to this
Thunderbeach event ensuring that its event does not clash with the Beachhop, then it is
recommended that the Committee approve this date shift.
The K2 Cycle event: This event has multi-year funding of $10,000 a year for three years
approved at the Economic Development Committee meeting of 15 March 2016, subject to
the event continuing to attract its current $15,000 a year external sponsorship. Note that
only $5000 was available to be paid out of the 2015-16 budget due to road
closure/advertising contingencies for other events, so the Economic Development
Committee approved $5000 to come out of the 2016-17 budget, along with the $10,000 for
this year.
3B) Existing events seeking funding approval for Year 2
Of the other events, completion reports have now been received from the following events,
which are now seeking confirmation of their Year 2 funding. These are:

Mercury Bay Music Festival (to be held in June 2017) - $20,000 for 2016-17
The MB Music Festival completion report provides feedback on the event which was
held over Queen's Birthday Weekend (4-6th June 2016). The event was subject to
meeting performance criteria such as promoting the Coromandel brand, attracting
media attention, and bringing business to the District in the mid-winter season.
Organisers state that the event met the performance criteria in terms of attracting
visitors to the District, which boosted tourism and businesses in the District over the
Queen's Birthday Weekend. Media coverage was extensive with stories in Auckland,
Tauranga and Hamilton as well as local Coromandel papers and radio.

More than 180 musicians were involved, including seven workshops with multiple
learning opportunities for young people, which provided local employment
opportunities, as well as additional traffic for accommodation and restaurant
providers.
The organisers report facing a number of challenges in terms of setting up structures
for the inaugural event, including finding sufficient venues in Whitianga, as well as
building a website and Facebook page, arranging for the operation of four different
sound and lighting rigs at different locations, and developing wristband and ticketing
systems for venue access. These issues are now resolved, and organisers are keen
to move forward to the Year 2 event timed for Queen's Birthday Weekend in 2017.

The Major Event performance criteria set a "winter drawcard goal of 1,000
attendees". However organisers admit that this figure was not reached, with only
approximately 700 attendees participating in the three days of concerts and
workshops. However organisers believe the event met most of the performance
criteria in terms of promoting the Coromandel during the off-season, mid-winter
period - and they are seeking Economic Development Committee endorsement to
continue the event, with the $20,000 Year 2 grant.

Recommendation: The staff panel reviewing the applications recommends
approving the $20,000 Year 2 grant, given the logistical and organisational
difficulties the organisers had to overcome in setting up this festival for the first time,
and also to meet the intention of the original grant in establishing a positive
drawcard event in mid-winter in Mercury Bay. It is recommended that organsers now
also seek corporate sponsorship, given that they now have a model of the first event
run successfully.

Illume Festival - Coromandel (to be held in July 2017) - $10,000 for 2016-17
The Illume Festival Completion Report provides feedback on the 2016 event which
was held on Friday 15th July and Saturday 16th July. Organisers state that the event
attracted approximately 2,000 on the Friday night, and 5,000 on the Saturday night.
As the event was free with no gate entry, these figures are estimates only, but the
photos attached to the Completion Report show large crowds attending the event.
The event, which received a grant of $15,000 in the 2015-16 year, also managed to
raise significant external sponsorship from Powerco (approximately $5000 towards
the fireworks), Trust Waikato ($7,000 the event organisation) and Creative Waikato
($1500 towards the arts workshops which served to prepare lanterns and other items
for the event).

In order to meet the Year 2 funding criteria, the organisers needed to show that the
event boosted tourism revenue, promoted the Coromandel brand, improved
business opportunities, and built event sector capability. The Completion report
shows that there was an extensive media and marketing campaign around the
event, with articles in the Hauraki Herald, Coromandel Chronicle, Tairua Advertiser,
and Mercury Bay Informer, along with adverts in the Coromandel More FM, the
Coromandel town website, a specialised Facebook page, and the NZ Motor Caravan
Association website. In addition, there were flyers and posters placed on the 360
Ferry, at I-Sites and Information Centres throughout the upper North Island, and the
event was listed on Event Finder.
The event achieved its performance criteria of promoting the Coromandel brand,
and its objective of bringing visitors spending money to the District during a period
when businesses typically experience a significant falloff in revenue.

Recommendation: The staff panel reviewing the applications recommends
approving the $10,000 Year 2 grant, given that the Illume festival met its
performance criteria of bringing visitors to Coromandel town in mid-winter, and also
in attracting significant corporate sponsorship.
3C) Existing event withdrawing from funding round
Mindsports, which was to have been held in May 2017, has withdrawn from its Major
Events funding for Year 2. This frees up $10,000 which the event would have potentially
qualified for in the 2016-17 funding round.
In the Sponsorship Completion Report for the 2016 event, the organisers comment that the
timing of the event on Mother's Day was (in retrospective) a poor choice, with many people
being away from town or otherwise occupied. It also clashed with a Mindsports event for
children which was held in Auckland on the same weekend. The organisers have indicated
that they do not intend to run the Mindsport event in 2017, and will not be seeking the Year
2 funding allocation.

3D Current funds committed for 2016-17
In the 2016/17 year, the Major Events Fund stands at $156,675. Of this sum, a total of
$42,000 has already been committed to existing events in Year 2 of the event programme
(Steampunk, Brits at the Beach, K2 Cycle Race and Thunderbeach).
An additional $30,000 is projected to be committed to the Mercury Bay Music Festival, and
the Illume Festival (subject to the Economic Development Committee being satisfied these
two events meet the performance criteria from the Year 1 event).
A further $10,000 needs to be allocated for meeting the costs of events which do not
receive Major Event funding (for road closures etc). And a further $5,000 is provisionally
allocated to the Coromandel Seafood Festival (if they are not successful in their bid for
additional funding in the 2016-17 year).
This comes to a total of $87,000 provisionally allocated in the 2016-17 funding round.
Hence this leaves a total of $69,675 for distribution - or other options such as reallocation
towards a District Events coordinator to provide marketing assistance to events (rather than
necessarily providing funding grants).

4) Allocation of the remaining $69,675 funds
There are three options available for the use of the grants funds:
a) The Economic Development Committee has the option of fully allocating this $69,675 for
new grants in the 2016-17 year.
b) Alternatively the Committee could consider delaying the funding round for new events,
and instead support existing events to ensure that they achieve cut-through and move onto
a sustainable basis.
c) A third option is to partially allocate the Major Events fund, but retain a portion of the
funding either for a second round of applications, or the employment of a District Events
Coordinator.
5) Bids for 2016-17 funding allocation
If the Economic Development Committee elects to partially or fully allocate the existing
funds, then there are five applications which have been received in the 2016-17 funding
round, which commenced on July 8th 2016 and closed on 8th August 2016.
5A) Existing events which are seeking additional funds:
Of the funding applications, two are from existing events which already have funds allocated
in the 2016-17 year, but which are seeking additional funds. These two events are:

Coromandel Seafood Festival - in addition to the grant of $5000, Seafood
Festival are seeking an additional $40,000 in 2016-17 (and $15,000 in 2017-18)
The Coromandel Seafood Festival was held on Saturday 7th May 2016 in
Coromandel. This is a new event which was designed to attract visitors to the town
outside of the "peak" holiday season, and also to promote the "seafood" heritage of
the town with its mussel, oyster and fishing industries, as well as its restaurant sector.
In order to meet its funding criteria for Year 2, the event was required to attract 1,000
attendees, and the TCDC funding was to be used only for the Seafood Festival (not
the fishing competition that accompanied the event). The Seafood Festival is stated
by organisers to have met its goal of attracting the 1,000 attendees to the inaugural
event, attracting between 1500-2000 people in attendance. The attendance is
demonstrated in the Sponsorship End Report by the $2,480 which was raised through
a gold coin donation as a koha for the Coromandel Area School for use of their fields,
and also by photographs of the event. The organisers provide feedback from local
businesses, such as motels, stall holders and the 360 Ferry, who indicate that the
event succeeded in attracting out-of-town visitors, with organisers estimating that up
to 400 participants stayed overnight. The festival was originally due to be held over
the Anzac Weekend, but was shifted to early May for logistical reasons. The original
application for two day festival was shortened by organisers to a one-day festival in
order to secure commitment from stallholders for the inaugural event.

In the Completion Report, the organisers detail a wide range of publicity and
marketing which was undertaken for the festival. Their accounts show that $9532.86
of the $10,000 grant funds were utilised, and the event organisers are asking for
permission to retain the $467.14 underspend for use towards a website for the 201617 event. This would be in addition to the $5000 Year 2 grant, which would be
available through meeting the 1,000 attendee criteria for attendance.

New application for an additional $40,000: However subsequent to the furnishing
of the Completion Report, the organisers have submitted a new Major Events Grant
application seeking a total of $45,000 in the 2016-17 year. The organisers state that
this significant capital injection will enable them to purchase equipment such as
barbeques, gazebos, storage containers for equipment, and electrical distribution
assemblies (costed at $25,178), and also allow them to spend an additional $23,740
on marquee hire, sound system, event management and advertising.
However the application makes no reference to any increase in the numbers of
people expected to attend the festival as a result of this significant cash injection,
which still remains a one-day event from 10am to 5pm.

Recommendation: The staff panel recommends that the Committee approves the
original $5,000 allocated for Year 2 of the festival, given that the event met its
attendance figures. It also recommends that the unspent $467.14 should be retained
by the Seafood Festival for use towards website development. However the panel
recommends that the Committee rejects the application to increase funding by an
additional $40,000, particularly as the Major Grant scheme is designed to fund
events to get off the ground, rather than to fund the purchase of major items of
equipment for future use.

Steampunk the Thames - in addition to the grant of $10,000, Steampunk are
seeking an additional $45,000 in 2016-17 (and $15,000 in 2017-18).
Steampunk was held in Thames from 13-15 November 2015. The funding was initially
for a one-year period, but at the 17th August 2015 meeting the Economic

Development Committee approved a second round of funding in 2016 of $10,000
subject to the 2015 festival meeting sufficient performance criteria such as attracting
tourists, promoting the Coromandel brand and building additional event sector
capability.
The organisers submitted a Completion Report, which was considered at 31 May
2016 Economic Development Committee, and elected to fund the Year 2 grant of
$10,000. In the Completion Report the organisers state that the Steampunk Festival
exceeded expectations in terms of artistic participation, audience numbers and media
interest. For example the Bella Street Pumphouse Steampunk Ball sold out to a
capacity of 200 attendees, the burlesque night sold out to capacity of 120, and the
Steampunk street carnival attracted up to 2000 people. In addition there was
significant media coverage of the event in the NZ Herald, Seven Sharp TV
programme, and the local newspapers and radio. Survey data showed that the event
attracted people from the wider region including Auckland, Hamilton and Tauranga, as
well as international tourists.
New application for an additional $45,000 in 2016-17:
The organisers have submitted an application for an additional $45,000 grant in the
2016-17 year (along with a bid for $15,000 in 2017-18).
The application states that the aim is to promote Thames as a Steampunk capital
which "reinforces Thames identity as a Victorian industrial town, which brings this
image into the 21st century."
This Steampunk branding has also been noted in the Visitor Solutions feedback on
Thames potential visitor attractions, which identifies this event as a key branding
concept for the town.

The organisers propose to introduce or expand events in 2016 - a Steampunk
Banquet and Music Hall to be held in historical venues (Brew and The Club), and to
potentially introduce a second show to the Burlesque. In addition, major events have
the potential to expand - namely the "Punk your Ride" custom car art parade and the
Steampunk Circus. The Steampunk Ball, which sold out to a capacity audience of
200 in 2015, is projected to also expand within its venue and/or remain exclusive
with a premium ticket price.
Organisers state that one of the main attractions of the Steampunk genre is that it
allows many people to participate through dressing up, which is relatively cheap
compared to other events. Over time, the aim is to reach the international
Steampunk market, and draw tourists into Thames specifically for this event. One of
the aims of the organisers is to "establish a permanent headquarters for Steampunk
The Thames to attract visitors all year round, and to position Thames as the North
Island hub."
The budget bid also includes $24,000 for a national marketing coordinator, $6,000
for event coordinators, $8000 for a photographer, and $7,000 for a writer. This is in
addition to $15,179 in advertising costs. The Major Event fund criteria make it clear
that funding is not available for wages or honorariums. Additional funding:
Steampunk has also been granted $10,000 from the Thames Community Board for
promotion of its event in the 150th Anniversary celebrations.

Recommendation: The staff panel reviewing the applications recommends that the
Committee approve an additional grant of $10,000 for Steampunk in the 2016-17
year, given the growth potential of the event. This amount can be accommodated
from the unspent $10,000 allocated to Mindsports, and will ensure the funding is not
lost to the Thames area. The panel also recommends that a potential grant of
$15,000 be allocated in the 2017-18 year (which is the Thames 150th Anniversary),
subject to a satisfactory performance target being achieved in the 2016 event.

5B) Existing events without current funding which are seeking a funding grant
One of the events which received a one-off grant in the 2015-16 funding round has now
come back and is seeking a three-year funding allocation.

Rising Can Festival - seeking a grant of $8,000 in 2016-17, and $10,000 in 201718.
This event received a one-off grant in 2015-16 of $4,000 to promote the Rising Can
Beer Festival. Organisers have come back and applied for a three year funding
package,seeking $8000 in the 2016-17 year, $10,000 in the 2017-18 year, and
$12,000 in the 2018-19 year.
The 2015 event attracted approximately 300-350 people, but was marred by bad
weather. The event organisers believe the event, which promotes canned craft beer
from a number of breweries throughout New Zealand, has the potential to become an
iconic event, similar to the Scallop Festival.
Organisers state that the event, which is to be held on 21 November 2016, draws
domestic tourists from Auckland, Waikato and Bay of Plenty, and taps into the
growing market for craft beer products throughout New Zealand.
The $8,000 funding is sought to cover the cost of the bands and entertainment
provided to promote attendance at the event, along with costs associated with host
responsibility including bus transport to and from the event, first aid and security.

Recommendation: The staff panel recommends the Committee fund the festival for
the 2016-17 year for $4,000 to allow assessment of the potential for the craft beer
event as a drawcard for tourists. This is recommended as a one year funding, with the
applicants required to apply again in 2017-18, if they wish to seek additional funding
subject to demonstrating performance.
5C) New events seeking funding in 2016-17

Tairua Trail and Tides - seeking up to $3,921 in 2016-17
The application seeks funding of $3,921 for a walk-run event in Tairua on 12
November 2016. The event has operated in 2015 without any grant funding.
Organisers are seeking funds to pay for web registrations and event planning, along
with promotional sports water drink bottles. However the application does not provide
details of the prospective number of entrants to the event, or provide sufficient details
of the previous event. Despite emails sent to the organiser asking for such details, no
reply has been received.

Recommendation: The staff panel did not assess this as a unique event, given there
are other walking events around the Coromandel. Not recommended for funding, but
TCDC to offer communications and Destination Coromandel support, if required.

Aotearoa Surf Film Festival - seeking $9000 in 2016-17, and $10,000 in 2017-18.
This event, which is new to the Coromandel, proposes to run two outdoor surf film
evenings - one at Whitianga, and one at Whangamata sometime in March 2017. The
organisers are seeking a grant of $9,000 in Year 1, $10,000 in Year 2, and $15,000 in
Year 3.
The funding is to pay for the costs of the hire of outdoor blowup screens and audiovisual hire ($3,400 x 2), generator hire ($350 x 2), portaloo hire (500 x 2 nights),
wheelie bin hire and security guards ($340 x2). The organisers propose to fund the
marketing and staff costs themselves.

The organisers currently provide three outdoor surf film events in Auckland, Mt
Maunganui and Gisborne. These free events are funded by the event sponsors,
O'Neill, Corona Beer, Panasonic and Bluebridge. In addition. The organisers provide
indoor film screening at 15 cinemas throughout New Zealand, which are on a paid
entry fee basis of $15 a night.
However the organisers are now proposing to expand the free outdoor film events to
three new venues - Whangamata, Whitianga and Raglan. These free events will not
be funded by the sponsors, and the organisers are seeking grants from TCDC to
cover the expenses for the two Coromandel sites.
In follow-up questions with the organisers, it turns out that the event already runs an
indoor cinema session at the Monkey House cinema in Whitianga, and this will
continue regardless of whether the outdoor option is funded by TCDC grant. The
organisers have previously run paid surf film events at the Whangamata cinema for
three years, but found the cost was prohibitive in terms of audience numbers.
Organisers say that they have found the free outdoor events can attract many more
people.

Recommendation: The staff panel did not assess this as a unique event, given that
the organisers hold 3 outdoor events at other centres, and 15 indoor events
throughout New Zealand. Also the indoor event will continue in Whitianga regardless
of TCDC sponsorship. Not recommended for funding, but TCDC to offer
communications and Destination Coromandel support, if required. It is suggested that
organisers may wish to check with the Whangamata Community Board about
potential local sponsorship.
6) Discussion
Staff have undertaken a preliminary scoring of the applications (which is enclosed in
Attachment A). Staff are only recommending three events based on the points score for
funding - namely Steampunk the Thames, Coromandel Seafood Festival, and the Rising
Can Festival.
In addition, Year 2 funding for existing events is recommended for the Illume and Mercury
Bay Music Festivals.
As regards the current round of the 2016/17 Major Events funding, a detailed breakdown of
the staff recommendations and scoring matrix are included in the attached Appendix A.
However a shortened version is contained below.

Receives the Major Events Sponsorship 2016-17 report dated 15 August 2016.
Consider the staff recommendations, and make decisions on the appropriate funding
allocations,namely:
a. Approves the Year 2 funding allocation of $20,000 to the Mercury Bay Music
Festival for 2016-17, and notes that $10,000 is potentially allocated in 2017-18
subject to the 2017 event meeting standard performance measures.
b. Approves the Year 2 funding allocation of $10,000 to the Illume Festival for 201617.
c. Approves the Year 2 funding of $5,000 for the Coromandel Seafood Festival, and
the retention of the underspent $467.
d. Approves the additional funding of $10,000 to Steampunk the Thames in 201617, and approves the grant of $15,000 in 2017-18, subject to the 2016 event
meeting standard performance criteria.
e. Approves the grant of $4,000 to the Rising Can Festival for the 2016-17 year, but
does not approve additional funding for 2017-18.
f. Declines the application for $3,921 from the Tairua Trail and Ride for 2016-17.
g. Declines the application for $9,000 from the Aoteoroa Surf Film Festival for 201617, and $10,000 for 2017-18.
Delegates to the Deputy CE the authority to sign funding contracts with the successful
Major Events applicants, subject to any payment conditions prescribed in Figure 1.
