<<Project Name>> Consenting Strategy v1.1 December 2013 1 Purpose Most NZ Transport Agency projects require statutory authorisations ranging from a relatively simple outline plan of works for projects which can be constructed under the authority of an existing designation, to obtaining multiple resource consents and designations for projects of national significance where the applications are lodged with the Environmental Protection Authority. The purpose of the consenting strategy is to outline what is required in order for the implementation strategy of the detailed business case to be considered for funding. The key components of the consenting strategy are: 2 Identifying the projects consenting objectives The summary of the environmental and social responsibility technical reports that were required by the Environmental and Social Responsibility Screen at the Indicative Business Case The updated the Environment and Social Responsibility Screen from the Indicative Business Case based on the outcomes of any technical reports that were required and discussions with the NZTA subject matter experts To identify the approvals required and why To identify the approvals pathway and why To scope the required level of technical assessments to support the applications, and To Calculate the estimated statutory application costs and key mitigation areas. Project Consenting Objectives This section will state the consenting objectives for this project. These will likely be influenced by the other parts of the Implementation Strategy. E.g. the programme for when construction is likely to commence, the purchase of property, the procurement method…. This section will also identify all the relevant planning documents for the project. 3 Updated Environmental and Social Responsibility Screen In this section place the updated Environment and Social Responsibility Screen. This will help inform the level of technical assessment that will be required to seek the required statutory approvals. Page 1 Insert the updated Screen. 4 Summary of Environmental and Social Responsibility Technical Repo rts This section will include a summary of any technical reports that may have been required as a result of the Environment and Social Responsibility Screen that was conducted during the indicative business case to assess the high risk aspects which could potentially influence the investment decision to approve the detailed business case. The <<following>> reports have been commissioned as a result of Environment and Social Responsibility Screen identifying them as high risk areas during the Indicative Business Case. The following sections summarise the findings of the further investigations which will be used to inform the updated Environmental and Social Responsibility Screen. 4.1 Aspect Report 1 A brief summary of the key aspects of the report 4.2 Aspect Report 2 A brief summary of the key aspects of the report 5 Required Approvals Identifying what statutory approvals are required and why e.g. list the number of Notices of Requirement are needed, whether the project is seeking an Outline Plan waiver, state the resource consents applications and for which activities or identify which resource consents that have already been granted the activity can be undertaken, any archaeological authorities or Department of Conservation Concessions required. The following approvals are required for the project as directed by the; Resource Management Act 1991 << relevant regional plans >> << relevant district plans >> << relevant National Environmental Standards>> Historic Places Act 1993 Conservation Act 1987 << any other relevant legislation>> <<any relevant regulations>> Page 2 5.1 Designations Identify whether a new or altered designation is required and why. 5.2 Resource Consents Identify what resource consents already permit the work to be undertaken and any additional consents required and why. 5.3 Archaeological Authorities Identify if an archaeological authority is required and why. 5.4 Department of Conservation Concession Identify whether a Department of Conservation Concession is required and why. 5.5 Other Department of Conservation Permits Identify if there are any other Department of Conservation permits required and why. 5.6 [insert other approval types] Identify if there are any other approvals which are required. 6 Approvals Pathway This section identified the preferred consenting pathway e.g. what decision making process will the project use to submit an application. 7 Required Scope of Technical Assessment Set the scope of the technical assessments required to support the applications for the identified approvals required in Section 5. 8 Key Mitigation Areas and Costs Include an overview of the likely key mitigation measures and their associated costs. This also includes any costs associated with the implementation of the NZTA Revocation Policy. Indicate if there will be any potential on-going maintenance and operation requirements and the associated costs. Include the cost estimate based on the required scope of the technical assessment and the required applications.
