2016 Land Park Cup Tournament Rules
The Land Park Cup is a CalNorthCCSL, US Club and USSF sanctioned
Soccer Tournament for U9, U10, U11 and U12 Boys and Girls teams.
NO DOGS ARE ALLOWED AT THIS EVENT – PLEASE DO NOT
BRING DOGS TO GAMES
EVENT CHECK-IN
Event check-in is on Friday, August 12, 6:30 p.m.-9:00 p.m., at Giovanni’s
Pizzeria (5924 South Land Park Drive, Sacramento, 95822). Coaches (or a
designated representative) must provide the following in order to check in
their team:
Valid CalNorth or US Club player passes for the current season for any
players participating in the event.
Valid CalNorth or US Club coach passes for any coaches participating in
the event.
A copy of the team roster ("official Goldenrod") -orA copy of the US Youth Soccer Membership form for each participating
player. This is the form parent’s fill out when registering their child that
includes the signed medical release. It is usually has a yellow stripe.
There will be No exceptions to the above
Games will be played at Willliam Land Park, Cal Middle School and Bahn
Fleth Park
GAME CHECK-IN
All teams must check in at the field marshal tent no later than 30 minutes
before the scheduled start of each game. The field marshal will check coach
and player passes and player equipment. All players and coaches must have
a valid CalNorth or US Club pass. No player without a pass will be allowed to
play, no exceptions. Every player on a team must wear an individually
numbered jersey of the same color. Where jersey colors for opposing teams
are similar, the listed home team must alter its jersey color. In any case the
game referee will have the final authority over appropriate colors, safety
concerns, and suitability to play.
GUEST PLAYERS
Three (3) Guest Players will be allowed for this event. The three guest
players must be from the team’s club.
SPORTSMANSHIP
Coaches are reminded of their responsibility to ensure that coaches, players,
parents, and affiliated spectators of their team act appropriately while at this
event. Referee Dissent & Abuse will not be tolerated. Foul and inappropriate
language is not allowed. Persons violating the sportsmanship code may be
asked to leave the event. No Noise making devices will be allowed on
sidelines. The Land Park Cup Committee and Referees reserve the right to
eject parents, spectators & coaches for unsporting behavior.
PLAYER SAFETY
USSF Heading Protocol - There will be no heading allowed in this event.
No casts or hard splints will be allowed.
CAUTIONS AND EJECTIONS
Two yellow card cautions in a single game will result in a red card ejection.
Any player, manager, or coach receiving two yellow cards or one red card in a
single game will be suspended from participation in the next game. Players
ejected from a game shall not be replaced. In the case of violent or
particularly egregious fouls resulting in ejection, the event committee will
consider additional sanctions.
PROTESTS
All game results and disciplinary actions will be final and cannot be
protested.
HOME TEAM DUTIES
The home team is the team listed first on the schedule. The Visiting Team
will wear Light colored jerseys, home team will change if there is a conflict.
Home team will provide 3 game balls. Championship Games – the
tournament will provide 1 game ball.
GAMES
Both teams will share the same sideline – only players and coaches with
passes will be allowed on the team side. Parents from both teams will share
the opposite sideline – no exceptions.
REFEREES
Referees will be provided and paid for by the tournament. All referees will be
currently certified
START OF PLAY
Team captains will meet with the game referees in the center of the field for
introductions prior to the start of play. The visiting team takes the coin toss.
If a team has not taken the field with sufficient players (Five including the
keeper for U9 & U10 and Six for U11 & U12 within 10 minutes following the
scheduled start of the game, that team shall forfeit, which will be scored as a
1-0 loss. If neither team is ready for play with sufficient players within 10
minutes following the scheduled beginning of their game, both teams shall
forfeit the game, which will be scored as a 0-0 loss for both teams, neither
receiving any points.
NUMBER OF PLAYERS
Under 9 and Under 10 will play 7v7,
Under 11 and Under 12 will play 9v9.
GAME DURATION
The field marshal is authorized to decrease game times for safety reasons.
Preliminary game times are 50-minutes (2-25 Minute halves). Championship
and consolation game times will be 50 Minutes (2-25 Minute Halves). There
will be NO STOPPAGE time in preliminary matches, and no more than 5
minutes of stoppage time will be added for injuries during championship and
consolation games.. All preliminary games will end at the end of regulation if
tied. Championship and consolation games at all age groups will be settled
by playing Two 5-minute overtime periods with Golden Goal (Sudden Death).
If still tied at the end of the overtime periods, kicks from the penalty spot, in
accordance with FIFA rules, will be taken until a winner is determined.
SUBSTITUTIONS
Substitutions will be as follows: Any goal kick, kick off, thrown-in, after a
player is cautioned and injuries (Opposing team may take a courtesy sub on
injuries). Substitutions must be up and ready at midfield and wait for the
referee to call them onto the field.
SCORING
A maximum of 10 points can be awarded to any given team per game. Points
are awarded as follows:
Win:
6 points
Tie:
3 points
Loss: 0 points
Shutout:
1 point (1 point awarded to each team if tied 0-0)
Goals:
1 point for each goal up to three per game
Forfeits:
8 points for the winner (scored as a 1-0 win), 0 points for the
loser
Goal differentials in excess of 7 goals are discouraged. For each goal in
excess of 7 more than an opponent, 1 point will be deducted unless, in the
opinion of the referee and noted on the game card, the losing team failed to
make a reasonable effort to defend its own goal to prevent the winning team
from scoring.
Field marshals will take receipt of all completed game cards. Scores will be
maintained at each field as well as at the event headquarters (Land Park
Community Park). Flight winners will be determined by total points
awarded for all preliminary games played.
CHAMPIONSHIP AND CONSOLATION ADVANCEMENT
The two teams with the 1st & 2nd highest point total in flights will advance to
the Championship game (Flight Winners). Of the remaining teams the 3rd (3rd
Flight Winner if applicable) & 4th highest point totals in the flights will
advance to the Consolation game.
TIE BREAKERS
At the end of preliminary game play, point total ties between teams will be
resolved as follows:
1. Winner of head-to-head competition.
2. Team with lowest number of goals allowed.
3. Goal Differential (Max +/- 5 per game)
4. Team with most goals scored (Max Diff of 5 per game).
5. Penalty kicks per FIFA.
* Teams that have previously forfeited a game cannot win a tie-breaker
Game ties at the end of regulation play in the Championship and Consolation
Rounds will result in two-Five minute overtime periods with Golden Goal
(Sudden Death). If still tied after the overtime round, the match will be
decided by Penalty Kicks as per FIFA.
SCHEDULES
Game schedules, field directions, and event rules will be sent to all
participating teams no later than 5 days prior to the tournament. Notice of
acceptance to play will be made within 7 days following the entry deadline,
and will be made via email. www.landparkcup.com
APPLICATION DEADLINE
Applications are on time if postmarked no later than July 15, 2016 (This date
can be extended). Late applications will be accepted on a wait list basis. All
applications must be complete and must be accompanied by a check or money
order for $400.00 made payable to "Land Park Soccer Cup". Refunds will not
be issued to teams dropping after July 1.
AWARDS
Awards will be handed out to 1st, 2nd, 3rd and 4th place teams immediately
following championship and consolation games.
ALCOHOL AND CONTROLLED SUBSTANCES
Alcohol, Tobacco and controlled substances will not be tolerated at
tournament sites. Any violation of this rule by coaches, players, or affiliated
spectators will automatically cause the offending team to forfeit that game.
Pending review by the tournament committee, the offending team could face
additional sanctions, including expulsion from the tournament.
DOGS
NO DOGS WILL BE ALLOWED AT THIS EVENT
MEDICAL ASSISTANCE
Field marshals will call 911 for emergency medical help if instructed to do so
by a parent, coach, or referee. All injuries should be reported to the field
marshal so that an incident report can be completed. Serious injuries will be
reported to event headquarters.
EVENT COMMITTEE
The event committee consists of the event director, referee coordinator, and
designated Land Park Cup Soccer Event members. In the case of
interpretations of these rules, and in the case of rules and issues not covered
herein, the event committee reserves the right to interpret the rules or
promulgate and issue new rules. The committee's decision on all rules is
final.
