PARTNERSHIP DECLARATION
The Partners listed below, within the principles laid down by the “Greece - The
former Yugoslav Republic of Macedonia IPA Cross-Border Programme” 2007-2013
approved by the European Commission – Decision C(2008)4717/05-09-2008 and
revised with the C(2010)4769/08.07.2010),
taking into consideration,
1. The Regulations:


1. The Partnership consists of:

2. All partners approve the contents of the proposal submitted to the JTS and
undertake to comply with the principles of good partnership practice set
out below:
i.
All partners have read the Application Form, understood what their role
in the proposed project will be and agree to cooperate for the
implementation of the project and to undertake the respective actions
described in detail, before the application is submitted to the JTS.
ii. All partners will contribute as defined in the proposed project by
disposing human resources, know-how, infrastructure, equipment,
access to information, promotion and publicity and coverage of the
eligible costs of the action according to European Union Legislation
(Commission
Regulations
and
Directives)
and
to
the
National
Legislations.
iii. All partners have read the content of the template Contracts provided
and understood what their respective obligations under these contracts
will be if the proposed project is approved. They authorise the Financial
Lead Partner of their country to sign a Subsidy Contract with the
respective Contracting Authority (Managing Authority in Greece and EU
Delegation in the former Yugoslav Republic of Macedonia) and to
represent them in all dealings with this Contracting Authority in the
context of the project’s implementation.
Also, all partners authorize
the Overall Lead Partner to sign the Overall Contract with the
Managing Authority in order to represent the whole partnership and
coordinate the overall project’s implementation.
iv. The Overall Lead Partner and the Financial Lead Partners must consult
with their partners regularly and keep them informed on the progress
of the project.

v. All partners must receive copies of the progress reports (narrative and
financial) submitted to the Contracting Authorities.
vi. Proposals for substantial changes to the project (e.g. activities,
partners, etc.) should be agreed by the partners before being
submitted to the Managing Authority and to the Delegation of the
European Union in Skopje. Where no such agreement can be reached,
the Overall Lead Partner must indicate this when submitting changes
for approval.
vii. Where a Partner does not have its headquarters in the country where
the action is implemented, the partners must agree before the end of
the project, on an equitable distribution of equipment, vehicles and
supplies for the project purchased with the EU funds among local
partners.
