ANNOUNCEMENT
The HORNBILL MOTOR RALLY 2012 will run in compliance with the International
Sporting Code of the FIA (and its appendices), the National Competition Rules &
General Prescriptions of The Federation of Motor Sports Clubs of India (FMSCI), the
relevant Regulations concerning any championship or cup, these Supplementary
Regulations and bulletins issued by FMSCI. This rally is being run in a TSD, noncumulative format.
The Federation of Motor Sports Clubs of India (FMSCI) is the ASN of the FIA in India.
Modifications, amendments and/or changes to these Supplementary Regulations
will be announced only by numbered and dated bulletins (issued by Organizers or
the Stewards).

2.2
RIGHTS AND OBLIGATIONS OF THE ORGANIZERS
2.2.1
The organizer may issue any Competitor Information Bulletins (CIBs) and /
or written instructions to competitors at any time with the approval of
FMSCI / Stewards. Written instructions when issued shall be signed by

each competitor / entrant as proof of receipt and shall have the same legal
force as these supplementary regulations. All CIBs will be communicated
via dated and sequentially numbered bulletins. These bulletins shall have
the force and will constitute an integral part of these regulations and will
be posted at the official notice board. Details of the official notice board
should be mentioned in the SR. As far as possible, the CIBs shall be
brought to the notice of the individual competitors. However it is the
responsibility of the competitor and / or entrant to acquaint themselves
with the CIBs and / or written instructions posted at the official notice
board.
2.2.2
The provisions of the present regulations may only be amended according
to Art.66 of the FIA Sporting Code and FMSCI General Prescriptions. The
organizing committee and the stewards of the meeting reserve the right to
amend the prescriptions of the present regulations according to the
circumstances and cases which arise. Competitors will be informed of any
amendments as soon as possible. Any amendments / additional provisions
will be announced by dated and sequentially numbered bulletins which are
an integral part of these regulations. These bulletins will be posted at the
official notice boards and will also be directly communicated to the
competitors.
2.2.3
The Stewards of the Meeting are empowered to take a decision on any
case not covered by the present regulations.
2.2.4
The interpretations of these regulations and decisions regarding any
unforeseen circumstances shall rests with the Steward/s of the meeting.
2.2.5
The organizers may at their discretion abandon, cancel or postpone the
event in case of unforeseen circumstances as per Art.60 of the FIA Sporting
Code and FMSCI General Prescriptions.
2.2.6
The organizers and / or the Clerk of the Course may appoint Judges of Fact,
whom have to be named either in the Supplementary Regulations or in a
CIB along with a specific duty of what is to be judged.
2.2.7
The Organisers will ensure that all relevant permissions are obtained from
the competent authorities prior to the event, copies of which must be
made available to the Stewards.

ARTICLE 3: GENERAL CONDITIONS
3.1
Generalities:
3.1.1
Status

The interpretation of these regulations and decision regarding any
unforeseen circumstances shall rest with the stewards of the meet.
3.2
ROUTE
3.2.1
The route of the HORNBILL MOTOR RALLY 2012 will be TARMAC and DIRT
ROADS and cover a distance of approximately 120 km. The rally will run on
T.S.D. Non cumulative format.
3.2.2 a) The maximum average speed will not exceed 40 kmph for any section in the
speed chart.
b) Wherever there is a Government Prescribed speed limit, the average
speed limit given by the organizers for that section shall be a
minimum of 10% less than the Government prescribed limit.
c) The organizers should ensure that the average speed prescribed for any
section can be easily achieved under normal driving conditions.
d) In the Mountain Section the maximum average speed has to be below 40
kmph.
e) When the average speed given is above 40 kmph there shall be no time
control in that section.
3.2.3 The Road Book will contain the information regarding the route to be
followed and various distances. The location of marshal points WILL NOT BE
disclosed in the road book. Only one copy of the Road Book will be made
available at the two minutes before scheduled start time of each competitor.
3.2.4 Competitors must report at every control in the order and direction in which
the controls have been scheduled by the Organisers. Any infringement may
entail penalty as described in Article 14.
3.3
ENTRANT’S ELIGIBILITY & OBLIGATION
3.3.1 Any person holding a valid driving license and FMSCI competition license
valid for the year 2012 may enter in this event. The minimum requirement is

Clubsport TSD license @ Rs.300/-. FMSCI License forms will be available on
website - www.fmsci.co.in - Fees to avail these licenses are not included in
entry fees. Navigator must be any person who holds valid Driving license.
3.3.2 A Letter of Authority for the use of the vehicle must be produced from the
owner of the vehicle in case the owner is not a member of the crew.
3.3.3 Under the laws of the country, it is mandatory that any accident out of which
a claim may arise be reported to the nearest police station.
3.3.4 Maximum Two crew members per car/bike/ATV are permitted.
3.3.5 ALL COMPETING CREWS TO:

Comply with the legal requirements of the cars used on public roads in India

Carry emergency food and drinking water sufficient for a minimum 24 Hrs.

Carry necessary spares.

Both crews must possess valid Driving license
3.4
VEHICLE ELIGIBILITY
3.4.1 All the vehicles of any Make & individually licensed for the road. USE OF
EXTERNAL NAVIGATIONAL AIDS AS TRIP METERS, SPEED MONITORS, LAPTOP/ NOTE BOOKS ETC. are Permitted. Likewise, use of Wireless
Communication Sets, Mobiles, Pagers etc. shall be strictly prohibited
3.4.2 This Event is open to ALL TYPES of four wheelers, two wheelers and ATVs.
3.4.3 Only Commercially available fuels which are on sale in fuel stations/ petrol
pumps are permitted provided it complies with Government / RTO Laws.
3.5
ENTRIES
3.5.1 Entry forms duly filled, conforming to these regulations along with the
appropriate Fees must be submitted to the organizers not later than 18.00
Hrs. on Sunday,25th November , 2012. Maximum entries restricted to 50 for 4
wheelers and 25 each for 2 wheelers and ATVs. Entry form will be available
on websites, www.namsa.co.in
3.5.2 By the very fact of signing the entry form, the entrant as well as driver submit
and bind themselves to resort only to the General Prescriptions of the FMSCI

and the international sporting code of FIA. No amendments may be made to
the entry form, except in the case provided for the regulations
3.5.3 An entry form which contains false and/or incorrect statements shall be
deemed null and void and the entrant may be deemed guilty of breach of
these regulations and the entry fee may be forfeited and the entrant be
excluded from the event.
3.5.4 Up to the moment of the close of entries, the competitor may replace the
entered vehicle with another, provided that there is no change in the group,
subject to the approval of organizers.
3.5.5 The entry application will be accepted only if accompanied by the entry fees.

First 15 outstation entries will be provided with accommodation on advance
payment, this is purely on a first come first serve basis (fully completed entries
forms accompanied with a DD for the entry fees in favour of Nagaland Adventure
& Motor Sports Association (NAMSA) payable at SBI Rangapahar Dimapur).
The duely completed entry forms and the entry fees to be taken in Cash / DD in
favour of Nagaland Adventure & Motor Sports Association (NAMSA) payable at
SBI Rangapahar Dimapur.
3.6.1a. Category

3.6.2 The entry fees includes:

One set of Road books

Identity Cards.

Competition Stickers, Sponsor stickers

Invitation for both crew members for Prize distribution ceremony.
3.6.3 The entry fees do not cover charges for vehicle recovery, medical treatment
(if required), fuel etc. However these facilities may be provided on request
on chargeable basis.
3.6.4 Refunds:
Entry Fees will be refunded in full only:
 To Candidates whose entry has not been accepted.
 In the case of the Rally not taking place.
The Organisers may refund 50% of the entry fee to those competitors who,
for reasons of “Force Majeure” (duly accepted by the organizing committee),
were unable to start in the Rally.

3.7
STARTING ORDER
3.7.1 The Starting Order will be determined by Standings.
3.7.2 After first car, the cars will start at TWO MINUTE interval.
ARTICLE 4: ENTRANTS OBLIGATIONS
4.1
DOCUMENT SUBMISSION
4.1.1 The Entrant should produce the following for inspection at the time of
submitting the vehicle for scrutiny & Administrative check on 08:00 – 12:00

Competitors are required to bring in originals: 1
Vehicle Registration Book.

Authority letter from owner of the Vehicle if either of the crew member is
not the owner of the Vehicle used in rally.

Competition license of FMSCI. (Comp. License for both the crews) or number
confirmed by FMSCI license.
The Competitors are required to carry all the above documents throughout
the Rally.
4.2
SAFETY
4.2.1 Roll Cage & Helmets are not compulsory for four Wheel. SEAT BELTS FOR
DRIVER & CO-DRIVER ARE MANDATORY. All participants must be seated in
seats which face forward only. (The Bench type side ways seats of Mahindra
Jeep may be retained but must NOT be occupied). The Clerk of the Course or
his nominated officials may at their sole discretion exclude a competitor who
is deemed unfit for reasons of health or consumption of/under the influence
of alcohol or drugs.

4.2.2 Transponder device may be fitted to each competing vehicle to track the
vehicle throughout the route. Competing crew must ensure the safety of the
transponder device. Service vehicle for the transponder device will travel
with the Rally to provide service for the transponders in case of failure of the
device. The Sole responsibility to ensure that the transponder device is
working lies on competing crew.
4.2.3 For 2 wheelers / ATVs HELMETS, SHOES and JACKETS are compulsory for
both RIDER AND NAVIGATOR
ARTICLE 5: SCRUTINY & BRIEFING MEETING
5.1
Only those competitors who have passed the administrative checks may
present themselves with their vehicle equipped with its plates & numbers at
scrutineering.
5.2
Competitors not conforming to the norms would be automatically
disqualified and their entry fees would be forfeited.
5.3
At Scrutineering Competitors may be asked to produce their identity cards.
5.4
The scrutiny card which will be issued during administrative checks must be
carried with the vehicle at the time of vehicle scrutiny.
5.5
The Pre-Event scrutiny of the vehicles will be carried out on December 5th,
2012 between 08:30 - 12:00 at Rally HQ , Rally HQ, IG Stadium, Ruleizou,
Kohima, Nagaland.
5.6
The Briefing Meeting MUST be attended & signed on attendance sheet by all
competitors on 5th December, 2012 at 17:00 Hrs. at Rally H.Q. NONATTENDANTS MAY NOT BE ALLOWED TO START & will be referred to
Stewards for further Sanction
ARTICLE 6: TIME CARD
6.1
A time card will be issued to each competing crew at the start of the Rally,
which should be handed back to the organizers at the finish control.
Responsibility for the card rests solely with the crew until it is handed back to
an official or marshals of the rally.
Given In the time card, will be following details: A)Competition Number.
B) Starting time.

6.2
The specimen sample of time card will be shown to the competitor, he
should make the necessary arrangement to carry and protect his time card
book through out the event.
6.3
At every manual control, the crew must ensure that the Marshal signs the
time card and furthermore (except at passage controls) that time which

there in. The absence of signature from Control or the failure to hand in the
Time Card at any control (time or passage) will entail penalties as per Article
No. 14.
6.4
Competitors are themselves responsible for presentation and/or collection of
the time card at the various controls and for the accuracy of the entries in
the time card. The time card must remain on board of a vehicle, for the
duration of the event and must be presented personally by the competitor at
all the control points.
6.5
Officials are permitted to modify an entry, that they might have made earlier,
but in such case they must strike out the original entry, and replace it by a
completely new one which must be re-authenticated by a further signature.
Any entry, which appears to have been tampered with, may be deemed not
to have been made and may result in exclusion for the competitor.
6.6

A competitor losing his time card WILL be excluded.
Time card is a property of the organisers and upon retirement, for any
reasons whatsoever, MUST be returned to the organisers without delay.
At every control, the crew must ensure that the time is also entered in the
Marshal’s register. The competitor must sign this.
The onus of ensuring that the correct time is entered rest solely on the
competitor.
6.8

6.10 In case of difference in time noted on the time card and the marshal’s
register, the time noted in the Marshal’s register shall be considered final
and binding on all competitors.
ARTICLE 7: INDEMNITY
All Entrants must sign the Indemnity Declaration along with the Entry Form.

ARTICLE 8: INSURANCE
Only during the running of the event, all FMSCI Competition License holders are
insured for
i)
Personal Accident Insurance: Rs.2, 00,000/=
ii)
Hospitalization benefits: Rs.40, 000/=
However, it is strongly advised that all drivers take necessary and adequate
additional insurance covers on their own including hospitalization benefits.
iii)
All vehicles must have minimum third party insurance and Special Rally
cover, valid for the period of the Rally. (The rally cover will be issued by the
SAME branch of Insurance Company with whom you have insured your
vehicle under section 31 of IRDA Act.)
COMPETITORS’ ATTENTION IS PARTICULARLY DRAWN TO THE FACT THAT
NORMAL MOTOR POLICES ISSUED IN INDIA DO NOT PROVIDE COVER FOR
RALLYING
ARTICLE 9: ADVERTISING
9.1
It is Compulsory to carry Organizers advertisements on the competing
vehicles. Refer Appendix III
9.2
Competitors are allowed to affix any kind of advertisements on their vehicle
provided that.

It is authorized by the National Laws and FMSCI Regulations.

It is not likely to cause any offense.

It is not Political or Religious in nature.

It does not encroach upon the space reserved for organizers advertisement
plates & competition number.
ARTICLE 10: ROAD BOOK AND NAVIGATION
10.1 The route will remain secret until the road book is distributed to the
competitors. The road book will contain a detailed description of the

itinerary, which has to be followed. This itinerary is compulsory under the
pain of exclusion.
10.2 Competitors’ attention is drawn to the fact that the route passes through the
crowded city area and they are thus advised to exercise extreme caution
while passing through the same.
ARTICLE 11: TRAFFIC & SPEED
11.1 UNDER THE LAWS OF INDIA ANY ACCIDENT OUT OF WHICH A CLAIM MAY
ARISE SHOULD BE REPORTED TO THE NEAREST POLICE STATION
11.2 Any competitor involved in an accident which results in physical harm,
penalties will be imposed at the discretion of the stewards.
11.3 At any given point of time the competitor must abide to the traffic laws
applicable.
ARTICLE 12: CONTROLS & CONTROL PROCEDURE
12.1. MANUAL CONTROLS:
There will TWO types of manual controls:
TIME CONTROL
PASSAGE CONTROL
12.1.1 TIME CONTROL:

The official time throughout the rally will be Indian Standard Time expressed
by GPS time in accordance with the 24 Hrs Clock

The signs will be always on left hand side of the road, if you are traveling in
rally direction.

The stopping time within any control area must not exceed the time
necessary for carrying out control operations.

It is strictly prohibited to enter in control area from any direction other than
that prescribed by the itinerary and the road book of the rally.

Competitors are obliged to follow the instruction by marshals at control area.

Any deviation in check in procedure at control area will be noted by the
marshal & will be reported to Clerk of the Course.

There will be two types of time controls,
A)
Manual Time Control. And Passage Control
B)
The time will be recorded up to the seconds e.g. 11 Hrs 37 Min. 03Sec.
Deliberate stopping or slow Driving in the vicinity of a control will be
penalized as per Article 14 for every incidence. The POST MARSHAL SHALL BE
THE “FINAL JUDGE OF FACT”.
12.1.2 PASSAGE CONTROL:
A RED Banner displaying a STAMP or STOP sign will indicate a passage
control. Each competitor will stop at these controls and present the time
card to the marshal who will stamp / sign the same as a proof of the passage
of the vehicle at that point. TIME WILL NOT BE NOTED.

ARTICLE 14: PENALTIES
At Time Controls One Second Penalty for Each Second LATE.

ARTICLE 15: PROTEST AND APPEALS
15.1 The time limit for protest against Provisional Result is within 30 minutes after
the provisional results are declared on the Official Notice board at the finish
venue.
15.2 Protest shall be in writing and accompanied by protest fees and shall be
lodged with the Clerk of the Course or one of his appointed deputies.
15.3 Protest fee is Rs 5,000/-. If the protest is unfounded this amount will not be
given back.
15.4 Any ruling by the Stewards shall be final and subject only to the right of
appeal as provided for by the General Prescription of FMSCI.
15.5 The Appeal procedure will be as per the FMSCI’s General Prescriptions. The
appeal fees is Rs.80,000/- with Rs.40,000/- to be paid along with intention to
appeal and balance Rs. 40,000/- payable along with the grounds of Appeal
within 48 hours.

ARTICLE 16: RANKING & PRIZES
16.1
RANKING
Competitors will be ranked in ascending order of penalty points incurred by
them i.e. person with the least penalty points would be ranked first.
IN CASE OF A TIE, the same will be resolved as under.
Between the competitors who have tied in total Penalties: The competitor
with LEAST EARLY Penalties will be declared as the winner. In spite of this if
the TIE is not resolved the competitor with LEAST LATE Penalties in maximum
No. of stages will be declared as the winner. In spite of this, if the tie is not
resolved, the tie will be resolved by a draw of lottery. And the winner will be
awarded the Trophy; however the cash prize if any will be distributed
amongst the tied Competitors.

the time of closing of entries. Any such additions shall be informed by way of a
bulletin.

APPENDIX I : TERMINOLOGY

Bulletin: An integral part of the supplementary regulations and is intended to
modify, clarify or complete it.

ASN: The National Sporting Authority. In India The Federation of Motor Sports
Clubs of India (FMSCI) is the ASN

Time Card: Document intended for the stamps, in chronological order, of the
different control points scheduled on itinerary.

Competitor: Physical or legal entity used for the physical or legal person who
has entered in the competition.

Route: This is defined by the official road book of the vent, confirmed by the
opening car.

Road Book: Each Competitor shall receive a road book in a prescribed format 5
minute before his scheduled start time of section. It contains information about
the route via tulip diagrams, Distance to travel (KM), Distance traveled (KM),
Partial distance from tulip to tulip (KM)

Penalty: It is a penalty imposed for speeding, missing controls, unsporting
conduct or other violation committed on route.

Scrutiny: Checking of a vehicle and documents.

Briefing: the information regarding the event, arrangement, safety etc. given
by the Clerk of the Course.

Maximum Permitted Lateness (MPL): The total number of late penalties only
(Excluding other time penalties like missing TC/PC, early penalties, Wrong
Direction Penalties etc.)

I/We hereby make an application to participate in the INTERNATIONAL HORNBILL RALLY 2012 and certify that the particulars
of my vehicle as given overleaf are correct, that I/We have read the Supplementary Regulations issued by NAMSA for the
HORNBILL RALLY 2012 and agree to be bound by any, of the International Sporting Code of the FIA, the General Prescriptions,
Sporting Regulations and Championship Regulations of ASN; as well as the undertaking on this entry form.
DECLARATION
I have read the Regulations issued for this event and agree to be bound by them. In consideration of the acceptance of this entry,
I agree to save harmless and keep indemnified the Government, the ASN, the Organizers, the FIA and their officials, the
Sponsors, agents, representatives, employees and all persons assisting them in this event and all owners and tenants of private
property traversed by this event, from and against all actions, claims, cost, expenses and demands in respect of death or injury to
myself or any other person or persons or loss or damage to any property including the car concerned in this event and test, if any
or otherwise howsoever and not withstanding that the same may have been contributed or occasioned by the negligence of the
organizer and their official, agents, representatives, employees and all persons assisting them in this event. The indemnity shall
be binding on my heirs, executors and legal representatives.
I declare that the drivers posses the standard competence necessary for an event of this type to which this entry relates, also that
the vehicle entered is suitable and rally worthy for the event. I agree and undertake to abide by the rules and regulations framed
for this event including the conditions precedent set out herein and all other rules and regulations, which may hereinafter be
framed.
Finally I/We hereby acknowledge that I / We am / are fully conversant with the risk and dangers of Motor Sports in general and
this rally in particular which I/WE assume hereby.
