Outcomes
• Outcome 1: Setting up business standards and operational
scheme to monitor service quality
• Outcome 2: Management practices and workplace
cooperation are improved and skills of workers further
developed
• Outcome 3: Enhanced backward linkages of the tourism
sector to local clean and organic agriculture producers & silk
craft producers
• Outcome 4: Improved export capacity of selected Laotian
silk and cotton & organic agriculture enterprises, and
strengthened capacities of the GoL in addressing non-tariff
barriers to the regional export of organic products
• Outcome 5: Contribute to improved productivity in the
tourism, silk and organic sectors through cleaner production

Outcome 1:
• Run the Mark Pilot until December 2013:
Pilot is being finalized. Delay due to hotels noncompliance. 4 out of 7 establishment on track.
• Define the Mark business plan and finalize
operational manual based on the pilot’s results
Ops. Manual has been adapted (v.1.2) and the
business plan of the mark defined in collaboration
with LANITH

Outcome 1 (cont’):
• Train SU staff on laboratory operations and
launch the laboratory
Staff have been trained on use of new equipment.
University requested to provide testing protocols
and business plan for operation. Handover
ceremony scheduled in May 2014
• Officially launch the Mark
Schedules in May 2014

Outcome 2:
• National Skills Standards drafts for 4 skills are
on going and will be ready by June 2014 to
submit to the National Committee for
endorsement
• Full GPG toolbox are finalized and will be
launched officially in May (2 modules)
• KAB in tourism have been piloted in 3 secondary
schools in Luang Prabang and will be officially
roll-out in September 2014 school academic year
• Strategy for LPHRA is finalized and discussed
within the LPHRA board for implementation

Outcome 3: Agri component
• Consolidate the supply chain of high quality
vegetable products – engage with additional 70
families
Process to expand to Chomphet district has
started. Seeds supply is now managed by the
Market Management Committee which is slowly
taking over project’s responsibilities.
• Formalize producer groups
Study tour to Chiang Mai scheduled in April 2014.
Lessons learned to serve as a catalyst for
formalization of the groups

Outcome 3: Agri component (cont’)
• Setup revolving funds:
Once groups are formalized, revolving funds will
be put in place to allow producers to access what
was initially funded by the project (inputs).
• Launch cold storage operations
Necessary changed were made to the cold storage
location to allow standard operations. Training to
be delivered May 2014 on operation process
management. Need leadership/entrepreneurship
from owner

Outcome 3: Handicraft component
• Consolidate the Handicraft Label:
Sales in 2013 hit the 4,000 USD benchmark. 109
users regularly using the label. New “control”
system in place with support from PICO
• Handicraft Festival in November 2013:
Implemented
• Participate to Vietnam Lifestyle 2014:
Pending – decision might be made to go to Tokyo
International Gift show instead

• Feasibility study on production of raw material
for natural dyes:
Started in March 2014. Fully managed by
TPPD/NIU in partnership with LPHA
• General Assembly of the LPHA in December
2013
Done. New board elected and General Secretary
nominated. Registration under Decree 115 in
process

Outcome 4:
• Study on best practices in building backward
linkages towards to tourism sector:
Study conducted in Dec 2013. Report to be
presented in July 2014 at the LOAF 3
• Market research to assess the potential for
export of Lao Organic Products in South East
Asia:
Study ongoing. To be presented at LOAF 3

• Strengthening of the Lao Certification body and
certification of producer groups involved in
outcome 3
Done. 59 producers out of the 89 families
engaging with the project have been certified by
LCB. LCB received technical support from Thai
expert on certification process
• Organization of the Lao Organic Forum 3
Scheduled in July 2014

• Distribute manual on “Tip for energy saving in the
hotels and restaurants sector”
• Curriculum development for NUOL on CP
• Follow up implementation of RECP with
demonstration units
• Awareness raising activities in Champassak province
• Publication of case studies

Evaluation of the 1st phase and preparation of 2nd phase
• Final evaluation is scheduled in May 2014
• First mission of second phase preparation took
place in March 2014
• Discussion are ongoing with TPPD/NIU
• SDC decided not to join the second phase
