Gaming Agent - Investigations and Enforcement Bureau, Gaming Agents Division The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts. The Commission is seeking to hire a Gaming Agent for the Investigations and Enforcement Bureau Gaming Agents Division. This position reports to the Supervising Agent of the Investigations and Enforcement Bureau – Gaming Agents. The Gaming Agent reviews the activities of a licensed gaming facility. The individual is responsible for establishing and maintaining professional relationships with the operators and managers of the casinos, and for maintaining constant communications with the Supervising agents in their assigned casino. The Gaming Agent also works closely with federal, state, and local law enforcement agencies. The Gaming Agent conducts regulatory investigations and prepares complex, detailed reports. Examples of duties may include, but are not limited to, the following: Establishing and maintaining a professional relationship with the management of the licensed casino by MGC. Assisting the Supervising Agent of IEB with the creation of policy and procedures within the IEB’s Gaming Agent section Monitors the casino/hotel activities for the MGC with emphasis in monitoring revenues and gaming operations of the casino industry Assuring that all laws and regulations are followed by the casino licensees Establishing and maintaining professional relationships with casino management, with all levels of law enforcement, with the all levels of management of casino properties, and other government agencies Provides Gaming Agent assistance to other divisions of the MGC and the State Police upon request Assists in recommending regulations, policies and procedures to improve the effectiveness and productivity of the Gaming Agents Audits casino accounting records Identifies deficiencies in the system of internal Controls of a casino licensee and recommends appropriate changes Monitors state-of—the-art developments in casino operations and develops related techniques Reviews complaints from the public, licensees and other gaming officials and takes actions as appropriate Communicating and cooperating with Gaming Commission State Police to avoid duplication and ensure effective and efficient regulation Assuring that all criminal activity in casinos is referred to the Massachusetts State Police and any other appropriate law enforcement agency Providing all necessary testimony to any appropriate hearing or court Assisting in detecting and properly investigating any violations of gaming laws or regulations Investigating all violations, preparing reports, and submitting reports to the Supervising Agent of the IEB 1 Building constructive working relationships characterized by a high level of acceptance, integrity, cooperation, and mutual regard Responds to all patron complaints and questions and attempts to resolve all complaints from patron in a satisfactory and equitable manner Observes the gaming floor for suspicious activity and report same to Supervising Agent. Provides follow-up as necessary to ensure compliance Engages in the practice of ongoing review of slot machine activity to ensure that all machines are functioning as required Conducts inquiries regarding casino operations and secures copies of documents, tapes/disks, reports, logs, etc. that are necessary to ascertain compliance with all laws and regulations Cooperates with the investigation and prosecution of violations of the gaming law and regulations Building and maintaining internal and external customer satisfaction Earning the trust, respect, and confidence of co-workers and customers, in good times and bad, through honesty, forthrightness and professionalism Contributing actively to a work environment that embraces diversity and brings together the strengths and perspectives of diverse groups to meet organizational goals Accepting personal responsibility for the job, and for the quality and timeliness of work and meeting expectations Seeking opportunities to resolve problems, achieve goals, or otherwise advance the organization’s mission Performs other related duties as required Required Skills: Ability to obtain substantial knowledge of laws and regulations pertaining to the Commission and to gaming in Massachusetts, and the ability to apply that knowledge to the review and analysis of information Ability to learn and interpret regulations, policies, and procedures pertaining to gaming enforcement Ability to learn investigative techniques, principles, and procedures Ability to learn count room operations Ability to learn casino surveillance and security operations Ability to learn investigative techniques, principles, and procedures Ability to prepare properly documented investigative reports and findings Ability to establish and maintain effective working relationships with co-workers, gaming facilities, and law enforcement officials Ability to communicate effectively, orally and in writing Ability to learn the operations of gaming establishments and understand casino games and devices Ability to determine and assist in determining violations and non-compliance under the laws, regulations, and conditions established by the Commission Ability to prepare clear and comprehensive reports Minimum Experience, Education, and Training: Bachelor’s degree or higher in a related field from an accredited college or university 2 Employee will be required to possess a valid driver’s license There are multiple positions available for each casino licensee. The shifts are as follows: Grave Shift: 11pm to 9am, 10 hour work shift, 4 days per week. Day Shift: 7am to 3pm, 8 hour work shift, 5 days per week Swing Shift: 3pm to 11pm , 8 hour work shift , 5 days per week The Salary range is $43,000 to $65,000 and is commensurate with experience.
