Job Summary:
To develop training materials in relation to policies and procedures for First Aid and Personal Safety training to promote safe
working across the Council, and ensure First Aid and Personal Safety training and support is continually developed and
delivered to all employees within the Council when required.

Job Description: Main Outcomes required
1.
Planning:
Assist the Learning and OD Manager / Talent Management Lead to develop, implement and maintain an
appropriate level of service to the Council in relation to First Aid and Personal Safety, to enable the Council to fulfil
its statutory and non-statutory obligations.
This includes:


Developing materials relating to First Aid and Personal Safety policies and procedures to promote safe
working.
Designing, developing and updating specialist First Aid training, Personal Safety training, materials and
advice to a high standard for all Council employees whose post requires it, reflecting best practice as well
as any changes in practice, equipment and Council policies.
The postholder will be required to deliver other training to Council employees eg Moving and Handling.
2.
Service delivery:
Ensure all Council employees receive appropriate training in First Aid to ensure they are able to work safely at all
times. This involves:

Working with line managers to identify staff requiring First Aid training based on agreed procedures and
timescales.
Working with line managers to identify staff requiring Personal Safety training based on agreed procedures
and timescales.
Organise and deliver all First Aid training, ensuring all identified individuals receive the appropriate level of
training.
Organise and deliver all Personal Safety training, ensuring all identified individuals receive the appropriate
level of training.
Actively encourage course participants to report any concerns they have about administering First Aid and about
Personal Safety.
3.
Quality Assurance:
Develop, implement and maintain appropriate performance management reporting systems as a means of
managing and monitoring the performance, to ensure standards are maintained, improvements developed and
issues addressed in a timely manner, and in particular:
a) Monitor, review and develop the overall First Aid and Personal Safety training to ensure it is kept relevant and
responsive.
b) Provide regular performance reports on First Aid to Council staff and appropriate elected members and
Committees.
4.
Health & Safety:
All employees must follow the Council’s health and safety policies, standards, systems and procedures and must
follow any additional health and safety instructions required by their line management. Employees who manage
staff (and/or control workers from outside bodies) must ensure that they comply with the Council’s health and
safety at work procedures and ensure that all workplace risks are assessed, suitable control measures are put in
place and that these are communicated to the workforce in a way they understand.
5.
Other duties & responsibilities:
Undertake other duties appropriate to this job and grade, and as required by the line manager and ensure
appropriate outcomes are achieved.

Working in partnership with external organisations:
Assist the Council in liaising with partner agencies / organisations such as Health and Safety Executive and
Scottish Qualifications Authority (SQA), to improve working relationships and services, and achieve best value
where appropriate.
Liaise with external bodies to gather information and interpret technical or regulatory guidance to enable it to be
communicated to Council staff and service providers.
