Futsal / FIFA Futsal Rules
All other rules applied are in correlation with FIFA Futsal/USSF outdoor soccer

1. Each team will play 5 players including the goalie. (maximum 8 players on roster)
2. Each team must have 4 players to start the game. If a team is short a player, the other team
may play 4 players
3. The game will consist of two 20-minte halves. With 5 minute break between halves.
4. All players must wear shin guards.
5. Players will not wear hoop, dangling and stud earrings, or other loose jewelry
6. Players must wear indoor soccer shoes only. (Non-marking sole)
7. The referee will provide a size four-futsal ball. (U8 size three-futsal ball)
8. All players will play at least 20 min. If a child misses two or more practices in a row, the
coach has the right to determine the amount of playing time.
9. The referee will keep score.
10. Parents are not allowed on the team bench. Each team will have only one head coach and
one assistant coach.
11. Coaches should rotate all players to all positions.
12. Each win = 3pts/ Tie = 1pts/ Lose = 0pts – Forfeit game = 4-0 results.
13. Goal kicks are called goal clearance in Futsal. This restart is executed by the GK using
their hands to put ball back into play, clearing the penalty box before a field player can touch
it (cannot kick the ball back into play).
14. Passback rule to the GK. In the flow of play when a GK makes a save and distributes the
ball back into play the GK can be used passback option (outdoor rules applies; GK can only
use feet in this instance). In regards to the goal kick / goal clearance executed the field
player(s) can't use the GK again until the team plays the ball past half field, or the opposing
team touches the ball within the defensive half of the team in possession, or if the GK's team
is taking a kick-in from out of bounds.
15. Substitution is executed on the fly during play. The substitute occurs on the sideline
within the designated 5-yard area or directly in front of the team's bench with the tag of a
hand between the two players. Failing to execute this substitution technique (could) will
result in a free kick for the opposing team at the spot where the infraction occurred.
16. All out of bounds are indirect kicks accept for the comer kick (just like thrown-in with
outdoor soccer).
17. Restarts/Free kicks need to be taken within (approximately) 4 seconds once the ball has
been placed at the spot and ball completely stopped.
18. At all times during the game the GK only has (approximately) 4 seconds to get rid of the
ball (either when in their hands or feet). This rule doesn't apply if the GK is on their
offensive half of the court.
19. (Louisville Futsal enforced Rule) GK ... when throwing the ball from their hands, the GK
can't throw the ball in the air over the 3 clearly marked lines on the futsal court. Doing so
will give the opposing team a direct free kick from the second penalty mark located closest
to the opposing teams attacking goal.
20. In one half, if a team accumulates 5 team fouls (accumulated foul is any infraction that
results in a direct kick), the next foul (6th team foul) on that team will result in a free kick
for the opposing team at the second penalty mark (the defending team's players can't
form a wall for this free kick). This continues to happen for any other accumulated (direct
kick) fouls that keep occurring within that one half. The team foul rule starts over after
halftime, but accumulated fouls that happen in the 2nd half will carry over into OT if this
takes place.
21. (Accumulated foul situation) When official to a play gives advantage where a foul has
occurred, the official will record this foul (as long as it was a direct kick infraction), but
advantage will be given. So, an accumulated foul can occur without actually giving a team a
direct free kick because advantage was granted.
ABSOLUTELY NO SLIDE TACKLING; KEY WORD - SLIDING WITH THE INTENT OF
TACKLING AND RESULTING IN MAKING CONTACT WITH PLAYER!!!
