By June 2018, a 25% reduction of the
number of people receiving main benefits
This is a continuation of the result that’s
already been set. This target was reset
for 2018 in 2014 to include a wider
group of beneficiaries.

Healthy mums &
babies
By 2021, 90% of pregnant women are
registering with a Lead Maternity Carer in
the first trimester, with equitable rates for
all population groups.
Replaces Increasing ECE participation
which reached 96.7% last year

Keeping kids healthy
By 2021, a 25% reduction in the rate of
hospitalisations of children (aged 0-12) for
preventable conditions
Replaces Increasing infant
immunisation and rheumatic fever.
Between 93-94% of 8-month-olds are
consistently fully immunised

Safer kids: reduce
assaults and abuse of
children
By 2021, a 20% reduction in the number
of children experiencing a substantiated
incidence of physical or sexual abuse
This result is being broadened to
include sexual abuse, as well as
physical abuse

Improve mathematics
& literacy skills
By 2021, 80% of year 8 students are
achieving at or above the National
Standard in writing, or at Manawa Ora or
Manawa Toa in Nga Whanaketanga
Rumaki Māori tuhituhi.
Replaces Increasing the proportion of
18-year-olds with NCEA Level 2. This
increased 11 percentage points from
2011-2016 and if NCEA results are
confirmed we will have met the 2017
target of 85%

Ora or Manawa Toa in Nga

Upskill the New
Zealand workforce
By 2018, 60% of 25–34 year olds will have
a qualification at Level 4 or above
The existing result and target will
continue. A new target for 2018 was set
in 2014 and the result will remain until
the target is achieved

Reduce serious crime
By 2021, reduce the number of serious
crimes by 10,000
Replaces Reducing total crime, violent
and youth offending. Total crime has
decreased and there will now be more
of a focus on serious crimes

Better access to
social housing
By 2021, a 20% reduction in the median
time to house for priority A clients on the
social housing register
Replaces Reducing reoffending, this
has decreased 4.5% and will be
addressed as part of Result 7

Easy and seamless
services for business
By 2020, business costs from dealing with
government will reduce by 25%, through a
year-on-year reduction in effort required to
work with agencies
This Result is the same but the target
has been extended from 2017 to 2020
and the name has changed. The
extension will allow for major
transformation programmes for IRD
and ACC which affect business to be
completed and measured against the
target.
By 2020, Government services to
business will have similar key
performance ratings to leading private
sector firms.

transactions will be completed digitally
Replaces New Zealanders can
complete their transactions with
government easily in an online
environment. Good progress has been
made towards increasing the volume of
Government transactions. This builds
on the success to date and extends the
target to cover a wider group of
transaction
