Federation Officer Job Descriptions What is the Washington County 4-H Federation? The Washington County 4-H Federation is the county-level program and policy decision-making body for the Washington County 4-H club program. The full Federation is composed of youth and adult leaders from all 4-H clubs. The Federation meets quarterly, in October, January, April, and July. The organization is guided by an Executive Board composed of eleven youth and six adult representatives. The Executive Board meets the months between Federation meetings, beginning in September. Who is eligible to be on the Executive Board? The Washington County 4-H Federation Constitution states that youth officers "shall be elected for a term of one year only, but any given 4-H youth leader can hold a different office or position in ensuing years, providing it is not the same office or position held in a previous year. No one club may have more than two youth leader members on the Executive Board for any one year term. Youth leaders are 4-H members who are eligible to be enrolled in the youth leadership project (presently in grades 7-12). At the July Annual Meeting, youth who have completed grades 7-12 are eligible to vote and run for office. Youth must be enrolled in the Youth Leadership project in the year in which you are a Federation officer." What is the time commitment? FEDERATION OFFICERS ARE EXPECTED TO ATTEND ALL FEDERATION AND EXECUTIVE BOARD MEETINGS. THEY ARE USUALLY HELD ON THE FOURTH MONDAY OF EVERY MONTH (unless otherwise noted). Officer candidates should consider their other time commitments when applying. What are the duties? President: Preside at all meetings, help prepare agendas for the meeting, make sure meeting place is ready, make sure the program is ready, appoint committees, arrange for election of officers, represent the county at special occasions. Vice President: Preside at meetings when President is absent, assist the President in carrying out his or her duties. Beginning in 2017, the Executive Board Vice President will not be responsible for running the Ambassador Program. The Ambassadors will have their own leadership. Secretary: Keep accurate minutes of all Federation and Executive committee meetings and submit them to the Extension Office within two weeks following the meeting for distribution. Write letters for the Federation. Treasurer: Keep accurate record of all money received by the Federation and all money spent. Make a report at each meeting including all money collected, all money spent, and the balance in the treasury. Pay bills as approved by the Federation budget. Serve on the Federation's budget and audit committees. Historian: Attend county events, take pictures, get information from clubs, and create or update the county scrapbook. Youth Representative: Gather information and questions from clubs in your area to discuss at Federation meetings. Adult Representative: Gather information from clubs in your area to discuss at Federation meetings.
