RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB It is in the interest of all members that Club tournaments are conducted in an organized and orderly manner. That cannot be accomplished unless rules and procedures are in place regarding such matters as registering for tournaments, pace of play requirements and the conduct of members on the course. If these rules and procedures are not enforced, the goal of running orderly, organized events will never be realized. Therefore, provisions must also exist that allow the Board of the Club to take appropriate action with members who do not abide by the rules and procedures of the Club. The intent of this handout, therefore, is to inform members of the rules and procedures governing tournament play at our Club. You need to familiarize yourself with this material because you will be held responsible for adhering to it. 1. Administrative Rules for Tournament Play 1.1. When you enter your name for a tournament, you are committing yourself to play RAIN OR SHINE. If you don’t want to play in the rain, don’t sign up for the tournament. 1.2. Members can verify tee times on the Club website or on the draw sheet posted on the Clubhouse bulletin board the Monday prior to the event. 1.3. Members will only be permitted to withdraw from a tournament due to a medical condition, the existence of an emergency or for compassionate reasons. Members wanting to withdraw for these reasons should give the Club Captain as much advance notice as possible of their request to withdraw from a tournament. 1.4. The Tournament Registration Desk is situated in the Clubhouse across from the bulletin board. Please register for the Tournament a MINIMUM of 30 minutes prior to your tee time. Paying your fees in the Pro Shop or checking in with the Starter on the 1st tee is not considered checking in with the Tournament Registration Desk. 1.5. Each member is responsible for keeping his handicap factor current on the Golf Canada website. 1.6. Once you have reported to the Tournament Registration Desk you are responsible for being in the vicinity of the 1st tee box at least 10 minutes before your scheduled tee-off time. 1.7. The Rules of the Day will be posted at the Tournament Registration desk. The Club Captain will review the Rules of the Day, appoint a Captain for the foursome, and hand out scorecards for the tournament. Make sure you read and understand them. Depending on the circumstances, you will be penalized or disqualified if any of your shots have been played contrary to the Rules of the Day. 1.8. On the morning of the tournaments please give the Tournament Committee members at least one half hour of uninterrupted time prior to the first tee time as they are very busy getting the tournament together. If you have any questions regarding your handicap, prizes, future tournaments, etc. please direct them to another executive member. 1.9. Team events require all team members to sign-up on the web site during signup to verify individual’s availability for the event. A team captain should be selected and they are responsible to sign-up on the web site and identify all team members. Once team individuals have been identified on the sign-up system on the web site changes cannot be made to the team. If for some reason one or more of the team members cannot play in the event an alternate team member will be selected from the top of the waiting list to be assigned to your team. 2. Late Arrivals 2.1. Any player who has not checked in at least 30 minutes prior to his scheduled tee-off time is deemed to be late. If you have still not checked in 20 minutes prior to your scheduled tee-off time, your name will be struck from the tournament draw and replaced with the next available spare player. Players showing up late and removed from the draw are eligible to be placed at the bottom of the 'Spare List' for that day. 2.2. Members arriving late for a tournament will be handled as follows: a) First time in tournament season: The member receives a phone call from the Chair of the Rules and Conduct Committee confirming their late arrival and advising of the consequences of further late infractions b) Second time: The member receives a formal letter from the Chair of the Rules and Conduct Committee confirming the second late arrival infraction of the season and that the member must serve as a spare on two subsequent tournaments before being eligible for future tournament draws. Late arrival infractions will continue into the next tournament season. c) Subsequent times: 2 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB The member receives a formal letter from the Chair of the Rules and Conduct Committee advising of yet another late arrival infraction during the season and that the member must serve as a spare on four subsequent tournaments before being eligible for future draws. Late arrival infractions will continue into next tournament season. 3. No-Shows 3.1. Members who sign up for a tournament but do not show up for it without proper notification as outlined at section 1.3 of the Administrative Rules for Tournament Play, or who arrives for the tournament but withdraws for reasons other than those outlined in section 1.3 of the Administrative Rules for Tournament Play will be handled as follows: First Offence a) The member receives phone call from the Chair of the Rules and Conduct Committee as soon as possible to confirm the no show. b) A formal letter from the Chair of the Rules and Conduct Committee is sent to the member as soon as possible confirming the no show and advising the member of the consequences of subsequent no shows. Second Offence a) The member receives phone call from the Chair of the Rules and Discipline Committee as soon as possible to confirm the no show. b) A formal letter from the Chair of the Rules and Conduct Committee is sent to the member as soon as possible confirming the no show. The issue will be brought forward to the Board of the Club for review. Note: In a 4 man event where three or four scores are counted and one member is a no-show, (or the team is short one member) he shall be replaced by a member from the waiting list. If there is no one on the list the remaining three members must tee off and only their scores will be counted towards the tournament along with a blind draw card from the participating members. The participating member who’s card has been drawn will be eligible for any prizes accrued by the team requiring the blind draw card along with their original team prizes. In any team event if a member is late for his tee time he will be disqualified from the event but can join his team for the round of golf if space is available. 3 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB 4. Rules, Procedures and Penalties Governing Slow Play 4.1. The Board of Directors of the Club is committed to ensuring members maintain a reasonable pace of play in tournaments for a couple of fundamental reasons. First, a good pace of play makes for a more pleasant golf experience for everyone. Second, it is important that the pace of play of our members does not become a contentious issue with the Park’s Board. Therefore, the Board of the Club will enforce the following rules, procedures and penalties: a) All foursomes are expected to: i. complete play within 4 hours and 20 minutes (plus any grace period deemed appropriate by the tournament committee); ii. or within 15 minutes of the total elapsed time of the first foursome; iii. or on the 18th at least one ball must be in play off the tee before the group in front of you has cleared the 18th green; iv. or if you played the back nine in 2 hours and 10 minutes or less. b) In order to monitor the pace of play, members must at the turn punch their scorecards with the time clock situated on the clubhouse patio. They must also punch their cards immediately after completing the 18th hole. The penalty for not punching the time clock will be 2 strokes for each team during team play or the member responsible for scoring during individual play. A time clock will be mounted on the first tee bulletin board to assist members record their start time. c) Failure to complete play within one of the time frames described above, will result in all players of your foursome being assessed the following penalties: i. ii. iii. iv. Individual Play - 2 stroke penalty Two man team event - 2 stroke penalty per team Four man team event – 2 stroke penalty per team Stableford – 2 points deducted d) The Tournament Committee may review the identified infraction and determine that not all players in the foursome were responsible for the slow play. In this case, only the player(s) deemed responsible would be penalized. e) Course Marshals and Volunteer "Club Marshals" have the full authority of the Tournament Committee for that day and if there are no other options, he has the authority to issue a series of warnings if you, or the group you are in, has fallen behind and does not catch up to the group in front. 4 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB f) A warning to improve your position on the course will be issued twice and if a third warning is necessary a 2 stroke penalty will be assessed against the foursome. If a fourth warning is required because the group has fallen further out of position behind the group in front, it will be reported to the Tournament Committee and will result in a one month suspension from all tournaments. g) Members who are identified as "slow play" shall be dealt with as follows: I. First time in tournament season: 1. Penalty as outlined at section 4.1 c) above. 2. A formal letter is sent to the member by the Chair of the Rules and Conduct Committee as soon as possible describing the infraction and reminding the member of the importance of maintaining an acceptable pace of play. II. Second time in tournament season: 1. Penalty as outlined at section 4.1 c) above. 2. A formal letter is sent to member by the Chair of the Rules and Conduct Committee confirming a second pace of play infraction during the season and again reminding the member to maintain an acceptable pace of play. III. Subsequent times in a tournament season: 1. Penalty as outlined at section 4.1 c) above. 2. A formal letter is sent to member as soon as possible from the Chair of the Rules and Conduct Committee describing the infraction. The issue will be brought forward to the Board of the Club for review and will be subject to discipline. 5. Tips to Improve the Pace of Play 5.1. The following are intended to be helpful reminders on what you and your group members can do to maintain a reasonable pace of play: a) Play ready golf if you need to increase the pace of play of your group. 5 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB b) Minimizing pre-shot routines. Play with efficiency. c) Placing your clubs and leaving the green at the nearest access to the next tee. d) Judging your pace of play by how close you are to the group in front of you not the group behind you. Keep up to the group ahead of you. e) Begin to prepare for your next shot while walking (or riding) to your ball. Think about the yardage or your next shot, which club you may use, etc. f) On the green, begin lining up your putt as soon as you reach the green. 6. Responsibilities of Team Captains 6.1. Noting the time your group tees off on the first hole 6.2. Reminding the group on pace of play tips 6.3. Monitoring your group’s time throughout the round 6.4. Instructing the group to increase its pace of play where necessary in the opinion of the Captain. This could include advising the players who first holeout to proceed to the next tee box and take their shot. 7. Score Card 7.1. Each scorekeeper in a foursome will record the time that the “first” player in their foursome teed off at the first tee, punch the card using the punch clock (located in the middle of the patio just outside the restaurant’s take out window) after coming off the 9th green and punch the card immediately after finishing the 18th hole. 7.2. Any player playing in a club event failing to punch the score card they are responsible for, will be assessed a two stroke penalty. 7.3. Your score card must have the correct score for each individual hole. If you record a score higher it stands. If you record a score that is lower, you are disqualified. 7.4. Signing and returning the score card: 6 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB a) Individual play – must be signed by scorer and player b) Two Man Team – must be signed by scorer and one player c) Four Man Team – must be signed by all players 7.5. After completion of round the competitor is responsible to check his score for each hole and settle any doubtful points with the committee. He shall ensure that the marker has signed the card, countersign the card himself and return it to the committee as soon as possible. The penalty for breach is disqualification. 8. Preferred Lies Adverse conditions in early spring and late fall effect the playability of the course. The Tournament Committee of the Day will determine course conditions before the start of the tournament and apply one of the following local rules: a) “A ball lying on a closely-mown area through the green may be lifted without penalty and cleaned. Before lifting the ball, the player must mark its position. Having lifted the ball, he must place it on a spot within of 6 inches and not nearer the hole than where it originally lay, that is not in a hazard and not on a putting green. A player may place his ball only once, and it is in play when it has been placed. If the ball when placed comes to rest on the spot on which it was placed and it subsequently moves, there is no penalty and the ball must be played as it lies, unless the provisions of any other Rule apply. If a player fails to mark the position of the ball before lifting it or moves it in any other manner, such as rolling it with a club, the player incurs a penalty of one stroke. Note: “Closely-mown area’ means any area on the course, including paths cut to fairway height or less. Through the green is the whole area of the course except: (a) The teeing ground and putting green of the hole played and (b) All hazards on the course Scores for this event are to be entered into the handicap system. b) “A ball lying in any area through the green may be lifted without penalty and cleaned. On-Course Rules 9.1. If you encounter a problem interpreting any of the Rules of Golf, local rule or resolving a particular golf situation during a tournament, inform your partners that you are going to play a second ball and complete the hole with both balls recording the score of each. At the end of play report to the Match Committee to explain the situation and indicate which ball you wish to count if the rules allow. 9.2. If you have a question interpreting any of the Rules of Golf, local rule or resolving a particular golf situation submit your inquiry in writing to any committee member. 10. Etiquette/Conduct 10.1.Etiquette involves rules of conduct which should guide members in their relationship with one another on the golf course. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times. Unsportsmanlike conduct includes abusive language, club throwing and disrespectful treatment of fellow competitors. 10.2.It is important too, that members respect the course. Replace divots, rake bunkers, repair ball marks on the green, and replace the flagstick without damaging the hole. When taking practice swings, avoid damaging the course – particularly the grass tees. 10.3.Course Marshals, pro-shop and clubhouse staff should be treated with respect. Any verbal or physical threats, gestures or abuse made towards a Course Marshall or Volunteer Club Marshall will not be tolerated and an immediate suspension will be imposed on that individual or individuals. 10.4.Members who disrespect fellow competitors, the course, or staff of the course 8 Updated March 5, 2017 RULES AND PROCEDURES GOVERNING TOURNAMENT PLAY FRASER GOLF CLUB will be subject to discipline by the Board of Directors. Further, the Board shall discipline any member who, in the opinion of the majority of the Directors, willfully infringes upon the by-laws or rules of the Club, or is guilty of conduct injurious to the character, interest, or good order of the Club.
