ARTICLE I
PURPOSE
Section 1. General
The Southern Texas PGA Member Tournament Program has the primary purpose of providing a
collegial atmosphere and networking opportunities for the Members and Apprentices. These
events will provide opportunities to build relationships, introduce new members to the fraternal
aspects of the Association, and encourage the members to play golf and experience many of the
golf facilities in Southern Texas.
The tournaments also provide an opportunity to compete for prize money, demonstrate
proficiency and expertise in the game and promote the PGA Members as accomplished players
and leaders in the game.
The tournaments provide a showcase to promote the facilities hosting events and the game. The
pro-am events also provide an avenue for members to develop relationships with the amateur
patrons of their facilities.
Competitions sponsored, co-sponsored or sanctioned by the Southern Texas PGA are governed
by the most recently published edition of the USGA Rules of Golf and its Decisions. All
Professionals are responsible for knowing the USGA Rules of Golf and the conditions of the
competition in which they are entered including the provisions stated herein.
ARTICLE II
TOURNAMENT COMMITTEE
Section 1. Definition
The President of the Southern Texas PGA shall appoint a Tournament Chair and Committee.
The Committee shall be no more than 10 members. At the discretion and approval of the Section
President, the Chairperson may appoint the Committee members. These individuals must be in
good standing, have full privileges of the Section, and shall include a current Senior
representative and an Assistant representative. The term of office as a Tournament Committee
member shall coincide with the term of office of the Section Officers.
Section 2. Duties
The Committee’s responsibilities will include approval of the official STPGA Tournament
Schedule and administration of the STPGA Tournament Rules and Regulations.
Amendments, additions or changes to the STPGA Tournament Rules and Regulations should be
proposed to the Tournament Committee and approval or modification of the Tournament Rules
and Regulations would be the responsibility of the STPGA Board of Directors.

ARTICLE III
TOURNAMENTS
Section 1. Schedule
The STPGA Tournament Schedule will be posted on the Southern Texas PGA website and will
include STPGA Sponsored, Co-Sponsored and Sanctioned Tournaments.
Section 2. Sponsored Tournaments
A Southern Texas PGA Sponsored Event is defined as an event conducted entirely by the
Southern Texas PGA. This type of event would include but not be limited to the STPGA
Professional Championship, Match Play Championship, Tradition Championship, Spring Classic
Championship, Memorial Championship, Pro-Pro Match Play Championship, Texas State ProAssistant, STPGA Assistant Championship, STPGA Senior Professional Championship, Texas
Joe Black Cup Matches, Southern, Eastern and Western Chapter Pro-Pros, Fall Pro-Assistant,
and other events that may be owned and administered in the future by the STPGA. Unless
otherwise stated in the specific tournament eligibility, only Southern Texas PGA Members and
Apprentices, in good standing, are eligible to compete in these events. Each tournament will
have specific eligibility requirements that are approved by the Tournament Committee and
defined in the application for entry of each respective tournament.
Section 3. Co-Sponsored Tournaments
A Southern Texas PGA Co-Sponsored Tournament is defined as a tournament conducted by the
Southern Texas PGA or other recognized golf association within the geographic boundaries of
the Southern Texas PGA. Co-Sponsored tournaments may or may not appear on the Southern
Texas PGA Tournament Schedule and include but are not limited to PGA Tour Tournaments,
PGA Tour Pre-Qualifying and Event Qualifying Tournaments, Champions Tour Tournaments
and Champions Tour Pre-Qualifying and Event Qualifying Tournaments, USGA Championships
and USGA Qualifying Tournaments, the Texas State Open and its Qualifying Tournaments, the
Texas Senior Open and its Qualifying Tournaments, PGA of America Tournaments, LPGA
Tournaments and Qualifiers. STPGA Co-Sponsored Tournaments will determine their own
eligibility and conditions of competition. STPGA Members and Apprentices are expected to
abide by the STPGA Tournament Code of Conduct and could be subject to applicable penalties
as prescribed herein while participating in STPGA Co-Sponsored Tournaments.
Section 4. Sanctioned Tournaments
A Southern Texas PGA Sanctioned Tournament is defined as a tournament conducted within the
geographic boundaries of the Southern Texas PGA by a second party. The tournament will
appear on the Southern Texas PGA Tournament Schedule. It is the responsibility of the host
Southern Texas PGA Member or Apprentice at the facility conducting the tournament to ensure
the tournament is sanctioned by the Southern Texas PGA. STPGA Members and Apprentices
may request to have a tournament sanctioned by completing and submitting the proper form to
the Southern Texas PGA Administrative Headquarters. The STPGA Tournament Committee at
its sole discretion may accept or reject the tournament as sanctioned.

Sanctioned Tournaments will be required to pay a fee to the Southern Texas PGA in return for
recognition as a STPGA Sanctioned Tournament and other services provided. All fees,
obligations and services provided by the Southern Texas PGA are determined and approved by
the Southern Texas PGA Board of Directors. All fees, obligations and services provided by the
Southern Texas PGA will be detailed on the STPGA Sanctioned Tournament Request and
Confirmation forms.

Section 5. Conflicting Tournaments
A tournament is defined as a golf competition where prize money or compensation is awarded to
the professionals and a minimum of 12 Professionals (PGA Members, Apprentices or other
Professionals) participate. A Conflicting Tournament is defined as a tournament for which a
STPGA Member or Apprentice might be eligible to play or compete that is conducted within the
geographic boundaries of the Southern Texas PGA which is not Sponsored, Co-Sponsored or
Sanctioned and whose dates coincide or overlap the dates of a STPGA Sponsored or Sanctioned
Tournament.
Section 6. Competing in Conflicting Tournaments
STPGA Members and Apprentices that play or compete in a Conflicting Tournament without
approval from the STPGA Tournament Committee will be penalized as follows:

1st Offense - $100 fine
2nd Offense and Subsequent Offenses - $300 fine and forfeit their privilege of being
eligible to play or compete in STPGA Sponsored and STPGA Sanctioned Tournaments
for a period of six months from the date of the infraction.
*All infractions will carry a two-year continuous cycle.
STPGA Members and Apprentices that desire to play or compete in a Conflicting Tournament
may make a written request for exemption to the Tournament Chair. At the sole discretion of the
Tournament Committee this request may be granted or denied. The purpose of the Conflicting
Tournament rule is to encourage STPGA Members and Apprentices to have applicable
tournaments they may be hosting sanctioned by the STPGA and on the STPGA Tournament
Calendar. It also helps provide date protection and better assurance of stronger participation in
those events that are sanctioned. Due to the fact that STPGA Sanctioned Tournaments are
required to abide by the STPGA Tournament Rules and Regulations, the STPGA Members and
Apprentices participating in these tournaments are assured consistent entry and tournament
practices.
ARTICLE IV
ELIGIBILITY
Section 1. Requirements
Southern Texas PGA Members and Apprentices in good standing are eligible to participate in
STPGA Sponsored and Sanctioned Tournaments provided they meet the specific eligibility
restrictions for the tournament in question and provided they meet the PGA of America’s ten
(10) event rule which does not allow playing in more than ten (10) combined events on tours and
events as determined by the PGA of America in the twelve (12) months preceding the
tournament in question. The US Open, US Senior Open, PGA Championship, and Senior PGA
Championship are not included in the 10-tournament count.
Section 2. Participation in STPGA Sponsored Tournaments
In general eligibility for STPGA Sponsored Tournaments is limited to Southern Texas PGA
Members and Apprentices in good standing. The exact eligibility criteria will vary by
tournament and are detailed on each respective application for entry.
Section 3. Members of Foreign Professional Golf Organizations in STPGA Sponsored
Events
In circumstances where STPGA Tournament Rules allow sponsor exemptions, the STPGA
Tournament Committee may designate a professional golfer who is a member of a Foreign
Professional Golf Organization (“FPGO”) to use the exemption under the following terms and
conditions:
The FPGO member shall:
1. Be employed by a recognized STPGA facility in a position that would support a
membership classification of A-1 or A-4, if the position was held by a STPGA member;

2. Have been employed in that position for not less than two years, as of the date of the
event in question;
3. Be a member in good standing of the FPGO, and be in compliance will all educational
requirements and credits required by the FPGO;
4. Present written evidence satisfactory to the STPGA Section office in support of items
1, 2, and 3, above;
5. Agree, for the purpose of the event, to be bound by the STPGA Code of Ethics, and
further agree that the Executive Director, STPGA, shall have final authority on any
dispute or discipline involving Code of Ethics compliance.
An entrant under this exemption shall not receive (a) any points for Player of the Year; (b) any
exemption awarded for any PGA or Senior PGA Tour events which may be available in the
tournament; or (c) any qualification for National events which might be available in the
tournament.
Section 4. STPGA Co-Sponsored Tournaments
The eligibility for STPGA Co-Sponsored Tournaments is determined by the entity conducting
the tournament.
Section 5. STPGA Sanctioned Tournaments
The eligibility for STPGA Sanctioned Tournaments is limited to STPGA Members and
Apprentices with some exceptions. The eligibility for STPGA Sanctioned Tournaments is
determined by the Southern Texas PGA Member or Apprentice hosting the tournament. STPGA
Sanctioned Tournaments may expand their eligibility to include:
1) PGA Members and Apprentices, in good standing, from other PGA Sections
2) PGA Tour, Web.com Tour or PGA Champions Tour Members
3) LPGA Members and/or Apprentices
4) Up to three individuals not included in any of the aforementioned groups
Events not awarding a professional purse are not subject to the criteria above. STPGA
Sanctioned Tournaments may restrict the event to invitation only provided the invitees still meet
the eligibility as defined.
Section 6. Apprentices
Southern Texas PGA Apprentices that joined the PGA’s PGM Program after January 1, 2008 are
required to attend the STPGA Apprentice Orientation before becoming eligible to compete in a
STPGA Sponsored Tournament. STPGA Apprentices may participate in STPGA Co-Sponsored
and Sanctioned Tournaments for which they are otherwise eligible prior to attending the STPGA
Apprentice Orientation.
Section 7. Pro-Pro Tournaments
In STPGA Sponsored Tournaments that involve a Pro-Pro competition, no two STPGA
Professionals in the top 30 on the STPGA Professional Point List or the top 15 in the Senior
Point list may form a team. PGA Class A-3 Members and special exempt players (Such as but
not limited to: Members of Foreign Professional Golf Organizations, Members of other PGA

Sections and non-PGA Professionals when the eligibility and entry criteria for the event allow)
are considered as being in the top 30 on the point list. In Pro-Pro Tournaments conducted prior to
the second STPGA Major Tournament, the prior year’s point lists would be referenced for this
purpose. In Pro-Pro Tournaments conducted after the second STPGA Major Tournament, the
current point list would be referenced. The point list referenced will be considered current as of
the registration open date for the Pro-Pro event. The STPGA Major Tournaments are the Match
Play Championship, Spring Classic Championship, the Memorial Championship, the Tradition
Championship and the STPGA Professional Championship.
ARTICLE V
TOURNAMENT ENTRIES
Section 1. Entry Requirements
All players must meet the specified eligibility of the registering tournament at the time of the
entry deadline and the date of the tournament. Entries will be accepted via online registration,
telephone, fax, or mail service. All entries are subject to review of the Tournament
Committee. In order to compete in the Senior Division of Section Major Championships
(Match Play, Spring Classic, Memorial Championship, Tradition Championship and the
STPGA Senior PGA Professional Championship) individuals must have reached their 50th
birthday by or on the first day of the competition. An individual could be eligible to attempt
to qualify for the Senior PGA Professional National Championship but if that person had not
reached their 50th birthday by or on the first round of the STPGA Senior Professional
Championship, that individual could attempt to qualify but would not be able to compete for
the prize money or STPGA Senior Professional Championship.
Section 2. Entry Deadline
The official entry deadline for a specific event will be posted on the entry form and on the
tournament web page. Late entries can only be accepted at the discretion of the STPGA
Tournament Committee for sponsored events or the host professional for sanctioned events. All
late entries will incur a $10.00 fee. If an event reaches its maximum field size, as specified on
each tournament entry form, players will be added to a waitlist prioritized by time of registration.
Section 3. Entry Fees
Entry fees are listed on the official entry form of the event posted on the tournament web page.
Generally, entry fees are non-refundable after the entry deadline. Exceptions will be considered
on a case by case basis by the Tournament Committee.
Section 4. Withdrawal Policy
Unless otherwise stated on the entry form, the following refund policy applies to all STPGA
events:
1. Withdrawal prior to registration closing date:
a. Full refund returned to the player’s BlueGolf account.

b. Full refund returned to the players credit card minus a processing fee of $10.00
2. Withdrawal after registration closing date:
a. Refund request must be submitted with withdrawal explanation by email to the
STPGA office.
b. If a request is not received by the STPGA office within 48 hours of the
completion of the event for which the refund is being requested, there will be no
refund.
ARTICLE VI
CONDITIONS OF COMPETITION
In STPGA Sponsored and Sanctioned Tournaments the following Conditions of Competition
shall be in effect:
Section 1. Separate Tees – Same Purse Policy
Female Professionals will play from a yardage approximately equal to 85% of the Male
Professional’s yardage in STPGA Sponsored and Sanctioned Tournaments. Male Professionals
age 60 and over will play from a yardage approximately equal to 94% of the Male Professional’s
yardage in tournaments that do not have a separate Senior Division. The Senior Male
Professional yardage advantage shall not be in effect during the STPGA Professional
Championship or the STPGA Senior Professional Championship. Although in certain
tournaments when the professionals are competing from separate tees, the male, female and
senior professionals shall compete for the same purse in such tournaments.
Players competing from tees other than the Male Professional tees shall not be eligible to earn
playing privileges in PGA Tour, PGA Champions Tour, Web.com Tour tournaments or other
special playing opportunity as they may become available.
Section 2. Electronic Measuring Devices Policy
The use of devices that measure only distance will be allowed in certain STPGA Sponsored and
Sanctioned Tournaments. The use of devices that gauge or measure other conditions that might
affect a player’s play (e.g., wind, temperature, gradient, etc.) regardless of whether any such
conditions are actually used is not permitted. The policy at each tournament should be posted on
the application for entry and/or a tournament information board. It is the responsibility of the
player to know whether Electronic Measuring Devices are permitted in any particular
competition. A competitor in breach of this policy shall be disqualified.
Section 3. Alternative Spike Policy
It is a requirement of the Southern Texas PGA that all individuals (and their caddies)
participating in any Southern Texas PGA Sponsored or Sanctioned Tournament wear
spikeless/non-metal (alternative spike) golf shoes. The use of spikeless/non-metal golf shoes
may result in the participant slipping on wet or damp surfaces (inclusive of but not limited to turf
areas, wooded areas such as bridges and pathways, etc.) and reduced traction on non-level areas
of the course. As evidenced by the participant’s entry application into the tournament, the

participant acknowledges that potential dangers relative to the use of spikeless/non-metal golf
shoes have been disclosed to the participant and participant agrees to assume the risk of
sustaining an injury arising from or attributable to the use of spikeless/non-metal golf shoes at
the tournament site. The participant hereby releases the Southern Texas PGA and the STPGA
Officers, Directors, Members, employees, successors and assigns (the Indemnified Parties) from
any and all claims for loss and damage, inclusive of, but not limited to personal injury, whether
or not caused by participant’s use of spikeless/non-metal golf shoes at the event’s premises in
connection with the tournament. The consideration for this release is the permission granted by
the Southern Texas PGA to the participant to participate in the golf tournament. This release
binds not only the participant, but also the participant’s spouse, heirs, legal representatives and
assignees. If a competitor or his/her caddies is found to be in violation of this policy after
making a stroke during his/her stipulated round, the competitor shall be disqualified from the
event.
Section 4. Pace of Play Policy
Rule 6-7 states, in part: “The player shall play without undue delay and in accordance with any
pace of play guidelines that the Committee may establish.” The following pace of play
guidelines, penalties and fines, for stroke play competitions have been adopted. In the
administration of the pace of play guidelines, a member of the Rules Committee shall not tolerate
abuse, oral or otherwise, by a player. Such abuse may constitute conduct unbecoming a
professional.
DEFINITION OF “OUT OF POSITION”
The first group to start will be considered out of position if, at any time during the round, they
exceed the time allotted to play, as established by the Rules Committee.
Any subsequent group will be considered out of position if, at any time during the round, they (a)
exceed the allotted time to play and (b) reach a par-3 hole that is open and free of play or reach a
par-4 or par-5 hole and have not played a stroke from the teeing ground before the hole is open
and free of play.
NOTE: The Committee reserves the right to time a group when the Committee deems it
necessary. Further, if a player is determined by the Rules Committee to be unreasonably slow,
he may be timed individually at the Rules Committee’s discretion, regardless of whether his
group is out of position.
TIMING
When the Rules Committee determines that a group or an individual are out of position and will
be timed, all players in the group, or the specific individual, will be informed they are being
timed.
Other than on the putting green, the timing of a players’ stroke will begin when it is his turn to
play and he can play without interference or distraction. Time spent determining yardage will
count as time taken for the next stroke. On the putting green, timing will begin after a player has
been allowed a reasonable amount of time to mark, life, clean and replace his ball, repair his ball
mark and other ball marks on his line of putt and remove loose impediments on his line of putt.

NOTE: A player is permitted 40 seconds to play a stroke, and an extra 20 second (for a total of
60 seconds) will be allowed for:

The first player to play a stroke on a par-3 hole;
The first player to play a second stroke on a par-4 or par-5 hole;
The first player to play a third stroke on a par-5 hole;
The first player to play around the putting green;
The first player to play on the putting green.
Any player in a group being timed, who exceeds the applicable time to play a stroke, will be
informed as soon as practicable.
PENALTIES DURING A ROUND
1st Offense: One (1) timing exceeding the applicable time to play a stroke (1 bad time) no penalty.
2nd Offense: One more timing (total of two) exceeding the applicable time to play a
stroke (2 bad times) - a one (1) stroke penalty.
3rd Offense: One more timing (total of three) exceeding the applicable time to play a
stroke (3 bad times) - a two (2) stroke penalty.
4th Offense: One more timing (total of four) exceeding the applicable time to play a
stroke (4 bad times) - disqualification.
NOTE: Any timing exceeding the applicable time to play a stroke (bad time) will be carried
over throughout the round.
APPEALS
Any appeal of a penalty must be referred to the on-site STPGA Tournament Director or
designated Official in charge, immediately upon completion of the player in question’s round.
The decision of the STPGA Tournament Director shall be final. If the player in question does
not appeal immediately upon conclusion of his round, any penalties shall stand.
NOTE: A player may not appeal an occasion of being out of position and timed.
Section 5. Groove and Punch Mark Policy
The condition of competition regarding grooves and punch marks will be in effect at all STPGA
Sponsored and Sanctioned Tournaments. The player’s clubs must conform to the groove and
punch mark specifications in the Rules of Golf that are effective from January 1, 2010.
Amateurs who participate in a Pro-Am that does not count in the official competition are exempt
from this policy.
The USGA will be able to assist with a number of questions regarding conformity of equipment.
Players can also go to http://www.usga.org/InfoClubsDB/intro.html to search the USGA data
base on conforming clubs.
The player, should he/she have a question as to whether it conforms or not and their club is not
on the list, can at his/her own risk play with the club and after the event send it to the USGA to
test the club. If it does not conform then the player would be disqualified.

ARTICLE VII
CODE OF CONDUCT
All Southern Texas PGA Members and Apprentices participating in Southern Texas PGA
Sponsored, Co-Sponsored and Sanctioned Tournaments or in activities related thereto (e.g.
practice rounds, hospitality events, etc.) shall adhere to the USGA Rules of Golf, Southern Texas
PGA Rules and Regulations, and the rules and regulations of any facility hosting a Southern
Texas PGA Tournament. The STPGA Tournament Committee will review reports of
inappropriate behavior and, if deemed appropriate, will file a grievance with the Section in
accordance with the PGA of America Code of Ethics procedures. Individuals who wish to have
the conduct of a professional during a Southern Texas PGA Tournament subject to review are to
notify the Tournament Chair or Section Executive Director in writing within 10 days of the close
of the event.
Section 1. Conduct Unbecoming a Professional
Conduct unbecoming a professional will include but would not be limited to the following:
•
Any violation of the PGA of America Code of Ethics
•
Malicious damage to a golf course, whether intentional or accidental; or any damage to any
other part of the facility’s course or equipment
•
Intentional throwing, breaking or destruction of golf clubs or equipment
•
Loud, profane, crude and/or abusive language deemed to be offensive to spectators,
participants and/or the STPGA Tournament Committee
•
Competing as the partner of and/or verifying the handicap of an amateur with the
knowledge that such handicap is false or otherwise inaccurate
•
Tender of any draft, check, credit card or bill of exchange, which is dishonored after
presentation for any reason
•
Intoxication or being under the influence of an illegal substance before, during or after
tournament play
•
Returning a false scorecard for a team or individual
•
Other such conduct as may be deemed inappropriate and/or offensive before, after or
during tournament play or which could cause embarrassment to the host professional or the
Southern Texas PGA
Section 2. Dress Code
Proper golf attire is required for all STPGA Sponsored and Sanctioned Tournaments. Southern
Texas PGA Members and Apprentices are expected to present a neat appearance in both clothing
and personal grooming. Appropriate dress will consist of slacks and shirts with collars and
sleeves for Male Professionals. Subject to the approval of the PGA Member or Apprentice at the
host golf facility, shorts may be worn between May 1st and September 30th, provided they are a
length that is slightly above the knee. Blue jeans or denim, collarless t-shirts and tank tops will
not be allowed. Female participants must wear slacks, culottes, walking shorts, or golf skirts
which constitute acceptable clothing worn by women in connection with participation in
professional golf tournaments.

Section 3. Alcoholic Beverage Policy
STPGA Members and Apprentices are prohibited from consuming any alcoholic beverages while
participating in STPGA Sponsored or Sanctioned Tournaments. This shall be in effect during
the stipulated round and any playoffs.
Excessive consumption of alcoholic beverages at a tournament site anytime could be considered
a breach of the Southern Texas PGA Tournament Code of Conduct.
Section 4. Penalties for Violation of Code of Conduct
The general penalties for violation of any aspect of the STPGA Tournament Code of Conduct
will be as listed below. Depending on the severity of any infraction, the PGA Member or
Apprentice accused may be subject to PGA of America Code of Ethics charges in addition.
1st Offense - $100 fine
2nd Offense and Subsequent Offenses - $300 fine and forfeit their privilege of being
eligible to play or compete in STPGA Sponsored and STPGA Sanctioned Tournaments
for a period of six months from the date of the infraction.
*All infractions will carry a two-year continuous cycle.
ARTICLE VIII
POINTS LIST
Section 1. Professional Point List – Open Division
The Open Division Points will be awarded based on performance in the Southern Texas PGA
Major Tournaments and the PGA Professional National Championship. The STPGA Major
Championships are the Spring Classic, Memorial Championship, Tradition Championship,
Match Play Championship and the STPGA Professional Championship.

Section 2. Senior Division Professional Points List
The Senior Division Professional Points will be awarded based on performance in the Senior
Division of the Southern Texas PGA Major Tournaments, the STPGA Professional
Championship and the Senior PGA Professional National Championship. The STPGA Major
Championships with a Senior Division are the Spring Classic, Memorial Championship,
Tradition Championship, Match Play Championship and the STPGA Senior Professional
Championship. Senior Division Players playing in the Southern Texas PGA Professional
Championship will be awarded points in both the Open Division and Senior Division based on
the their finishing position in the field. As stated in the Conditions of Competition of these
regulations, there will be no separate tees for Senior Division Players at the STPGA Professional
Championship. (Note: There are no Divisions in the STPGA Professional Championship and
Points earned in the STPGA Professional Championship are included in the Senior Division

Section 3. Player of the Year – Open and Senior Divisions
Annually the Southern Texas PGA will recognize the top finishers on the respective points lists
including a Player of the Year and a Senior Division Player of the Year. These awards will be
given to the individuals that accumulate the highest totals.
Senior age is determined by the individual’s age as of the first round of the event. An individual
turning 50 during the year can still accumulate points in the Open Division prior to their 50th
birthday that will count toward determining the highest Senior finishers on the Open Division
Point List. A Senior Division player of the year and points list will also be maintained. However,
the Senior Division Point List will not determine Senior Joe Black Cup representation or
Champions Tour Pre-Qualifying exemptions.
Section 4. Playing Opportunities Determined by Points List or other Competitive Basis
At such time as these opportunities are available the playing spots will be awarded as described
below.
PGA Tour Tournament Exemptions
The previous year Player of the Year will receive first choice of an exemption into the
PGA Tour Tournaments held traditionally in the Houston and San Antonio areas each
year. The current STPGA Professional Champion will receive second choice of any such
exemptions. Should during any calendar year additional such exemptions become
available, the previous year Player of the Year Points List would determine the priority
for awarding these opportunities.
Any exemptions from Pre-Qualifying for PGA Tour events awarded to the Southern
Texas PGA will be given to the leading finishers on the previous year Player of the Year
point list. In the event an individual is previously exempt from the Pre-Qualifying or
declines the opportunity, the next available finisher will be offered the exemption.
PGA Champions Tour Pre-Qualifying Exemptions
The Southern Texas PGA Senior Players (Ages 50 and over) in order of finish on the
STPGA Open Division Player of the Year points list with the addition of points earned in
the STPGA Senior Professional Championship and Senior PGA Professional
Championship will receive the additional playing benefits based on performance
available to the STPGA. This includes the Senior Representative position on the Texas
Joe Black Cup Team and any exemptions from Pre-Qualifying for Champions Tour
events. Traditionally the Senior PGA Professional Championship is held after the STPGA
Professional Championship; as such points from the Senior PGA Professional
Championship would not count toward determining the Senior Representative for the
Texas Joe Black Cup.
The previous year highest finishing Senior on the STPGA Open Division Player of the
Year Point List will receive first choice of an exemption into the Open Qualifying for the
PGA Champions Tour Tournaments held traditionally in the Houston and San Antonio
areas each year. The current STPGA Senior Professional Champion will receive second

choice of any such exemptions. Should during any calendar year additional such
exemptions become available, the previous year highest finishing Seniors on the STPGA
Open Division Player of the Year Point List would determine the priority for awarding
these opportunities.
Commitments from these individuals to participate in the additional playing opportunities
should be received by December 31 of the year prior to the year of the playing
opportunities. If such commitment is not received by the Southern Texas PGA, then the
Executive Director will assign the respective choices for these individuals.
Note: The eligibility requirements of the PGA Tour, Champions Tour, or other events will
supersede the STPGA’s definition or requirements. If this is the case the next highest individual
on the respective points list would receive the benefit.
Section 5. Texas Joe Black Cup Matches
The Texas Joe Black Cup Matches are an annual Ryder Cup-style tournament pitting twelve
Southern Texas PGA Members against their counterparts from the Northern Texas PGA. The
purpose of the tournament is to honor former PGA of America President Joe Black and stimulate
the fraternal aspect of the Association between the two PGA Sections in Texas. The STPGA
Board of Directors will select a Southern Texas PGA Member to serve as captain of the team
each year. The specific rules of the tournament are detailed in the Captain’s Agreement executed
prior to the Matches each year. At the conclusion of the Southern Texas PGA Professional
Championship the STPGA Team of 12 players will be determined as follows:
Section President
One (1) Section Senior Representative determined by the top finisher age 50 and over on
the STPGA Open Division Player of the Year Point List as determined at the conclusion of
the STPGA Professional Championship. The Senior Representative must have had their
50th birthday on or before the first round of the STPGA Professional Championship.
The top nine (9) employed Class A-1, A-4 or A-13 Southern Texas PGA Members
determined by the STPGA Open Division Player of the Year Point List
One (1) At-Large employed Class A-1, A-4 or A-13 Southern Texas PGA Member
selected by the Captain
In the event a Senior (Age 50 and over) also qualifies for the Texas Joe Black Cup team through
the STPGA Open Division point system, then the determination of which player will be the
Senior Representative will be decided by placing the 10 highest qualifying players by virtue of
the STPGA Open Division Point List that meet the eligibility on the team.
The potential Senior Representatives will be ranked by their finish on the STPGA Open Division
Point List plus points earned in the STPGA Senior Professional Championship. If the highest
finisher on the this ranking should otherwise be eligible for the Texas Joe Black Cup, and, the
second highest finisher on the Open Division Senior Point List would finish better than 10th on
the Joe Black Cup Point List, then Senior #1 is considered otherwise eligible and Senior #2
becomes the Joe Black Cup Senior Representative. This same scenario would be applied should
more than one Senior be otherwise eligible for the Texas Joe Black Cup.

Section 2. Day Money
Any player who finishes in the bottom half of the field after Round 1 will be eligible for a Final
Round Day Money competition. Entry is $20 per player and cash will be collected at #1 and #10
tees before each group tees off. The competition will only take Round 2 scores into
consideration and the top three finishers split the pool as follows: 50% 1st, 30% for 2nd and 20%
for 3rd.
Section 3. Skins Game
At STPGA Major Championships, participants not in the Top 30 of the current STPGA Points
List, Top 15 of the current STPGA Senior Points List, or PGA Class A-3 Members and special
exempt players (Such as but not limited to: Members of Foreign Professional Golf
Organizations, Members of other PGA Sections and non-PGA Professionals when the eligibility
and entry criteria for the event allow) are considered as being in the top 30 on the point list, may
enter at their first tee prior to their round. Skins will be distributed to sole winners of a hole. If
there is no winner in a round, skins will carry-over to the next round. Should a carry-over occur
on the final round, skins will be distributed to the players on the least tied hole of the final round.
During the first two majors of the year, the prior year’s points list would be referenced for this
purpose. In the remaining majors, the current points list would be referenced. The points list
referenced will be considered current as of the registration open date for the major event. The
STPGA Major Tournaments are the Match Play Championship, Spring Classic Championship,
the Memorial Championship, the Tradition Championship and the STPGA Professional
Championship.

Events appearing on the STPGA Tournament calendar are considered to be sanctioned. STPGA
Members and Apprentices may request to have an event sanctioned by submitting a request in
writing to the STPGA Section Office. Acceptance of an event as sanctioned is at the sole
discretion of the Section.
For all sanctioned events, at the host professional’s discretion, the Section will distribute an entry
form to all Section Members, Apprentices and Pre-Apprentices, and communicate results to the
local media outlets. The host professional or facility will be required to pay the Section a $5.00
per player sanction fee. Events that have a minimum of $5,000.00 added to the professional
purse or evenly distributed to all participating professionals will be exempt from paying the
sanction fees.
The Tournament Regulations can be found online at www.stpga.com on the “Members Only”
side of the Section website. To access the “Members Only” side of the website, click on the
“Professional Login” link on www.stpga.com and use your PGALinks username and password to
login.
As host Professional, I will perform the duties outlined in the STPGA Tournament Regulations.

Sanctioned Event Request Confirmation
Thank you for agreeing to place your event on the Southern Texas PGA calendar. As a
Sanctioned Event, you are entitled to several benefits and have a few obligations.

Benefits
Your event will be listed on the Southern Texas PGA Tournament Calendar. A hyperlink
from the STPGA Tournament Calendar will direct viewers to a webpage describing the
details of your event.
The STPGA will create a printable version of your entry form that can be downloaded from
the webpage.
Your event will be promoted in the STPGA electronic Newsletter, The Scorecard.
The STPGA will send one reminder email to all STPGA Members and Apprentices about
your event.
The date of your event will be protected from other similar competing events within your
Chapter. While the STPGA cannot dictate what events our Members can participate, the
STPGA does have a conflicting event rule. This rule is detailed within the Tournament Rules
and Regulations and posted in the private view of www.stpga.com. Basically, Members or
Apprentices participating in a conflicting event are subject to losing their privilege of
participating in other STPGA tournaments.
The Southern Texas PGA will process your Professional purse payout if desired. Once funds
are received, the STPGA will submit the purse payout for processing. The STPGA will also
track and manage any IRS Form 1099 reporting requirements.
Obligations
1) You are agreeing to abide by the Southern Texas PGA Tournament Rules and Regulations.
This primarily includes only allowing Southern Texas PGA Members and Apprentices in
good standing to participate. PGA Members or Apprentices from other Sections are allowed
to participate, assuming they are also in good standing with the PGA of America. These
rules are detailed within the Tournament Rules and Regulations and posted in the private
view of www.stpga.com.
2) The Professional Purse payout will be within the guidelines established in the Southern
Texas PGA Tournament Rules and Regulations.
3) In return for the benefits mentioned above, you are agreeing to pay the Southern Texas PGA
a total of $5 per player (Professionals and Amateurs) as a fee. This fee will be waived if a
minimum of $5,000 has been added by sponsors or otherwise to the Professional Purse
