Article 2 Types of Events 2.1 All of the categories in the competitions are entered in the following events: Boys’ singles Girls’ singles Boys’ doubles Girls’ doubles Mixed doubles Article 3 Composition of the Delegation Each Regional RSEQ may enter a delegation comprised of a maximum of thirtythree (33) persons, distributed as follows: 3.1 Number of athletes per category: Boys’ singles: 1 boy Girls’ singles: 1 girl Boys’ doubles: 2 boys Girls’ doubles: 2 girls Mixed doubles: 1 boy, 1 girl Total 8 participants/category 3.2 Team Personnel Coach* /chaperone minimum 2 / maximum 9 Delegation leader: 1 * Agreements with respect to coach certification in the Memorandum of Understanding with the Badminton Federation must be respected. (See Appendix– Extract from the 2012-2015 BQ-RSEQ Memorandum of Understanding) 3.3 An athlete registered on the official entry form for an event must compete in that event at the championship. Athletes may not move from one event to another. 3.4 Boys’, girls’ and mixed doubles* must be formed in compliance with the school entity’s principles (*except for the exemption referred to in Article 6.5.1.6 of the sector regulations). - 2 - 3.5 Incomplete delegation 3.5.1 In the event of an absence of an entire regional delegation, the Regional RSEQ hosting the competition may register a second delegation. 3.5.2 In the event an athlete is absent from a delegation in a particular category, the preceding year’s champion Regional RSEQ in that category may enter a second athlete or team. If the champion Regional RSEQ cannot provide a student-athlete participant, priority is given to the Regional RSEQ championship host. 3.5.3 Added players will not be counted for the purposes of Regional RSEQ rankings. Article 4 Substitutions 4.1 No substitutions will be permitted during the course of the championship. Article 5 Playing Format 5.1 Qualifications Round-robin tournament by pool. Bantam – Midget – Juvenile Categories Each scheduled event in the competition is comprised of two (2) sections with seven (7) players/teams. If a player or a team is absent, the sections will be balanced out and scheduled matches against the absent player or team will be won by forfeit. A point will be given to the regions’ ranking so as not to penalize regions whose section is missing players or teams. Qualifying process A player or a team plays a rally of twenty-one (21) continuous points against each player or team in a section. The first three (3) players or teams from each section, after the qualifying rounds, proceed to the playoffs in each of the three (3) categories. In each qualifying round, if a player makes such a request, the other players must change sides when one player has scored eleven (11) points. The reference point for seeding within the sections is the ranking obtained in each of the categories at the previous year’s provincial school championship. - 3 - Distribution schema within each section SECTION A 1 4 5 8 9 12 13 5.2 SECTION B 2 3 6 7 10 11 14 Playoffs (single elimination) The playoffs consist of the best two (2) out of three (3) rounds of twenty-one (21) consecutive points scored in all of the events. Categories: Bantam, Midget and Juvenile: Quarter finals: 1) 3rd Section B vs 2) 3rd Section A vs 2nd Section A 2nd Section B Semi-finals: 3) Winner # 1 4) Winner # 2 1st Section B 1st Section A vs vs Finals: 5) The two winners in the semi-finals meet in the finals for Gold/Silver. 6) The two losers in the semi-finals meet in the finals for Bronze to determine 3rd and 4th place positions. Article 6 Ranking 6.1 One (1) point is awarded per match won, be it in the qualifications or playoffs. As such, in the playoffs, a third point may be awarded should it be necessary to play a third match. 6.2 One (1) bonus point is awarded to all athletes who are ranked in the first playoff round. The top player in each section automatically receives three (3) bonus points (two (2) points for the BYE and one (1) point for qualifying). 6.3 During the final match, participating finalists will receive, additionally: Gold medal: four (4) points for the win (2nd match of 3 won) Silver medal: two (2) points for a loss (2nd match of 3 lost) - 4 - Bronze medal: one (1) point for the win (2nd match of 3 won) 6.4 The total points scored determines the winner by section. 6.5 The total points scored by each delegation member in a category is combined to determine the region’s ranking. 6.6 The total points scored in the three (3) categories determines the regions’ overall rankings. Article 7 Tiebreaker Rule (individual and team) *7.1 In the event of a tie, in order to determine which players/teams will proceed to the playoff rounds, the following procedure applies: 7.2 The result of the matches between players/teams played to a tie. The highest ratio (points FOR/AGAINST) of the total number of qualifying matches played by the players/teams to a tie. If a tie persists, one (1) match of eleven (11) points will be played, at the end of the day, between the players/teams that are tied. Tiebreaker Rule (ranking of regions) In the event of a tie, in order to determine the winning Regional RSEQ in a specific category as well as the Regional RSEQ champion in all categories, the following method must be used: A medals count among the Regional RSEQs is done for all of the events or categories: The most GOLD medals The most SILVER medals The most BRONZE medals If a tie persists: The highest ratio of points obtained FOR divided by the points AGAINST in all of the matches played (preliminary and elimination rounds) for each of the tied Regional RSEQs. Article 8 Awards 8.1 A commemorative banner is awarded to each athlete whose delegation has accumulated the most number of points in the following categories: Bantam category Midget category Juvenile category - 5 - 8.2 Three medals (gold, silver, bronze) are awarded per event and per category. Article 9 Timelines *9.1 If a player/team does not present itself within five (5) minutes after the scheduled start time, it will lose the game by default. Article 10 Permitted Shuttlecock 10.1 The "YONEX MAVIS 350" is the official shuttlecock used by the Provincial School Badminton Championship. 10.2 If two players agree, they may use the YONEX feather shuttlecock. Players must supply their own shuttlecock. *Article 11 Uniforms Player uniforms must conform to Badminton Québec standards. Article 12 Permitted Equipment 12.1 Shuttlecocks for the competition are supplied by the organizing committee. 12.2 Technical equipment (court, net, poles) is subject to the specific Fédération de badminton du Québec regulations or those recognized by the Provincial RSEQ. Article 13 Specific Rules of the Game 13.1 An athlete may participate in one event only. A player who is registered for a boys’ or girls’ singles may not register for the boys’ or girls’ doubles or for the mixed doubles. 13.2 Athletes have a two (2) minute warm-up period before the start of a round. Article 14 Official Regulations in Use 14.1 The regulations used are issued by the Fédération québécoise de badminton. 14.2 The RSEQ Sport-Specific Regulations take precedence over the Official Regulations. 14.3 The RSEQ High School Governing Rules must be respected. - 6 - Appendix – Coaching certification : extract from the 2012-2015 Badminton Québec RSEQ Memorandum of Understanding 3.8 Complete Level 1 certification or regional Competition - Introduction coach certification (Modules 12-3) is required for all coaches participating in a provincial school championship. Level 2 certification or provincial Competition - Introduction coach training (Modules 4-5) is mandatory for coaches participating in a provincial college championship. For the university circuit as well as the provincial championship, Level 3 technical certification is required. If these requirements are not met, the following rules apply: A coach or his school may submit a request for exemption for a maximum of twelve (12) months in order to obtain training. Accordingly, an amount equal to the standard cost of a training program will be required. This amount will be used to pay for such coach’s training, which should occur within twelve (12) months following receipt of the notice of non-compliance with the regulation. In the event a coaching clinic is not offered by Badminton Quebec in that period, and within a 150-km radius of the school, it is understood that Badminton Quebec will extend this period. 3.9 Provide the list of coaches and the address of the member institution. It is understood that this list may not at any time be distributed or divulged to any other persons or organizations (with the exception of the MELS (Ministry of Sports, Leisure and Education)) or be used for purposes other than for reports relating to the coaches and communications between BQ and educational institutions. 3.10 Provide statistical data regarding competition level participation. - 7 -
