JOB OPPORTUNITY In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on the one hand and the need to effectively manage the numerous challenges and opportunities in the fast changing business environment on the other, we are seeking a highly motivated, result-oriented and wellqualified and experienced professional to fill the following vacancy: DIRECTOR – CORPORATE STRATEGY (GRADE: ZRA02) (01) Reporting directly to the Commissioner – Modernization and Corporate Strategy and as head of the Corporate Strategy Department, the job holder shall be responsible for providing leadership, supervision and management to the Department and effectively support the Zambia Revenue Authority (ZRA) business through formulation of Corporate Strategic Plans and implementation of systems, processes, monitoring framework and risk management modalities for the purpose of achieving the set Corporate Strategic Objectives (CSOs). MAIN DUTIES/ACCOUNTABILITIES The main duties and accountabilities of this position include but not limited to the following: · · · · · · · · · · · · Facilitate, as a Senior Management Member (SMM) and Head of Corporate Strategy Department of the ZRA in formulating corporate goals, strategies, policies, plans and budgets and in monitoring the Authority's performance so as to ensure that the corporate mission and goals are achieved; Facilitate the formulation of the Corporate Strategic Plan based on Balanced Score Card and its alignment to the Annual Divisional Output Plans (ADOP) for the respective Divisions and Departments; Implement monitoring and reporting mechanism to ensure effective implementation and attainment of the set CSOs; Improve management decision making by ensuring effective implementation of the risk management process; Facilitate the implementation of the Big Data Intelligence environment and access to third party information for analysis in order to improve tax compliance; Promote a data driven decision making corporate culture through implementation of tools for the measurement of Key Performance Indicators (KPIs) for CSOs and development of productivity standard reports using Business Intelligence solutions in the respective Divisions and Departments; Undertake proactive systems and process audits in order to identify risks and bottlenecks in the operations of the Authority and undertake remedial measures towards attainment of the set strategic goals; Implement Business Process Re-engineering (BPR) activities in order to among others improve efficiency on service delivery and enable systems based controls and mitigate revenue losses through frauds; Facilitate implementation of workflow integration through creation of interfaces or integration of ZRA's core ICT environment and sources of third party information in order to enforce tax compliance and assist in expansion of tax base; Undertake change management activities to promote adoption of respective reforms among internal and external stakeholders; Design and implement accurate and thorough Business Continuity Management (BCM), business assessments and impact analysis for the respective Divisions and Departments; Implement the BCM framework into enterprise-wide contingency and business continuity operations of the Authority. REQUIREMENTS · G12 School Certificate/General Certificate of Education or equivalent · University degree in Economics, Accountancy, Business Administration or related fields · Post graduate qualification in Business Administration or a relevant profession (Business Studies, i.e., MBA/MSc) · Must have working knowledge of relevant computer applications · At least ten (10) years post qualifying experience in a related function of which five (5) years should be at a senior management level · Membership to a relevant professional and/or regulatory institution.
