Schedule 7 Team Points “Demerit Guide” and Suspension Guide 19 TEAM POINTS – excerpt from FSC Junior Regulations - Playing Procedures 19.1 At the start of each season, all teams are allotted a number of “team points”. 19.2 Nominated offences carry a number of demerit points which are accumulated to the team. The FSC Junior Football Council will provide a list of offences and penalties each season. 19.3 Demerit points will be awarded for offences by players, team officials and spectators. 19.4 When a team accumulates half of their demerit points they are (i) Given a first formal warning including what may constitute further action in regulation 19.5. (ii) Deducted one (1) competition point 19.5 When a team accumulates three – quarters of their demerit points they are given a second formal warning, including the possibility of being withdrawn from the competition, and (i) a second formal warning, including the possibility of being withdrawn from the competition (ii) Will be stood down from their next competition match; not including a bye. 19.6 When a team accumulates the nominated number of demerit points they are withdrawn from the competition / season. Team expulsion will only occur after the team and its Club has appeared before the FSC Junior Football Council and failed to show reasonable cause as to why they should not be expelled. 19.7 Where it is noted that a club has persistent offenders, the FSC Junior Football Council may cite the club, if, in its opinion, the Club is not performing its role of Club discipline. 19.8 The above procedure does not supersede other procedures whereby the penalty for such demands team withdrawal. Schedule 7 CODE OFFENSE Team Points “Demerit Guide” and Suspension Guide EXAMPLES RANGE OF MATCH SUSPENSIONS TEAM POINTS R1 Serious foul play Excessive force or brutality when challenging for the ball when it is in play. According to the nature of the offence; Minimum 2 matches 3 points. R2 Violent conduct Excessive force or brutality when not challenging for the ball, including striking, kicking or elbowing may occur either on the field of play or outside its boundaries. 2 – 4 matches 3 points R2 Serious act of violent conduct Violent conduct of the most serious nature that intends to cause significant bodily harm to any person, involvement in a brawl, (but not if the person has tried to prevent a fight, shield others or separate those involved in a brawl) This includes head butting. 5 matches to 24 months 5 points R2 Violent conduct towards a match official Pushing or elbowing 1 year to life 10 points R2 Violent conduct towards a match official Head butting, striking or kicking Life 10 points R3 Spitting at the match officials 12 months to 5 years 10 points R3 Spitting at a player or any other person 6 matches to 18 months 5 points R4 / R5 Denying a goal scoring opportunity 1 match 0 points R6 Language 1 Use of offensive, insulting or abusive language and/or gestures 2 matches 3 points Directed at a player or spectator +1 match Repeated use of language +1 match Use of offensive, insulting or abusive language and/or gestures directed at the match officials. 3 matches R6 Language 2 3 points Schedule 7 Team Points “Demerit Guide” and Suspension Guide Repeated use of language + 1 additional match +1 additional point R6 Language 3 Use of discriminatory language and/or gestures including racist, religious, ethnic or sexist 5 matches minimum 5 points R6 Unsporting Conduct toward a Match Official Intimidation to pressure the match official to take or omit to take certain action. A player who is sent off from the field of play must serve a mandatory one match suspension as per regulation 7 of the National Disciplinary Regulations unless a successful application is made to the Judiciary Committee in accordance with the FSC Junior Regulations – Playing Procedures and National Disciplinary Regulations 11. The table above includes the Mandatory match suspension. 2. A team official who has been expelled from the field of play by the referee must serve a mandatory one match suspension as per regulation 8 of the National Disciplinary Regulations unless a successful application is made to the Judiciary Committee in accordance with the FSC Junior Regulations – Playing Procedures and National Disciplinary Regulations 11. The table above includes the Mandatory match suspension. 3. The Judiciary or GPT may review the team points in a specific case and make adjustments. 4. All competition and SSG teams will have 18 team points.
