TREASURER’S REPORT
Kelly Spinard, Joe Parlavecchio







Kelly Spinard took over as Treasurer in September 2016.
Appointed an Assistant Treasurer early 2016 to have a second set of eyes on
finances, Joe Parlavecchio.
With the board and resident consensus at the Fall Homeowners’ meeting,
implemented a dues increase for the first time in 8 years where vast majority
were in favor. Dues collections to date have been strong.
Revised our invoicing to go out February versus late March in prior years to
have the funds needed for our major projects.
Implemented the process of sending reminder emails to those delinquent,
which has greatly impacted collections.
Currently (as of June 10th) have collected 90% of the $287,000 invoiced in
2017.
$31,525 is remaining to collect on the 2017 invoices, which represents 63
residents who owe the full $500 and 13 residents who have made partial
payments.

2017 invoices included a spot for updated email and cell phone numbers to
keep our database current.
2017 invoices included optional line items to make s special donations that
we received and we collected over $800 in extra donations.
We instituted a new “Flag Process”. See attachment.
SECURITY COMMITTEE REPORT

In order to continue to maximize the budget and ensure we are getting the
best price and best quality of services, this year the Security Committee put
out to bid the security contract. After the companies met with the board, the
committee decided to hire Amity Personal & Property Services for this
summer. Amity is very familiar with the community and has much security
experience in and around Popponesset and New Seabury. We are confident
that Amity's Police and Military experience will be a great benefit to our
community’s safety and wellbeing this summer. They have made
recommendations to maximize our schedule and our budget.
As years past, we have also scheduled Mashpee Police Details at various
times throughout the summer.
The community's input is always appreciated. Please let us know if there is
something that we can do or areas of concern that may arise over the
summer. Have a safe "Summer of 2017".
POND COMMITTEE REPORT

The Pond Committee's main focus for the past 9 months has been centered on a plan
to cut, remove and treat with herbicide 3 invasive species that are growing in and
around the Pond. After the submission of numerous documents for Mashpee
Conservation approval, we did cut, remove and treat approximately 70 gray willows
in May on PBA property, mainly Shore Drive and by the footbridge. The second
invasive species, Phragmites, will be cut, treated and removed after Labor Day.
Finally, we are reviewing the options to eliminate with herbicide a third invasive
species, burreed; Burreed is the grass-like weed that grows in the Pond. Each of the
3 species requires different timing and treatment plans. Each year we hope to
address the elimination of other invasive plants to return the Pond to a healthy
condition.

BEACH COMMITTEE REPORT

Beach Grass:
• In March 2017, we walked the beach with the Mashpee Conservation
Commission (Con Com) Officer to discuss the removal of beach grass which
has grown over the years and taken over some of the PBA Beach in certain
areas. Mashpee Con Com Officer informed the PBA we couldn’t remove, he
would not recommend we proceed, as the state law will not allow and would
overrule Mashpee ruling.
• Early March 2017 storm naturally removed several feet of the beach grass
on Kim Path /Squaw Lane beach with the salt water covering the grass for
several hours.
Beach Flags:
• Amity Security Staff will be monitoring the flags starting Memorial
Day
Water Quality Testing:
• Performed by Barnstable County at Bluff Avenue and Beach Streets
during the summer months.
Buoys:
• Installed prior to Memorial Day weekend and will be removed after
Labor Day weekend.
Seaweed:
• No need to remove seaweed the last two years.
• If seaweed is on beach for three or more days we will work with
Mashpee Con Com and coordinate the removal.
No Dog/Animals Policy:
• PBA rules no dogs/animals at the beach anytime
• Town of Mashpee $50.00 fine per offense
Current NEW Projects:
• Purchasing life saving rings for our beaches.
LEGAL/NOMINATING COMMITTEE REPORT

Review contracts as needed. Most recently completed new Amity Security contract.
Will be reviewing needs for 2017-2018 Board during the summer to begin
nomination process for any open positions.

Golf Outing May 25, 2017
New venue attempted to decrease costs to participants, and secure later date. Only
about 6 foursomes had signed up, with event being canceled due to inclement
weather.
Poppy Vendor Expo May 27, 2017
First annual event, 22 vendors participating, good neighborhood participation.
Positive feedback from both groups. Will reschedule for next year with shorter
hours. Gross intake slightly over $3,000.
Poppy Plunge May 28, 2017
Nice day, well attended by community, approximately 50+ brave plungers. Profit
$205.
Poppy Road Race Saturday, July 15, 2017 9am
Today is the deadline for participating as a sponsor! Applications for race online and
at Community House.
Fenway Night Friday, July 28, 2017
6:30pm for PBA families to enjoy an evening of fun and a Red Sox game.

COMMUNITY RELATIONS COMMITTEE

This is a new committee set up this year to support our mission of working in a
more holistic way with the community, including Save Popponesset Bay, the realtors
in the area, the neighboring communities that impact our community.
HOUSE COMMITTEE REPORT

This year we have concentrated on staffing and looking at both the short and longterm capital needs in the Community House. Our guiding focus has been on safety
and community accessibility.

Staffing
Russel Oost-Lievense will return as the outdoor activities director. This will be
Russel’s 8th year running baseball/soccer at the community House. He continues to
be a wonderful coach, leader, mentor, and friend to the children in the community.
Russel will be joined this year by Jackie Kelly who will be in charge of all of the inhouse activities including arts and crafts, movies, square dance and kids’ bingo. She
will also be responsible for the apparel sales. Although we have had excellent people
running the in-house activities over the past years, we wanted to have one
consistent person for all the summer in-house activities. Like Russel, we believe that
Jackie will be someone the children can connect with and look up to as a mentor and
friend.
Russel and Jackie are both licensed special education teachers and are CPR and first
aid certified.
The Community House
We have spent time over the winter looking at the capital need for the Community
House, with a focus on safety and accessibility. Several areas have been identified as
issues that need to be addressed including handicap accessibility to the bathrooms,
the floor, and the ceiling tiles.
Twice, over the winter, we found ceiling tiles that had fallen to the floor. This is
clearly a safety issue if anyone had been in the building at that time. The tile floor is
chipping in places, may be asbestos based, and needs to be addressed. Making our
bathrooms handicap accessible is the right thing to do and we are exploring the
options and costs.
Outside we looked at the parking in front of the Community House. This is a very
congested area with cars, bikes, and strollers. We expanded the length of the
parking spaces to make it safer for cars parked along the front of the building to
back up. In doing this, we also addressed a drainage issue in front of the building.
Storage has also been a challenge at the Community House. We had 10 church pews
that lined the walls of the house, but were rarely used. The pews and the original
wooden folding chairs were offered to the community at large in exchange for a
donation. This amounted to a little over $800. We purchased new folding chairs and
a double- tiered rack to store them on. This has opened up the space.
We replaced the heavy wooden signs that are placed out front to advertise activities.
We purchased one sign base and had removable inserts made to announce
Community House events. The new inserts were designed to look like the originals.
Revenue
Apparel sales are ongoing and we have added a number of new items this year.
Profits from the sale of apparel has increased each year each for the past three
years. We will be selling apparel after the homeowners’ meeting, on July 4th, and
throughout the summer when the Community House is open.

The snack bar prices have remained the same for the past 20 years, yet the cost of
goods has risen. We are trying to balance keeping snacks and activities affordable
and accessible for families in the community, while not losing money. We will look
at revenues at the end of the summer to see if any changes need to be made to the
cost of snacks.
The Community House is available for rent to PBA members in good standing
We have had several homeowners rent the Community House for family functions
including graduation parties, engagement parties and family reunions. We have had
2 rentals this spring and have 2 more reservations for this summer. The cost is
$250 with an additional refundable security deposit of $150. You must also carry an
insurance rider if any alcohol is being served.
Activities
Community House activities are scheduled to begin on Monday June 26th. We offer
daily softball and soccer as well as kids’ arts and crafts (twice a week), kids’ movies,
kids’ Bingo, and dance party (formally the “square dance”). Additionally, we have
adult Pilates classes and a women’s paint night. There is also an annual three-onthree basketball tournament for both boys and girls.

This committee was set up to address a growing problem created by
bikes/wagons being left on PBA roads in front of the Spit path on

Wading Place. In the Spring of 2016 the Town of Mashpee Fire and
Police told PBA we had to immediately address the safety hazard
created by having 40-50 bikes/wagons etc… blocking access to the
beach and homeowner’s driveways. In the summer of 2016 we created a
temporary fix by moving obstructions to the Community House. This
was only temporary because it was adding another unsafe situation and
spending security dollars in the wrong way moving bikes. We also
learned this issue had been raised for many years across many PBA
President terms and had not been resolved due to many complications.
We set up a task force to identify a solution. The priority was to get a
solution up and running by summer 2017.
