Hereby, ORGANISATION NAME would like to express its interest in supporting the H2020 project
ENLARGE- ENergies for Local Administrations: Renovate Governance in Europe.
In line with our Organization needs and interests, the support to the Project will result in one or
more of the following activities:
 Receiving the ENLARGE newsletter and news;
 Answering to the Call for practices: inform on our own participatory experience in
sustainable energy (starting January 2018);
 Consulting the ENLARGE Database: learn from other European participatory practices in
sustainable energy (starting September 2017);
 Attending the Deliberative event, with the goal of discussing pitfalls and successes of the
participatory practices and the corrective actions (adopted or envisaged) to tackle problems
and obstacles identified 1 (starting Autumn 2017);
 Test the ENLARGE CYOA book - Choose Your Own Adventure - book on citizen
involvement in local sustainable energy policies (starting Spring 2018)
 Host a communication event on the ENLARGE findings (starting Autumn 2018).

The event will be organized in Milan; the event will involve representatives and stakeholders of up to 30
selected cases, 3 participants each; travel and subsistence expenses will be paid by ENLARGE.

ANNEX. THE ENLARGE PROJECT: NUTS AND BOLTS
The ENLARGE Project is funded by the European Programme Horizon 2020.
The project partners are: Istituto per la Ricerca Sociale (IT), ALDA – European Association for
Local Democracy (FR), SEI – Estonian Institute for Sustainable Development, Stockholm
Environment (EE), Università di Torino (IT).
Enlarge started on October 2016 and will come to completion in September 2018.
The goal of the ENLARGE project
ENLARGE project aims to generate and disseminate shared, structured and constructive
knowledge on participatory governance through an intense process of dialogue and
communication among policy makers, civil society actors and practitioners.
The focus is on sustainable energy and, more generally, on all the solutions aimed at generating
efficient and effective public services and endowments.
ENLARGE aims at providing an answer to the following questions:
 Which different types of sustainable energy initiatives prompt citizen involvement?
 Which stakeholder(s) do(es) foster citizen involvement? What types of actors are actually
involved?
 Which participatory strategies result into better policy results? Which ones raises resistance
and conflicts?
ENLARGE is divided into three phases:
1. Exploration
ENLARGE will promote a call for gathering knowledge on real cases of local
sustainable energy initiatives involving citizens.
Participatory practices can refer to:



co-design, concerning the formulation of policies and projects (e.g. where
to localize a new wind farm?)
co-production, concerning the implementation of policies and projects
(e.g. the management of a waste saving plan)
co-assessment, concerning the monitoring and evaluation of initiatives
(e.g. ex ante environmental assessment of a biomass-fired power plant).
Local administrations and stakeholders are invited to present their
experiences.

2. Deliberation
The representatives and stakeholders of 30 selected cases will be invited to
participate to a deliberative event in Milan, scheduled on Autumn 2017.
The deliberative event has the goal of discussing pitfalls and successes of
the participatory practices and the corrective strategies and devices
(adopted or envisaged) to tackle problems and obstacles.

3. Production
The results of the Deliberation will serve as knowledge base to build a
CYOA - Choose Your Own Adventure - book on citizen involvement in local
sustainable energy policies.
Why a CYOA book?
We are aware that there is no a “model” of good participation. However, we
can have better policy decisions when successful participative practices are
in place.
Depending on the context and on the circumstances, different sequences of
events and choices can make participatory approaches useful or harmful.
The CYOA book will illustrate some of the paths towards different decision
making results.
