Article 5: Strategy Selection, Surrogation, and Strategic Performance Measurement Systems
Citation: Choi, J., Hecht, G.W., & Tayler, W.B. (2012). Strategy, surrogation, and strategic
performance measurement systems.
1. What is strategy surrogation and when does it occur? How does this occur in education,
particularly at the SEA level?
2. The authors pose that the more abstract and complex the strategy, the higher the
likelihood of surrogation occurring. How has this played out in education?
3. The authors state that in a strategic performance management system, the
performance measures are transparent so one can see how the measures link back to
the strategy? Why can this be such a challenge for an SEA?
4. The authors found differences in the level of buy-in when managers chose the strategy
versus those who deliberated the strategy. Were you surprised at this difference? What
implications might this have on our performance work?
