Diverse Business Supportive Services Center The Mission of the Diverse Business Supportive Services Center (DBSSC) is to serve as a resource for assisting DBs in maximizing their participation on one-hundred percent (100%) state funded transportation related construction and professional services contracts. Cheyney University and PennDOT Initiative: The Diverse Business (DB) Supportive Services Center, is a shared initiative between the Pennsylvania Department of Transportation and Cheyney University of Pennsylvania. The University administers the Diverse Business Supportive Services Program for Pennsylvania. Overview: The DB Supportive Services Center provides training and consulting services that will enable DBs to acquire the proficiency, expertise and experience necessary to compete, on an equal basis, with non-DBs for 100% state funded PennDOT highway contracts and subcontracts. The Diverse Business Supportive Services Center is to be a resource of information, technical assistance and consulting, serving the DB community within the state of Pennsylvania. The Center seeks to increase DB participation on PennDOT highway contracts and subcontracts through training and workshops and to provide technical assistance to those interested in contracting with PennDOT. The following Services are provided by DBSSC and are FREE of charge: • • • • • • ECMS Training and assistance Prequalification and Consultant Qualification Package assistance Business Partner Registration assistance Notification of contracting opportunities Networking Events Onsite Assistance Benefits of becoming a DB: • • • • Increased business visibility Maximize potential for contracting opportunities Opportunities to partner with other DB’s firms on PennDOT projects Free access to services provided by the DB SSC Woman-Owned Business According to the Women’s Business Enterprise National Council, the applicant company must be at least fifty-one percent (51%) owned and controlled by one or more women who are U.S. citizens or lawful permanent residents, or in the case of any publicly-owned business, at least fifty-one percent (51%) of the equity of which is owned and controlled by one or more women who are U.S. citizens or lawful permanent residents; and whose management and daily operation is controlled by one or more of the women owners. Minority-Owned Business According to the National Minority Supplier Development Council, a minority-owned business is a business that is at least 51 percent owned by one or more minorities or, in the case of a corporation, a partnership or limited liability company or other entity, at least 51 percent of the equity ownership interest in which is owned by one or more minorities and whose management and daily business operations are controlled by one or more of such individuals. Veteran-Owned Business The United States Department of Veteran Affairs classifies a veteranowned business as any business which a minimum of 51 percent of the voting stock is owned and controlled by one or more veterans. A veteran individual or group must control the policy-making process and direct the daily operations of the firm. If the business is publicly owned, veteran group members must control a minimum of 51 percent of the voting stock and must direct the management and daily business operations. Firms must be certified by a third party certifying organization before they can be verified as a (DB) Diverse Business. Why Work with PennDOT? • PennDOT awards over $1 Billion to Prime Consultants and Contractors every year. • PennDOT uses consultant firms when the demand for services exceeds the Department’s ability to provide those services in a timely manner. Your business owner’s interest will be best served if they understand PennDOT’s processes. • PennDOT uses various types of structural and highway engineers and consultants. Affiliated with those services are construction inspection, geotechnical, environmental, surveying, and many other specialties and disciplines. What are Consultants and Subconsultants? • Consultant (Prime Consultant): the term Consultant means the contractual party (Prime Consultant) providing Consultant Work and Services pursuant to the Agreement with the Commonwealth. The Consultant may be an Individual, Partnership, Corporation, or Joint Venture. • Subconsultant/Subcontractor: The party providing work and services to the Prime Consultant pursuant to an Agreement with the Prime Consultant to which the Department is not a party. Firms do not need to be a registered partner to learn more: • ECMS can give firm (s) background on the types of work planned and advertised even before they become a registered business partner, and they have no obligation to register. Why do I need to be a Registered Business Partner? • ECMS is the only vehicle that individuals and firms can use to submit statements of interest, technical proposals, and price proposals to execute contracts if selected for work. It is where firms do business with PennDOT. It gives you access to proprietary information and includes specific information between you and PennDOT. Roads 57% of Pennsylvania’s roads are in poor or mediocre condition. Pennsylvania has 121,772 public road miles. Rail Pennsylvania has 55 freight railroads covering 5,071 miles across the state, ranking 5th by mileage. Each office does its part to deliver safe and efficient transportation system on the nearly 40,000 miles of highway and roughly 25,000 bridges that PennDOT is responsible for.
