Commissioning Intention Service Model Outcome Based Commissioning Procurement: Competitive Dialogue Questions Commissioning Intention Our commissioning intention is to combine current funding (across various contracts) from Adult Social Care and Public Health to jointly commission a service to provide successful outcomes for both rough sleepers and street drinkers. This will: • • • Increase effectiveness Offer greater opportunity for innovation Reduce unnecessary duplication The Service Model The integrated service will provide: 1. Assertive Outreach (including Hospital Outreach) 2. Needs Assessment and Support Planning 3. Support to access longer-term placements and/ or specialist services where appropriate Other considerations: • • • • • Building-based provision for partnership working with Health etc. A No Second Night Out response Statutory Cold Weather Provision R.E.S.T. Centre liaison Personalised Solutions / Virtual Budget to support service user outcomes Outcome Based Commissioning (Year 2) Outcome based commissioning: • Links financial reward to successful outcomes • Moves the focus to results achieved for individuals • Involves the overall setting of strategic goals i.e. Primary Outcomes • Provides greater clarity about what commissioners are trying to achieve Outcome Based Commissioning • Core contract with performance payment (80/20) • Maximum payment is capped at 100% of the stated contract value • A virtual period of 12 months to allow indicators and targets to be tested ahead of financial implications being introduced in the second year • Contract length Recognise change in approach and the concerns that can arise: • • • Flexibility to respond to users and their changing needs Maintaining predictability in work loads, expenditure and income Keeping audit and payment arrangements simple Primary Outcomes (Lot 1) 1.
