PIEDMONT ELEMENTARY CATHOLIC SCHOOL ATHLETIC ASSOCIATION (PECSAA) PECSAA 2016 TRACK MEET INFORMATION -Meet will start Friday, April 29th at 5pm….no exceptions SAFETY, SUPERVISION AND GENERAL INFORMATION: -Please remind families to supervise their children at all times. No student should be present without an adult supervisor. This is especially important in the team tent areas. -Please bring your own first aid kit and ice for ice packs. It may be helpful to bring spray bottles for the runners in case of extreme heat. Please also make sure that your athletes bring water and/or sports drinks and use sunscreen. Proper hydration and protection from the sun will go a long way to keep our athletes safe. -All participants will enter and exit at the one end of the field – by the school parking lot. The school tents may only be set up at this end of the field (please see map). Please allow room for other schools by limiting the space you occupy. THE ONLY TENTS ON THE FOOTBALL FIELD WILL BE NEAR THE FINISH LINE AND ARE FOR SCORERS AND RIBBON WRITERS. -In case of inclement weather– as in the past, we may declare a winner if we do not complete all races. As of now there is no makeup date. The League Director will be in touch with the school’s ADs and ADs will be responsible for letting their coaches and players know of cancellation. EACH TEAM WILL BE RECEIVING 8 VOLUNTEER TRACK PASS LANYARDS. ONLY COACHES, ASSIGNED RACE VOLUNTEERS WITH TRACK PASS LANYARD, AND PARTICIPANTS WILL BE ALLOWED ON THE TRACK OR ON THE INFIELD. Parents and all non-race participants will not be allowed near the finish line, on the track or on the infield. A WARNING WILL BE GIVEN TO THE SCHOOL WHO VIOLATES THIS RULE. AFTER THE FIRST WARNING A PENALTY OF -2 POINTS WILL BE DEDUCTED FROM THE SCHOOL’S TOTAL POINT. This rule is for everyone, please respect it. Team members will also be required to stay away from the track when races are being run. Lanes 1 and 6 must not be crowded by spectators. This is not fair to the runners in the outside lanes. Interference with a runner may lead to a disqualification. CLEAN UP: Each team is responsible for cleaning up after themselves. Coaches are encouraged to assign clean up duty to families and volunteers. Coaches are also requested not to leave the facility until all areas have been cleaned up completely. TRACK MEET SCHEDULE: (Tentative all times are Estimates) 4:30 Earliest Arrival time allowed for coaches and athletes to set up 4:45 Meeting of Athletic Directors, Coaches and Volunteers 4:55-5:10 Practice for K – 4 Standing Broad Jump 5:10-6:00 Measurements taken for K – 4 Jumpers 6:00-6:15 Practice for 5 – 8 Running Long Jump 6:15-UNTIL COMPLETE Measurements taken for 5 – 8 Jumpers 2:00 RUNNING RACES BEGIN w/800m Race (5-8) ORDER OF RUNNING EVENTS: 800m (5th-8th) 50m(K-8th) 100m(K-8th) 200m(K-8th) 4x100m(K-8th) 400m(5th-8th) 4x200m(5th-8th) MEET RULES AND INSTRUCTIONS: 1. Coaches should come to registration table as soon as they arrive to pick up their volunteer track pass lanyards, lane assignments, and ribbon table assignments, etc. 2. The Registration Table, Ribbon Table, and Scoring Table will be identified with signs. 3. If a track coach needs participants to compete in an event, they may move students up from grades below, but cannot move students down from grades above. 4. There is only 1 girl and 1 boy participant per grade per event (obviously not including relays) 5. Participants may compete in unlimited events, provided that the school does not have enough runners to fill all the races. 6. At the end of each race, runners are to stay in their lanes until the Placement Czar has agreed on the finish order. The Placement Czar informs the official scorer of finish order. Participants will then go directly, in finishing order, to the Ribbon Table with an escort volunteer, to receive their ribbons. Afterwards they should return immediately to their team’s spot on the field OR their team tent · NOTE: There will be no “video finishes”. · NOTE: The ruling of the Placement Czar is final. · NOTE: No coaches/AD’s will be allowed to stand at the finishing line or near Scorer’s table to influence the decision of the Placement Czar. 7. The Official Scorer(s) will have a small table set up at the finish line and will keep a running score of the meet. Scores will be posted after each event, (i.e. 800m, 50, 100, 200, 400 Relay, 400, 800 Relay, Long Jump.) Finish Line judges, Host Team A.D (IHM) and the Placement Czar are the only people to have access to, or interact with, official scorers. 8. Each school will provide the following race volunteers: · Two (2) volunteers to help assist participants in getting into their assigned lane. · One (1) lane volunteer to help call placement (i.e., finishes) for the races. This volunteer will be assigned a specific place (i.e., finish) to call. · One (1) volunteer for ribbon writing. · Coaches or assistant coaches for the lower grades are allowed to stand 20 feet beyond the finish line for athletes coming to the finish. · Athletic Directors: If the policy, rules or other mandates set forth to operate the PECSAA league are broken, it is the responsibility of the AD to adhere to the rules and honor the code of conduct expected of all PECSAA schools. This may require for the game to be forfeited as a result of the rules violation. · If it discovered that a rule has been broken and a game has started, it will be the responsibility of the home AD to find a reasonable time to stop the game at which time the AD will alert the head coaches and visiting AD if present about the violation. PECSAA COED TRACK RULES AND REGULATIONS: 1. False Starts: · K-4 runners are allowed 2 false starts per person, per event. If a runner has a 3rd false start, they are then disqualified. · 5-8 runners are allowed only 1 false start per person, per event. If a runner has a 2nd false start, they are then disqualified. 2. Lane Violations: A participant who causes a lane violation or interferes with another runner will be disqualified from the race. If the lane violation causes a mishap, the other participants are allowed to rest while the heats within the event are conducted. After those heats are finished, the race in question will be rerun. · If a K-4 participant runs out of their lane but does not cause a mishap or gain a competitive advantage, they will not be disqualified. · If a 5-8 participant runs out of their lane (i.e., 2 consecutive steps outside the lines of their lane), they will be disqualified. 3. Relay races: The participants in the 400 and 800 relay races are required to stay in their lanes. Both races use staggered starts, with the 800 using a double 400 stagger for the first lap. · K-4 Coed Relays: Can use 2 boys & 2 girls, or 3 boys & 1 girl, or 3 girls & 1 boy. · 5-8 Coed Relays: Must use only 2 boys and 2 girls. · Baton must be passed from one runner to the next so that the baton changes hands before the lead runner’s feet have left the relay zone. · IF THE BATON is dropped, the runner can pick up the baton and continue to run and/or exchange the baton within the handoff zone as long as the runner does not go out of their lane and/or interfere with another runner. · If a runner who has just finished his or her relay leg steps out of their assigned lane and interferes with another team’s runner, that team will be disqualified. 4. Field Events: · K-4: Do the Standing Broad Jump. Each athlete gets two (2) jumps, with the longer of the two being used for placement. (A scratch counts as a jump.) · 5-8: Do the Running Long Jump. Each athlete gets two (2) jumps, with the longer of the two being used for placement. (A scratch counts as a jump). Note: In the case of a tie, the second jump is used to determine the winner. 5. The Home School Provides: · Starting gun and no less than 200 blanks · Folding Tables (1 for the Registration, 2 for Ribbon Writing, and 1 for Official Scorer). · Chairs (2 for the Registration Table, 8 for the Recorder’s Table and 1 for Scoring Table). · Ribbons (Minimum of 156 required for each placement, 1st thru 6th place. Extra ribbons should be provided to be safe.) Ribbons should be fabric type, with card for writing placement information on back.) · Two volunteers to run the Long Jump; a Judge / Recorder and a person to measure and rake. Equipment to be provided: a rake, a clipboard and a 20’ or longer measuring tape. · 4 corner lane judges and 3 “handoff zone” judges. · One volunteer to be the Official Race Starter · One volunteer to be the Official Scorer · One volunteer to be the Placement Czar. (Home school is encouraged to seek a Track Czar unaffiliated with any of the schools if possible. Twin City or Greensboro track clubs often have volunteers that will be happy to serve in this role.) · One person to escort K-4 runners to Ribbon Table after each race. 6. Complete Meet: A meet is complete after 75% of all events have been completed. This will be determined at the location and the rescheduled by the league athletic director. 7. Grade Restrictions: A runner may run up a grade level if deemed necessary for the team to compete in an event. A runner may not, under any circumstance, run down a grade level.
