Recommendation: Continue program at reduced level of activity.
Rationale:
As will be noted in the MA in Art Program Review, the faculty in the School of Art and
Design has decided to suspend the program pending an extensive examination of the
degree and, ultimately, its viability. I concur with this decision and applaud the faculty
for its courage. Suspending a program, particularly one of such long standing, is not an
easy decision.
The program enrollment figures evidence a program in decline. Annual
enrollments in the graduate art program over the previous two program reviews (19982003 and 2003-2008) averaged in excess of 15 students. The program peaked in
2002-2003 and 2003-2004 with 23 and 25 students respectively. In contrast, the
average annual enrollment for the current reporting period is 7.6 students, with a peak
enrollment of 12 students in 2008-2009. Enrollment has declined steadily since 20082009 – there are now three students in the program.
I do not fully understand what is happening with the graduate program in art and I
am confident the faculty does not understand the complex issues that have contributed
to its decline.
The fall 2014 opening of the Visual Arts Center in downtown Huntington
represents enormous opportunity for the School of Art and Design. Much needed space
that is designed for visual arts instruction will allow for program development and
increased enrollment. To what extent, if any, that impacts the graduate program
remains to be seen.
Bluntly, growing a graduate program in visual art will require far greater
resources than have previously been invested in the MA in Art. I am not sure that is
possible or in the best interest of the School of Art and Design.
Making a decision on the future of this program means studying graduate
program models at like institutions, assessing the need for a graduate program in art at
Marshall University, and very frank discussions about the investment of financial and
personnel resources needed to establish and maintain a program of quality and
distinction sufficient to recruit students beyond our own BFA graduates.
Measures have been taken to suspend the program and plans are in place to
insure that current students are able to complete their studies and graduate.

Examining the continued viability of the program will require a systematic study of
several challenging issues. Finding the right answer will take some time and it will not
be an easy process.

The faculty of the School of Art & Design unanimously voted to suspend our graduate
program on October 11, 2013. A new Visual Arts Center is currently being built in
downtown Huntington and it will open in August of 2014. As a faculty, we decided that
our attention needs to be focused on our new facility and the development of our
undergraduate program. Currently we do not have the time or the resources needed to
examine our MA program.
Two primary issues need to be examined. First, our MA in art does not provide studio
artists with a terminal degree allowing them to pursue a faculty position. This may be
one reason why our enrollment numbers continue to decrease. Second, we vertically
stack our classes (i.e. graduate students take classes with upper-level undergraduates,
etc.) so we can provide classes to graduate students with our limited number of faculty.
This stretches faculty and in some cases, may not provide students with the rigor that is
needed at the graduate level. Additional information pertaining to our decision is
outlined in this report.
I.
CONSISTENCY WITH UNIVERSITY MISSION
Program Mission:
The mission of the Marshall University School of Art & Design is to prepare
students for careers as art and design practitioners, scholars, educators, and
arts-affiliated fields. Equipped with profound skills, sensitivity, and sensibility,
Marshall University School of Art & Design graduates are poised to become
difference-makers in their artistic disciplines and in schools and communities, as
adept and adaptive arts professionals, entrepreneurs, and educators, as well as
civic-minded leaders and citizens.
College of Fine Arts Mission (2008-2013):
The fine arts are aesthetic responses to human nature and experience. They
celebrate the extraordinary range of human experience. They contribute to the

individual and to society by reflecting and projecting values which shape every
culture. They proceed from creation to experience and provide both the artist ad
audience with deeper understanding of traditions of human existence and
thought. Thus, the fine arts are essential to education. Consistent with the goals
and purposes of education at Marshall University, the College of Fine Arts is
dedicated to the transmission, application, and advancement of knowledge in the
arts.
*In 2013 the College of Fine Arts became the College of Arts and Media which
includes the School of Art & Design, the School of Journalism & Mass
Communications, and the School of Music & Theatre. A new mission was
created after this merge.

II.
Adequacy of the Program
1. Curriculum:
The Masters of Arts in Art does not require students to follow a scripted,
sequential curriculum with specific numbered courses. Students are required to
take courses in specific categories (e.g. studio, art history), but may choose from
a range of courses. A general outline of our program is provided below along with
detailed information regarding the three areas of emphasis. It should be noted
that in the reporting period we made a change to our graduate program.
Specifically, from 2008 to spring of 2010 we offered the following areas of
emphasis: studio art, art education with studio option, art education with thesis
option.
From fall of 2010 to spring of 2013 the art education emphasis was suspended
for review and revision. Below, the Masters of Arts in Art curriculum was divided
into these two time periods as an illustration that our program was modified and
the numbers were low in art education because this area of emphasis was
suspended. Ultimately, it was decided this fall (October 11, 2013) that the entire
MA program should be suspended (studio art and art education).
(2008 - Spring 2010)
The School of Art and Design offers the Master of Arts in Art with three areas of
emphasis for graduate study:
a) The 36-hour area of emphasis in studio art with concentration options in
the following areas of study: ceramics, graphic design, painting,
photography, printmaking, sculpture and weaving.
b) The 36-hour area of emphasis in Art Education with studio option.
c) The 36-hour area of emphasis in Art Education with thesis option.
The MA in Art is an intensive initial, non-terminal graduate degree that prepares
students for advanced study and/or careers in art and design practice, criticism,
scholarship or art education. The classification “initial, non-terminal graduate
degree” differentiates it from terminal degrees, such as the MFA in studio art and
design or a PhD in art education or art history. Successful graduates will be able

(Fall 2010 – Spring 2013)
The Art Education area was suspended in the fall of 2010 for revision. Research
of other contemporary art education programs was completed by our art
education faculty member and it was determined that the studio option needed to
be modified and the thesis option should be deleted. Specifically, the studio
option mimicked the general studio art MA and did not provide a balanced
contemporary approach of practices. This option, now identified as a project
option vs. a studio option, includes study in the following areas: education, art
education, art history, studio art. The program also includes a final project that
provides practicing teachers the opportunity to apply newly acquired content
knowledge to their teaching practice. The thesis option was deleted due to
continued lack of interest in this course of study and the lack of practical
application for our local teachers. These revisions went through the Graduate
Council in March of 2013 and were approved.
The School of Art and Design offers the Master of Arts in Art with one area of
emphasis for graduate study:
a) The 36-hour emphasis in studio art with concentration options in the
following areas of study: ceramics, graphic design, painting, photography,
printmaking, sculpture and weaving.
Masters of Arts in Art, with a concentration in Studio Art (36 hours):
This degree is centered on the production and presentation of accomplished
works of art and design. The curriculum is individually tailored to address areas
of strengths and interests. It consists of the following studio concentration areas:
ceramics, graphic design, painting, photography, printmaking, sculpture, and
weaving. The curriculum also includes art history elective and a researchoriented seminar course tailored to topics related to the direction of the student’s
studio work.
The program consists of a 9-hour review and an 18-hour review. Specifically,
students in the program informally display their work for a faculty review and
critique. Upon completion of the required course work the student must pass a
comprehensive written examination and present a professional quality exhibition
of artwork. The work is supported by an artist statement that conveys knowledge
about works of art and communicates their artistic vision.

Studio Option (36 hours):
The MA in Art with an emphasis in art education, studio option, accommodates
art education students who prefer a studio oriented model to develop their skills
in a specific emphasis area. This option is geared towards public school art

The chair resigned to accept another position in the spring/summer of 2013.
During the reporting period of 2008-2013, we had three different graduate
coordinators. The most recent graduate coordinator and tenured graphic design
professor resigned to accept another position in the spring/summer 2013. The
turn-over of graduate coordinators has led to inconsistencies in application
reviews, policies, data collection and recruitment. It should be noted that a new
graduate coordinator (our fourth) has been established for this current 2013-2014
academic year.
The School of Art and Design includes 14 full-time faculty members and as
outlined above numerous changes have taken place. We currently have two
interim instructors, one in graphic design and one in art education, and an interim
director. At the time of this review a summary of faculty credentials, detailed in
Appendix II Faculty Data Sheets, will show that six faculty members have tenure
(42%), four are ranked as a full professor (28%), three rank as associate
professors (21%). Seven are ranked as assistant professors (50%) and eight are
untenured (67%). One faculty member applied for promotion prior to tenure. This
data illustrates that at least half of our faculty consists of untenured junior faculty.
The data also illustrates that faculty are fully engaged in both scholarly and
creative endeavors. This is impressive as our full-time faculty conduct academic
advising, perform university, community and/or professional service and teach a
full undergraduate course load. A full load is 3/3 for studio art faculty and 4/4 for
art history and art education faculty. The data sheets additionally demonstrate
that faculty are committed to teaching and professional development.
Three faculty members have won the Pickens-Queen Teaching Award. Danny
Kaufmann 2012- 2013, Maribea Barnes 2010-2011 and Brent Patterson 20102011. Faculty are members in their respective professional associations that
extend professional knowledge within their field and contribute to their teaching
practice. The following represents a sample of these associations: College Arts
Association, Society for Photographic Education, Appalachian Studies
Association, Southeast Fibers Educators Association, National Art Education
Association.

2. Students:
a. Entrance Standards: Applicants to the MA program in art are responsible
for meeting all requirements for admission to the university at the graduate
level along with those required by the school. All applicants apply to the
Graduate College and must meet the general admission criteria for
acceptance into the university. During this reporting period the GRE was
eliminated from the requirements for the Studio Art emphasis area. The
requirement remains for those pursuing an Art Education emphasis area.
The School has the following admissions requirements:
1. GRE scores. GRE scores were required for applicants in all
emphasis areas through fall of 2011. After fall of 2011, only
applicants in the area of art education were required to take the
GRE. There were no art education graduate students during this
reporting period.
2. Portfolio. A portfolio of twenty representative examples of the
applicant's artwork that includes a digital archive with a numbered
image sheet listing work title, medium, and size are required for
application to the studio art emphasis and the art education
emphasis with the studio option. Twelve works were required for
application to art education program (when it was active).
3. Writing Sample. Applications to the studio emphasis must include
an artist's statement of 500-700 words in length. Those seeking the
art education emphasis must submit an educational philosophy of
the same length (when it was active).
4. Letter of Application. A letter of application addressed to the
graduate coordinator.
5. Three letters of reference. Letters of reference are submitted in
sealed and signed envelopes.
b. Entrance and Exit Abilities of past five years of graduates: The
average GPA for the 15 students entering the program during the review
period was 3.3725. Evidence of adequate writing skills is required in the
form of an artist's statement for studio art or a teaching philosophy for art
education. There are no licensure exam results to report. Our art
education program is geared towards practicing teachers and our program
of study does not lead to licensure/certification.

3. Resources:
a. Financial: The resources for the School of Art & Design cannot be easily
sub-divided because the funding, faculty and facilities are appropriated
based on the needs of the Bachelor of Fine Arts (BFA). This program
serves nearly 200 art majors and students outside of our major.
Specifically, education majors (both art education and elementary
education) and the broader university community through our offering of
Art 112 (one of three Fine Arts offerings).
The budget figures provided refer to the art and design resources for fiscal
year 2012-2013. This includes general operating costs for the Department
of Art and Design, the Birke Art Gallery, and Gallery 842. Costs include
part-time faculty, student assistants, and extra help.

b. During this reporting period we did gain additional exhibition space that
features work by professional artists and also student work. Gallery 842
opened in Fall of 2009 and is located in downtown Huntington on 4th
avenue. Gallery 842 is a donated space, however artist fees, exhibition
openings and the costs associated with staffing this space is paid from the
gallery operating funds. The additional gallery space has provided

extended opportunities for students to interact with professional artists, to
gain work experience attending to daily gallery operations, and has
provided another venue to exhibit works.
As stated in our previous 2008 program review, eliminating the graduate
program would not save the institution any money because the fiscal and
facility commitments would still be required to deliver undergraduate
programming. However, our dependency on graduate assistants to teach
our undergraduate programs has changed.
As a part of our transition to a new state of the art facility in August of
2014, we have piloted a revised foundations curriculum. Our new
curriculum, which was developed during this reporting period, but
implemented fall of 2013, requires active involvement of full-time faculty at
the foundations level. The data presented in Appendix IIa illustrates TA's
teaching nine classes in 2008-2009 and in 2012-2013 we had TA's
teaching six classes. The list also indicates that not all of the TA's were
MA students in Art. Two were graduate students in education working on
their Masters of Arts in Teaching (MAT). This fall (2013) we have no TA's
teaching our courses.
On October 11th, 2013 our faculty unanimously voted to suspend our
Masters of Art in Art in studio art and art education. This decision is
explained in further detail in our strengths and weaknesses section. In
brief, it was determined that our graduate student numbers have
decreased and as a faculty our attention needs to be devoted to our new
facilities and our revised undergraduate program.
c. Facilities: The Department of Art and Design is currently spread out
across campus in three buildings: Smith Hall, Old Main, the Art
Warehouse, and a downtown gallery (Gallery 842). However, a new state
of the art facility is being built that will expand our space and combine our
current facilities located in Smith Hall and Old Main. The building will be
complete in May of 2014 with classes beginning in August of 2014. A
summary of our current spaces follows with a brief overview of our new
facilities (planning began during this reporting period).
Smith Hall: Studio classroom space and lecture rooms are spread out
between the following floors: 1st, 2nd, 6th, 7th, and 8th. The Birke Art
Gallery is located on the 1st floor of Smith Hall next to the College of Arts
and Media Administrative Office. During the 2008-2013 reporting period,
the gallery provided approximately 1800 square feet of display space and
nearly 175 linear feet of wall space. At the end of this reporting period, the
gallery space was diminished to accommodate a new student resource
center and additional administrative offices. Additional gallery space will
be acquired in 2014 when the new Visual Arts Center is completed in

downtown Huntington. The Birke Art Gallery features both solo exhibitions
by professional artists and student exhibitions. Depending on enrollment,
the gallery features 2 initial portfolio reviews for undergraduates, 3-4
senior Capstone exhibitions, and graduate exhibitions.
On the 2nd floor of Smith Hall, the school uses a photography wet-lab for
film processing and a computer lab in SH209 that consists of 18 Macs.
The School of Journalism and Mass Communications allows us to utilize
their facilities and equipment.
The majority of our classroom space is located on 6th floor of Smith Hall.
We have 5 studio teaching labs for the following areas: printmaking,
photography, graphic design, art education/foundations and drawing. The
6th floor also has a computer lab with 23 Macs and a lecture/TECI room
for art history courses. Three faculty offices are also located on 6th floor.
Our administrative offices are located on 7th floor of Smith Hall that
includes an office for the director of the school and two adjoining offices
for a student assistant and an administrative assistant. We also have a
mail/copy room, a slide/resource library, and six faculty offices.
On the 8th floor is small studio loft with a panoramic view of the campus
and city. This studio is utilized for painting classes. A small storage room
is also located in this space.
Old Main: Third floor of Old Main houses two offices for our fibers and
painting faculty, a fibers/weaving studio, and graduate studio spaces
on 3rd floor. These rooms are separated from our other art and design
spaces and are inadequate in terms of size, ventilation and storage.
Art Warehouse: This facility is located on the eastern perimeter of
campus and displaced from the rest of the art and design program. This
location houses ceramics and sculpture. The facility provides 16,000
square feet and shares space with Shipping and Receiving. The space
also includes make-shift studios with movable partitioned walls for
graduate students. The space is not private and additional space is
needed for upper-level undergraduate students.
Our new facility (i.e. Visual Arts Center) will not impact the Art Warehouse.
The space for both ceramics and sculpture is enviable and the Visual Art
Center does not have sufficient square footage to move this area into
the building. Additionally, the materials that are used in ceramics and
sculpture are messy which does not align with the intended use of the
new facility. The increased distance between the downtown facility and
the warehouse may cause a strain on students and may pose some
challenges in terms of scheduling.

Gallery 842: This gallery space opened in Fall of 2009 and is located at
842 4th avenue in downtown Huntington. It is free and open to the public
and provides a vital connection between the university and downtown.
Specifically, the additional gallery space has provided extended
opportunities for students to interact with professional artists, to gain work
experience attending to gallery operations, and the space has provided
another venue to exhibit (and sell) works. The lease for this space has
been donated, but expenses associated with exhibitions (e.g. openings,
staffing, etc.) are provided by the School of Art & Design.
4. Assessment Information:
a. Summary Information
The school requires an initial portfolio review and writing sample at
admissions. After admittance the following assessments are conducted:
1. Review/critique of work with all faculty after 9 hours of
coursework. An evaluation tool (i.e. scoring sheet) is used to
provide the student with additional feedback. All documentation is
kept and filed in the office.
2. Review/critique of work with all faculty after 18 hours of
coursework. An evaluation tool is used to provide the student with
additional feedback. All documentation is kept and filed in the
office.
3. Comprehensive examination. The question is broad and
appropriate to art studio students. The examination takes place in a
private office. The examinations are reviewed and scored by the
graduate coordinator and one or two faculty advisors.
4. Graduate exhibition of work. Students create their promotional
material, organize their show and write an artist statement. All
faculty are involved in evaluating their work using a scoring sheet.
Outcomes during this program review:
1. Students will produce and exhibit visual works that integrate core art
and design principles and complex technical skills with advanced concepts
and media.
2. Students will present oral and written assessments of visual works
using appropriate art and design vocabulary and effective communication
style, tailoring their presentations based on context/audience.
3. Students will present professional work in the form of an exhibit.
4. Students will write a comprehensive examination.

c. Plans for Program Improvement: None at this time. Due in part to our
decreased enrollment numbers, we unanimously voted to suspend our
graduate program on October 11, 2013. Our attention needs to be focused
on our transition to our new facility and the development of our
undergraduate program. Two primary issues exist. First, our MA in art
does not provide studio artists with a terminal degree allowing them to
pursue a faculty position. Second, we vertically stack our classes (i.e.
graduate students take classes with upper-level undergraduates, etc.) so
we can provide classes to graduate students with our limited number of
faculty. This stretches faculty and in some cases, may not provide
students with the rigor that is needed at the graduate level.
d. Graduate satisfaction follow up studies were not fully completed during
this review cycle. Staying connected with our graduate students is a
weakness of our program and the changeover of faculty has exacerbated
this problem. However, graduates were contacted regarding job
placement (see Appendix VIII).

5. Previous Reviews: At its meeting on April 24, 2009, the Marshall University
Board of Governors recommended that the Master of Arts in Art and Design
continue at its current level of activity.

Weaknesses and Actions Taken: In its last program review, submitted in 2008,
the Master of Arts in Art identified weakness that center on our lack of space, our
disproportionate number of regional applicants, lack of faculty involvement and
inadequate data collection on our graduates.
Our space needs have been addressed with the acquisition of the Stone &
Thomas building which is located in downtown Huntington on Third Avenue
across from Pullman Square. The building was bought in 2010 and renovations
to transform the building into a Visual Arts Center will be complete in May of
2014. It is anticipated that classes will be held in the new facility in fall of 2014.
The new Visual Arts Center will contain faculty offices with personal studio space
and studio/classrooms. The 67,000 square foot, six floor facility will consist of a
retail space and an art gallery on the first floor, while the remaining floors will be
devoted to instructional space. The basement has been left as a shell for
students and it is anticipated that this will aid in community building.
Our enrollment numbers reported in Appendix VII and Figure 1 clearly illustrate
that our enrollment has decreased. While we have addressed our space needs,
we have not devoted a sufficient amount of time building our program through
recruitment both in our region and outside our region. This can be attributed to
not only our changeover in faculty (and coordinators), but also due to time
constraints. Specifically, we worked on developing a new undergraduate
curriculum for two years (piloted fall 2013) and our faculty has played an integral
role in developing the studio spaces in our new facility.
6. Current Strengths/Weaknesses:
a. Program strengths
1. The faculty are dedicated teachers and active in scholarly and creative
endeavors.
2. Faculty numbers are small and a one-on-one working relationship is
established between the graduate student and his/her advisor. Faculty work
individually with students to improve their technical skills and creative concepts.
3. Huntington is close to a number of urban art centers (e.g. Columbus, Ohio;
Pittsburgh, PA) that provide students with extended learning opportunities. The
faculty often accompany groups of students who travel to regional arts centers
and exhibitions. These professional interactions demonstrate the commitment the
faculty has for our students and profession.
4. Locally, students have access to the Huntington Museum of Art which has a
diverse collection and visiting exhibitions. Graduate students and faculty
consistently attend workshops and lectures. Our Gallery 842 also provides
students with the opportunity to interact with professional artists.

b. Program weaknesses
1. We continue to accept a disproportionate number of regional applicants. This
includes accepting applicants from our undergraduate program. If we revise and
reactivate our graduate program we need to develop and distribute promotional
materials. Recruiting will need to be a primary focus.
2. More faculty need to play an active role in the graduate program. We need to
develop and encourage opportunities for all faculty to interact with graduate
students. As our new facility is being developed we are revising our
undergraduate program to include community building opportunities, service
learning and our foundation level courses are now blurring the lines between
emphasis areas. It is believed that these developments will have a positive
impact on graduate level programming.
3. The school still needs to do a better job of collecting and assessing
quantitative data on job placement. We can improve this area of weakness by
staying in regular contact with graduate students and keeping this information on
record in the event there is a changeover.
4. The school needs to critically assess it evaluation tools. Specifically, our 9 and
18 hour review evaluation tool needs to be updated to a rubric with clear
descriptors of each criteria. The evaluations are subjective based on the
evaluators level of expertise in the area they are reviewing. Providing
descriptions will reduce (but not eliminate) subjectivity making for a more
accurate assessment of each students work.
5. General policies, procedures, and expectations need to be established in a
manual and distributed to all graduate students upon entry into the program. We
have recently fixed this weakness with our new graduate coordinator for the
2013-2014 academic year. However, an effort should be made to review and
revise the document on a consistent basis. Our manual (or handbook) should
also be distributed to all faculty to ensure consistency.

5. Program Course Enrollment: Appendix VI lists the enrollment in art and design
courses from fall of 2008 until spring of 2013. It is necessary to vertically layer

two or three levels (beginning, intermediate, advanced, graduate, etc.), that
share a common meeting time and classroom. This is particularly true for
graduate instruction where students work on individualized plans of study. Lowenrolled courses actually represent graduate enrollment that is layered on top of
vertically aligned undergraduate meeting times. The negative side of this
approach, is that graduate students may not receive the rigor of interacting with
other graduate students in a course that is solely dedicated to graduate study.
6. Program Enrollment: Appendix VII clearly illustrates a decrease in our
enrollment. This may be attributed to the following factors: changeover in
faculty/graduate coordinators and lack of consistency, MA in art degree is not a
terminal degree, lack of recruiting.
7. Enrollment Projections: Figure 1 shows a downward trend line for enrollment.
We currently have three graduate students and we are committed to providing
these students with the courses they need to successfully complete their
program. It is anticipated that the last graduate student will complete her studies
in spring of 2015. We are not accepting any new applicants to our program and
have voted to suspend our program to focus on our undergraduate program
during our transition to a new facility.
8. Necessity of the Program:
1. Advisory Committee: The MA art program does not have an external advisory
group. However, during this reporting period the school established a graduate
committee with representatives from art education, art history and studio art. The
graduate coordinator chairs the committee and works with the school director. As
noted in our faculty section, we have had a considerable changeover in faculty
and graduate coordinators. This has led to inconsistencies in our procedures, a
limited focus on recruitment and our long-term goals for the graduate program.
Appendix VII and Figure 1 illustrate the impact of these deficiencies.

2. Graduates: The school attempted to contact all 15 graduates who earned an MA
in Art degree during the current review cycle. We were able to obtain job
information from 9 graduates. As shown in Appendix VIII our graduates find
successful employment within their field or in a related field. Only 1 of our
graduates that we contacted is working out of his/her field of study.
3. Job Placement: The job placement is adequate based on the information that
was obtained and reported. We need to continue to collect data on all of our

students (undergraduates and graduates) to provide a more accurate view of our
programs.
