REGULATIONS 2016-17
1. INTRODUCTION
1.1 In these Regulations:
“affiliated body” has the same meaning as in the EH Code of Ethics
“BUCS” means British Universities Colleges & Sport
“EH” means England Hockey Limited, the National Governing Body for hockey in
England
“EH Code of Ethics” means the England Hockey Code of Ethics and Behaviour
“EHF” means the European Hockey Federation
“IWHL” means the Investec Women’s Hockey League and shall where the context
requires include the IWHL Promotion Tournament and Relegation Play-Offs
“IWHLR” means Investec Women’s Hockey League Regulations 2016/17
“EHLC” means the England Hockey League Committee
“EHCD” means the EH Competitions Department
“FIH” means the International Hockey Federation
“NDO” means the EH National Disciplinary Officer
“NPUA” means the National Programme Umpiring Association
“The Disrepute Offence Regulations” means the EH Disrepute Regulations which
are part of the EH Code of Ethics
“The Red Card and MMO Regulations” means the EH Red Card and Matchday
Misconduct Regulations which are part of the EH Code of Ethics
“These Regulations” means these Investec Women’s Hockey League Promotion
Tournament & Relegation Play-Offs Regulations and any reference herein to a
particular Regulation is, unless otherwise expressly stated, a reference to a
particular Regulation in these Regulations
1.2 The IWHL shall be called the Investec Women’s Hockey League. The Investec Women’s Hockey
League must be so referred to in all correspondence and publicity and in any other circumstances
in which the name of the Investec Women’s Hockey League is used other than in these
Regulations.
1.3 The Rules of Hockey, including any experimental rule changes approved by EH for use in
Competitions, shall be observed except as herein provided.(see Appendix 3 for the incorporation
of variations to Rules of Hockey).
1.4 The EH Code of Ethics shall be applied at all IWHL matches.
1.5 EH shall own the broadcasting rights to all games played in the IWHL, its playoff and qualifying
tournaments be it, terrestrial, satellite, cable, or internet streaming. All other broadcast coverage
may be permitted with the prior approval of EH.
1.6 Each team, by its entry into and participation in the IWHL, and each player by registering to
participate in the IWHL, shall be deemed to have given consent to abide by the Rules of EH, the
IWHL Regulations, the IWHL Promotion Tournament & Relegation Play-Offs Regulations, the
Player Code of Conduct, the Club Code of Conduct, the EH Code of Ethics and to any
amendments that may be ratified by EH. Each team and/or player shall be deemed to have
agreed to abide by the decisions of the EHLC in relation to these Regulations or any matter not
covered in these Regulations and any penalty or sanction it may see fit to impose.
1.7 Betting
1.7.1 No person or affiliated body that is for the time-being participating in the IWHL and/or is
otherwise concerned in officiating over any match played in the IWHL, or in the administration of
the IWHL shall, either directly or indirectly, bet, or instruct, permit or enable any person or body to
bet on the result, progress, or, conduct of an IWHL fixture: and
1.7.2 No such person or affiliated body shall use, or provide to any other person or body any
information relating to the IWHL which the person or affiliated body has by virtue of his, her or its
position within the game and which is not publicly available for, or in relation to, betting.
1.7.3 Any breach of Regulations 1.7.1 and/or 1.7.2 shall be considered a Disrepute Offence
under the EH Code of Ethics.

1.8 These Regulations are subject to the EH Regulations on Sponsorship and Advertising for the time
being in force and in the event of any inconsistency with these Regulations the EH Regulations
on Sponsorship and Advertising shall prevail.
2. MANAGEMENT
2.1 The management of the IWHL will be under the auspices of the EHLC, appointed by and
responsible to EH. In addition, the EHCD will oversee the general running of the IWHL and its
publicity and promotion. The officials of this Department will liaise and be responsible to the
EHLC.
2.2 The Terms of Reference of the EHLC are available as a separate document.
3. LIAISON
3.1 Each participating team must appoint a Liaison Officer who must be freely available to the EHCD
and their EHLC representative at all times by the usual channels of communication. The name,
e-mail address, postal address and telephone/fax numbers of the Liaison Officer and a second
contact must be advised to the EHCD. Additionally the name, e-mail address and telephone
numbers of the team manager and team Coach must also be advised.
3.2 Any change in details of the above must be advised to the EHCD immediately.
3.3 All teams participating in the competitions shall provide EHCD with all requested information by
the due dates. This will, for the Promotion Tournament, include entering the details of the team’s
principle and alternative colour shirts and socks, names of the players and staff into the Altiusrt
TMS system.
3.4 Relegation Play-Offs only
3.4.1 Home teams shall advise EHCD and the liaison officer of the opposing team a minimum of 10
days prior to the match the proposed time and venue for each of its home match.
3.4.2 The home team must contact their opponents, both Umpires and the Match Official to confirm
arrangements by 8.00pm on the Tuesday prior to the match.
3.4.3 The away team must provide the home team with an accurate list of players including shirt
numbers, by a date as specified by the home club, for inclusion in the matchday programme.
3.5 Promotion Tournament Stage 1
3.5.1 EHCD will advise teams and officials of the arrangements for matches 1 & 2 hosted at neutral
venues.
3.5.2 The participating teams must provide EHCD with an accurate list of players including shirt
numbers, by a date as specified by EHCD, for inclusion in the match day programme.
4. ELIGIBILITY:
4.1 Teams
All teams participating in the IWHL Promotion & Relegation Play-Offs must have paid the following:
4.1.1 IWHL Entry Fee; and
4.1.2 Any other payments due to EH.
4.2 Players
4.2.1 For the purpose of these competitions a player shall only be eligible to compete for their club
if they are registered with the EHCD using the On-line registration system and are eligible to
play for that club at the time of the match in line with IWHLR 4.2.
(NB Please note that any players who play for another club ref IWHLR 4.2.12 between the
end of the regular season and the play-offs are ineligible. Please also note that IWHLR 4.5
continues to apply for this competition, ref IWHLR 4.5.5)
4.2.2 Any appeal against a decision of the EHLC on eligibility shall be made in accordance with
Regulation 14. An individual shall not play in an IWHL game pending the outcome of an
appeal.
4.2.3 For the avoidance of doubt any player who is suspended from a match in line with IWHLR
4.5 may not be listed as an official on the teamsheet for that match.
5. THE COMPETITION

5.1IWHL Promotion Tournament
The team finishing 9th in the Premier Division and the three teams finishing 1 st in each Conference will
participate in the IWHL Promotion Tournament. The IWHL Promotion Tournament will be run as a
round robin tournament with all teams playing against each other once. The top two teams at the end
of the tournament will qualify for the IWHL Premier Division in season 2017-18. The other two teams
will play in the Conferences for season 2017-18. Matches in the IWHL Promotion Tournament will be
played in two stages with venue dates and times set by the EHCD. The scheduled dates/ times are as
follows:

5.2. IWHL Relegation Play-offs
The three teams finishing in 9th place in the three IWHL Conferences will participate in the IWHL
Relegation Play-Offs. The IWHL Relegation Play-Offs will be run as a round robin tournament with all
teams playing against each other once. The top team at the end of the tournament will qualify for the
IWHL Conferences in season 2017-18. The other two teams will play in the relevant Regional League
for season 2017-18. Matches in the IWHL Relegation Play-Offs will be played with venues and dates
set by the EHCD. The first named team will be designated the home team:

5.3 Scoring Systems
Teams will be awarded three points for a win, one point for a draw and no points for a defeat
5.4 Procedure to be followed where teams are level on points at the end of the Tournament.
The final placing shall be decided as follows:
5.4.1 Goal difference
5.4.2 The team having scored the greater goals
5.4.3 The result of the match between the two teams
5.4.4 If all of these are equal, and the outcome will decide a promotion or relegation issue, then the
final placing shall be determined as below
5.4.4.1IWHL Promotion Tournament
5.4.4.1.1 If there are two or more teams who are equal in line with regs 5.4.1 – 5.4.3
then these teams will take part in a shoot-out competition (See Appendix 4)
with the winner of this competition awarded the higher placing.
5.4.4.2IWHL Relegation Play-Offs
5.4.4.2.1If there are two teams who are equal in line with regs 5.4.1 – 5.4.3 and they
have both played in the last match of the tournament then these two teams
will take part in a shoot-out competition(See Appendix 4) with the winner of
this awarded the higher placing.
5.4.4.2.2 If there are three teams who are equal in line with regs 5.4.1 – 5.4.3 or if
there are two teams who are equal and they have not played in the last
matchof the tournament then a further play-off will be arranged by the EHLC.

6. MATCH OFFICIALS
6.1 Promotion Tournament
6.1.1 A Tournament Director shall be appointed to stages 1 and 2 of the competition by EH.
6.1.2 Tournament Directors are empowered to apply these Regulations at their discretion and their
ruling on any matter shall be final. The Tournament Director may delegate the exercise of his/her
powers and authorities, in whole or in part and for such duration as the Tournament Director
deems necessary, to a Technical Officer.
6.1.3 Tournament Directors shall be empowered to suspend any player, or named official, for one
or more matches for misconduct on or off the field of play during the IWHLC. If a team manager,
coach or other team official is suspended by the Tournament Director it is not necessary for a
player to be removed from the field of play for the period of suspension. For the avoidance of doubt
the Tournament Director’s power to suspend shall extend to any player who has received a red
card under sanction of regulation 6.3 of the Red Card and MMO Regulations. Suspended persons
may not participate in any way nor enter the field of play, or the technical facility areas (including
the team bench) surrounding the same during the match(es) of suspension until the match(es)
is/are finished and any period of cool down on the field of play has been completed.
6.1.4 Tournament Directors shall be responsible for ensuring that all sticks and other playing
equipment (including goalkeepers’ headgear, hand protectors, leg guards and kickers together with
any protective equipment such as face masks, hand and knee protectors intended to be worn by
field players) to be used in the IWHLC are checked to ensure they comply with the Rules of
Hockey. This will include a full check of hand protectors in accordance with the new guidance to
Rule 4.2.
6.1.5 If a team wishes to lodge a protest at the end of a match, or at the end of a shoot-out
competition the team manager must:
6.1.5.1 declare the intention to do so immediately in writing below his/her signature when
signing the match report form or penalty stroke competition form; and
6.1.5.2 provide written grounds for the protest to the Tournament Director within 30 minutes
of the end of the match or penalty stroke competition which are to be accompanied by a
cash payment of £100 which will only be returned in the event of the protest being upheld.
6.1.6 The Tournament Director will consider the protest and the decision on such a protest will be
given to the teams involved within two hours of receipt of such a protest. The decision of the
Tournament Director shall be final. The team manager(s) must make arrangements with the
Tournament Director to be available to receive the decision.
6.1.7 A failure by a team to comply with this procedure will result in the dismissal of the protest.
6.1.8 For the avoidance of doubt there can be no protest made against an umpiring decision
during a match or shoot-out competition, including the award of any disciplinary card.
6.1.9 The Tournament Director shall be entitled to request such video, written or oral evidence as
he/ she considers necessary to make any decision under consideration.
6.1.10 The completed match report forms, along with the team-sheets must be sent by the
Tournament Director to the EHCD.
6.2 Relegation Play-offs
Match Officials shall be appointed to all matches in the tournament with duties/powers as per
Regulation 6 and Appendix 3 of the IWHLR.
7. MATCHDAY ADMINISTRATION
7.1 Promotion Tournament – Stages 1 and 2
7.1.2 Each team must submit a completed team entry form for the Tournament to the
Tournament Director as directed. Each team will be entitled to nominate 16 players for

Stage 1 and up to 18 players for stage 2 of the tournament (for the avoidance of doubt
the players nominated for stage 1 and stage 2 do not have to be the same).The
teamentry form must be signed by the Manager who in so signing will be deemed to vouch
for and confirm that each player listed is eligible to play.
7.1.3 Teamsheets - Not less than 60 minutes before the start of a Match, each team must either
enter on Altiusrt or submit a completed teamsheet to the Tournament Director as directed in
accordance with the following provisions:
7.1.3.1Each team must have a Manager. No player named on the teamsheet for a match
may act as a Manager for that match. Two further officials are entitled to occupy the team
bench.
7.1.3.2 Additionally a qualified Medical Doctor, whose name appears on the teamsheet, may
sit on the team bench.
7.1.3.3A player whose name appears on any teamsheet listing those players eligible to play
in a match will be deemed to have played in that match.
7.1.3.4If a registered team official has been suspended by the Tournament Director from
participating for a particular match(es) then that official may not sit on the team bench for the
match(es) under suspension and shall not participate in the match(es) in any way from any
part of the competition venue (which includes making any audible comments from the
spectator or any other viewing area). If the team manager, the suspended official must be
replaced by another listed official or player. For the purposes of a suspension the match
shall be deemed to include any period of warm up or cool down before and/ or after a match.
7.1.4A team shall be entitled to nominate up to 16 players from its squad for each match (but
excluding any player who has been suspended from playing in the match by the Tournament
Director under Regulation 6.1.3) and only those listed may sit on the team bench and
participate in the particular match. If a player(s) has been suspended by the Tournament
Director for one or more matches then, for those matches, the number of players the team
concerned may use will be reduced by the number of players suspended and only those
listed may sit on the team bench.
7.1.5 Not less than 30 minutes before the start of a Match, each team must enter its starting line
up on Altiusrt or notify the relevant Technical Officer of its starting line up as directed.
7.1.6Conduct
7.1.6.1 The team manager is responsible for the proper conduct of all players and officials
named on the team-sheet.
7.1.6.2 The coach on the team bench may not enter the field of play during playing time
under any circumstances but may do so during a shoot-out competition.
7.1.6.3 Vocal communication by team officials and/or players on the team bench must not in
any way be directed at the players of the opposing team, the umpires and/or the technical
officials seated at the table.
7.1.6.4 There is to be no audible communication from the videographer overlooking the field
of play.
7.1.6.5 The technical officer on duty, after warning a team manager of acts of misconduct by
a person or persons on that team bench, is empowered, should misconduct continue, to
order the person or persons involved to go and stay in the team changing room for the
remainder of the match. Any such action by the technical officer (as opposed to the umpires)
against an official or player on the bench will not result in a consequential reduction in the
number of players on the pitch. Further disciplinary action may be taken by the Tournament
Director after the match, depending upon the circumstances.
7.1.6.6 The timing of suspensions shall be controlled by the technical officials on duty. The
timing of the suspension takes place in game time only - if the umpire stops and restarts
time for any reason during the period of suspension, then the suspension time is also
stopped and restarted.
7.2 Relegation Tournament
All matches shallbe played in line with IWHLR 7.
(NB Please note that with reference toIWHLR 7.9.3 teams do not have to name the same 16 players
for their two matches)
7.3 Blood Borne Diseases

A player who is injured or bleeding must leave the field of play unless medical reasons prevent this
and must not return until wounds have been covered: players must not wear blood stained clothing.
7.4 Onfield injuries
If any person from the team bench and/or doctor or other medically qualified person attending the
match is required to enter the field of play to attend to a player other than a goalkeeper, that player
must leave the field of play and return to the team bench area for a minimum of two minutes. The two
minute period will be managed by the technical officials on duty. The player required to leave the field
may be substituted, subject to the provisions of the Rules of Hockey.
8. RIGHT TO RE-ARRANGE
Not applicable.
9. DRESS
9.1 Field players must:
9.1.1 wear uniform shirts and knee length socks.
9.1.2 wear uniform skirts, shorts or skorts.
9.1.3 Any additional clothing (e.g. cycle shorts or long sleeved tee-shirts) must be of the same
colour as the corresponding item of clothing shown on the teamsheet.
9.1.4 wear shin guards inside the socks and below the knee at all times during a match;
9.1.5 wear any form of body protection (including leg protection) underneath normal playing
clothing; knee pads may be worn outside the socks, provided that the colour of the knee pads
is the same as the colour of the socks;
9.1.6 not wear any additional protective equipment related to medical reasons or similar as
specified in the Rules of Hockey unless approved by the Tournament Director.
9.2 All participating teams shall take alternative colour shirts and socks to a match and the
Tournament Director shall specify to the Team Managers the clothing to be worn by their field
players and goalkeepers for each match.
9.3 Goalkeepers must wear shirts contrasting with those of both teams and must wear protective
equipment as specified in the Rules of Hockey.
9.4 Players shall wear on the back of their shirts the numbers allocated on the teamsheet, which shall
not exceed the number 99.Players shall retain the same shirt number throughout the competition.
9.5 All numbers shall be no less than 8” (20cm) in height and shall contrast with the colour of the shirt.
Taped numbers may only be used in an emergency.
9.6 The team captain must be identifiable on the pitch by a band or similar distinguishing article worn
on the upper arm or shoulder or over the upper part of a sock.
9.7 It is the responsibility of the team manager to ensure that players adhere to all dress requirements
under this regulation and co-operate with requests from the Tournament Director for players so to
do. Breaches of regulation 9 may be deemed an act of misconduct and acted upon accordingly by
the Tournament Director. Furthermore, if a player or team manager fails to comply with a request
by the Tournament Director (or technical official acting on behalf of the Tournament Director) to
comply with regulation 9.1.3 such failure shall be reported to EHCD who may impose a penalty in
accordance with regulation 13.1.
10. UMPIRES
10.1 The NPUA is responsible for the appointment of Umpires to IWHL matches.
10.2 Umpires shall have the authority temporarily (green or yellow card) or permanently (red card) to
suspend any player or official from the team bench for ill-discipline. This will require the relevant
team to withdraw a player from the pitch for the duration of the suspension.
10.3 Issue of a red card under sanction of regulation 6.3 of the Red Card and MMO Regulations
The following shall apply to all matches in the IWHL:

10.3.1 Where an umpire issues a red card that he/she decides should be subject to sanction
under regulation 6.3 of the Red Card and MMO Regulations the umpire should inform the
offender of this at the time that the red card is issued.
10.3.2 For the avoidance of doubt an umpire who has awarded a red card under sanction of
regulation 6.3 of the Red Card and MMO Regulations may, in the event of further misconduct by
the player, upgrade the penalty to a red card carrying sanction under regulation 6.2 of the Red
Card and MMO Regulations. If the umpire decides to do this he/ she should inform the offender
(or at least the team manager for the player concerned) that this has been done.
10.3.3 The umpire issuing a red card under sanction of regulation 6.3 of the Red card and MMO
Regulations shall provide written reasons for the card to the Tournament Director who shall then
consider what, if any, further action shall be taken against the offender under Regulation 6.3 of
these Regulations.
10.4 Any player who receives a red card must immediately leave the playing area until the end of the
match and may not participate any further in the match (which includes making any audible
comments from the spectator or any other viewing area).
11. POSTPONEMENT OR ABANDONMENT
11.1At any time prior to the commencement of a match, the decision on whether or not the pitch is fit
for play shall be the responsibility of the Tournament Director (in consultation with the Technical
Officer) or Match Official. For the Promotion Tournament once a game has started, a decision on
whether it should be interrupted shall be made by the Tournament Director in consultation with
the umpires and Technical Officer on duty. For the Relegation Play-offs once a game has
started, the decision on whether it should be postponed or abandoned rests with the Umpires.
11.2 If a match is interrupted under 11.1, this match must be resumed as soon as possible (not
necessarily on the same field of play or on the same day), under the following conditions:
11.2.1 the match must be completed up to the regulation full time, the score
on the resumption being that at the time the interruption took place;
11.2.2 on resumption, rule 2.3 of the Rules of Hockey as amended relating to the
substitution of players shall apply as though there had been no interruption to the match.
11.3 In the event of a match or the tournament in part or wholly, having to be abandoned as a result of
a serious injury to a player, adverse weather conditions or a decision of the Tournament Director,
or in the case of a Relegation Play-off the umpires,in such circumstances that it has not been
possible to complete the interruption in accordance with 11.2 above, the EHLC will decide on the
action to be taken after receiving a report from the Tournament Director or Match Official. Such a
decision may necessitate a replay of the match or the tournament in part or wholly, dependent on
the circumstances at the time of the abandonment.
12. FAILURE TO HONOUR A FIXTURE OR FORFEITURE OF A GAME
If a team fails to honour a fixture or forfeits a game their opponents shall be deemed the winners of
that match by an initial score line of 3-0. This is subject to any remission or further penalty which the
EHLC may impose in line with IWHLR 13.1.
13. BREACH OF REGULATIONS & PENALTIES
13.1 The provisions contained in these Regulations are without prejudice to anything contained in the
EH Code of Ethics, but any team or individual found to be in breach of these Regulations may be
subject to further penalties, as detailed below, in addition to any penalty imposed by any
Disciplinary Body authorised by EH.
13.1.1 For breaches of any or all of these Regulations, the Player Code of Conduct, the Club
Code of Conduct and/or the EH Code of Ethics, the EHLC shall at its discretion have the
right to impose any penalty, including, but not exclusively, the deduction of points, fines
and suspension of players, and has power to make teams play matches away from their
home venue.
13.1.2 When imposing any penalty the EHLC shall have regard to any recommendation that may
have been made by any relevant Disciplinary Body under the provisions of any regulation
included in the EH Code of Ethics.
13.1.3 The EHLC shall at its discretion have the right to require that teams reimburse opposing

teams, officials or EH for any expenses incurred as a consequence of any breach of these
Regulations.
13.2 Penalties
Any team, or player, found to be in breach of Regulations 1.4 and/or 4.1 will forfeit the game(s)
in which the breach occurredand may be subject to the following penalties:
13.2.1 a fine, and/or
13.2.2 such other penalties as the EHLC consider appropriate.
14. APPEAL PROCEDURE
14.1 Clubs and players have the right to appeal against a decision of the EHLC as set out in this
Regulation.
14.2 In any case where the EHLC has made a decision in respect of any matter that is or has been the
subject of a decision by a relevant Disciplinary Body pursuant to the provisions of the Red Card &
MMO Regulations or the Disrepute Offence Regulations, a club and/or individual affected by the
decision has the right to appeal the decision of the EHLC to the EH Appeal Panel.
14.2.1 The Appeal to the EH Appeal Panel must be commenced by an Appeal Notice marked for
the attention of the EH Appeal Panel sent to and received by the NDO not later than 7
days after the Appellant has been notified of the decision to be appealed against. There
must be annexed to the Appeal Notice copies of all documents, including the written
statements of any witnesses, that the Appellant intends to rely on in the Appeal.
14.2.2 Regulations 7.3.1, 7.3.2, 7.3.3, 7.3.7, 7.4(b)[deposit of £150] and 7.5 of the Red Card &
MMO Regulations shall apply for the purposes of the Appeal to the EH Appeal Panel and, as soon
as reasonably practical after receipt of the Appeal Notice, the Chairman of the EHAppeal
Panel shall give directions for the further conduct of the Appeal.
14.2.3The decision of the EH Appeal Panel shall be final.
14.3 In any case not covered by the provisions in Regulation 14.2 a club and/or individual affected by
the decision of the EHLC has a right to appeal to the EH Appeal Panel in the manner set out
below.
14.3.1 The Appeal to the EH Appeal Panel must be commenced by an Appeal Notice marked for
the attention of the EH Appeal Panel sent to and received by the EHCD not later than 3
days after the Appellant has been notified of the decision to be appealed against. There
must be annexed to the Appeal Notice copies of all documents, including the written
statements of any witnesses, that the Appellant intends to rely on in the Appeal
14.3.2 The Appeal Notice should be sent by ordinary first class post, fax, email or recorded delivery
or hand delivered to the EHCD at the EH Offices. A deposit of £150 must be sent within 7
days of the date of the sending of the Appeal Notice. This will be returned, all or in part, if
the Appeal is successful. As soon as reasonably practical after receipt of the Appeal
Notice, the Chairman of the EH Appeal Panel shall give directions for the further conduct of
the Appeal.
14.3.3 The Chairman of the EH Appeal Panel may, upon the application in writing made by or on
behalf of the Appellant, stay, suspend or vary any penalty that is the subject of an Appeal
pending determination of the Appeal, and, in exceptional circumstances, may extend the
time for appealing upon such terms, if any, as the Chairman may think fit. The decision of
the Chairman shall be final.
14.3.4Save where the Chairman of the EH Appeal Panel directs otherwise, all Appeals will be
dealt with in writing by electronic communication unless the Appellant requests an oral
hearing. in which case the Chairman of the EH Appeal Panel may direct an oral hearing
14.3.5 As soon as reasonably practical after the receipt of the Appeal Notice, the Chairman of the
EH Appeal Panel shall give directions for the further conduct of the Appeal.
14.3.6 Any other team that may be directly affected by an Appeal shall, as soon as reasonably
possible, be notified of the Appeal and subsequently the outcome of the Appeal.
14.3.7 Where there has been an oral hearing of an Appeal the decision of the EH Appeal Panel
may include a direction that the Appellant shall pay all or part of the costs of the Appeal to
be summarily assessed by the EH Appeal Panel.
14.3.8 If an Appeal is not allowed in full, the EH Appeal Panel may impose any sanction that the
EHLC could have imposed.
14.3.9The decision of the EH Appeal Panel shall be final.

APPENDIX 1
PLAYER CODE OF CONDUCT
This is a mandatory Code of Conduct, which applies to the following situations:
(1) when a player intends to join an IWHL club
(2) when a player intends to transfer from one IWHL club to another IWHL club
(3) when a player intends to play Regional League hockey having registered as an IWHL player.
While players must always remain free to transfer from one club to another the Code of Conduct must be
observed at all times.
1. A player should consider it her duty if she intends to change clubs, regardless of the time of the
season, to advise her present club immediately of her intention and must do so in writing.
2. She must ensure that all subscriptions, penalties and dues owing to his/her existing club are paid
in full and all items of club property returned before a transfer can be considered.
3. The club to which she intends to move must ensure that the player has given notice to his/her
former club of her intention to move, that the player is not under ban or suspension and that all
subscriptions, penalties and dues have been paid in full and all items of club property returned.
4. Where a ban or suspension has been imposed on any player by a Disciplinary Body authorised by
EH and/or the IWHL such ban or suspension shall remain in full force and effect regardless of the
player’s change of club.
5. In the event of there being any dispute between clubs with regard to any ban or suspension of any
player, until any agreement is made, the ban or suspension shall continue in full force and effect.
6. A registered IWHL player may NOT play outdoor league hockey for another club unless she has
been officially de-registered.
7. Any dispute arising over the application of the provisions of this Player Code of Conduct may be
referred by any club or individual affected by the dispute to the EHLC. The EHLC may adopt
whatever procedure it thinks appropriate for the purpose of reaching a decision on the dispute.
The decision of the EHLC may be the subject of an Appeal in accordance with Regulation 14.

APPENDIX 2
CLUB CODE OF CONDUCT
It is the primary responsibility of IWHL Clubs to regulate the behaviour of their players, officials,
members and spectators. Participating clubs are required to confirm on entering the IWHL that
they have established an internal disciplinary procedure to deal with SERIOUS DISORDERLY,
ABUSIVE, OFFENSIVE OR IMPROPER behaviour by players, officials, members and spectators
prior to, during and after any IWHL match. This extends to behaviour toward members of EH staff
or representatives.
It shall be presumed by the EHLC that each participating club has such an internal procedure as
referred to above.
Any behaviour, as shown in 1 above, that is reported to EH may be the subject of a Disrepute
Complaint and dealt with pursuant to the Disrepute Offence Regulations and/or will be dealt with
by the EHLC.
Any decision of the EHLC may be the subject of an Appeal in accordance with Regulation 14.

VARIATIONS TO USUAL FORMAT OF MATCHES AND RULES OF HOCKEY
1. Applicable rules
For the avoidance of doubt all matches played under these Regulations shall be played under
the Rules of Hockey 2015 including any adjustments thereto as published by the FIH and
implemented in the IWHL or as further amended by this Appendix.
2. Ball colour
A yellow ball shall be used for all matches played at Stage 2 of the Promotion Tournament.

APPENDIX 4
SHOOT-OUT COMPETITION
In a shoot-out competition, five players from each team take a one-on-one shoot-out alternately against a
defender from the other team as set out in this Regulation. The shoot-out competition comprises all series of
shoot-outs required to determine a result.
The following sets out both the playing Rules and the procedures to be followed.
1.
If the shoot-out competition takes place after the end of a match, the first shoot-out should take place
within four (4) minutes of the end of regulation playing time. [NB: if the shoot out is taking place in the
Relegation Play-offs under regulation 5.4.4.2.1 the team managers shall provide to the Match Official on
duty a list of the five players and GK who shall take part in the shoot-out.]
2. The respective Team Managers provide five players to take and one player to defend the shoot-outs
from those on the Match Report except as excluded below. A player nominated to defend the shoot-outs
can also be nominated to take a shoot-out. No substitutions / replacements are permitted during the
shoot-out competition other than as specified below.
3. A player who is still serving a disciplinary suspension by the Technical Delegate at the time the shoot-out
competition takes place or has been excluded permanently (red card) during the match which leads to
the shoot-out competition, cannot take part in that shoot-out competition. A player who has been warned
(green card) or temporarily suspended (yellow card) may take part in the shout-out competition even if
the period of their suspension has not been completed at the end of the match.
4.
The Technical Delegate will specify the method of timing shoot-outs taking account of the facilities
available and the need to control time accurately.
5.
The Technical Delegate will specify the goal to be used.
6.
A coin is tossed; the team which wins the toss has the choice to take or defend the first shoot-out.
7.
All persons listed on the Match Report other than any player who has been excluded permanently (red
card) during the match which leads to the shoot-out competition are permitted to enter the field of play
outside the 23m area used for the shoot-out but must be at least 10 metres from the spot where the ball
is placed at the start of the shoot-out.
8.
The goalkeeper / defending player of the team taking a shoot-out shall wait on the back-line outside the
circle.
9.
A player taking or defending a shoot-out may enter the 23m area for that purpose.
10. Players taking a shoot-out and also defending the shoot-outs taken by opponents are allowed
reasonable time to take off their protective equipment to take their shoot-out and subsequently to put
back on their protective equipment.
11. Five players from each team take a shoot-out alternately against the goalkeeper / defending player of
the other team making a total of 10 shoot-outs.
12. Taking a shoot-out:
a) the goalkeeper / defending player starts on or behind the goal-line between the goal posts;
b)
the ball is placed on the nearest 23m line opposite the centre of the goal;

c) an attacker stands outside the 23m area near the ball;
d) the Umpire blows the whistle to start time;
e)
an official at the technical table starts the clock;
f)
the attacker and the goalkeeper / defending player may then move in any direction;
g)
the shoot-out is completed when:
i) 8 seconds has elapsed since the starting signal;
ii) a goal is scored;
iii) the attacker commits an offence;
iv) the goalkeeper / defending player commits an unintentional offence inside or outside the
circle in which case the shoot-out is re-taken by the same player against the same
goalkeeper/defending player;
v) the goalkeeper / defending player commits an intentional offence inside or outside the
circle, in which case a penalty stroke is awarded and taken;
vi) the ball goes out of play over the back-line or side-line; this includes the goalkeeper /
defending player intentionally playing the ball over the back-line.
13. If a penalty stroke is awarded as specified above, it can be taken and defended by any eligible player on
the Match Report subject to the provisions of Articles 17, 18 and 19 of this Appendix.
14. The team scoring the most goals (or ahead by more goals than the other team has untaken shoot-outs
available) is the winner.
15. A player may be suspended by a yellow or red card but not by a green card during the shoot-out
competition.
16. If during a shoot-out competition (including during any penalty stroke which is awarded) a player is
suspended by a yellow or red card:
a) that player takes no further part in that shoot-out competition and, unless a goalkeeper /
defending player, cannot be replaced;
b) the replacement for a suspended goalkeeper / defending player can only come from the five
players of that team nominated to take part in the shoot-out competition:
i) the replacement goalkeeper / defending player is allowed reasonable time to put on
protective equipment similar to that which the goalkeeper/defending player they are
replacing was wearing;
ii) for taking their own shoot-out, this player is allowed reasonable time to take off their
protective equipment to take their shoot-out and subsequently to put it on again.
c)
any shoot-out due to be taken by a suspended player is forfeited; any goals scored by this
player before being suspended count as a goal.
17. If during a shoot-out competition, a defending goalkeeper / defending player is incapacitated:
a) that goalkeeper / defending player may be replaced by another player from among the players
listed on the Match Report for that particular match, except as excluded in this Appendix or
unless suspended by an Umpire during the shoot-out competition;
b) the replacement goalkeeper:
i) is allowed reasonable time to put on protective equipment similar to that which the
incapacitated goalkeeper / defending player was wearing;
ii) if this replacement is also nominated to take a shoot-out, this player is allowed reasonable
time to take off their protective equipment to take their shoot-out and subsequently to put it
on again.
18. If during a shoot-out competition, an attacker is incapacitated, that attacker may be replaced by another
player from among the players listed on the Match Report for that particular match, except as excluded
above or unless suspended by an Umpire during the shoot-out competition.

19. If an equal number of goals are scored after each team has taken five shoot-outs:
a) a second series of five shoot-outs is taken with the same players, subject to the conditions
specified in this Appendix;
b) the sequence in which the attackers take the shoot-outs need not be the same as in the first
series;
c)
the team whose player took the first shoot-out in a series defends the first shoot-out of the next
series;
d) when one team has scored or been awarded one more goal than the opposing team after each
team has taken the same number of shoot-outs, not necessarily being all five shoot-outs, that
team is the winner.
20. If an equal number of goals are scored after a second series of five shoot-outs, additional series of
shoot-outs are taken with the same players subject to the conditions specified in this Appendix:
a)
the sequence in which the attackers take the shoot-outs need not be the same in any
subsequent series;
b)
the team which starts each shoot-out series alternates for each series.
21. Unless varied by this Appendix or Appendix 3, the Rules of Hockey apply during a shoot-out.
