Statement of Purpose & Values
The Southern Football League Umpires Association (SFLUA) aims to provide an opportunity for our members to actively
participate in officiating Australian Rules Football & enhance their health & wellbeing through organised sport participation.
The Association, will at all times endeavour to provide for the health, welfare & well being of its members, supporters and
officials.
This aim will be achieved by promoting & developing the following values and objectives:

 An environment to nurture the physical & mental development of our youth.

umpires(Australian Rules Football) in the Southern Football Netball League. The objects of the association and conditions of
membership are detailed in the Rules of the Association, a copy of which is available upon request.

monthly match payment or by other financial arrangement with the SFLUA

Umpires Contract of Employment
The Umpires Employment Service Agreement sets out the obligations and responsibilities of both the umpire and the
Southern Football League. It covers areas such as Match Payments and Benefits, Match Appointments, Performance
Review, Facilities and Treatment, Security, Insurance, and umpires’ obligations with respect to Tribunals, Training and
Lectures, Knowledge of the Laws of Football, Uniform, Match Paperwork, and notifications of Illness and Injury.
The SFLUA and SFNL have agreed to an agreement to operate from 2014 to 2017. This agreement was negotiated by the
SFLUA on behalf of all umpires.
If you have any queries in relation to your contractual obligations or the contents of the agreement, please approach a
member of the Association Committee to discuss your concerns. A copy of the agreement has been posted on the SFLUA
website.
Match Fee Structure
Match fees are paid by the SFNL (not the SFLUA) by direct credit to a nominated bank account in monthly instalments as
soon as practicable following the end of the month, covering matches umpired in the current month, but may take up to two
weeks. An authority to credit match fees to the account and the authority to make deductions must be lodged with the
Southern Football League’s Administrator before any payment can be made.
Match payments vary according to the grade of the match (eg seniors or reserves) and the type of umpire (field, boundary
or goal). Separate match fees apply to field and boundary umpires according to the number of umpires appointed (one,
two or three).
A schedule of this year’s Match Payments will be distributed to all umpires and also appears as Schedule 1 of the Umpires’
Agreement. (posted on the SFLUA website)

Disciplinary Matters
The SFNL Umpiring Department may discipline umpires who do not comply with League requirements by:

Failing to advise the Umpiring Department Administrator of Match Forfeit
Not attending at Tribunal or not notifying late attendance
Late advice re match availability
Failing to complete and submit/deliver paperwork on time
The Umpiring Department, or Association, will deal with other matters of a disciplinary nature as required. When relevant,
reasonable written apologies/explanations may be taken into account but will not automatically be accepted. Disciplinary
action may take the form of a verbal or written warning, demotion to a lower grade for one or more weeks or suspension for
one or more weeks.
Match Preparation
1.
Read your appointment when received. If there are any problems regarding venues, times, etc., see the Umpiring
Department Administrator or your relevant umpiring discipline coach.
2.
Pack your gear the night before. [Write yourself a checklist and use it]
3.
Allow yourself plenty of time to get to the ground. All umpires are required to be in the umpire’s room 45 minutes
before the commencement of play.
4.
If no official Boundary and Goal Umpires are appointed, make sure that each club can supply them. Request that
these people be in the umpires’ room 10 minutes before the start of the game. [N.B. Goal and Boundary Umpires
supplied by Clubs MUST be over 15 years old.] The Field Umpire must provide non-official Goal Umpires with
Goal Umpires cards.
5.
Each Club should introduce you to its official umpires’ escort. These escorts will wear the official escort’s bib when
escorting you to and from the ground during and after the match.
6.
Attempt to visit and be out of the players room at least 15 minutes before the start of play.

Match Start Times
Games are scheduled to start at the following times on a Saturday unless otherwise instructed:

Match times can vary. Please refer to your Match Appointment Sheet (Schedula) to confirm appointment details.
Umpires are required to attend each match 45 minutes (Reserves & U/19’s)/ 60 minutes (Seniors) prior to the
scheduled starting time
Uniform
Umpires
Members are required to purchase their uniform and equipment through the SFLUA. Presentation is an integral part of
your overall performance, so it is imperative that you take pride in your appearance – having the correct uniform is
paramount to having a clean uniform. Only the approved SFNL uniform is acceptable and you are reminded of your
obligation to wear only the official uniform as outlined in the “Umpires Contract of Employment”.

Umpires’ Checklist
On the night before a game, run through this checklist to ensure that your gear is complete:Field & Boundary
Boots, runners, SFNL Shirt, SFNL Shorts, SFNL Socks, SFLUA tracksuit top, towel, whistles, garters, paperwork, pens,
drink bottle and RED, YELLOW and GREEN cards [Field Umpire only}.
Goal Umpire
Boots or Shoes and Socks, Trousers, SFNL Shirt, SFNL Cap, SFNL Waterproof Jacket, Spare laces, Flags and Flag
Holders, Score Cards, Pens, Pencils and an Eraser, Appointment Form, Towel, Report Forms, Masking Tape.
It is also recommended that once your checklist tallies with your training bag contents, you take your time to check your
appointment, making sure that the starting time and venue is clear in your mind.

Ensure that coaches and the match committee are seated, or standing behind the fence.

Check that the club provided Boundary and/or Goal Umpires are correctly attired
Note any players who are wearing incorrect uniform or equipment.
In under age games, ensure that no side starts a game with greater than two players more than its opposition.
Check that each club provides an umpires’ escort at the required breaks [must wear umpire escort bib].
All Umpires - After the Match
All umpires are encouraged to socialise in the home club’s social facility.
Match Paperwork
Umpires are required to complete a Competition Match Report electronically by no later than 8pm on Sunday.
Umpires are required to post or deliver team sheets, goal umpires cards, and timekeepers cards to the SFL HQ at the
Moorabbin Oval in Linton Street Moorabbin, cards by noon on Monday.
If there is a Tribunal Report, this MUST be hand delivered to the SFL Office by 8am on Monday morning.

WorkCover Insurance
The Southern Football Netball League provides each Umpire, as an employee of the League, with WorkCover Insurance
for injury which occurs in the course of each Umpire’s duties as an Umpire. It is important that members read and
understand the procedures and responsibilities to ensure that any claim is recognised as such and is then handled
promptly and efficiently.
An Umpire must notify the SFNL Umpiring Department Administrator, of any injury as soon as practicable after
becoming aware of such an injury [no later than 48 hours], so that it may be entered into the “Umpires’ Injury Register”. If
this injury occurs during training, then the Umpire must stop training and see the SFNL Umpiring Department Administrator
or Head Coach on duty immediately. If the injury occurs during a match [or whist travelling to or from a match or training],
then the Umpire must contact the SFNL Umpiring Department Administrator at the earliest convenience.
Such notice may be given verbally or in writing to the Umpiring Department Administrator and must include the name and
address of the injured person, the date on which the injury occurred and the cause of the injury. Verbal reports must be
confirmed in writing as soon as practicable. If an injury appears minor and unlikely to need treatment, a later claim may not
be accepted unless the original injury was promptly reported.
All Umpires are advised that any initial visit seeking treatment or assessment of an injury must be to a recognised Sports
Medicine Centre, for a WorkCover claim to be recognised as such, unless the injury is of such a serious nature that the
Umpire has to be taken to the nearest hospital. To confirm if a sports medicine centre is recognised by the league please
contact the SFNL Umpiring Department Administrator.
All WorkCover forms must be lodged with the SFNL Umpiring Department Administrator in the event of an Umpire
sustaining a work related injury. You are reminded that any intention to lodge a fraudulent claim will be contested as a
legitimate WorkCover claim by the SFNL. Do not forward any WorkCover claim on directly yourself. These must all
be directed to the SFNL Umpiring Department Administrator. If possible, you should see the SFNL Umpiring Department
Administrator prior to you visiting any doctor or practitioner for treatment or advice.
All Umpires are reminded that the above procedures are required by law to ensure that you will be adequately covered in
the event of a claim. Please note that a person is not entitled to recover compensation for a work related injury,
unless notice of the injury has been given to the employer. Failure to follow adequate warm up procedures may lead to
rejection of a claim for compensation.
WorkCover Check List & Procedures
1.
Report any Umpire work related injury to the SFNL Umpire Department Administrator;
2.
Report to a League recognised Sports Medicine Centre for treatment [if necessary], informing the centre that this is a
WorkCover related claim;
3.
Obtain a ‘Notice of Injury’ form from the SFNL Umpiring Department Administrator and lodge completed form with the
Administrator;
4.
Obtain a ‘WorkCover Certificate of Capacity’ form from a League preferred Sports Medicine Centre on your initial visit
and lodge the certificate with the SFNL Umpiring Department Administrator;
5.
If the injury sustained causes any loss of wages from your first employer or an inability to Umpire, a ‘Final Certificate’
must be obtained from a League recognised Sports Medicine Centre and lodged with the SFNL Umpiring Department
prior to being able to Umpire again;
6.
Then complete a ‘WorkCover Worker’s Claim Form’ [available from the SFNL Umpiring Department Administrator] if
applicable and lodge such form and any medical accounts with the SFNL Umpiring Department within five [5] working
days
Southern Football Netball League Duty of Care Officers
As part of the SFNL Occupational Health and Safety Program, the following people have been nominated as ‘Duty of Care
Officers’.
They are to be called immediately if any Umpire feels they are placed in an unsafe situation, or if they suffer a
serious injury.

You should initially request that the home club makes contact on your behalf, but if this is not possible, or if they refuse, you
should make contact yourself.
The Duty of Care Officer will be able to assist with transportation for medical care, or in contacting family or parents.
Under no circumstances should the game continue until the contacted Duty of Care Officer arrives to address your
concern.



Tribunal Reports – From the SFNL Tribunal Handbook Tribunal Allowance
Umpires attending the Tribunal [or a League hearing], and completes all Tribunal requirements satisfactorily, as detailed in
the “Umpire’s Contract of Employment” will be paid a $10 Tribunal Travel Allowance per night, plus $5 Tribunal Procedure
Allowance per case.
Advocates will be reimbursed by the Association for reasonable expenses in attending the Tribunal up to a maximum of
$10 per night. Advocates must be approved by the League before they appear at hearings

TRIBUNAL INFORMATION
1.1
Umpire must complete the Player Report Sheet immediately after the match.
1.2
The Team Managers are advised of the report and if it is a report where a set penalty may be taken, the Team
Manager must ask the player if he wishes to accept the set penalty or take the charge to the Tribunal.
1.3
The Team Manager must inform the Umpire of the Player’s decision.
1.4
If the Umpire wishes the charge to be heard by the Tribunal, he/she must tick the appropriate box on the Player
Report Sheet, then informs the Team Manager[s] accordingly.
1.5
Both Team Managers must sign the Player Report Sheet and each will receive a copy.
1.6
The paperwork MUST be delivered to the League Office that evening
1.7
If the Player has accepted the Set Penalty there is no further requirement of the Umpire or Team Managers.
1.8
If the charged Player must make a Tribunal appearance, or the Player with the Set Penalty wishes the case to be
heard, then the Player, Witness and Advocates will be expected to appear at the Tribunal Hearing on the following
Tuesday evening.

The League Office will make no further notification to the parties involved of the Report, or Tribunal arrangements.
An allotted Tribunal Hearing time will be notified via the Tribunal Secretary by 12 noon on the Tuesday. A list of all
persons required to be in attendance at the Tuesday evening tribunal hearings or IDC hearings will be shown on
the SFL website by 5pm on the first business day (normally the Monday) following the playing of the match. Each
person listed is to confirm their ability to attend by emailing the league ([email protected]) or by phone
(9553 5644). This must be done before 10:30am on Tuesday (the day of the hearing).
1.10
If the Player or Witness are unavailable on the following Tuesday, then contact must be made to the League Office
prior to 12 noon on the first business day following the report. The hearing will be scheduled to be heard before the
playing of the next match.

If your hearing has been postponed, then both Clubs and the Umpires involved will be notified prior to 5:00pm on
the Monday.

REGISTRATION
On arrival at the Tribunal, Umpires are required to report their attendance to the official on duty at the reception
desk.
Tribunal Reports – Requirements for all SFLUA Members
When a report has been made in a match the following procedure is to be carried out by the members of the Umpires
Association.
(Any Umpire failing to carry out the Reporting/Tribunal requirements, may be subject to disciplinary action and may lose
their Tribunal Travel Allowance).
The report MUST be hand delivered to the SFNL Office, Level 1, 145 Keys Road, Moorabbin. 3189 by 8am on Monday
morning. The Umpire will then be expected to be at the Tribunal on Tuesday evening at 6:30pm, or at such time as
designated by the Tribunal Secretary.
If the paperwork is not received within this timeframe the report may be dismissed
The reporting Umpire may also ring the SFLUA Tribunal Secretary [see details page 2], between 6pm and 7pm on match
day to discuss his/her report, and if necessary, to set up a meeting with his/her advocate in order to discuss how the case
will be best presented at the Tribunal.
Junior Umpires will be scheduled to early Tribunal hearings where possible. Record your age next to your name and
signature on the original Report Form ONLY.
If your tribunal case is to be postponed, you will be notified prior to 5:00pm on the first business day after the match.
In EMERGENCY situations on the night of the Tribunal [such as running late due to work commitments] please advise the
SFNL Tribunal as soon a you become aware of the problem by calling 9553 5644.
Dress requirements for both Tribunal and League Discipline hearings are neat professional attire.
