This year’s tournament will be held on the all-weather pitches at VIDA, Garstang Rd,
Blackpool on Sunday 10th July 2016 commencing at 10.30am.

There will be a team managers meeting at the organisers control point
at 10.15am.
The following are the rules of the Tournament.

The cost of entry will be £5 PER TEAM i.e. £5 for each section entering a team.
If a section enters more than one team then each team has to pay £5 entry.
Teams must register on the day on the official form provided (copy attached)
Teams shall consist of 5 named players plus a maximum of 2 named reserves.
FOR BEAVERS - All players must be in the age range of 6 and 8 on the day.
FOR CUBS - All players must be in the age range of 8 and 10½ on the day.
FOR SCOUTS - All players must be in the age range of 10½ and 14 on the
day.
Sections may enter as many teams as they can muster but a player may not be
registered with more than one team.
Groups may combine in order to form a complete section team
Once registered to a particular team a player may not be transferred to another
team except where a player has made up a ‘mixed group’ team and is then required
to substitute the main team due to injury. Breach of this rule will result in both
affected teams being disqualified.
FOR SCOUT SECTION ONLY - The maximum total age of a team playing at
any particular point in a match (i.e. the 5 players on the pitch) must not
exceed 60.
Teams are to provide their own team strip. Please try to ensure that all the team
are in the same colour top wherever possible. Teams may be asked by the referee
to wear bibs and this request must be complied with.
All players MUST wear shin pads and either trainers or moulded plastic studs
- No metal ‘blades or studs’ are to be worn. This will be checked by referees
prior to each game. It is recommended the players wear long tracksuit style
trousers as the surface can cause severe grazing if players slide by accident.
All matches will start and finish by the sounding of a horn by the organiser.

All league matches will be of 10 minutes duration played one way.
Points will be awarded on the basis of 3pts for a win, 2pts for a score draw and 1
point for a nil-nil draw.
The semi final & 3rd place play off will be 7 minutes each way and the final 10
minutes each way.
There will be no added time in the group matches. If scores are level in the semi
final, 3rd place play off & final, Teams will change ends and the match will continue
until the next goal is scored i.e. Golden Goal.
The four teams with the most points from the league stage will go into the draw
for the knockout stage (semi final).
Should 2 or more teams be equal on points for the semi final spots, firstly goal
difference will be considered followed by who scored most goals in their league
matches. Finally, if still equal, the affected team/s will play each other in a
golden goal deciding knockout match/es until all the semi final place are filled.
There is no over-head-height rule.
There are to be no sliding tackles. 3 warnings/contraventions of this rule will,
at the discretion of the referee, see the offending player sent off.
The goalkeeper must not stray outside the semi circle. If they do, a penalty to
the opposing team will be awarded.
If a defender strays into the semi circle it will be a direct free kick to the
attacking team.
If an attacker strays into the semi circle it is keepers ball unless the referee
chooses to play the advantage to defending team.
Goalkeepers will roll or throw the ball out.
There will be no corners.
There will be no throw ins.
On the pitch, in any dispute, the referee’s decision is final.
**There is to be no photography of competing teams – any group/team
photos are the responsibility of the leader in charge**
I would ask all leaders, team managers and Beavers/Cubs/Scouts/Explorers/Network to
enter this tournament in the spirit of the game and remember that we are all here to
enjoy a day of sport where all the District members are given a chance to play a game of
football. The timings shown will hopefully allow the Scouts to enjoy a reasonable amount
of time playing football. It may be necessary though to amend some of these rules on
the day, especially in respect of the length of matches which will ultimately depend upon
how many teams are entered and the prevailing weather.
On the pitch the referee’s decision is final and off the pitch the decision of the
Organiser/s, is final.
Have a great afternoon and let us hope the sun shines
