Managed by the Metropolitan Redevelopment Authority (MRA), the vision for the PCC is to become one of the most visited destinations in Western Australia. Major State cultural and learning institutions are housed in the PCC, while the public open space forms a pedestrian link between the Perth Train Station and the inner city area of Northbridge. The PCC has a daily average footfall of over 35,000 people per weekday. With features including landscaped zones, seating, cafes, a playground, a permaculture garden and a large LED screen, the PCC is a popular location to stage events. This application pack contains the necessary information and application forms for individuals, groups and organisations interested in obtaining a license to stage an event in the PCC. For further information about www.perthculturalcentre.com.au the PCC, including ‘What’s On’ visit P a g e |3 MRA Place Management EVENT THRESHOLDS To apply for a PCC Event License via this application pack, events must comply with the following thresholds. Events falling outside these thresholds may be required to submit a Development Application (DA) through the MRA’s Statutory Planning Division. Please note that the DA process requires a minimum of 6 months lead time. Event License Thresholds: Event operations between 7:00am and midnight only, any day of the week; Bump in to occur after 5:30am on the first day of set up; Bump out to occur by 1:00am on the last day of the event; Planned attendance at any event within the temporary event space is to be no more than 4,000 people per day; All events, except exhibitions or installations, are to run for not more than 21 consecutive days; and Exhibitions or installations may stay in place 24 hours a day but shall not exceed 60 consecutive days duration. Operational Requirements: Events must not prevent access into or through the public realm, unreasonably block or restrict access to buildings or cause undue disruption; Events must comply with the Environmental Protection (Noise) Regulations 1997; and Events must seek relevant health and public building approvals from City of Perth’s Environment and Public Health Unit. P a g e |4 MRA Place Management EVENT TYPES Types of events included under this process may include but are not limited to: Markets; Spaces for artists and business entrepreneurs to create and display; Food stalls and vendors; Cultural and Community fairs/events; Entertainment including theatre, music, projections, screenings, comedy and dance performances; Multimedia attractions; Outdoor cinemas; Art installations; Corporate and special event functions; Large festivals; Sporting events; Circus Shows and Carnival Rides; Charity Events; Children’s Activities; Public product displays (such as vintage car displays); Event support areas including first aid, catering, information centre; and Photography and film shoots. All events taking place in the PCC must align with the Civic and Cultural Charter (Appendix A). Site visits may be booked with the MRA Place Activation Officer. Acquire all relevant insurances as outlined in the application form by the date specified. Provide appropriate plans and procedures including site plans, risk management plans and event running sheets as outlined in the application form by the date specified. Obtain any necessary third party approvals and licenses relevant to your event, including local government approvals. Pay all relevant event hire fees and bonds to MRA on invoice prior to the event. Upon completion of these steps your application will be evaluated and if successful, you will be issued with an Event License. Events are not confirmed or approved until a copy of the Event License signed by the applicant and the MRA representative has been finalised. In addition you are required to obtain all relevant approvals from the City of Perth, Environment and Public Health Unit and other approving bodies prior to the event. It is the responsibility of the Event holder to ensure all necessary approvals are in place for their event. Refer to Approvals, Licenses and Services (Appendix B). The MRA can assist with facilitating the stakeholder communication for approvals and should be included in emails to external parties regarding seeking of approvals at the PCC. An Event Licence will not be granted prior to the MRA sighting these approvals. Events taking place in PCC must comply with the following site rules below. Acceptance of these and the site conditions listed on page 17 is mandatory for events wishing to receive an Event License for the PCC. Insurance Event applicants must provide evidence of the following: • Public Liability Insurance coverage of $20 million, listing MRA as an interested party. • Workers Compensation insurance coverage for any employees involved in the event. Use of MRA logo’s and Event Marketing Materials The event should not be promoted to the public through any channels until the MRA has granted and event license to the applicant or unless prior approval has been granted. Event Holders are not to use the MRA logo or State Government Crest without prior approval. All artwork using the logos must be sent to the Marketing Officer with a minimum of one week turn around for sign off. All media releases with statement of State Government, MRA or Elizabeth Quay must not be issued without prior approval of the MRA. All media releases must be sent to the Marketing Officer with a minimum of 1 week turnaround of sign off. Access All Areas (AAA) The MRA representative/s and City of Perth Environmental Health Officer/s must receive AAA passes or equivalent approval to inspect all facets and areas of the event both during the event and set up/pack down times. Access and Obstructions Access to all workplaces and venues located in the PCC must be maintained throughout their opening hours. This includes entrance and exit areas and loading areas. If a road closure has been approved, alternative plans must be put into place. The tactile pathway through the PCC must be free of obstructions at all times. Entry and exit areas from the event must be adequate for emergency exit and emergency vehicles. Emergency vehicle access via Beaufort and James Streets must be maintained. Events must not create a pedestrian hazard. Event holders must ensure that all equipment associated with their event is made safe and does not pose a risk to members of the public, site workers and others. Events must keep clear all public transport routes servicing or passing the PCC. Insurance Event applicants must provide evidence of the following: • Public Liability Insurance coverage of $20 Million, listing MRA as an interested party. • Workers Compensation insurance coverage for any employees involved in the event. Prior to bump in of the event, the event holder and any approved site managers of the event must be inducted onto the site by an approved representative of the MRA. Each contractor must be inducted by the Event Holder prior to starting works. Buildings The Licensee's use of the Licensed Area must not endanger or damage or cause any physical impact to any of the buildings or other structures at the PCC. P a g e | 22 MRA Place Management Electrical Equipment All electrical leads, junction boxes and equipment provided by applicant must be checked and tagged by an electrician prior to the event. A qualified electrician can perform this service for a small fee. Applicants must ensure that all electrical leads are installed to avoid trip hazards, using cable covers/trays. Should a power outage or system overload occur due to the operations of your event, an electrician will be called by MRA. All associated costs including, but not limited to, call-out and repair, will be payable by the applicant. Fees and Bonds Hire fees and bonds are payable to the MRA within the time period specified. Payment Terms The application fee will be processed on receipt of application. If the application is successful and the event accepted, 50% of the event hire fees and the event application fee will be immediately invoiced to the event applicant. Final event approval is conditional upon receiving all event documentation and approvals. A further invoice for the remaining 50% of event hire fees will be issued. This payable by the event applicant 6 weeks prior to the commencement of the event. An event bond if required will be due 2 weeks prior to the event. Should necessary documentation and payment of hire and bond fees not be received by the required dates, the MRA reserves the right to cancel the event. Event organisers will be responsible for all costs relating to damage resulting from the conduct of the event. This will include but is not limited to, turf reinstatement, damage to public utility services and damage to any MRA or third party assets in the PCC. First Aid, Accidents and Incidents It is required that adequate first aid, or first aid trained and accredited staff are onsite for the duration of your event. Depending on the size of your event, you may be required to have a first aid post available. Such requirements will be stipulated in the Public Health and Safety Event Approval issued by the City of Perth. Grassed and ‘Stoneset’ Areas and Uplighting No vehicles are to travel on any grassed area within the PCC except by prior written authorisation from the PCC Event Coordinator. No vehicles are to travel on the ‘stoneset’ material in the PCC under any circumstances. No vehicles are to drive on ground set uplighting under any circumstance. P a g e | 23 MRA Place Management No vehicles are permitted to drive beyond the entrance of the Urban Orchard. No heavy equipment including shipping containers, portable toilets and other infrastructure is to be placed on any grassed area within the PCC except by prior written authorisation from the Event Coordinator. No staking of grassed areas is allowed except by prior written authorisation from the Event Coordinator. Public Art Exclusion zones for vehicles, vibrating machinery and infrastructure are in place around all public art sculptures at the PCC. Under no circumstances may any objects be affixed to public art installations or temporary infrastructure including bins placed within the exclusion zone. The Public Art sculptures referred to include: The “Makigawa” sculpture (adjacent to State Library of WA) The “Forgotten Australians Memorial” near the Beaufort St entrance to the PCC. “The Caller” sculpture adjacent to the wetland The “Meadmore” sculpture in the Urban Orchard. Safety Procedures There are a number of safety measures and conditions that must be adhered to while holding an event in the PCC. Event holders must be properly inducted onto the PCC site prior to the event. These safety procedures include but are not restricted to: PPE Personal Protective Equipment must be worn during load in and load out and wherever mobile plant equipment is operating within the site. Safety vests must be fastened at all times. It is the responsibility of the Licensee to ensure that all event related staff are provided with appropriate personal protective equipment during the Event License period. PPE will include, but is not limited to: Safety foot wear Harness for working at heights Safety vests Ear and eye protection Hats & sun screen PPE must conform to the appropriate Australian Standards at all times. P a g e | 24 MRA Place Management Vehicles Vehicles utilised on site must at all times follow the posted speed limits and all other regular road rules. A ‘spotter’ must be utilised whenever trucks and other large vehicles are reversing on site. Plant and Equipment Mobile plant and equipment e.g. forklifts are to be utilised only with the permission of MRA. Electrical Compliance Any electrical contractors working at the site must be qualified and licensed, and all electrical work must be carried out in accordance with the relevant Australian Standards. All temporary power must be supplied through a switchboard equipped with an Earth Leakage Circuit Breaker. As work on each of the electrical switchboards is completed and energised, the electrician is required to complete an Electrical Safety Certificate. All temporary electrical installations must be protected by a residual current device (RCD). Any connection of 15 amp devices to a 10 amp outlet must be carried out by a licensed electrician. All electrical cabling must be secured by taping, or covered by cable trays, reducing potential trip hazards. Cable trays must be utilised in front of emergency exit doors and in all external areas, and must meet relevant Standards. The Licensee is responsible for ensuring that all electrical equipment, including appliances, leads and power boards brought to the site are tested and tagged with current labels. Any equipment found without current labels must be removed from the site immediately. The only allowance is for a product purchased within 3 months where a receipt can be produced as evidence of the rate of purchase. Licensees may choose to arrange for a testing and tagging service for exhibitors’ electrical equipment through the event’s electrical contractor. If the Licensee does not comply with electrical compliance and test and tag procedures, MRA reserves the right to delay or postpone the event until the exhibitors or contractors are deemed compliant. No double adaptors are permitted. All building electrical cupboards must be kept locked and clear at all times. Contractors All contractors and their workers must be inducted to site prior to commencement of any works. The Licensee is responsible for ensuring that all contractors are P a g e | 25 MRA Place Management adequately qualified and insured to safely and expertly perform the work for which they have been contracted. MRA retains the right to refuse entry to any contractor, or request any contractor cease work if it believes the contractor is not operating or behaving in a safe or acceptable manner. All contractors must provide the following documentation MRA prior to commencing work: Safe Work Method Statement for all work being conducted at the site Occupational Safety & Health Policy Equipment Register Workers Compensation Insurance certificate Public & Products Liability Insurance certificate Evidence of suitable induction process to the site for the contractor’s workers Relevant licenses and work permits e.g. plant, high risk work Structures greater than 2.4m in height Such structures require: Certification by an engineer and /or A submission in writing or CAD format to MRA. Where deemed to be unstable must be modified or removed from an exhibition at the Licensee’s expense. Floor Levels and Staging Slips, trips and falls are a major cause of potential litigation. It is therefore recommended that raised flooring be avoided wherever possible. Any change in floor level or surface is a potential tripping hazard. Where changing floor levels occur, every effort should be made to avoid an incident through the use of non-slip materials, contrasting colours, tactile indicators and effective lighting. Where ramps are required, careful consideration should be given to the number and location of these ramps to ensure minimal inconvenience to users. The construction of raised floors and ramps is subject to various Australian Standards, which are to be adhered to at all times by the Licensee and its contractors. The construction of stages, risers and platforms is also subject to various Australian Standards. Compliance with such Standards is mandatory for all work carried out at the site. P a g e | 26 MRA Place Management Housekeeping Contractors shall maintain a high standard of housekeeping at any premises in which they are conducting works. It is the responsibility of the contractor to maintain their materials, tools and other equipment in an orderly manner on site. All debris and waste resulting from contractor activity on site shall be removed by the responsible contractor. All materials and debris must be lowered and not dropped from elevated locations and platforms. All waste products must be disposed of appropriately and strictly in accordance with environmental regulations and expectations. Waste/excess fuels and chemicals, and any absorbent material utilised in association with these substances are to be removed from site and disposed of appropriately. On-site drains must not be utilised for waste water that contains contaminants. All materials, tools and waste shall be located so as to reduce risks to health and safety prior to leaving the site daily. Working areas, stairways, passages and emergency exits must be kept clear of obstructions at all times. If required, working areas must be barricaded off and appropriate warning notices erected. Security Services The MRA can provide contact details for their preferred security provider to event holders, for the organisation of security services. If you are securing your own security contractors please provide the following information to MRA seven (7) days before your event commencement: • Security company name, twenty four (24) hour contact person and mobile phone number • Security schedule (roster/times) • Names and license numbers of all officers are to be listed on the schedule All onsite security staff/marshals Crowd control persons/marshals are required to wear a uniform that easily identifies them to patrons of the event. Infrastructure left in place over night is at the risk of the event holder. MRA strongly recommends that the event holder assigns security to any infrastructure which is left in place overnight. Signage Signs for the purpose of advertising an event may only be installed by the event holder in approved locations with the prior consent of the MRA. Any approved sign may be installed no earlier than fourteen (14) days prior to the commencement of an event and must be removed immediately after the event. The event holder must make good any damage caused by such removal. P a g e | 27 MRA Place Management Inspections of the Event Licensed Area The Event Holder will be required to arrange pre- and post-event inspections of the Event Licensed Area for events. The MRA and City of Perth may require inspections of the Licensed Area at any time during the Event License Period. Site Cleaning and Repair Event holders are responsible for returning the site to the condition it was released to them in at the start of their event. This includes organising additional waste management as required with an appropriate supplier, on a daily basis during their event period. Additional site cleaning including but not limited to high pressure or steam cleaning of paved areas may be required by MRA, and costs will be passed on to event holders. Costs of damage to any part of the PCC, resulting from an event, will also be charged to event holders. Should site damage be unreported, the MRA will utilise time-capture and CCTV footage to identify the responsible party. If the damage is assessed as being the responsibility of the event holder, the costs of accessing footage will also be levied at the rate of $60 per hour. Temporary Structures All temporary structures must comply with all relevant licenses, approvals and permits required by the City of Perth and are listed in Schedule 2 of the Event License. If the event will require infrastructure measuring over 20m2, approval is subject to independent engineer certification provided at the completion of construction, prior to the event. The City of Perth Approvals Unit must approve all such temporary structures. The event holder must not install additional structures or supporting infrastructure in any area of the PCC without the prior written consent of the MRA. Third Party Approvals The License Holder is responsible for obtaining any necessary third party approvals and licenses relevant to your event, including approvals from the City of Perth. Toilet Facilities Toilet facilities within the buildings at the PCC are limited and may not always be accessible specifically for the event. The event holder shall make provision for required toilet facilities in conjunction with the MRA and City of Perth. Vehicle Access and Parking All vehicles entering the site for bump in/bump out or to be used as part of the event must travel at a safe speed of no more than 5km/hour, with hazard lights on and have a person spotting to ensure safe movement around pedestrian areas. P a g e | 28 MRA Place Management Event holders are to be aware and abide by the maps identifying the trafficable areas and weight loading restrictions. Vehicles must be removed from the site immediately after unloading equipment/bump in and parked offsite for the duration of the event. Parking is not permitted in the PCC except by prior arrangement with an MRA Representative. Vehicle access to the Urban Orchard is not permitted except by prior arrangement with an MRA representative. Additional fees from the Art Gallery of Western Australia security services may apply for vehicles requiring access to the Urban Orchard. A maximum of three (3) light vehicles (2500kg each including loading) is permitted on the Urban Orchard at any one time, outside of event operation hours. No vehicle access is permitted during event operation hours. No vehicles or heavy equipment including barrels, pallets or fencing are to be placed on or traverse the ‘stoneset’ pathways of the Urban Orchard or the ‘stoneset’ material in other areas of the PCC. Water Availability of water for events is to be assessed on a case by case basis. Water services are limited. No waste, including water from weight or installations, is to be discarded on the site including the Wetland. Water consumption for the event will be charged at 100% to the event holder. Weight Loading Limitations The PCC is a complex site that includes many areas with load restrictions. The placement of heavy infrastructure in particular zones of the PCC may require engineering management and approvals, or may be prohibited in certain areas. Please discuss any heavy infrastructure associated with your event with an MRA representative. Additional fees for weight loading inspections by structural engineers may be applicable. Wind Loading It is the responsibility of the event holder to ensure that adequate weighting is provided for any infrastructure installed outdoors for an event. The MRA can provide a wind modelling report to assist with event planning. Should any part of your event, including bump-in and bump-out, be likely to exceed the assigned levels, separate approval may be required. Further information can be obtained from the City of Perth’s Environmental Health Officer. Separate fees may apply. If your event involves temporary food outlets, including vans, each individual food outlet is required to submit an Application for Special Events Permit. The provision of food to patrons is to be carried out in accordance with the document: Environmental Health Guidelines – Food Stalls Authorised persons may inspect each food outlet on the day of the event and upon a satisfactory inspection an approved Special Events Permit, will be issued. All infrastructure greater than 20m2, requires certification by a competent person to ensure the structure has been erected in accordance with the manufacturers specifications and complies with relevant Australian standards. Approval is subject to independent engineer certification provided at the completion of construction, prior to the event. The City of Perth Approvals Unit must approve all such temporary structures. Details can be obtained directly from the organisations. Final approval will not be issued until MRA sights licenses from PPCA and APRA, or some evidence from those organisations that the licenses are not required. Events involving sale or service of liquor must discuss the intended service with the PCC Event Coordinator. A letter of support may be required from MRA in order to apply for a liquor license from the Department of Racing, Gaming and Liquor. Some smaller functions may be exempted from requiring a liquor license under new regulations. Event holders are obliged by the MRA to have event security in place if any alcohol is to be served during an event in the PCC. Dependent on the size of the event, you may be required to notify Emergency Services. Adequate first aid provisions must be provided for every event. Certain events will require one or more first aid posts. Events on or near the water may also require a marine safety plan and life saving officers. All associated costs for providing first aid are payable by the applicant. The event organiser will have the responsibility for occupational health and safety in regards to patrons, entertainment and production. Event organisers must implement the City of Perth’s ‘Disability Access and Inclusion Plan’ prepared under the Disability Services Act 1993. It is the responsibility of the applicant to ensure that the event complies with the DDA. Further information may be obtained from the Disability Services Commission. The event organiser shall ensure that the requirements of the Litter Act 1979 are fulfilled. Event holders are to ensure that all waste and litter is collected and removed each day from Elizabeth Quay, and are responsible for all costs associated with the cleaning and the collection and removal of litter. Depending on the nature of the event, applicants may be required to organise hire and removal of additional bins. Adequate toilet facilities are to be provided in accordance with the Public Health and Safety Event Approval issued by the City of Perth. Please refer to the City of Perth Health Unit for your event requirements. If you require road closures or reserved parking bays, event organisers must contact Main Roads WA, The City of Perth, Public Transport Authority, WA Police and also notify the MRA. Where the event requires full or partial road closures, the design, installation, road traffic devices, lighting and sign postings are to be undertaken by an accredited Traffic Management Company and must comply with AS:1742.3 and the P a g e | 33 MRA Place Management Act Authority Details Main Roads Code of Practice.
