Safer Stronger Communities Fund Programme Little Hulton Peel Community Sports Development Multi Use Games Area (Project LH2) Progress Report 2006/07 March 2007 1 Project Aim To develop an all weather multi use games area (MUGA) adjacent to the Peel Community Sports Development Centre and Wharton County Primary School at 8282 Greenhey’s Road, Little Hulton, Salford, M38 9TH on a previously underused sports field. The project aims to increase community involvement in sports development and health related activities. The primary aim of Peel Community Sports Group is to focus future development of services on the needs of children, young people and adults living in and around the Peel Housing Estate, Little Hulton. The project contributes towards developing further the ongoing community development work delivered by Peel Community Sports Development Centre and creating a complimentary sports resource locally. The resource will enable sports related community groups to access a multi use games area located centrally within the Little Hulton community. It is intended that the facility will bring together sports, youth and community groups to ensure maximum usage and partnership working locally. This project compliments SSCF National Outcomes 2, 3 and 4. Outputs The proposed development site is owned by the Education Department, Salford City Council. Wharton Primary School has agreed to lease the site to Peel Community Sports Development Centre for a peppercorn rent, provided that the school has shared use of the facility. From an early stage, members of Peel Community Sports Group, who are young people and volunteers from the Peel Housing Estate have been actively involved in shaping the project through a youth forum. Approximately 20 young people and volunteers have been involved throughout in the detail of shaping the project. Other members of the community have also been kept informed and been consulted on proposals. This group meets regularly to discuss progress and future intentions for use of the facility. During May 2006, a steering group was developed to oversee design, use and management issues throughout the development process. This group comprises of representatives from the Youth Service, Sports Development Team, local residents, potential user’s of the facility, and Peel Community Sports Group. This group is chaired by a councillor, supported by around 7 officers and has had involvement of up to 10 young people. The steering group is also exploring match funding possibilities to accompany the scheme through Youth Bank, Coalfields Regeneration, Sport England and the SSCF Small Projects budget. Members of the steering group have developed a Business Plan for management of the new facility. This outlines the vision for the facility, aims to ensure wide usage, opportunities that the facility will create, staffing and security measures. 2 Urban Vision have been commissioned to undertake the project management/ delivery of the capital works. Planning permission for the project was granted on the 15th of March 2007. The content of the lease for the project was revised by the steering group during March 2007 for approval by Urban Vision and the initial launch for commencement of work on site will take place during early April 2007. Publicity to document the launch and development of the project will be considered throughout, involving representatives from the youth forum and steering group. Project completion is expected during early July 2007. Project Finance Amount of SSCF funding approved Amount of SSCF funding spent: Urban Vision Fees Capital Works £85,000 £1,700 £83,300 = £85 000 Future Proposals The Neighbourhood Development Officer will continue to support Peel Community Sports Group in delivering their Business Plan for future sustainability of the group. The business plan will consider long term income generation and plans to attract and encourage local sports groups, youth projects and partner agencies to benefit from the facility, particularly during school holidays, evenings and weekends; The involvement of the Club Sports Development Officer will be key in supporting team development and encouraging use of the facility; The proposed further refurbishment of the upper floor of the Peel Community Sports building during 2007/08 will be key in extending the use and capacity of the facility. Lessons Learnt Key learning points related to the commissioning of the works. Originally, the scheme was submitted by Peel Community Sports. In order to ensure effective management 3 and to avoid VAT, the facility is now being commissioned by the Neighbourhood Management Team to ensure more effective delivery. Delays were encountered in relation to details on planning and consents by Sport England. A clearer dialogue has been established and a lesson is to ensure weekly updates on progress throughout the course of similar schemes.
