Referees not giving the throw to the opposition when a foul throw is called. Referees slow in signaling direction for throw. Always signal direction to show that you are in charge. Offsides are always a problem. Make sure that you are up with play, so that you can sell your decision. Some referees are slow to signal direction for free kicks. Blow your whistle to stop play, signal direction, and then signal place where infringement occurred. Assistants are noted for problems. Keep up with play, always signal direction for throw ins. Keep eye contact with referee. Referee must issue instructions to assistants before the game starts. Referee to advise me if the assistant needs assistance, and we can put an experienced referee, with good teaching skills, with the assistant. Referees are reported to seem not confident. This can be corrected, by signaling quickly, keeping up with play, and developing MAN MANAGEMENT skills. Do not listen to the sideline. Coaches will try and influence your decisions. Some reports refer to referees using too many yellow cards on junior players. You should be controlling the game with your whistle, your voice, and your man management skills. Cards are usually only used when talking to players does not work. There are some instances where a card is needed immediately, but not all the time. Charles to liaise with Julie Sykes re breakdown of cards so far this year. I must thank you all for your assistance while I am resting On Evaluation sheets there are some very common complaints. The Referees are not signaling for the ball out. Waiting to see who goes and gets it is not correct. Get your flag up quickly, do not wait. Foul throw: The ball is given back to the team that did the foul. The ball goes to the other team. There are a lot of problems with off sides but I believe this is due to lack of education and understand of the Law by the coaches. Examination & Education Subcommittee Nominations for the CHERYL SALISBURY CUP - Rebecca Lodden; Lauren Jordan; Jessica Davis. During the last month we ran upgrade classes for class 1 and class 2. The class 1 candidate has to do their exam externally. The following people attained their level 2 theory Claudio Cinello - David Shurley Craig Ford - Ryan Pigram - Matthew Sheath - Kieran Fisher. Injured players – as Referees we have a duty of care to the players. If you think a player is seriously injured do everything you can to ensure that the player is not moved and try to expedite an ambulance. When will the new Class 2 be going out for Field Tests. There was an email from a club to please explain what constitutes “Foul & Abusive “ language. To clarify FNSW & GDSFA if you, as the Referee, heard foul, abusive or insulting language it is a Red card offence. All the Clubs want is consistency. Soheil Adabjou – It is and/or foul, abusive or insulting. Richard Baker – Why was the instruction delayed? Very simple it was sent out several weeks ago by FNSW to be actioned in FNSW games. It has only been this last week that Granville Football has adopted the instruction and we have been instructed to enforce it. Steve Prattent- request to have the memo put on the website. RB to load. Club Evaluations must be handed out at every game and at every level. This form is for use by every GDSRA Referee. Please use the form with 5 lines on them. Dee Jonsson: states categorically the there has been no language heard by her in any of her games as stated previously. It has been requested that you stand when you address the meeting. Also no hats or hoods are permitted Mentoring & Assessing Activities Based on the feedback received to date, mentoring of new referees from the May courses has identified the following areas as requiring attention: Some of the new referees turning up to the fields without the complete gear(whistle, red card, yellow card, pen, notebook, coin) or not wearing the correct attire (eg. Assessing Working towards having 3-4 referees inspected to provide them with their Granville badge. Important to highlight that an inspection does not guarantee a badge. Senior referees also being identified on a weekly basis for ad hoc inspections Webmaster FIFA has just released the 2010-2011 Laws of the Game and these have been added to the website. The 2010-2011 Laws of the game can be found under the "Laws" drop down menu, sub menu "Laws of the Game" and then click on the PDF symbol at the bottom of the page for the 2010-2011 Laws of the Game or under the sub menu "Law Questions", then the sub sub menu "FIFA Laws of the Game 20102011". PLEASE NOTE: The FIFA Laws of the Game 2010-2011 are the latest available and generally don't come into effect in Australia until 2011 (except for the "A" League). Please refer to the E&ESC of GDSRA before following them as there are differences with what we are running with now. The forum is having a little better use but still is too quiet with several lookers but little participation. It would be appreciated if more members used this facility. It is frustrating that such a good resource is not well used! One thing I would like to remind members of is to not make comments about other members as it is a code that we don’t criticise our colleagues. If you have any problems then contact your respective floor member who will take it to the management committee. It is not good etiquette to make comments in a public forum especially when you are not in possession of all the facts. Average Statistics for June 2010 are down some 500 compared with May’s figures. It is still very disappointing that, in the middle of the GDSFA competition, less people are using this resource. There are still more overseas visitors that our own members. It is also interesting to note that we have had a slight increase in visitors from other districts to our forum; I guess we must be doing something right if we are attracting them to use our forum and website. All subs must have their ID card verified by the other team. 7.8 Jeff McGeorge I had a young referee ring me to advise that there were 2 players on the same team with the same number. This is not allowed. One players must change their number. 7.9 Simon Ford – There is no more borrowing of players between teams. 7.10 Rob Slater_ I had a game last week where there were 13 players but only 12 shirts. The shirt number must change 7.11 Peter Wilson0Mosey- The team sheets with P/L has there been any result with the Football Association. The response was all that we need to verify is that the interchange player must be on the team sheet 7.12 Keiran Fisher- No adult available to be the designated Team Official, then you do not play the game. The Team Official must be an adult. 7.13 Brad Mitchell- There is other ways around it. At a field the opposition had no Team Official so one of our team members put up his hand and offered. Appointments 11.1 Sundays last few weeks many catch up games, will continue over next few weeks, also some during the week. 11.2 Weekend of 10th, 11th July which is the spare weekend many catch up games will probably be played but we are waiting for Football Assoc. to advise us. 11.3 Members who do additional games, centres and/or lines, and do not advise us are likely not to be paid. We request advice within 72 hours. 11.4 Grounds/fields if they are closed at last minute by clubs or councils we are often not told and even if we were it would be too late to advise members. Members do not get paid for these games 12. Ordinary Members 12.1 Nil. 13. Secretary 13.1 President, Treasurer and Secretary attended an EC meeting with GDSFA and we agreed on a compromise for the motion about the four teams. In the best interest of the game and that GDSRA EC acted in good faith for its members. AO will notify the referee on these games of the procedure and requirement for the respective teams. This will be an ongoing requirement till further notice. 13.2 A compromise was reached whereby referees will continue to be appointed to matches involving: Lidcombe Ariana PL 1sts Lidcombe Ariana PL Reserves Auburn Districts Senior 1 Auburn Districts Senior 10 Lidcombe Waratah 16G/1 13.3As long as those clubs supply an Executive Committee Member to oversee the match, having introduced themselves to the Match Officials and remaining on hand for the entire match. 13.4The State Titles are running at the moment. We have 1 in Wagga and 1 in Kiama. All positions were filled and then a week before there was a flurry of emails requesting other nominations. Unfortunately our reserves had made alternate arrangements. 13.5 I have been pushing the “Duty of Care” at the Football Assoc. I am now being told that the Referee’s also have a duty of care to the players. 13.6 I have received a request from a Referee to put to this meeting. That we remove the ruling of “ no slide tackles” in O/35 & O/45. That these age groups be allowed to play a normal game. There is a tendancy for bad tackles. 13.8Philip Thomas – The teams themselves have asked for this and they petitioned the Football body. 13.9Steve Prattent- I feel that it’s not our job to question the football body. A request like this should come from the clubs not the Referees. 13.10 Jeff McGeorge – All we are doing is putting up a recommendation to bring them in line with all other associations. 13.11 Ben Lawson- As a referee and as a player it much more enjoyable when there is no sliding going on. This is also a safety issue. 13.12 Dee Jonsson – I don’t believe it is our place to put this forward as it doesn’t pertain to our roles as Referee’s. I suggest we apply for the webmaster website update of approx $2,000. Did you want to seek out details with Richard for the website if he feels he will have the time to assist me to complete an application for the website redevelopment and I will prepare the application with that component as a priority? We obviously missed out on the last round so probably a better chance this time on this one I suppose. I submitted a federal application recently regarding flags etc although seems as though we have been successful on NSWSRI front for those. Does anyone else have other programs up to $10,000 or ideas to put in, noting that usually the lower the claim, the more chance to receive them? I note that we still need to allocate the federal government December grant of $2,000 for new members (<18) for their equipment. I suggest we spend $2,000 on equipment and advertise any new members turning up to the next GM or fitness night will receive one or two of whatever it is we purchase. Seems a fairly easy way to spend and then allocate the gear to them and encourage their participation. I think there was also the filing cabinets which Lyn was going to purchase to spend before 30 September. 14.2 This is the relevat part from my notes from the GDSFA meeting on 24th March as printed in our GDSRA agenda/minutes for 8th April: I raised the subject of the Referee’s Administration Levy and that GDSFA treasurer, Ken Bray has apparently refused to pay the levy. I made the points that these funds are used in essential referee expenditure including seminars and training. Referees have not had an increase in fees for some years and continuation of the levy is essential. Without the levy referee fees would need to be reduced and this would result in losing referees. I also pointed out that this levy cannot be withdrawn without a change to the bye-laws. The meeting showed support to continuation of the referee levy. The treasurer responded that he had not refused to pay but that he had only asked for proof that these funds were being spent on the development of young referees because (he said) that was the intention of the levy in the first place. I agreed that GDSRA will provide this information.
