Business Development Services
(Framework Agreement 2016 - 2019)
General Description of the Country Programme
The GOAL Uganda country programme focuses on two of GOAL’s three strategic
sectors, namely: Health (including WASH and health accountability) and Livelihoods.
GOAL uses a district focused approach and uses a mixture of direct implementation
and partnerships with local civil society organisations, private sector partners and
District Local Government to support socio-economic development.
The GOAL Uganda Country Programme Approach
All GOAL Uganda’s programming uses a systems and resilience approach to target
on and off-farm businesses, women and youth in poor households (<$2/day), in the
north and east of the country. The majority of our work is with and through the private
sector.
Livelihoods
All programming uses a market systems approach (M4P), to identify constraints and
opportunities and to stimulate the agricultural sector. Our portfolio of interventions
includes:
1. Tillage services
2. Buyers with embedded services
3. Land tenure security
4. Market / weather information
5. Improved & climate smart inputs
6. Financial / insurance services
7. Business development services
A large new programme, DYNAMIC Driving Youth-led New Agribusiness and
Microenterprise, 2015 – 2020, will significantly increase the scale of M4P
programming.
Water, Sanitation and Hygiene (WASH)
In WASH, GOAL uses a similar approach, where we are piloting a water operations
and maintenance contract and designing new products for sanitation marketing. In
2017, we will work on faecal sludge management and integrated water resource
management.

Purpose of the consultancies
GOAL works with micro and small and growing businesses. Many of these
businesses have capacity constraints preventing their adaptation and growth and
business development services are scarce, often not tailored, usually use a
workshop rather than a mentoring approach and are often out with the reach of
businesses operating in ‘thin’ markets.
The purpose of the consultancy is to assess each of the private sector partners,
whom GOAL believe BDS/Advisor Services support and develop a tailored solution
to meet and gaps/weaknesses that are identified. Once the solution is approved by
GOAL the consultant/s will then implement the solution.
GOAL Framework Agreement
GOAL is looking to establish a Framework Agreement with consultant(s) who
specialise in Business Development/Advisory Services to Micro, Small and Medium
Enterprises. Under the FWA, each specific piece of work will have its own TOR
developed, with agreed number of days and payment will be based on the preapproved daily rate.
Timeframe
The FWA is valid for 1 year with the possibility of extending to a maximum of 3 years
following review. Therefore, the expected period of the agreement is April 2016 to
April 2019. The expected total number of days for this framework agreement is 305
days.
Consultant Skills and Experience Required
Consultants with experience in providing Business Development Services, such as:
 Business governance
 Business resilience
 Business financing and investment
 Sales and marketing
 Small business taxation
 Customer relationship management
 Contract management
 International Business Standards, e.g. ISO
Only consultants who provide a mentoring approach should apply for the BDS.
Consultants with experience across the following areas will also be favourably
considered.




Agricultural market research
Fecal sludge management research (FSM)
Water and sanitation research and analysis
Business Proposition Development

GOAL will provide the following:
 A copy of all relevant programme information including the data collection form
and a list of information collected for all data.
 On the ground support from the GOAL team.
 Transport to and within the field (the consultant is to pick up any accommodation,
per diem and communication costs themselves)
 A total fee / daily rate as payment for services.
 Payment on receipt of the deliverables agreed at the completion of each TOR
 Payment will be made by GOAL Uganda on receipt of an invoice for same.
 GOAL will endeavour to ensure the security of the business analyst and in this
matter the Consultant will accept the authority of the Assistant Country Director Programmes.
 The consultant will report to either the Livelihoods or WASH advisor depending
on the business being supported.
