• In a very close bout and both boxers are evenly matched in
most of the criteria’s
10-8 Round – Clear Winner
• There is a clear winner due to the big difference in number of
quality blows scored
• There is a clear winner with smaller difference in number of
quality blows scored but may have a clear advantage in some
of the scoring criteria’s

Scoring Criterias
What does Technique & Tactic mean?
Basically means a boxer who demonstrates Ring Generalship:
-a boxer who causes his opponent to miss and makes him
vulnerable to his punches
-a boxer throwing effective counter jabs and stands his
opponent off
-a boxer who sets the positions in the ring and the pace of the
action (for example - lateral movement)
-neutralizes style or type of boxer: slugger vs boxer, southpaw
vs orthodox, cuts off the ring, works opponent into a corner etc.

What does Technique & Tactics mean?
• Displays superior Defense:
-successfully avoids the clean hit of an opponent by blocking,
-slipping, weaving, parrying, and good footwork.
-Remember that running and holding is self-defense, and not
-boxing defense.
• Holding is a deterrent to impede the tactics of a good boxer
and an infringement of the rules.
• Pushing the opponent is another Tactic but as we know it’s also
a foul

What does Dominating an Opponent mean?
• Boxer who is the “Effective Aggressor”
• A boxer who is constantly attacking by going forward is not
necessarily an “Effective Aggressor”
• Boxer who controls the bout with a combination of attack and
defense, he scores cleanly while defending against counter
punching
• Boxer who forces the action and sets the tempo of the bout

What does “Infringement of the Rules mean”?
• Does not mean that the Judge deducts points
• Does not mean he brings back the W, X, J system
• It means that you shall not award points for blows that do not
meet the legal blow criteria (Holding & Hitting, Slapping, Hits to
the back of the head or back, etc.)

Disqualification – DQ
– A Boxer can be disqualified for a foul or misconduct
– An intentional foul causes an injury to a Boxer and the fouled
and injured Boxer cannot continue because of the injury
sustained from the “Intentional foul”.
– The third warning will automatically disqualify a Boxer.

• Walk Over – WO (Two types)
– When a Boxer is present in the ring fully attired for boxing and
the Boxer’s opponent fails to appear after having been called
out by the public address system.
– In case the Supervisor knows in advance that a Boxer will not
be present, he must cancel the procedure mentioned before
and the Announcer will announce the official result to the
public.

No Contest (NC)
– APB/WSB, bout stopped before the 3rd round due to
unforeseen conditions
– APB/WSB, both boxers exceed or under the weight limit by
more than 500 grams
– APB title bout only, both boxers exceed or under the weight
limit by more than 1000 grams. Title will be vacated

Types of Decisions
• No Contest – NC
• AOB - The Bout may be terminated by the Referee due to an
event that is out of the Boxer’s or the Referee’s control, such as
the destruction of the ring, failure of the lighting supply, forces
of nature and other similar unforeseen conditions. In such
circumstances, if it occurs before the end of the first round, the
Bout will be terminated and will then have to be rescheduled by
the Supervisor, preferably within the same day.
• If the event mentioned above occurs after the end of the
first round (round 2 or 3), the round will be scored even if it
is a partial round and the boxer who is ahead on points
wins = Winner on Points

Types of Decisions
Double Knockout (DKO)
In the case a Double KO (DKO) occurs, both Boxers will lose the
bout by DKO.
In the case of the AOB Finals, if a DKO occurs, then Rule 4.1.3
applies:
The Judges will score the round for each Boxer up to the time of
the termination of the bout and the Boxer who is ahead on points
will be declared the winner of the Bout on points. The round in
which the bout is stopped will be scored, even if it is a partial
round.

There are three type Fouls: Minor, Major, Flagrant

• New Rules on Head Butting and Illegal Blows
– 8.3 If the Referee stops a Bout following the advice of the
Ringside Physician because a Boxer has an injury or cut caused
by head butting or illegal blows, the Referee must disqualify the
offending Boxer
– 8.4 If a Boxer receives head butting or illegal blows which do not
cause an injury or cut, the Referee will give a Warning to the
offending Boxer, deducting one (1) point per Judge
– 8.5 If a Boxer receives head butting or illegal blows which cause
an injury or cut and the Ringside Physician allows the Bout to
continue, the Referee will give a Warning to the offending Boxer,
deducting two (2) points per Judge

• Low Blow Scenario
– If intentional = disqualification
– If not intentional, Start an 8 Count
– After the 8 Count, Referee has 2 options:
• If boxer can continue Referee may warn the offending boxer
• If boxer cannot continue Referee will give the boxer up to a 90 second
rest period
– After the above mentioned timeframe, Referee has 2 options:
• If the boxer recuperates, the referee will give a warning to the offender
• If the boxer cannot continue, he will lose by TKO

forty-five (45) seconds for the Cutman to treat the cut;
• As soon as the Cutman begins treatment, the Timekeeper will
start the clock:
• 15 Seconds = 1 Tap
• 30 Seconds = 2 Taps
• 45 Seconds = 3 Taps

Judges’ Selection
• Electronic Scoring System:
When starting the bout, the Computer randomly selects 3
Judges out of 5 and reveals this information with the official
decision of the bout.
• Manual Scoring System:
The scoring system will be operated with 3 judges. The scores
of the 3 judges will be considered.

• Referee
– At the end of each round, the Referee shall collect all 3
Score Cards and delivers to the Supervisor.
– The Referee should wait a couple of seconds to get the
Scorecards. He should avoid crossing the ring.

Judges’ Position
• R&J Coordinator calls the Referee and Judges to the FOP.
• When the Judges arrive at the FOP, they randomly draw the
Judge’s position using ping pong balls.
• The R&J Coordinator informs the Supervisor the position of
each Judge.

• Electronic System
– Flashing lights on the Score Pad, indicating a tie breaker
situation
– The Judge will then be required to break the tie by pushing

indicate the winner of the bout in case of a tie

Tie Bout Electronic System
• A Judge shall declare the winner of the bout by tie breaker if one
of the following three cases occurs:
a. 1 Judge – Tie and 2 Judges declare different winners
b. 2 Judges – Tie and 1 Judge declares winner
c. 3 Judges – Tie
• If one of these cases occurs, the score pad will flash a light,
asking the Judge to choose the boxer in the Red corner or the
Blue corner as the winner.

• The scoring of the points for each round shall be made within
fifteen (15) seconds following the conclusion of the round by the
Judges using the Scoring System.
• Scores are transmitted directly to a computer system
maintained by the Supervisor and no alterations or additions
may be made to these scores after the initial transmission.

‒ To see that the rules and fair play are strictly observed

‒ To prevent a weak Boxer from receiving undue and
unnecessary punishment

To use four words of command:
- “Stop” when calling for a temporary stop and when ordering
boxers to stop boxing
- “Box” when ordering boxers to resume boxing
- “Break” when breaking a clinch, upon which command each
Boxer shall step back before continuing to box
- “Time” when the Referee needs to interrupt the Bout for a
longer period (in this case, the time keeper stops the watch)
- It is not necessary to say “Stop” before commanding “Time”
- Example of when a Referee should use the command Time

committing a serious foul.
‒ To interpret these Rules insofar as they are applicable or

• Right to check the Boxer
‒ Once a Boxer has entered the ring, the Referee shall insure
that the Boxer is wearing a cup-protector and gumshield and
properly dressed.
‒ The Boxer must be wearing no other objects except for the
boxing apparel specified in the Rules. No other objects may
be worn during the Bout.
‒ In the event of a Boxer’s glove becoming undone during a
Bout, the Referee shall stop the Bout to have the issue
rectified.

Boxers infighting

Referee: Movement & Positioning
• During Bout: Movement and Positioning (2)
– Stay at the dominant or “open” side
– Positioning when both boxers are of the same stance:
• You can work both sides
• If one of the boxers appears to be fatigued or weak, work
that open side whenever possible
Avoid walking backwards, and move forward the majority of the
time

Referee: Handling the Holding
• Distinguish between “infighting” and “clinching”
• A Clinch occurs when one or both Boxers lead and for a
moment their arms become locked together:
- This is not an offense
- An Offense does occur when a Boxer does not make an
attempt to disengage from the clinch and it then becomes the foul
of “Holding”
• Referees should permit the boxers to fight inside as long as any
one man has two free hands.

Things to watch for and avoid during a Clinch or Hold:
1. Lacing of the opponent
2. Elbowing the opponent
3. Lowering the head under the opponent’s chin

• Two different types of Holding:
1. Intimidated, Tired, Off balance, etc.
2. It’s a Tactic, a Strategy to prevent opponents attack
• Breaking Too quickly, or Too Late
-count 1, 2, 3, then command “Break”
• Don’t want to see Referees “Wrestling” with Boxers
• Don’t want to see Referees running after Boxers
• Don’t want to see Referees physically breaking up boxers
without using the command “Break or Stop”
• Preference: Control the Holding with the command “Break”
• Don’t want to see Referees get hit
• Don’t want to see Referees pulling or pushing boxers

Referee: Awkward Clinches
• An “Awkward” Clinch occurs when the boxers arms become
locked together, and where one boxer is possibly in a
vulnerable position
• In this scenario, the Referee should immediately command
“Stop” and separate the two boxers, a caution in this situation is
not always necessary
• Allowing an “Awkward” clinch to continue may cause fouls by
one or both boxers (punches to the top or back of the head)

Referee: Low Head
• Definition of Low Head as a Minor, Major, Flagrant Foul
• Biggest danger is when a boxer with a low head starts moving
forward with the head in a low position
• Big danger is when in a clinch, one boxer lowers his head, an
Intentional Head Butt may be next
• Short boxers must come in and not always a Low Head
situation
• Taller boxer sometimes push down or pull the shorter boxers
• Double Foul: Low Head & Hitting behind the head
-Low Head = Minor or Major Foul
-Intentional Hit to back of Head = Flagrant Foul
• Make sure your caution for the Flagrant Foul is always stronger

• Referee has already given a 1-point Warning and he does it
again
• Referee has already given a 2-point Warning and he does it
again
• You have a very ugly scenario where one boxer is visibly mad
and frustrated and he violently and intentionally head butts his
opponent

– Never give any command/signal while standing behind a
boxer
– Always ensure you are in the line of sight when giving a
boxer a hand signal

• Knockdown
– Proper procedure after a knockdown
• Call “Stop”
• Start count after 1 second interval
• Count to 8, even if boxer is ready earlier
– Safety of the boxer is paramount
• Standing 8 count
– If Boxer is momentarily dazed due to a legal blow, the count
must be used correctly
– Remember, an 8 count due to an illegal blow, does not
count towards the compulsory 8 count limits

Knockouts
• A Knockout occurs when the Referee counts to Ten, or when
the count is interrupted and calling the Doctor into the ring
becomes necessary
• A Knockout can occur due to Head Shots or Body Blows
Procedures in the event of Knockout due to Head shots:
-Do not count to Ten if it’s due to a head shot
-Do not move the boxer
-Do not remove anything (mouthpiece, headguard, gloves, etc.)
without the instructions of the doctor.
-If the boxer is standing after the bout has been declared a
Knockout, assist him/her as necessary

During the Bout
• One Minute Rest Period:
-- Full one-minute rest period
‒ Critical for boxers and their team
‒ Avoid interruptions
‒ Make eye contact with your team
‒ Observe and evaluate boxer and his corner
‒ Tidy yourself
‒ Be ready for the start of the next round
‒ Make sure corners are clean before starting the next round
‒ At “Seconds Out” Referee must come to center of the ring
‒ It is okay to issue a caution reminder at this point

At Conclusion of Bout
• At the conclusion of the bout, the Supervisor shall notify the Referee
and the official announcer of the winner of the Bout as shown on the
Scoring System.
• The Referee shall then position himself in the center of the ring with
both Boxers, and the official announcer shall announce the winner of
the Bout over the public address system.
• The Referee will then raise the hand of the winning Boxer and only
then, will the scores of the final round and the total scores be made
public on the live TV broadcast as well as announced in the Venue.
• Referee should not make any unnecessary pointing to the winning
boxer as they do in professional boxing.

• The Referee has to decide about the following:
‒ Accidental or Intentional foul?

Cautions
Cautions are a tool to help you control the bout and can help
avoid possible Warnings on a boxer
Soft Cautions can be given in one of two ways:
1. Closing in and demonstrating to the boxer
2. Okay to talk Boxers: “Mexico, Head Up”, “USA, No Holding”
It is not necessary to command “Stop” when issuing a soft caution
Strong Cautions must take a firmer approach in order to be
effective, boxer should feel he is getting close to getting a warning
Referee must command “Stop” and a Hand Signal & Verbal
command should be given in a more visible manner.

AIBA Cutman
AOB Competition Rules (1 February 2015), Rule 15
“AIBA Cutman” means the person who is appointed by AIBA as
one of the ITOs and who is responsible for treating Boxers’ cuts
only in AOB Competitions.
• When a Boxer suffers from a cut during a Bout, Ringside Doctor
may ask the AIBA Cutman to treat this cut.
• Deputy Supervisor may stop a Bout, only one time, for up to
forty-five (45) seconds for the Cutman to treat the cut;
• Will sit next to the Doctor at ringside

RULE 5. PROTEST
• 5.1. No protest in AOB, APB and WSB Competitions is permitted
and the decisions of the Referee in a Bout are final.
• 5.2. AOB - If the Supervisor believes that the decision of the
Referee has been taken in contravention of these Technical
Rules and/or of the AOB Competition Rules, the Supervisor must
fill in the Bout Review Request Form (as per Appendix D) and
call for a meeting with all ITOs and R&Js participating in the
event to review the Bout at the end of the Session. The
Supervisor must, through the Bout Review Request Form, inform
both concerned Team Delegations immediately of the decision.
