European Games R/J Seminar 14-28 June, 2015 Baku, Azerbaijan Instructor Ray Silvas Vice-Chair, AIBA R/J Commission Disclaimer This Presentation has been modified by the Instructor from previous AIBA presentations, any and all mistakes are on the Instructor and not AIBA. 3 - 3-Star Certification Course Introduction of the Course • Vision – To solidify knowledge of Technical and Competition Rules – Prepare R&Js for high level competition – To give you a small view of the differences between AOB, WSB and APB • Objectives – Understand roles and responsibilities as an R&J – Apply knowledge in correct circumstances – Utilize skills to officiate at a higher standard – Keep / Stay focused during difficult bouts 4 - 3-Star Certification Course Scoring System Scoring System • Judging System – 5 Judges selected to judge – 3 out of the 5 will be randomly selected by scoring system – Judges will have 15 seconds to enter their scores after each round – Judges will score manually if system malfunctions • Scoring Allocations – (10-9) Close round – (10-8) Clear winner – (10-7) Total dominance – (10-6) Overmatched 6 - 3-Star Certification Course Scoring System Point Allocations: 10-9 Round – Close Round • In a very close bout and both boxers are evenly matched in most of the criteria’s 10-8 Round – Clear Winner • There is a clear winner due to the big difference in number of quality blows scored • There is a clear winner with smaller difference in number of quality blows scored but may have a clear advantage in some of the scoring criteria’s 7 - 3-Star Certification Course Scoring System Point Allocations: 10-7 Round – Total Dominance • One boxer is completely dominant over the other boxer in all criteria’s 10-6 Round – Overmatched • An example where the Referee should stop the bout 8 - 3-Star Certification Course Scoring System Possible Results of each Round: 10 x 9 9 x 10 10 x 8 8 x 10 10 x 7 7 x 10 9 - 3-Star Certification Course Scoring System – Scoring Pad 1. OK/Confirmation button Confirms and sends the selected score when pressed 10 - 3-Star Certification Course Scoring System • Scoring Criteria – Number of quality blows on target area – Domination of the bout by technical and tactical superiority – Competitiveness – Infringement of the rules – One Criteria has been intentionally left out. – “Well, this is the way I score bouts!” – Please do not make up your own Scoring Criteria’s. 11 - 3-Star Certification Course Scoring System TARGET AREA 12 - 3-Star Certification Course Scoring Criterias • What does a Quality Blow mean? ---Punch is connected with knuckle surface of glove ---Punch has the weight of body or shoulder ---Punch is connected in the Target Area ---Punch is cleanly connected ---Punch is connected while not infringing a rule ---You had clear vision of the punch 13 - 3-Star Certification Course Scoring Criterias What does Technique & Tactic mean? Basically means a boxer who demonstrates Ring Generalship: -a boxer who causes his opponent to miss and makes him vulnerable to his punches -a boxer throwing effective counter jabs and stands his opponent off -a boxer who sets the positions in the ring and the pace of the action (for example - lateral movement) -neutralizes style or type of boxer: slugger vs boxer, southpaw vs orthodox, cuts off the ring, works opponent into a corner etc. -Body Punches 14 - 3-Star Certification Course Scoring Criteria What does Technique & Tactics mean? • Displays superior Defense: -successfully avoids the clean hit of an opponent by blocking, -slipping, weaving, parrying, and good footwork. -Remember that running and holding is self-defense, and not -boxing defense. • Holding is a deterrent to impede the tactics of a good boxer and an infringement of the rules. • Pushing the opponent is another Tactic but as we know it’s also a foul 15 - 3-Star Certification Course Scoring Criterias What does Dominating an Opponent mean? • Boxer who is the “Effective Aggressor” • A boxer who is constantly attacking by going forward is not necessarily an “Effective Aggressor” • Boxer who controls the bout with a combination of attack and defense, he scores cleanly while defending against counter punching • Boxer who forces the action and sets the tempo of the bout 16 - 3-Star Certification Course Scoring Criterias What does Competitiveness mean? • • • • A boxer who doesn’t give up A boxer who loses the first round and comes back stronger A boxer who gets knocked down and comes back stronger A boxer who realizes his strategy didn’t work in the first round and changes it in subsequent rounds 17 - 3-Star Certification Course Scoring Criterias What does “Infringement of the Rules mean”? • Does not mean that the Judge deducts points • Does not mean he brings back the W, X, J system • It means that you shall not award points for blows that do not meet the legal blow criteria (Holding & Hitting, Slapping, Hits to the back of the head or back, etc.) 18 - 3-Star Certification Course Scoring Videos • • • • Scoring Videos: 10-9 Close Round 10-8 Aggressive 10-8 Tactical • Discuss what Tactics did Sergio Martinez successfully use against Julio Cesar Chavez Jr. 19 - 3-Star Certification Course Decisions Decisions • • • • • • • • • Winner on Points (WP) Technical Knockout (TKO) Technical Knockout-Injury (TKO-I) Knockout (KO) Walkover (WO) Disqualification (DQ) Technical Draw (TD) – Does not exist for AOB, only WSB& APB No Contest (NC) – Double Knockout (DKO) 21 - 3-Star Certification Course Types of Decisions • TKO – – – – – – – – – Retirement Boxer fails to resume boxing after the rest period Outclassed Cannot continue after a low blow (90 seconds) Knocked out of the ring (30 seconds) Doctor notifies Supervisor to stop the bout 3 knockdowns in one round (Elite Men) 3 knockdowns in one round, 4 in one bout (Women, Juniors and Youth) Boxer cannot continue after 8 count • Example of TKO “Outclassed” • Example of TKO “8 count” 22 - 3-Star Certification Course Types of Decisions • TKO-I – Injury caused by correct blow – Injury not caused by blows (Shoulder, Knee, Ankle) • Example of TKO-I by correct blow • Example of TKO-I by correct blow • Example of TKO-I not caused by blow 23 - 3-Star Certification Course Types of Decisions • KO – Referee reaches the count of 10 (careful with counts to 10) – Referee stops the count and calls the doctor (Ref actions) – Boxer falls after an eight count without receiving a blow – Both boxers are knocked out • Example of KO- Referee stops the count and calls the doctor • Example of KO- Referee stops the count and calls the doctor 24 - 3-Star Certification Course Types of Decisions • Win on Points (WP) – AOB, an unintentional foul which causes an injury during any round • Technical Draw (TD) - There are no Technical Draws in AOB, only in WSB & APB 25 - 3-Star Certification Course Types of Decisions • Disqualification – DQ – A Boxer can be disqualified for a foul or misconduct – An intentional foul causes an injury to a Boxer and the fouled and injured Boxer cannot continue because of the injury sustained from the “Intentional foul”. – The third warning will automatically disqualify a Boxer. 26 - 3-Star Certification Course Types of Decisions • Walk Over – WO (Two types) – When a Boxer is present in the ring fully attired for boxing and the Boxer’s opponent fails to appear after having been called out by the public address system. – In case the Supervisor knows in advance that a Boxer will not be present, he must cancel the procedure mentioned before and the Announcer will announce the official result to the public. 27 - 3-Star Certification Course Types of Decisions • No Contest (NC) – APB/WSB, bout stopped before the 3rd round due to unforeseen conditions – APB/WSB, both boxers exceed or under the weight limit by more than 500 grams – APB title bout only, both boxers exceed or under the weight limit by more than 1000 grams. Title will be vacated 28 - 3-Star Certification Course Types of Decisions • No Contest – NC • AOB - The Bout may be terminated by the Referee due to an event that is out of the Boxer’s or the Referee’s control, such as the destruction of the ring, failure of the lighting supply, forces of nature and other similar unforeseen conditions. In such circumstances, if it occurs before the end of the first round, the Bout will be terminated and will then have to be rescheduled by the Supervisor, preferably within the same day. • If the event mentioned above occurs after the end of the first round (round 2 or 3), the round will be scored even if it is a partial round and the boxer who is ahead on points wins = Winner on Points 29 - 3-Star Certification Course Types of Decisions Double Knockout (DKO) In the case a Double KO (DKO) occurs, both Boxers will lose the bout by DKO. In the case of the AOB Finals, if a DKO occurs, then Rule 4.1.3 applies: The Judges will score the round for each Boxer up to the time of the termination of the bout and the Boxer who is ahead on points will be declared the winner of the Bout on points. The round in which the bout is stopped will be scored, even if it is a partial round. 30 - 3-Star Certification Course Fouls Fouls There are three type Fouls: Minor, Major, Flagrant Minor Fouls: • Minor Holding • Unintentional Push of Opponent • Low Head but away from Opponent • Low Blow but no force behind the punch • “No Harm, No Foul” • Does not require Referee to stop the bout to caution boxer • Try to lessen interrupting a bout on Minor Fouls 32 - 3-Star Certification Course Types of Fouls • Major Fouls: – – – – – – – – – – Head butt Low blow Low head Holding Slapping Hitting behind the head/back Pushing or Pulling Opponent’s head down Giving your back to opponent Passive defense Simulation/Faking REFEREE MAY STOP THE BOUT TO ISSUE A CAUTION 33 - 3-Star Certification Course Type of Fouls Flagrant fouls: • Intentional Head Butt • Intentional Low Blow • Intentional Pushing of Opponent • Intentional use of the Elbow, Shoulder, or Knee • Intentionally slamming Opponent to the Canvas • Intentional punches after the bell • Intentional punches while Opponent is down • Intentional punches to the head or back • Lacing of Opponent REFEREE MUST STOP BOUT TO ISSUE CAUTION/WARNING 34 - 3-Star Certification Course Type of Fouls • New Rules on Head Butting and Illegal Blows – 8.3 If the Referee stops a Bout following the advice of the Ringside Physician because a Boxer has an injury or cut caused by head butting or illegal blows, the Referee must disqualify the offending Boxer – 8.4 If a Boxer receives head butting or illegal blows which do not cause an injury or cut, the Referee will give a Warning to the offending Boxer, deducting one (1) point per Judge – 8.5 If a Boxer receives head butting or illegal blows which cause an injury or cut and the Ringside Physician allows the Bout to continue, the Referee will give a Warning to the offending Boxer, deducting two (2) points per Judge 35 - 3-Star Certification Course Types of Fouls • Low Blow Scenario – If intentional = disqualification – If not intentional, Start an 8 Count – After the 8 Count, Referee has 2 options: • If boxer can continue Referee may warn the offending boxer • If boxer cannot continue Referee will give the boxer up to a 90 second rest period – After the above mentioned timeframe, Referee has 2 options: • If the boxer recuperates, the referee will give a warning to the offender • If the boxer cannot continue, he will lose by TKO Example of a Low Blow 36 - 3-Star Certification Course Timekeepers Timekeepers • Some of the Duties of the Timekeeper have remained the same, and some have changed • The New Changes and Procedures are important • The Duties of the Timekeeper have taken a new importance • Timekeeper Duties: Rule 14.1.7 AIBA Technical Rules 38 - 3-Star Certification Course Timekeepers • • • • • LOW BLOW (Rule 7) -90 second recuperation period -30 seconds – one tap -60 seconds – two taps -90 seconds – three taps • BOXER OUT OF THE RING (Rule 9.7) • -30 seconds to re-enter the ring • -referee counts to 8, says “Time”, signals to Timekeeper to start clock • -at 20 seconds, timekeeper begins a 10 second count with sounding device 39 - 3-Star Certification Course Timekeepers • LOC - LOSS OF CONSCIOUSNESS (Rule 2.2.3.6.4.2 and 2.2.3.6.4.3) • -if boxer is unconscious for less than 1 minute = 90 day restriction period • -if boxer is unconscious for more than 1 minute = 180 day restriction period 40 - 3-Star Certification Course Timekeeper AIBA Cutman (Rule 15) • When a Boxer suffers from a cut during a Bout, Ringside Doctor may ask the AIBA Cutman to treat this cut. • Deputy Supervisor may stop a Bout, only one time, for up to forty-five (45) seconds for the Cutman to treat the cut; • As soon as the Cutman begins treatment, the Timekeeper will start the clock: • 15 Seconds = 1 Tap • 30 Seconds = 2 Taps • 45 Seconds = 3 Taps 41 - 3-Star Certification Course Judges Judges’ Assignment • Electronic Scoring System: – Draw Commission assigns 1 Referee and 5 Judges for each bout, without the position of the Judges, only names. • Manual Scoring System: – Draw Commission assigns 1 Referee and 3 Judges for each bout, without the position of the Judges, only names. 43 - 3-Star Certification Course Judges’ Selection • Electronic Scoring System: When starting the bout, the Computer randomly selects 3 Judges out of 5 and reveals this information with the official decision of the bout. • Manual Scoring System: The scoring system will be operated with 3 judges. The scores of the 3 judges will be considered. 44 - 3-Star Certification Course Manual Scoring System • Referee – At the end of each round, the Referee shall collect all 3 Score Cards and delivers to the Supervisor. – The Referee should wait a couple of seconds to get the Scorecards. He should avoid crossing the ring. 45 - 3-Star Certification Course Manual Scoring System • Judge – At the end of each round the Judges must determine the winner of the round. – It is mandatory, one Boxer must receive ten (10) and the opponent nine (9) or less, depending on his judgement, according to the criteria. – Every round must have a declared winner – NO TIE. 46 - 3-Star Certification Course Scoring System • Results Possible Results of each Round: 47 - 3-Star Certification Course – 10 x 9 9 x 10 – 10 x 8 8 x 10 – 10 x 7 7 x 10 – 10 x 6 6 x 10 Scoring System Manual Scorecard 48 - 3-Star Certification Course Judges’ Position • R&J Coordinator calls the Referee and Judges to the FOP. • When the Judges arrive at the FOP, they randomly draw the Judge’s position using ping pong balls. • The R&J Coordinator informs the Supervisor the position of each Judge. 49 - 3-Star Certification Course Scoring System TIE BREAKER SITUATIONS: • Electronic System – Flashing lights on the Score Pad, indicating a tie breaker situation – The Judge will then be required to break the tie by pushing the Red or Blue button, and press OK to confirm the winner by tiebreaker • Manual System – When using Scorecards, on the last round, the Judge must indicate the winner of the bout in case of a tie – Always include Round Number & Judge Number 50 - 3-Star Certification Course Tie Round/Bout • Round – Cannot remain a Tie • Bout – Judge – May be tied at the end of the bout • Bout – Result – Cannot remain a Tie • Bout – At the end of each bout, always check the score pad in case of a tie-break situation 51 - 3-Star Certification Course Tie Bout Example 1 Red x Blue R1 10 x 8 R2 9 x 10 R3 9 x 10 28 x 28 52 - 3-Star Certification Course Tie Bout Example 2: R1 R2 R3 W- 53 - 3-Star Certification Course Red 10 10 9 29 -1 28 x Blue x 9 x 9 x 10 x 28 x 0 x 28 Tie Bout Electronic System • A Judge shall declare the winner of the bout by tie breaker if one of the following three cases occurs: a. 1 Judge – Tie and 2 Judges declare different winners b. 2 Judges – Tie and 1 Judge declares winner c. 3 Judges – Tie • If one of these cases occurs, the score pad will flash a light, asking the Judge to choose the boxer in the Red corner or the Blue corner as the winner. 54 - 3-Star Certification Course Scoring System • The scoring of the points for each round shall be made within fifteen (15) seconds following the conclusion of the round by the Judges using the Scoring System. • Scores are transmitted directly to a computer system maintained by the Supervisor and no alterations or additions may be made to these scores after the initial transmission. 55 - 3-Star Certification Course Scoring System Safe Scoring: For example for Women’s bouts: 10 - 9 9 - 10 10 - 9 9 - 10 38 - 38 Do not score an even bout if one of the boxer’s was a clear winner on three or four of the rounds. 56 - 3-Star Certification Course FOP FOP 58 - 3-Star Certification Course Referees Referee Duties • Duties (1) ‒ Primary Duty: To care for both Boxers and to make the health of both Boxers his primary concern throughout the Bout ‒ To see that the rules and fair play are strictly observed ‒ To maintain control of the contest at all its stages ‒ To prevent a weak Boxer from receiving undue and unnecessary punishment 60 - 3-Star Certification Course Referee Duties • Duties (3) To use four words of command: - “Stop” when calling for a temporary stop and when ordering boxers to stop boxing - “Box” when ordering boxers to resume boxing - “Break” when breaking a clinch, upon which command each Boxer shall step back before continuing to box - “Time” when the Referee needs to interrupt the Bout for a longer period (in this case, the time keeper stops the watch) - It is not necessary to say “Stop” before commanding “Time” - Example of when a Referee should use the command Time 61 - 3-Star Certification Course Referee Authorities • Authorities (3) ‒ With or without previous warning, to disqualify a Boxer for committing a serious foul. ‒ To interpret these Rules insofar as they are applicable or relevant to the Bout or to decide and take action on any circumstance of the Bout which is not covered by these Rules. 62 - 3-Star Certification Course Referee – Checking the Boxer • Right to check the Boxer ‒ Once a Boxer has entered the ring, the Referee shall insure that the Boxer is wearing a cup-protector and gumshield and properly dressed. ‒ The Boxer must be wearing no other objects except for the boxing apparel specified in the Rules. No other objects may be worn during the Bout. ‒ In the event of a Boxer’s glove becoming undone during a Bout, the Referee shall stop the Bout to have the issue rectified. 63 - 3-Star Certification Course Referee: Pre-Bout Instructions • Ring Center Instructions • • • • • • Short and to the point Confirm Authority Careful with the Heads Establish Waistlines No Holding Bout Specific Concerns 64 - 3-Star Certification Course Referee Procedures to start the Bout: • Check the Boxers • Give Short Instructions in the center of the ring • Right to check the judges • Right to check the Ringside Doctors • Ask the Supervisor if it is allowed to start the bout • Signal to the Timekeeper to sound the gong and start the bout 65 - 3-Star Certification Course Referee: Movement & Positioning • During Bout: Movement and Positioning (1) ‒ Neutral, easy and calm. ‒ Strive for the right distance between yourself and the boxers ‒ V-Position should me maintained as much as possible ‒ Stay Alert ‒ Shorten your distance when: - Difficult and tough bouts Boxers infighting Ability of one boxer is in doubt Boxers moving towards/fighting on ropes There is a good deal of noise Sounds signalling that 10 seconds are left in the round 66 - 3-Star Certification Course Referee: Movement & Positioning • During Bout: Movement and Positioning (2) – Stay at the dominant or “open” side – Positioning when both boxers are of the same stance: • You can work both sides • If one of the boxers appears to be fatigued or weak, work that open side whenever possible Avoid walking backwards, and move forward the majority of the time 67 - 3-Star Certification Course Referee: Handling the Holding • Distinguish between “infighting” and “clinching” • A Clinch occurs when one or both Boxers lead and for a moment their arms become locked together: - This is not an offense - An Offense does occur when a Boxer does not make an attempt to disengage from the clinch and it then becomes the foul of “Holding” • Referees should permit the boxers to fight inside as long as any one man has two free hands. 68 - 3-Star Certification Course Referees: Handling the Holding Things to watch for and avoid during a Clinch or Hold: 1. Lacing of the opponent 2. Elbowing the opponent 3. Lowering the head under the opponent’s chin 69 - 3-Star Certification Course Referee: Handling the Holding • Two different types of Holding: 1. Intimidated, Tired, Off balance, etc. 2. It’s a Tactic, a Strategy to prevent opponents attack • Breaking Too quickly, or Too Late -count 1, 2, 3, then command “Break” • Don’t want to see Referees “Wrestling” with Boxers • Don’t want to see Referees running after Boxers • Don’t want to see Referees physically breaking up boxers without using the command “Break or Stop” • Preference: Control the Holding with the command “Break” • Don’t want to see Referees get hit • Don’t want to see Referees pulling or pushing boxers 70 - 3-Star Certification Course Referee: Awkward Clinches • An “Awkward” Clinch occurs when the boxers arms become locked together, and where one boxer is possibly in a vulnerable position • In this scenario, the Referee should immediately command “Stop” and separate the two boxers, a caution in this situation is not always necessary • Allowing an “Awkward” clinch to continue may cause fouls by one or both boxers (punches to the top or back of the head) • Video demonstration of an Awkward Clinch: 71 - 3-Star Certification Course Referee: Low Head • Definition of Low Head as a Minor, Major, Flagrant Foul • Biggest danger is when a boxer with a low head starts moving forward with the head in a low position • Big danger is when in a clinch, one boxer lowers his head, an Intentional Head Butt may be next • Short boxers must come in and not always a Low Head situation • Taller boxer sometimes push down or pull the shorter boxers • Double Foul: Low Head & Hitting behind the head -Low Head = Minor or Major Foul -Intentional Hit to back of Head = Flagrant Foul • Make sure your caution for the Flagrant Foul is always stronger 72 - 3-Star Certification Course Referees Intentional Head Butt Scenario • Referee has already given a 1-point Warning and he does it again • Referee has already given a 2-point Warning and he does it again • You have a very ugly scenario where one boxer is visibly mad and frustrated and he violently and intentionally head butts his opponent 73 - 3-Star Certification Course Referee • Verbal commands and Hand signals – Never give any command/signal while standing behind a boxer – Always ensure you are in the line of sight when giving a boxer a hand signal • Example of incorrect separation 74 - 3-Star Certification Course Mandatory 8 Count • Knockdown – Proper procedure after a knockdown • Call “Stop” • Start count after 1 second interval • Count to 8, even if boxer is ready earlier – Safety of the boxer is paramount • Standing 8 count – If Boxer is momentarily dazed due to a legal blow, the count must be used correctly – Remember, an 8 count due to an illegal blow, does not count towards the compulsory 8 count limits 75 - 3-Star Certification Course Knockouts • A Knockout occurs when the Referee counts to Ten, or when the count is interrupted and calling the Doctor into the ring becomes necessary • A Knockout can occur due to Head Shots or Body Blows Procedures in the event of Knockout due to Head shots: -Do not count to Ten if it’s due to a head shot -Do not move the boxer -Do not remove anything (mouthpiece, headguard, gloves, etc.) without the instructions of the doctor. -If the boxer is standing after the bout has been declared a Knockout, assist him/her as necessary 76 - 3-Star Certification Course During the Bout • One Minute Rest Period: -- Full one-minute rest period ‒ Critical for boxers and their team ‒ Avoid interruptions ‒ Make eye contact with your team ‒ Observe and evaluate boxer and his corner ‒ Tidy yourself ‒ Be ready for the start of the next round ‒ Make sure corners are clean before starting the next round ‒ At “Seconds Out” Referee must come to center of the ring ‒ It is okay to issue a caution reminder at this point 77 - 3-Star Certification Course At Conclusion of Bout • At the conclusion of the bout, the Supervisor shall notify the Referee and the official announcer of the winner of the Bout as shown on the Scoring System. • The Referee shall then position himself in the center of the ring with both Boxers, and the official announcer shall announce the winner of the Bout over the public address system. • The Referee will then raise the hand of the winning Boxer and only then, will the scores of the final round and the total scores be made public on the live TV broadcast as well as announced in the Venue. • Referee should not make any unnecessary pointing to the winning boxer as they do in professional boxing. 78 - 3-Star Certification Course Fouls • The Referee has to decide about the following: ‒ Accidental or Intentional foul? ‒ Type of foul ‒ Point(s) deduction? ‒ Possible disqualification? ‒ Continuation of bout or not? ‒ Remember, “No Harm, No Foul” – let the bout continue • It is not necessary to always have to call stop or time; do it especially for potentially harmful and unsafe situations • Soft Cautions • Strong Cautions 79 - 3-Star Certification Course Cautions Cautions are a tool to help you control the bout and can help avoid possible Warnings on a boxer Soft Cautions can be given in one of two ways: 1. Closing in and demonstrating to the boxer 2.
