POSITION PROFILE
Senior Analyst, Evaluation and Outcome Assessment
Client service results
Reporting to the Director, Evaluation and Outcome Assessment, the incumbent will work within a team and be
responsible for overseeing and supporting the collection, validation, manipulation, maintenance, and analysis of data,
including tracking performance indicators related to the CFI’s objectives and activities. The incumbent will provide
leadership on matters related to data management, corporate performance measurement, and Science and
Technology (S&T)-relevant policy analysis. In addition, he/she will develop and deliver high-quality data, analysis,
and reports, providing advice for operational and strategic decision-making.
Key activities

Plan and conduct research and analysis to examine the CFI’s role in the Canadian S&T environment and to
guide policy discussions. Studies will include environmental scanning, collection, cleaning, and analysis of a
variety of data types and sources, synthesis and interpretation, writing reports, and formulation of conclusions
and recommendations for various internal and external stakeholders.

Assess and manage CFI information needs, identify gaps between information holdings and information needs,
and devise, monitor, and refresh a procurement plan for attainment of external data necessary to support senior
management decision making (i.e. bibliometrics, national and provincial data for benchmarking, etc.). Oversee
and support data collection activities to ensure maximum benefit of information gathered and minimal burden.

Ensure information, data and data sources are maintained, validated, and formatted in a manner that maximizes
utility, including merging data from multiple sources. Develop dynamic interactive data tools such as cubes or
macro-embedded spreadsheets for internal users.

Act as the liaison with the CFI’s IT/IS group to assist identification and assessment of new tools to support EOA
activities such as Social Network Analysis software or data visualization software.

Participate in relevant corporate projects and activities, including the creation or refinement of information
collection and management tools.

Develop and maintain networks with internal and external stakeholders (including science-based departments
and agencies, and domestic and international research and research infrastructure funders) to ensure that
analytical activities are complementary and designed to meet the needs of major stakeholders.

Assist in the development of policies, procedures, tools and processes that will ensure on-going effective and
efficient conduct of outcome assessment, corporate performance measurement, and evaluation projects.

Represent the CFI at meetings with external stakeholders
Skills and knowledge
The incumbent shall have:

A graduate degree in statistics, mathematics, IT, economics, or another relevant field

Experience in collecting, manipulating, merging and analyzing large sets of quantitative and qualitative data and
in synthesizing research findings

Extensive knowledge of research theories, principles, practices and methodologies as well as experience in
planning and implementing qualitative and quantitative research projects and carrying out data validity and
quality assessments

Strong understanding of science and technology (S&T) policy, Research and Development (R&D) programs and
available indicator data

Have relevant working experience with performance measurement and analytical approaches

Excellent ability to critically think through and analyses complex qualitative and quantitative information, identify
issues and formulate recommendations

Have excellent interpersonal, oral, and written communication skills, the ability to take initiative, work
independently and within a team

Possess excellent systematic inquiry skills, situational analysis skills and reflective practices

Demonstrate project management skills, including multi-tasking and meeting deadlines

Be proficient with Microsoft Office products, have extensive experience with SPSS, business intelligence
reporting tools (i.e. COGNOS) and data visualization software. Knowledge and experience with qualitative data
analysis software (e.g., QDA Miner, NVivo) is an asset

Proficiency in both official languages is a strong asset

The position is full-time
This is a headquarters-based function with some travel requirement
Salary
Salary will be commensurate with qualifications and experience.
