Purpose of the Post:
To lead the implementation of the CLS strategic plan through the delivery of the
curriculum offer that is sustainable and efficient, developing strategies and delivery
approaches for informal learning that result in improved outcomes for learners including
the establishment of an Management Information Service operating framework, policy
and quality assurance system.
Duties and Responsibilities:
1.
As a member of the CLS Senior Leadership team, support the development of the
sustainable strategic plan for CLS through management of curriculum teams.
2.
To encourage innovation, independent thinking and leadership across the service
and the Curriculum and MIS Service in particular, to support the implementation of
service priorities.
3.
Ensure that there are policies and procedures that are developed and maintained
to meet the needs of the service.
4.
To deputise for the CLS Manager as required.
5.
To represent the service at regional and national events.
6.
To lead on the commissioning for informal learning provision and oversee
subcontract arrangements on a risk based system.
7.
To work with a range of strategic partners to develop opportunities to meet future
service priorities informed by Local Needs Analysis.

8.
Ensure there are robust relationships with external partners and corporate
departments, which result in increasing opportunities to engage new learners and
employers.
9.
Ensure that there is a high quality teaching and learning process that is
continuously improving and developing staff, resulting in improved outcomes for
learners. With the Curriculum team, ensure the quality assurance of provision
including sub contractors that result in improved outcomes for learners.
10.
Investigate and where possible resolve complaints and health and safety issues.
11.
Lead on equality and diversity ensuring that it is promoted and embedded across
the service.
12.
Ensure that there is provision of data and information for managers to use in a
format that is accessible and drives service improvement.
13.
Ensure effective budget management and monitoring of Curriculum and MIS
provision that maximises the financial outcomes on existing contracts. Work
effectively with funding bodies and other organisations to maintain existing
contracts and source new income generation opportunities.
14.
With the Employment and Skills Manager, ensure and embed a robust and
cohesive quality assurance framework across the service including monitoring
progress against quality improvement action plan that results in improved
outcomes for learners.
15.
Manage the curriculum resources to ensure best practice is shared and
implemented across the whole service.
