EASTERN BAY OF PLENTY JUNIORS REGULATIONS 2016 REGULATIONS 1. COLOURS 1.1 The colours and designs of all uniforms for clubs shall be subject to the approval of WAIBOP. Upon such approval being given the colours and design of the uniform of each club shall be registered with WAIBOP and may not be changed without the consent of WAIBOP. Players in all matches must appear in their registered club colours. Any deviation from this shall require the prior approval of WAIBOP. 1.2 All teams must have an alternative strip or bibs for away games if colours clash. 2. COMPETITION / REGISTRATIONS 2.1 WAIBOP shall conduct an annual competition in junior grades. 2.2 Junior grades shall be graded into competitive or social divisions where required under the Junior Framework – determined annually. 2.3 Each club will prior to the first game of the season, input into Goalnet the team lists including player’s names, addresses and birth dates. Failure to provide this information may require exclusion from the competitions to be determined by WAIBOP. The club must input any new registrations during the season into Goalnet before that player can play for his/her new club. 2.4 No team will play a player from an older grade, or in the case of divided grades, a player from a higher division with in that grade. 2.5 Players may be borrowed from another team with the following provisos: a) That the borrowing team is genuinely short. b) That the borrowing team has 50% (fifty percent) of it’s own players. c) That consent has been given by the coach of the opposing team, or his/her deputy. There will be no redress on decisions made prior to kick-off. d) If borrowing a player from a lower grade no consent is needed. Players may be borrowed from a similar grade, providing the above rules are followed. e) Disputes re: clauses 2.4 or 2.5, must be brought before the WAIBOP. Teams proved to be offending will be deemed to have defaulted the game. 3. GRADING OF PLAYERS 3.1 No player shall play in a lower grade than that in which the player is registered. Any player may play in a higher age grade than that in which that player is registered, but after having taken part in three (3) consecutive matches in such grade, the player’s grading shall become that of such higher age grade for that season. 2 4 MATCHES 4.1 All affiliated clubs must submit a list of members of their club teams for the season as per Regulation 2.3 4.2 Any team playing an unregistered or an ineligible player by reason of age or any other consideration under these regulations shall default the game to the opposing team. 4.3 Results must be entered into Goalnet by midnight Saturday following the game. 4.4 WAIBOP shall, at its first possible suitable meeting of the new year, determine the format of the league competition for the forthcoming season. The format may be varied from year to year depending upon the number of players in each age group. The awarding of points shall be as follows: a) A win to count as three (3) points b) A draw to count as one (1) point c) There will be no points for a bye d) A default will be a 3-0 loss against the defaulting team. In circumstances where points are tied than the competition will be shared. Once a difference of 6 goals occurs at any time during a match, either coach may decide to discontinue the game or should both coaches agree to continue play then from hereon in the game is to be considered a training or friendly game and both teams coaches should ensure that both teams continue to benefit from their time on the field 4.5 Matches shall be played at such a time and upon such grounds as stated in the fixture draw. Any club not prepared to commence play within ten (10) minutes of that time shall be deemed to have lost the match, provided that the opposing team shall be present on the ground and prepared to play and have notified their opponents of their intention to claim such match be defaulted. 4.6 No team will default without any valid reason. 4.7 Any team taking the field with less than 50% (fifty percent) of its registered players shall be deemed in default. 4.8 A team more than 10 minutes late for a fixture without good reason will be deemed in default. 4.9 WAIBOP shall manage and control all games. No Player who has been selected to play for a representative or trial team shall, without the consent of the WAIBOP, play for a club team on the same day as such representative game or trial is to be held. 4.10 No player shall be allowed on the field of play whilst in a plaster cast or similar apparatus, or wearing any apparel, which could constitute a danger to that player or other players. 4.11 Where a match starts late and is immediately followed by another match on the same field, then the first match will be shortened accordingly. 3 5 SUBSTITUTIONS 5.1 In all leagues under WAIBOP administration, each team is allowed a maximum of three (3) rolling substitutes unless otherwise mutually agreed by the opposing coaches on the day. 9th grade and upwards are allowed a maximum of four (4) rolling substitutes. 5.2 There will be no redress on decisions made prior to kick-off. 6 DISPENSATIONS 6.1 Dispensations will only be granted if there is a verified medical condition or disability. 6.2 Girls will receive an automatic one, (1) year dispensation, if required to play in leagues of mixed gender. 6.3 As from 2013, Girls who were Rep Players in the previous season will not be eligible for the one (1) year dispensation. 7 THE GAME 7.1 - Grades - Team numbers - Game length - Ball size - Pitch size - Substitutions - Corner kicks - Goal kicks - Free kicks - Offside All as per WAIBOP Table of Regulations (see Appendix 1) 7.2 Except where other provisions in these Regulations have been made, the Laws of Association Football as issued by FIFA shall apply. 8 REFEREES 8.1 Appointment and acceptance of match officials will be as per the WAIBOP Club Based Referee (CBR) Programme. 9 INJURIES 9.1 9.2 9.3 9.4 Grade 10 and under – play will be stopped for any injury. Grade 11 and above – injuries should still be treated quickly, though a few seconds delay, at the discretion of the Referee, to complete a phase of play, should be considered acceptable in most circumstances. Head injuries: In the event of a head injury the player must obtain a medical certificate, and if concussion has occurred there will be a mandatory 21 days stand down from playing or training regardless of whether it has been diagnosed as “slight” or otherwise. Therefore, before a player can return to playing, they must first obtain a clearance (medical certificate) to be lodged with the club Secretary. All serious injuries will be recorded and reported to the Club Secretary who will forward this information onto WAIBOP 4 10 RESULTS 10.1 Each club will nominate one member to be responsible for collecting their results and also Entering them into Goalnet according to the designated time restraints. 10.2 Results must be submitted as per Regulation 4.3. 11 POSTPONED GAMES 11.1 In competition leagues, all postponed games must be played or defaulted. WAIBOP will decide dates for these games to be played if not already completed. 12 TROPHIES 12.1 All perpetual trophies may be held by such winning club with the approval of WAIBOP for the time from presentation to up to one month prior to the end of the current season. No trophy shall be won outright by any club or team. 12.2 Clubs are responsible for any trophy while in their keeping. 13 MISCONDUCT / DISCIPLINARY 13.1 Any player sent from the field as a result of misconduct shall incur an automatic one game suspension from the next official fixture, including representative fixtures. 13.2 In the event of a sending-off, the players club must notify WAIBOP no later than midnight Monday, following the fixture. 13.3 Any club with a complaint against another club must attempt to resolve the issue by consulting the other club concerned. If it is not appropriate to do this, or if negotiation proves unsuccessful, the complainant may request WAIBOP to adjudicate on the matter. Such a request should be in writing with a copy to the other club. 13.4 A WAIBOP Disciplinary Committee shall be convened when necessary to adjudicate on matters of serious misconduct 13.5 Any complaint requiring disciplinary consideration must be made to WAIBOP within seven (7) days of the alleged offence. 13.6 Any decisions of the Disciplinary Committee will be reported to WAIBOP who shall advise the relevant parties accordingly. WAIBOP will also report the decisions to the next meeting of the Clubs 13.7 If any club is dissatisfied with a decision of the Disciplinary Committee, it may lodge an appeal as per the procedures detailed in Waikato/Bay of Plenty Football Federation and New Zealand Football rules and regulations concerning disputes and reports. 13.8 If a player of a team, or club official is found guilty of foul language or general misbehaviour which brings the game into disrepute, the offender’s club will punished as is deemed appropriate by WAIBOP. 5 14 TRANSFERS. 14.1 Players may be transferred between teams at any time with the consent of WAIBOP. Once a player is transferred, such a move is binding for the rest of the season, unless consent is given by WAIBOP. 14.2 Transfers between clubs are to be done as per clause 15.1 after consent of the club being transferred from has been gained. 14.3 A player is deemed to be registered with one club until he/she registers with another club. 14.4 Clubs must not entice registered players from other clubs. 15 SUSPENSIONS AND EXPULSIONS 15.1 If a club is suspended or expelled from membership of WAIBOP for whatever reason, the following shall apply: a) If the club is not reinstated in the current season, those games which the club’s teams have played up to date of suspension or expulsion, shall be considered nul and void, unless the club has completed its league programme for the season. b) If the club is reinstated during the current season, those games missed during the period of suspension or expulsion shall be considered defaulted, provided that where the said club is later adjudged to have been suspended or expelled without good and sufficient reason, such club shall as far as practicable, be allowed to complete the league programmes as if it had not been suspended or expelled. 15.2 If a club withdraws its membership of WAIBOP with its league programme only partially completed, any games already played by that club shall be considered null and void. 6 As per the Junior Framework please see table below for all pitch and team sizes.
