CSAPR & CSAPR Update Background
EPA Cross-State Air Pollution Rule (CSAPR).
• Final CSAPR published August 8, 2011.
• Final CSAPR addresses interstate transport of ozone pollution under
the 1997 ozone National Ambient Air Quality Standards (NAAQS) and
interstate transport of fine particulate matter (PM2.5) pollution under
the 1997 and 2006 PM2.5 NAAQS.
CSAPR Update.
• Proposed CSAPR Update published on December 3, 2015.
• EPA Finalized the CSAPR Update on September 7, 2016.
• EPA’s final CSAPR Update addresses the interstate transport of ozone
pollution with respect to the 2008 ozone NAAQS.

Final CSAPR Update
The Final CSAPR Update.
• Changed the allowance true update from December 1st
to March 1st of each year.
• Reduced Pennsylvania’s Ozone Season (OS) NOx Trading
Budget from 51,912 tons to 17,952 tons of OS allowances.
• Reduced Pennsylvania’s OS NOx emissions variability limit
from 10,902 tons to 3,770 tons.
• Reduced Pennsylvania’s NOx OS new unit set-aside (NUSA)
from 1,038 tons to 541 tons.

CSAPR Update Allocation Methodology
EPA’s Allocation Methodology, New Unit Set-Aside & Variability
Limits:
• Based on the unit’s share of the state’s heat input;
• Limited by the unit’s maximum historical emissions;
• Uses the average of the three highest years of heat input data out of a
consecutive five-year period;
• Final rule relies on 2011-2015 heat input data and 2008-2015 emission
data for historical limit.
• New Unit Set-aside is a minimum of 2 percent of the total state
budget, plus the projected amount of emissions from planned units in
the state.
• Variability limits for the 22 states covered by this rule calculated as 21
percent of each state’s new or revised budget.

CSAPR Update Information
Additional CSAPR Update Information :
• Requires no permitting requirements other than Title V.
• The monitor certification deadline is May 1, 2017 or 180 days from
commence operation date.
• The first Round NUSA recorded August 1st of each control period.
• The second Round NUSA recorded February 15th of the year after
control period.
The Ozone Season NOx Allowance Recordation dates:
• January 3, 2017 for Vintage 2017 and 2018 allowances.
• July 1, 2018 for Vintage 2019 and 2020 allowances.
• July 1, 2019 for vintage 2021 and 2022 allowances.

How can States meet CSAPR Update requirements?
States may remain under the Federal Implementation Plan
(FIP).
States may replace part of the FIP with an abbreviated State
Implementation Plan (SIP) approved by EPA.
• Allows States to adopt new allocation process for the second control
period.
• Letter due to EPA by December 15, 2016.
• Completed SIP must be submitted to EPA by April 1, 2017.
Replace the entire FIP with a full SIP approved by EPA.

SIP Submittal for 2019 and 2020 due December 1, 2017.
SIP Submittal for 2021 and 2022 due June 1, 2019.
