JOB PROFILE POSITION # 00077006; 00091327; 00102620 TITLE: Organization Development Consultant CLASSIFICATION: MANAGEMENT BAND 2 CONTEXT - In the Ministry of Justice Corporate Management Services Branch, we strive to provide excellence in corporate services and partner in our ministry’s outcomes. Our mission as a central, consolidated support services team -with both headquarters and a regional presence- is to support all the program areas and branches in the Ministry of Justice. The Branch provides central corporate services to all staff and branches/programs in the Ministry. The Branch leads the preparation of budget submissions and financial reporting, and provides oversight, progress reports, and expert advice and performs day to day functions to its clients on finances, strategic human resources, facilities, including Shared Services, and corporate risk and security. The Branch provides a combination of Victoria headquarters and regional support. We have regional teams located in Prince George, Kelowna, Kamloops, Nanaimo, Burnaby, Surrey, New Westminster, Port Coquitlam, Maple Ridge and Vancouver. The Branch is also the lead strategic link between its partners and government’s central agencies (Treasury Board Staff and Office of the Comptroller General, and Office of the Chief Information Officer) and shared services agencies. JOB OVERVIEW To provide authoritative advice, interpretation and/or consultation services to teams of executives and specialists who provide professional expertise in the delivery of services specific to the area of specialty. As with all the positions on the Team, the OD Consultant is also a corporate resource by participating in crossgovernment projects related to policy and program development and communities of practice; as well as interagency leadership initiatives. ACCOUNTABILITIES Takes lead responsibility for an assigned group of clients and related organization development and workforce planning related functions and projects. Works with executive teams to develop ministry OD strategies and leads ministry working groups tasked with designing and implementing specific proactive strategies to support medium and long term client business goals and areas of focus, increase employee engagement and encourage building a collaborative, healthy and productive workplace. Takes a coaching approach, advises and assists executive and senior management teams in progressive people practices related to areas such as organizational design, succession management, change management, workforce planning, employee engagement, recognition and leadership development to support them in continuously improving people practices in the workplace. JOB REQUIREMENTS Education and Experience: Undergraduate degree in a related field (e.g. human resource management, social and human sciences, Organization development or public administration); and Minimum of three years of demonstrated experience in an organization development human resources and/or strategic business planning work environment gained through direct experience on a consultancy basis or as a line manager/supervisor; or Equivalent combination of education, training and experience. The Certified Human Resources Professional (CHRP) designation is preferred. Knowledge, Skills and Abilities: Demonstrated knowledge and skills of a wide range of human resource practices such as organization development, change management, succession management, organizational design; Ability to analyse issues and opportunities through a systems perspective; Ability to design and facilitate planning, dialogue, decision-making and team building sessions Ability to lead and manage projects; Effective relationship building skills with a diverse clientele; Strong analytical skills that can translate theory into practice; Effective oral and written communications abilities; Proficient technological skills, i.e., with the use of Word, Excel, PowerPoint, Internet research, etc.; and, Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
