RULES AND REGULATIONS FOR “ENERGY-SAVING CHALLENGE”
[Start Date 15 June 2017 to End Date 26 December 2017]
A. ELIGIBILITY
1. Subject to the terms and conditions (“T&Cs”), any residential SP Group Account
Holders who are Singapore Citizens or Permanent Residents, except employees of
the National Environment Agency (“NEA”), and the SP Group, and their immediate
family members1, and any other parties involved directly in promoting, organising or
conducting the Draw2, are deemed as the participant (“Participant”) and eligible to
participate in the Energy-Saving Challenge” (the “Challenge”).
2. By participating in the Challenge, the Participant is deemed to have read,
understood, and unconditionally agreed to be legally bound by the rules and
regulations, and T&Cs.
3.
Participants of the Challenge expressly and irrevocably authorise and give consent
for NEA to disclose their particulars to any relevant party for the purpose of
organising, promoting and/or conducting the Challenge.
4.
Participants of the Challenge must expressly and irrevocably authorise and give
consent for SP Group to review their household consumption data for the purpose of
their participation in the Challenge.
5.
The Challenge is open to all Singapore Citizens and Permanent Residents who are
current SP Group account holders and have opened their account for their
residential addresses before 1 April 2017.
6.
Each Participant is allowed to submit only one entry (either online or physical entry
form). Multiple, incomplete or inaccurate entries will be void.
B. ENERGY-SAVING CHALLENGE
1.
Participants may enter the Challenge by completing the online form at
http://cgs.sg/esc. Alternately, Participants may fill in an entry form at any Gain City
retail outlet, Daikin proshop, NEA Customer Service Centre at the Environment
Building, Our Tampines Hub, relevant community events or Energy-Saving
Challenge roadshows. More information can be found at http://cgs.sg/esc.
2.
To qualify for the “Energy-Saving Challenge” Draw (the “Draw”), Participants must
reduce their household electricity use by 1% or more during the “Challenge Period”
compared to their “Baseline period”.
Immediate family members mean spouses, children, parents, parents-in-law and siblings.
This includes staff of NEA’s appointed vendors which are 1965 The Mobile Activity Cafe Pte Ltd and
Bigfoot Events Pte Ltd.

“Challenge Period” and “Baseline Period”
The Challenge Period is dependent on which months the electricity meter readings3
are taken.


For households whose electricity meters are read on the odd months (i.e.
July, September), their Challenge Period will be from August to September
2017.
For households whose electricity meters are read on the even months (i.e.
June, August), their Challenge Period will be from July to August 2017.
The Baseline Period is taken to be the 2 months before the Challenge Period.
The Challenge and Baseline Periods for participating households are set out below:

3. Participants can refer to their SP Group utility bill to find out if their electricity
readings are taken in the odd or even months. Metered months are those without an
asterisk (*). See example below.
In Singapore, the electricity meters are read manually once every two months. On the months when the
meters are not read, the electricity usage will be estimated based on the past month’s consumption. Any
over or under estimation of the bill will be adjusted in the subsequent bill when the meter reading is taken.

4. The reduction in electricity usage will be calculated as follows:

5. Participants are not required to calculate their own electricity reductions. These will
be assessed by NEA and SP Group.
TERMS AND CONDITIONS FOR “ENERGY-SAVING CHALLENGE”
The following T&Cs, and all subsequent revisions or amendments made thereafter by the
NEA, without prior notice, shall apply to the Draw.
1.
All entry forms must reach the NEA by 30 September 2017.
2. The Draw will be conducted at the Environment Building, 40 Scotts Road S228231
on 25 October 2017 at 1700h, unless revised by the NEA. There will be 500 winners
picked during the Draw. Each winner will be entitled to win one of the following
prizes. The NEA shall be under no obligation to notify the Participants about any
change in date, timing or venue of the Draw.

The list of winners will be published on http://cgs.sg/esc within seven (7) days of the
draw.
4.
Winners will be contacted over the phone or email as listed in the entry form by 3
November 2017. Winners must respond to the NEA within the stipulated timeframe.
5. The NEA reserves the right to pick reserve winners, who will replace any winner
subsequently found to be disqualified, if:
a. The winner does not agree to abide by and be bound by these T&Cs;
b. The winner does not meet the qualifying requirements in accordance to the rules
and regulations;
c. The NEA is unable to contact the winner;
d. The winner does not respond to NEA or notifies NEA that he/she does not wish
to claim the prize;
e. The winner has committed any act of fraud or dishonesty, or has misrepresented
anything in connection with the Draw; or
f. The winner dies or becomes mentally incapable.
COLLECTION OF PRIZES
1.
Winners are required to present their SP Group utility bill and a form of identification
(e.g. NRIC, passport, driving license) for verification when collecting the prizes.
Winner(s) may be required to sign a declaration form confirming their eligibility before
collecting the prize.
2.
Winners of prizes ranked 1 to 10 are required to attend the prize presentation at the
Clean and Green Singapore Carnival 2017 on 4th November 2017.
3.
Prizes are not transferable or exchangeable for cash or otherwise. Prize(s) unclaimed
by 27 December 2017 shall be donated to the Community Chest or a registered
charity in NEA’s sole and absolute discretion.
4.
NEA shall not be responsible for any consequences including, but not limited to loss
of life, injury to person and/or damage to property, arising from or in connection with
the Challenge, the Draw and/or redemption or use of the prize.
5.
NEA does not warrant that the prizes are of a merchantable quality or fit for their
intended purposes.
6.
Each winner consents to the NEA disclosing and/or publishing to the general public
his/her name and any other of his/her particulars in any manner which the NEA may
deem fit for publicity purposes. Each winner also agrees to co-operate with and
participate in the activities organised by the NEA (if any) for these purposes, without
any payment or compensation thereof.
7.
Each winner consents to the public disclosure of his/her name and photographs, as
the case may be, for publicity purposes or otherwise participate in the publicity
activities of the NEA in relation to the Challenge and to the use of any data provided
by such winner for any future publicity effort by the NEA, without any payment or
compensation thereof.
8.
The NEA reserves the right to substitute or replace any prize with another prize of
similar value without prior notice. Prizes are non-transferable, non-negotiable and
non-exchangeable.
9.
The decisions of the NEA on all matters relating to this Challenge are final, conclusive
and binding and no correspondence will be entertained.
10. Winners shall bear all costs associated with the claiming and collection of the prizes
from the NEA.
GENERAL
1. Notwithstanding anything in these rules and regulations, and T&Cs, the NEA reserves
the right at any time in its absolute discretion to determine and/or amend, by addition
to, subtraction from or variation of, these rules and regulations, and T&Cs without
prior notification, including but not limited to the eligibility terms and criteria, and all
Participants of the Challenge shall be bound by these amendments. All changes will
be published on http://cgs.sg/esc
2. A person who is not a party to these rules and regulations, and T&Cs shall have no
right under the Contracts (Rights of Third Parties) Act (Cap. 53B) to enforce any of
these rules and regulations, and T&Cs.
3. In the event of any inconsistency between these rules and regulations, and T&Cs and
any brochures, marketing or promotional materials relating to the Challenge, these
rules and regulations, and T&Cs, and all its subsequent variations, shall prevail.
4. These rules and regulations, and T&Cs and all its subsequent variations shall be
subject to, governed by and interpreted in accordance with the domestic Laws of the
Republic of Singapore for every purpose.
