6. Identification of Consultant’s “Project Manager”
Point of Contact “Project Manager”: Good communication is essential to success. To ensure
clarity of direction, GFY designates the Project Manager to serve as the single point of contact
for all contractual, scope, budget, schedule, and performance issues. Mark Bassett, PSM, has
been selected to lead the GFY Team for this important contract because of his proactive
approach to management and leadership acumen. Mark will proactively coordinate the
activities of his in-house staff via in-person meetings, regular communication by phone and
email, and onsite reviews with interested parties, keeping the Authority informed at every
critical step along the way. He will provide weekly progress reports to the Authority detailing
the status of each pending task work order and will manage all contract related documentation
and invoicing. Mark will coordinate further communication by referring to the appropriate
members of the project team and will develop administrative procedures such as the
organization of the project, the implementation of the project, management of the work
progress as well as QA/QC standards and conformance to project schedule. Weekly staff
meetings will be held to review the status and staffing needs for all active tasks.

Mark’s Qualifications and Professional Experience: Mark’s skills, knowledge and experience in
the field of land surveying cover various surveying tasks for state/county agencies, civil
engineering firms, land developers, attorneys, title companies, architects, and contractors. Mr.
Bassett is currently the head of operations of George F. Young’s Bradenton office. Mark has
served as Surveyor in Charge for projects throughout Sarasota and Manatee Counties, Florida.
These tasks have included a variety of civil projects such as “existing conditions” surveys for
water and wastewater treatment facility improvements, storm water improvements, utility,
sidewalk, streetscapes and roadway infrastructure design and permitting and inshore
hydrographic surveys for maintenance dredging projects. He has also provided ground control
for photogrammetry, subdivision and condominium platting, parcel boundary surveys and
topographic mapping, lot design, subdivision and condominium plats and construction layout
for commercial and residential clients.

7. Qualifications of other Key Personnel
Although our Project Managers are highly qualified, our commitment to quality includes the
designation of a seasoned Principal-in-Charge that provides high level oversight of project
performance and by the benefit of their vast experience can advise the Project Manager on
critical decisions. The separate reporting line ensures that issues of quality are never
compromised in the quest to meet other performance objectives. James Akker, PSM will serve
as Principal-in-Charge and Quality Assurance Manager. Jim manages GFY’s Surveying and
Mapping Operations firm-wide, and brings a broad technical and administrative understanding
to this contract. Jim has served as both QC Surveyor and Project Manager on a wide variety of
contracts for such clients as the City of St. Petersburg, City of Tarpon Springs, City of Tampa,
Pinellas County, Hillsborough County, Manatee County, Southwest Florida Water Management
District, Tampa Bay Water, and the Department of Environmental Protection.
Jim Akker’s Qualifications and Professional Experience: Jim’s 38 years of experience has
encompassed all facets of Land Surveying and Mapping from very specialized GLO retracement
surveys to the preparation of over 100 Recorded Subdivision Plats. Jim has Surveying and
Mapping experience in many of Florida’s counties, performing Survey work for Clients such as
the Florida Department of Environmental Protection (DEP), the Trust for Public Lands, the
Florida Department of Transportation (FDOT) and the US Army Corps of Engineers. He has
extensive knowledge in the application of evidence, procedures and legal principles to
determine boundary locations. Jim is the Principal in Charge for Tampa Bay Water, Alachua
County, Hillsborough County, Manatee County, and many other Continuing Service Contracts
for Surveying and Mapping.
Peter Lutz’s Qualifications and Professional Experience: Peter Lutz joined George F. Young, Inc.
in 1983 in our Survey Department. He is currently a Project Surveyor and AutoCAD Specialist in
the Lakewood Ranch Office of George F. Young, Inc. Mr. Lutz is responsible for preparation of
boundary and topographic surveys, subdivision and condominium plats, design alignments for
construction of roadways and utilities, right-of-way maps, easement descriptions, construction
computations for field layout, and GPS projects. He also prepares permit drawings for dredging,
utility installations, seawall construction and retention areas.
Kavin Wilmott’s Qualifications and Professional Experience: Kavin’s experience in the field of
land surveying and mapping spans working in the public and private sectors throughout Florida
and the Caribbean. Kavin oversaw the Manatee County Second Order – Class 2 North American
Vertical Datum (NAVD 88) Bench Mark densification program. He scouted the preliminary mark

locations and was the primary contact at Manatee County for the 811 ticket submission process
(Sunshine One Call) for utility designations in the proposed monument locations. Kavin
performed secondary site reconnaissance after the utility designations, to confirm construction
of the monuments in the initial location would not disturb or damage any existing buried
utilities. Benchmark locations were adjusted as necessary and Kavin supervised the physical
construction and installation of over 350 monuments to NGS specifications.
Wayne Sanborn’s Qualifications and Professional Experience: Wayne has been with George F.
Young, Inc.’s Tampa office since 1981, when Pimm-Hawkins, a company for which he had
worked since 1969, was acquired by our parent company. He now serves as a Vice President
and Project Manager for the firm. Mr. Sanborn is our Project Manager for the Tampa Survey
Department years and been responsible for hundreds of boundary, architectural, topographic,
construction control, right-of-way, geodetic, special purpose and retracement surveys.
Scott Brown’s Qualifications and Professional Experience: Scott joined George F. Young in
2000. He registered as a Land Surveyor in the State of Florida in 1993. He enjoys an excellent
reputation as a consultant for land acquisition projects with the State of Florida, in preparation
of large-scale acquisition surveys, and in quality control. He has managed all types of surveys
including right-of-way acquisition projects, utility route surveys, and construction control in
several central Florida counties. He has also been involved with development and
implementation of survey standards, both in-house and for the State of Florida directly. Scott
was a pioneer in CAD survey drafting, developing software and methodologies in conjunction
with the preparation of some of the first computer-drafted record plats.

Project Description: George F. Young, Inc. was tasked with 1)preparing an overall site boundary
& topographic survey of the 37 acre utility plant site from a combination of new field survey
and locations , visual spatial verification of existing site features/ mapping provided by Sarasota
County. This also included establishing state plane coordinates for the site and rotating
/translating the provided existing information for the entire site. The overall data sets were
merged into one file. 2) Field survey the horizontal and vertical positions for the new SUE
utility designation and VVH on existing piping and add to the topographic survey. New onsite
benchmarks were established by differential leveling to the site -from existing offsite
benchmarks- that are based on the North American Vertical Datum of 1988 (NAVD 88) . The
bench marks were established in accordance with Third Order leveling accuracy. Services also
included electronic utility designation and subsequent vacuum excavation of select onsite and
offsite utility piping to verify the horizontal and vertical positions of this piping to avoid conflicts
with the proposed improvements. This was performed by 2 separate task assignments from the
ENGINEER as the magnitude/scope of the project changed during the work.

Project Description: This project was for the purpose of preparing engineering/construction
plans and related permits to relocate existing residential utility connections (sanitary sewer and
potable water) from rear yard main lines and service connections to the front yard and street
rights-of-way. Due to the location in the rear yards of the sewerage mains, the owner, City of
Venice, is having difficulty accessing the existing lines due to obstructive fences, vegetation and
other improvements in the rear yards of the properties. The owner engaged an Engineer

(ATKINS) to prepare plans & permits to effect this relocation. No reliable existing Record
Drawings exist for these utilities and the Engineer required a current and accurate existing
conditions base map of the area. The service area consisted of a mix of 2 story apartments and
single family residences, approximately 170 parcels. SUBCONSULTANT, George F. Young, Inc.
(GFY) has been asked to prepare a digital CAD base map and aerial of the project area.
George F. Young provided:
1. GFY researched the public records for existing Rights-of-Way created by the subdivision plat,
condominium plats or other public available maps of record related to the subject properties.
2. Existing Conditions (Topographic) Survey: GFY prepared by a combination of aerial and
terrestrial field survey methods an existing conditions base map (topographic survey) of the
project area. The data included "at grade" attributes of visible utilities, edge of pavement, curbing
and sidewalks. The topographic data map was prepared at 1"=20' display scale with sufficient
spot elevations in areas as needed to depict the topography of the ground. The following visible
features were also included within the survey limits: edge of pavement for all paved surfaces
including curbs, curb cuts, parking lots, drives and shoulders, dirt roads and drives, trails,
sidewalks, concrete pads, fences and walls, , signs, utility poles, manholes, CATV and telephone
boxes, storm drainage structures, water valves, flagpoles, mail boxes, meters, fire hydrants and
visible indications of other utility systems, ditches, streams, and other pertinent features.
Terrestrial field survey was used to map visible and accessible below grade attributes of storm
water and sanitary sewer systems (if accessible) and included inverts, pipe sizes and material),
tree species and diameter, and other observed pertinent physical features. GFY also obtained the
ground level finish floor elevations of each of the structures. The base map was prepared as
AutoCAD drawing file and provided to the Engineer. Horizontal & Vertical control points

Project Description: George F. Young, Inc. provided survey and mapping services to set,
photograph and establish horizontal and vertical data on 100± monuments for benchmarks.
We also photographed and established horizontal and vertical data on 300± staff gauges,
monitor wells and transects (WAP stakes). The project was in and around Cypress Creek Well
Field in Pasco County. This project required reconnaissance and recovery of monitoring devices
in terrain ranging from upland pine woods to cypress and hardwood swamps. Control

monuments were established in inter-visible pairs at intervals and locations approved by Tampa
Bay Water. Reporting for this project included signed, sealed vertical and horizontal control
sketches for each control monument established, together with photographs documented in a
form acceptable to Southwest Florida Water Management District. The project timeframe
included the summer months of 2012 during which near-record amounts of rain raised water
levels in the entire project area. The fact that a certain number of the monitoring devices are
located on privately owned lands presented a challenge, requiring notification, permission, and
coordination with the various land owners. Our effort increased with these challenges and we
were still able to deliver the project on time and on budget.
