Tender Documents for Co Tipperary RAPID Areas Consultation Brief 2017-2020 RAPID Areas Consultation Brief and RAPID Area Planning Process 2017 -2020 1. Background - RAPID Tipperary The RAPID programme was launched in February 2001 in order to direct State assistance towards improving quality of life and access to opportunities for communities designated disadvantaged urban areas throughout Ireland. A year later, the second strand of the programme extended its coverage to a further 20 provincial towns. These included the Co Tipperary towns of Carrick-on-Suir Town, Tipperary Town and specific areas of Clonmel Elm Park, Cooleens/ Heywood Close, Wilderness/ Carrigeen The central thrusts of RAPID are to build social capital, promoting local economic development, developing and strengthen social and economic infrastructure (roads, transport, housing, schools, health, and childcare facilities), promoting housing quality and provision/environmental improvements as well as improve service provision An implementation structure was then put in place to ensure that the RAPID programme progressed as originally envisaged and resulted in real benefits for local communities including the Area Implementation Team made up of community representation and state agencies. While designated funding for the programme came to an end in 2012, the RAPID status is still recognised through a number of national programme such as SICAP (Social Inclusion Community Activation programme), the Sports Capital programme and the 2017 Community Facilities Scheme. In County Tipperary the three RAPID Area Implementation Teams continues to meet quarterly to progress local needs and progress annual workplans. The work plans of the RAPID Area Implementation Teams are funded through the Local Authority Community and Enterprise section and the Municipal Districts. Other agencies on the AIT also provide resources in terms of funding services and time. In South Tipperary there are strong links between The South Tipperary Development Companies SICAP team which works primarily (through not exclusively) in the RAPID areas of Carrick-on-Suir, Tipperary town and Clonmel. RAPID Planning process 2002-2010 First RAPID Plan 2002/3 Tender Documents for Co Tipperary RAPID Areas Consultation Brief 2017-2020 At the outset of the programme, each RAPID area developed an Area Plan, a strategic document to outline the overall aims and objectives of the programme in the area, and a series of actions to be undertaken based on identified local needs. These plans were developed through community consultation process and these were finalised in 2003 and implemented through the AIT and AIT subgroup structure with the support of a designated RAPID Coordinator. The plans were focused in the 5 key areas Physical and environmental improvements in the target areas, Crime prevention, safety and security measures, Youth and childcare measures, Education, training and equality interventions and Community development Following the Fitzpatrick Review of RAPID in 2006The programme should be re-focused to deal with six key strategic issues that impact upon disadvantaged communities as follows Crime and safety; Family support, including youth support Physical environment, Education, Health Employment and training. Strategic thematic planning templates were developed to facilitate this process and funding lines such as ‘leverage’ schemes’, the CCTV community based CCTV scheme, Dormant Accounts and the Graffiti removable scheme were launched to fund the actions identified. 2. Phases of RAPID Planning process The Plan process will be undertaken in two Parts – (to be costed separately) Part A – Data Interpretation and Review Data available from Tipperary County data hub, Pobal maps, Co Tipperary Local Economic and Community Plan and review of plans and data available and relevant to the RAPID areas including the former RAPID plans and annual plans Area profiling of RAPID areas of Carrick-on-Suir town, Tipperary Town and RAPID Areas of Clonmel - i.e. demographics and deprivation index including review of plan and data already available for the area, mapping of existing services Part B -Consultation and Plan Development for the three RAPID areas The purpose of the consultation is to determine the key needs of the RAPID areas in 2017, the services and resources that can meet those needs and opportunities for the areas. Meeting and Consultation with the AIT as well as other agency representatives working in the area Community Consultation (area based -1 per area) with Tender Documents for Co Tipperary RAPID Areas Consultation Brief 2017-2020 three RAPID areas of Clonmel Elm Park, Cooleens/ Heywood Close, Wilderness/ Carrigeen Carrick-on-Suir Tipperary town A minimum of two Community Consultation events (thematic based on areas Physical and environmental improvements safety and security measures, drugs, alcohol abuse and anti-social issues Youth, childcare and Education, employment, training and equality interventions Elderly measure-Community consultation to include organisation of the consultation event/mechanism (i.e. book venue/notify community members/ provide background information/facilitate discussion and record view and information provided. Governance of the AIT (including how members are nominated elected, length of term etc) and structures of delivery of actions to be discussed and included in final document. Write up a draft three year plan for each of the areas incorporating the data/information above. Plan to include actions, indicators, action drivers and timeframe Draft plan to be presented to the AIT/Communities for feed in Finalised plan to be prepared incorporating feedback The community consultation elements of the consultation should be designed in a way that is contusive for a marginalised community to feed into. Methodologies for engagement to may include Local Community meetings. Community mapping, planning for Real, Participatory Rural Appraisal, focus group, World cafe type dialogue, community questionnaires/Survey Monkey. Outcomes The outcomes of the consultation and research should inform the contents of an Area Plan for each of the RAPID area. Three Area Plans (for Clonmel RAPID areas, Carrick-on-Suir and Tipperary). Each plan to: o Map existing local services and how they are being provided. o Identify gaps and overlaps in the services. o Identify clear and realistic actions actions/ project proposals to fill other gaps by the better co-ordination and integration of existing resources and in other instances tapping into available local and national funding resources. o Assign Lead Partners and ‘Drivers’ for actions o Has an appropriate KPI (Key Performance Indicators) identified o Has agreed a governance structure with the communities for each area o Identify Timeframe for action delivery All actions and plan should be cognisant of and feed into the objectives of the Local Economic and Community Plan 2015-2021 4. Reporting and Reviewing The Local Community Development Committee Team agrees to link with/meet with the contractor monthly to review the work programme and agree any changes to the workplan. 5. Budget The indicative budget for this strategy shall not exceed €20,000 inclusive of VAT, travel expenses subsistence and other overheads. Note: The cost of travel expenses are to be costed separately in the tender quote. Part A and Part B as outlined in 2, above to be costed separately. 6. Submission requirements; The submission should be formatted to include the following information in triplicate: 1. An account of your understanding of the brief, the methodology and any innovative approach that will be used in the delivery of the proposed actions and schedule of activities. 2. An account of the costs associated with the delivery of the project. (Part A and B) 3. A synopsis of the experience and expertise of the key personnel being assigned to the project. 4. References for work recently carried out, particularly in the preparation of strategies 5. A Consultation Plan The following will be required before award.
