Purchasing Department 10335 US Hwy. 290 East Manor, Texas 78653 Request for Competitive Sealed Proposals (CSP) #600(RL)15-03 Addendum #1 Issued: March 27, 2015 Opening Time and Date: 3:00 pm (CST), Wednesday, April 1, 2015 Addendum No. 1 The following Addendum is made pursuant to the Request for Competitive Sealed Proposals (CSP) #600(RL)15-03, “RENOVATION OF OLD ADMINISTRATION BUILDING INTO CAREER AND TECHNOLOGY CERTIFICATION CENTER AND CONTINUING EDUCATION FACILITY PROJECT”. This Addendum shall be fully incorporated into the CSP and have the same force and affect. If any portion of this Addendum conflicts with the CSP or Attachments thereto, the Addendum shall take precedence. The following changes and/or clarifications are made to the CSP in response to questions received from potential Bidders: Questions & Answers 1. Question: The Project Manual for Manor ISD – Continuing Education Facility, dated February 27, 2015, has listed in the Table of Contents, Division 9, Specification 09 68 00 – CARPET, but the specification itself, which should be 4 pages in length is comprised of only page 3 and 4. Please advise. Answer: See PBK, Addendum #3. 2. Question: The Project Manual for Manor ISD - Continuing Education Facility, dated February 27, 2015, does not have listed in the Table of Contents, Division 27, Specification 27 62 00 – Video Surveillance System, Specification 27 64 00 – Electronic Access Control System and Specification 27 66 00 – Intrusion Detection System. The Table of Contents does list Specification 27 60 00 – Intrusion Detection System but that specification is Section 27 60 00 – Physical Security General Requirements. Please advise. Answer: REVISE Division 27 – Technology Table of Contents as follows: Change 27 60 00 to Physical Security General Requirements 3. ADD 27 62 00 – Video Surveillance System ADD 27 64 00 – Electronic Access Control System ADD 27 66 00 – Intrusion Detection System Question: Regarding the AIA A201 that has been included with RFCSP we would ask you all to review the need for articles 13.8.3 and 13.8.6 as these are usually found in Cost Plus Contracts. Answer: This is standard AIA A201 language used by Manor ISD for all CSP contracts. Addendum #1, Request for Competitive Sealed Proposals, “Renovation of Old Administration Building” 4. Question: Section 3, Paragraph 3-2 requests our concept for working a team relationship with the Owner and Owner’s design professionals during the design and construction of major projects. As this is a competitive sealed proposal we assume we should provide our concept of working during the construction of major projects. Is our assumption correct? Answer: Assumption is correct. 5. Question: Section 2, Paragraph 2-2 has a 2 page limit for the resumes of the Principals/Corporate Officers and Project Management Candidates (Project Manager and Superintendent). Paragraph 2-3 requests up to three people for Project Manager and Superintendent. Paragraph2-3 does not mention a page limit. We assume the page limit does not apply to the three people for Project Manager and Superintendent, and that the Project Manager and Superintendent referenced in paragraph 2-2 are one of the three in paragraph 2-3. Is our assumption correct? If not, could you please provide guidance regarding the two page limit. Answer: Assumption is correct. 6. Question: Project Manual for Manor ISD - Continuing Education Facility, dated February 27, 2015, has listed in the Table of Contents, 06 20 00 – Finish Carpentry, but the specification itself is 06 20 00 Finish Carpentry and Millwork. Please advise. Answer: REVISE Table of Contents Spec Section 06 20 00 to read: Finish Carpentry and Millwork. 7. Question: Project Manual for Manor ISD - Continuing Education Facility, dated February 27, 2015, does not have listed in the Table of Contents, 07 26 20 – Fluid Applied Air Barrier System, but the specification is included in the body of the specifications. Please advise. Answer: ADD Spec Section 07 26 20 - Fluid Applied Air Barrier System to the Table of Contents. 8. Question: Project Manual for Manor ISD - Continuing Education Facility, dated February 27, 2015, does not have listed in the Table of Contents, 07 31 13 – Asphalt Roofing Shingles, but the specification is included in the body of the specifications. Please advise. Answer: ADD Spec Section 07 31 13 – Asphalt Roofing Shingles to the Table of Contents. 9. Question: Project Manual for Manor ISD - Continuing Education Facility, dated February 27, 2015, does not have listed in the Table of Contents, 12 35 50 – Educational Casework, but the specification is included in the body of the specifications. Please advise. Answer: ADD Spec Section 12 35 50 – Educational Casework to the Table of Contents. 10. Question: Please see Sheet G-030, ADA Guidelines, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 26, Typical Custodial Closet requires FRP Wall Protection, RE: SPECS. The Finish Schedule on Sheet A-630 of the same drawings requires Painted Gyp in the Custodial Closet A113. Please advise. Answer: CLARIFICATION: Delete FRP call-out from 26/G-030. Re: Sheet A-101, ADD Keyed Note 11 by mop sink at Cust. A113. Portions of walls that do not receive ceramic tile shall be painted. 11. Question: Please see Sheet G-030, ADA Guidelines, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 24 requires a Typical Elevator Door. There is no elevator in the project. Please advise. Answer: Elevator door is not required. 12. Question: Please see Sheet T-101, Technology-Level One, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 1, Technology – Level One – Foorplan, Note Technology Note 2 requires that the existing Fiber Entry Point be used. Is the existing fiber a multimode or singlemode fiber and how many strands of fiber are there? Answer: 12-Strand single-mode fiber. Refer to specification section 27 13 00 Communications Backbone Cabling, 1.1 Scope, paragraph C. Addendum #1, Request for Competitive Sealed Proposals, “Renovation of Old Administration Building” 13. CORRECTION Within the CSP document there is a conflict regarding the deadline for questions. As such, all questions shall be submitted by 3:00 pm, March 26, 2015. There is no change to the deadline for posting questions and answers to the Manor ISD web-site. 14. Question: Please see Sheet A-201, Exterior Elevations, for Continuing Education Facility, PBK Architects dated February 27, 2015. Details 10, 12 and 22 require existing stucco to be patched, sealed and painted but there is no specification for stucco, plaster and/or EIFS. Please advise. Answer: Comply with 01 73 29- Cutting and Patching and 02 41 13 Selective Demolition. At hair line cracks (up to 1/32” wide) apply min. two (2) coats of smooth elastomeric coating at 12-14 wet mils thickness per coat. Apply coating to match existing to nearest control joints or the full elevation as necessary for a continuous appearance. At moderate cracks (up to 1/8” wide) embed glass fiber reinforcing mesh in an acrylic base coat. Individual cracks to be treated with 4”-6” wide strip centered on crack. Resurface to match existing up to nearest control joint or the full elevation as necessary for a continuous appearance. Apply acrylic elastomeric finish. Color to be selected from manufacturer’s standard colors. Acceptable Manufacturers: Sto Corp. Finish Systems; Dryvit Systems Inc. or equal. 15. Question: Please see Sheet A-002, Site Details and Signage, and Sheet A-630, Door and Finish Schedule, for Continuing Education Facility, PBK Architects dated February 27, 2015. Neither sheet has a Signage Schedule indicating where the different type of signs go. Please advise. Answer: Re: 24/ A-002; Determine location by coordinating generic names on signs with room types, (identifiable by room names on floor plan). Provide (2) Type F signs. Refer to A-001 for location of accessible parking signs. 16. Question: Please see Sheet A-001, Architectural Site Plan, and Sheet A-002, Site Details and Signage, , for Continuing Education Facility, PBK Architects dated February 27, 2015. Neither sheet indicates where the “Stop”, “No Parking” and One Way” signs go as indicated in the Specification 10 14 00 – Graphics. Please advise. Answer: Assume (2) Stop; (2) No Parking; (2) One Way signs. Locations to be determined. 17. Question: Please see Sheet S1.1, Foundation Plan, for Continuing Education Facility, PBK Architects dated February 27, 2015. To the plan south of Grid Line 3 between Grids B & C is a arrow demonstrating a HSS 6x4x1/4” Column location. The column is not shown. Please advise. Answer: Provide HSS 6x4x1/4” column at this location to be positioned in the wall. 18. Question: Please see S2.2, Entry Feature Framing and Detail, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 3, Detail at Column, Detail 7, Detail at Ridge and Detail 8, Beam to Column Simple Shear Connection Table are missing sizes on the detailing. Please advise. Answer: Details 3 & 7: Steel detailer to provide miscellaneous steel as needed for erection. L3x3x1/4” angle connections (minimum). Detail 8: See detail 8/S0.1 for information not shown in 8/S2.2. 19. Question: Please see Sheet S3.1, Entry Feature Framing and Detail, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 6, Detail at Beam Bearing, Detail 7, Detail at Truss Bearing and Detail 8, Detail at Beam Bearing are missing sizes on the detailing. Please advise. Answer: Please clarify. All details are complete. Beam sizes are shown on plan sheet S2.1. 20. Question: Please see Sheet A-101, Floor Plan Construction, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 5, Floor Plan, Room A108A, Storage, has a Keyed Note, Note 12 that requires the painting of existing windows black and the entire wall to be furredout with 5/8” Gyp and 35/8” metal studs but there is no existing window shown. The existing window is removed in the Demolition Plan, Sheet D-101. Please advise. Addendum #1, Request for Competitive Sealed Proposals, “Renovation of Old Administration Building” Answer: Re: 6/ D-101. DELETE: Keyed Note 11 at window noted to be at furred out in new build out. (Room A108A). 21. Question: Please see Sheet A-121, Reflected Ceiling Plan and Finish Plan, for Continuing Education Facility, PBK Architects dated February 27, 2015. Detail 12, 18 and 24, Ceiling Details. Although details compare similarly to details on various other sheets there is no clear designation as to where these details are applicable. Is Detail 24, Ceiling Detail, to be used in the Restrooms; is Detail 18, Ceiling Detail, to be used for the Breakroom; and is Detail 12, Ceiling Detail, to be used for the ceiling transition between Corridor A100D and Lobby A104C? Answer: Yes 22. Question: Please see Sheet A-121, Reflected Ceiling Plan and Finish Plan, for Continuing Education Facility, PBK Architects dated February 27, 2015 and the Specification 09 51 00 – Acoustical Lay-in Ceiling, 2.2 Materials, C. Accessories, 1. Axiom Classic Trim: At Lobby A104C and Breakroom A100C, 2” High Straight with factory mitered corners is called out but is not shown in Detail 18, Ceiling Detail, on the aforementioned sheet. Is this Axiom required? Answer: Yes, provide as specified. 23. Question: Please see Sheet A-101, Floor Plan Construction, for Continuing Education Facility, PBK Architects dated February 27, 2015. Will moisture resistant gypsum be required behind the water fountain in Corridor A100D and sink areas in Health Science A111, Custodial A113, Coffee/Breakroom A115, Med. Asst. Healthcare A108 and Mechatronics/ELEG/HVAG Classroom A104? If required, to what height will the moisture resistant gypsum be required? Answer: Yes, provide to 8’-0” a.f.f. 24. Question: Please see Sheet A-101, Floor Plan Construction and A-601, Partition Types, for Continuing Education Facility, PBK Architects dated February 27, 2015. Partition Type S6 is shown on Sheet A-101 at the Vestibule but there is no S6 Partition described on A-601. Please advise. Answer: Provide as Partition Type S6B 25. Question: Please see Sheet E-101, Electrical Site Plan, for Continuing Education Facility, PBK Architects dated February 27, 2015. Electrical Keyed Not 9 references a Lighting Control Relay Panel “LRP1” but there is no specification or details defining this panel. Please advise. Answer: Provide three (3) lighting contactors for the three (3) existing light poles on site and tie into new time clock for operation times to be determined by district. Provide new over ride switch. Delete (2) SL4 and (2) SL5 Parking Lot Light Poles/Fixtures and lighting control relay panel from scope of work. 26. Question: Please see Sheet A-630, Door and Finish Schedule, for Continuing Education Facility, PBK Architects dated February 27, 2015. The Door Schedule lists Door Mark A100B as having a Card Reader but the Specification 08 71 00 – Finish Hardware, HW2, Door A100B does not require a Card Reader. Please advise. Answer: Door A100B does not require a Card Reader. This item was deleted in Addendum No. 2 27. Question: Please see Sheet A-630, Door and Finish Schedule, for Continuing Education Facility, PBK Architects dated February 27, 2015. The Door Schedule lists Door Mark A114 as having a Card Reader but the Specification 08 71 00 – Finish Hardware HW6, Door A114 does not list a door contact. Please advise. Answer: Provide all items required for fully functional access control at Door A114. 28. Question: Please see Sheet A-630, Door and Finish Schedule, for Continuing Education Facility, PBK Architects dated February 27, 2015. The Door Schedule lists Door Mark A103A as having a Card Reader but the Specification 08 71 00 – Finish Hardware, HW6, Door A103A does not list a door contact. Please advise. Answer: Provide all items required for fully functional access control at Door A103A. 29. Question: Please see Electronic Access Control System Specification – 27 64 00, Section 4, Part d. ID Printers. Do we need to add the purchase of a badge printer as an alternate? Addendum #1, Request for Competitive Sealed Proposals, “Renovation of Old Administration Building” Answer: Re: Spec Section 27 64 00; 2.2 System Software; Paragraph F; Sub-Paragraph 4; Delete ID Printer Requirement. 30. Question: Please see Intrusion Detection System Specification – 27 66 00, Part 2 Products, Section 2.5 Acoustic Glass Break Detectors. Glass breaks are not shown on the Technology Drawings T101. Will glass breaks be utilized, and if so where shall they be located? Answer: Re: Spec Section 27 66 00; Part 2 Products; Delete Sub Section 2.5 Acoustic Glass Break Detectors. 31. Question: Please see intrusion Detection System Specification – 27 66 00, Part 2. Products, Section 2.6 Panic and Duress Buttons. Panic and Duress Buttons be utilized, and if so where shall they be located? Answer: One (1) Panic button shall be required at the reception desk in Lobby A104C. Below slab conduit to be provided by Division 26, final termination at casework to be coordinated with architect. 32. CORRECTION Please delete Exhibit A, “PROPOSAL FORM” issued with the Request for CSP and replace with the attached Exhibit A, “PROPOSAL FORM”. 33. Question: Reference A-630 Frame type 2 & 3 indicate glass to be ¼” tinted tempered glass but the door schedule shown is firerated. Should we propose on fire-rated glass in lieu of tinted tempered glass? Answer: Provide as per door schedule. 34. Question: We would like to confirm the existing demolition contractor will remove all flooring throughout the facility and prepare the floor to receive the new flooring. Answer: Current demolition contractor will remove all existing flooring to slab. Proposer should anticipate still needing to do minor patching and leveling as required for new finishes. 35. Question: Mechanical Specifications 25 05 93, Item No. 2: Controls contractor shall provide a bacnet interface controller for the VRF system and the 100% outside air unit. Controller shall be able to communicate with the existing controls incorporated in the district. Provide all and any necessary equipment and software required to achieve this. Coordinate with the manufacturer of the VRF system and the 100% outside air unit manufacturer to achieve this. Division 27 does not appear to address the Building Management System (BMS). We understand Manor ISD has multiple BMS systems currently in place. What existing BMS system would the system be integrated with? Answer: Data cabling contractor shall be required to provide cable drops as necessary to connect to the mechanical system. The system will not be integrated with any existing system.
