2017 NAR Director Election Procedure
The Association will elect one representative to the NAR Board of Directors this year. This Board
representative will serve two year terms and attend national meetings in order to represent Seattle
King County REALTOR® members at the national level.
Nominations Process
Potential nominees must submit the NAR Director declaration of candidacy form to CEO Russ
Hokanson no later than 5:00 PM on Friday, June 30. The Nominations Committee will review
submitted applications and evaluate the nominee’s credentials. Upon approval, applications will be
posted on the SKCR website.
Under rules established and approved by the Nominations Committee, only candidates who have
submitted a declaration of candidacy by the deadline will be eligible to run for election.
Election
The Association’s local Board of Directors, along with our delegation of state directors, will act as the
electors. They will meet in the Association offices July 12, 2017 to hear from the declared candidates
and then cast ballots.
The election shall be conducted using the method employed by Washington REALTORS®, in which
multiple candidates may run for the positions available. A candidate must receive a majority of the
ballots cast to be elected. If no candidate receives a majority on any given ballot, then the candidate
receiving the lowest total is dropped from the next round of balloting. Electors who are unable to
attend the election meeting may request absentee ballots. Absentee ballots are valid for the first
round of voting only and must be received before the election is conducted in order to be counted.

RESPONSIBILITY AND DUTIES OF AN NAR DIRECTOR
Responsibility
Serve as a member of the governing body of the National Association of REALTORS ®. Failure to
carry out faithfully any of the duties listed below is grounds for removal as an NAR Director of SKCR
by action of the SKCR Board of Directors.

Attend all NAR and WR Board of Directors meetings, as well as other required state and national
meetings (i.e. NAR Region XII caucus and WR Hill Day). Attend NAR Director orientation during
first year of service.
Report to the appropriate SKCR and WR Committees, the Board of Directors and members, on
each NAR Board of Directors meeting.
Seek the opinions and/or advice of the SKCR and WR leadership on issues under consideration
by the NAR Board of Directors.
Apply to serve on at least one Committee or forum of the National Association and actively
participate in the Committee or forum activities.
Serve as a liaison to any SKCR and WR Committees as assigned by their respective Presidents.
Understand and agree to abide by the policies adopted by the WR and SKCR Boards of Directors
for the position of NAR Directors.
Be familiar with the WR and SKCR's Strategic Plans and assist in their implementation.
Annually solicit at least one SKCR member, who is not currently serving in a volunteer capacity,
to serve as:
1) a SKCR committee or work group member, 2) a SKCR Director or 3) a WR Director.
Stipends
A stipend for this position is paid by WR, provided the NAR director meets all of the requirements and
duties for NAR directors as described in the WR Policy Manual. (See WR Reimbursement Policy
below.) Minimum requirements for reimbursement include:
1. Director must actually attend the NAR meetings;
2. Must submit to the WR Chief Executive Officer a Committee/forum report and an expense
reimbursement form within 30 days of each NAR meeting on the approved WR forms;
3. WR will provide each Director requesting a travel allowance a completed IRS Form 1099.

Must be a REALTOR® member in good standing, whose primary membership is with SKCR.
Must submit an NAR Director application form to the SKCR Nominations Committee, which
establishes criteria for applicants that is consistent with the Qualifications listed here.
As a minimum, served on an SKCR Committee within five years prior to election to an NAR
directorship.
Has attended an NAR semi-annual meeting within the past three years and is familiar with the
duties and responsibilities of an NAR Director as defined by WR and NAR.
Served as a WR Director within three years prior to election to an NAR directorship.
Expected to be an investor to RPAC at the NAR recommended level.
Must be actively engaged in the real estate business and hold an active real estate license from
the state of Washington.
Term and election
An NAR Director elected by SKCR shall serve for a term of two years. The President shall designate
the time and place of the election, which shall coincide with the SKCR Board meeting in July of each
year. The electors shall be the members of the SKCR Board of Directors and those representatives of
SKCR who serve as State Directors and Alternates. {Definition: “Representatives of SKCR” means 1)
a current WR Director who is directly elected by the SKCR Board, or 2) a current WR Director whose
“Primary” membership is with SKCR, or 3) a member whose name appears on the Alternate roster of
SKCR maintained by WR on the date of the NAR Director election.} The election shall be conducted

WASHINGTON REALTOR® REIMBURSEMENT POLICY FOR NAR DIRECTORS*
{*The following is intended to be a summary of the stipend amounts and reimbursement policies. You
are encouraged to read the complete policy in the WR Policy Manual - Elected and Appointed
Positions (Sec 3.6-3.7, pgs. 83-85) and NAR Directors (Sec 1.31, pgs. 38-39).}
Stipends
The Washington REALTORS® provides stipends to defray part of the expenses of each NAR Director
attending the NAR meetings. It is not the intent that WR pay for all of the expenses of each Director.
Stipend Amount
Each NAR Director [National Director-At-Large, Large Board National Directors, Large Firm
National Directors, as well as REALTORS® serving as a chair or vice chair of a NAR committee] will
be paid a stipend to attend each of the two NAR meetings: Midyear, and the Annual Convention. NAR
Directors will be reimbursed up to $2,250 per Director, for each of the NAR national meetings, upon
submission of appropriate expense and/or mileage reports and actual expense receipts. Any costs
over this amount will be paid by the Director. The amount of the stipend will be specified in the annual
budget. NAR Directors will receive up to a $400 stipend to attend the annual Region 12 meeting;
provided that any amount exceeding $200 will be deducted from the attendee’s $2,250 NAR
Convention stipend. Stipends, for NAR Directors, are to be paid after each regularly scheduled NAR
meeting, if a Director attended the meeting in accordance with the NAR Directors policy.
Airfare
Airfare will be reimbursed at actual cost of the ticket (up to the $2,250 total) at the time the Director
submits the request for reimbursement. The remainder of the $2,250 stipend will be reimbursed after
the Director submits a complete reimbursement request, including expense receipts and mileage
reports, following the NAR meeting.
Distinguished Service Award Recipients (DSA)
Any REALTOR® from Washington who is or becomes a recipient of the NAR Distinguished Service
Award (DSA) is automatically a NAR Director for life. WR will pay that person a stipend PROVIDED
that he/she participates as a NAR Director and agrees to abide by the policies in effect.
NAR Committee/Forum Chairs
In the event that a REALTOR® from Washington is appointed to vice chair or chair a NAR
committee/forum, they shall receive the same stipend as a NAR Director, provided they agree to
perform the same duties as the other NAR Directors.
NAR Appointee to WR Executive Committee
The NAR Director Presidential Appointee to the Executive Committee will be paid a stipend to attend
Executive Committee Meetings. The NAR Director Presidential Appointee to the Executive Committee
will be reimbursed up to $750, to attend Executive Committee meetings, upon submission of
appropriate expense and/or mileage reports and actual expense receipts. Any costs over this amount
will be paid by the NAR Director Presidential Appointee to the Executive Committee.

NAR Directors Meeting Schedule
If elected, you will be expected to attend all State and NAR Board of Director meetings, the Region 12
Annual Meeting as well as the Washington REALTORS Caucus and Region 12 Caucus held during
the NAR meetings. Below are the available dates for the two year term of 2018-2019.
