A Proposal to Create a SIGMETRICS PACM Series A thorough, rigorous review & publication model has allowed SIGMETRICS to thrive as a highly selective and lively community. But, the current processes also have limitations: ● A single yearly submission deadline offers little flexibility to authors. ● PC members, with no option for revision, have incentives to search for “reason to reject”. ● Publishing a “journal version” of conference articles is difficult and duplicates reviewing. These issues impact nearly all computer science conferences and have been broadly discussed. They are especially challenging for a community like SIGMETRICS that strives to encourage research that crosses disciplinary lines (with methods from systems and theory). Recently, the ACM proposed a the creation of a “Proceedings of the ACM (PACM)” journal series, to allow conferences to move to hybrid “jourference” publication and review models. Sigmetrics has received approval to be the first PACM series. This document (and the extended discussion at http://bit.ly/sigmpacm ) describe a proposal from the SIGMETRICS board as to how to structure a new PACM series to create a SIGMETRICS jourference. This model has been successful for conferences such as VLDB and SIGGRAPH in the past. The proposal in a Nutshell: ● Submissions happen via 4 deadlines each year (November, February, June and August) ● Papers are reviewed by the submission deadline following initial submission of the paper. Review decisions allowing for (at most) one round of revision, using the same model for revision as journals. ● Page limits for the body of the paper are maintained, but an Appendix with no length limit is allowed to be used to include details needed to verify technical correctness. ● All papers accepted during the year are presented at the yearly Sigmetrics conference in June. Thus, we maintain and grow the yearly Sigmetrics conference. ● Papers accepted to the Sigmetrics conference published immediately upon acceptance inside a new journal: the Proceedings of the ACM Series on Computing Systems Modeling, Measurement and Evaluation . Authors of accepted papers may “optout” from PACM publication if desired (typically to publish their results in another journal like OR) while still presenting at the yearly conference. Expected benefits: ● Authors : Flexibility in submission timing and integration of (1) high visibility through presentation in a tier1 conference, (2) journal quality reviews, (3) guaranteed timeliness of reviews, (4) archival “journal version” of their complete work (full technical details). ● Community : A change of reviewing focus from “reasons to reject” to “reasons to accept”. Additional review periods should allow growth of highquality submissions and novel model should serve as a draw for more researchers to choose SIGMETRICS. There are a number of possible risks to this proposal, e.g., how to manage the transition and the impact on other related conferences. These are discussed in the full version of the proposal.
