Mission Statement
CYO Sports is one component of a parish’s comprehensive
youth ministry program, which enables the partnership of
parents, coaches, priests, teachers, and adult religious leaders to
manage and support a sports program that allows youth to grow
in their relationship with God and come to better understand
themselves and the Catholic Faith.
Such a program:
Employs healthy and enjoyable competition to promote
the sharing of gospel values among athletes, parents, and
coaches;
Assists parish leadership in nourishing the emotional,
spiritual, social and physical needs of young people;
Encourages young people to appreciate the gifts that they
possess, and challenges them to share these gifts with their
community;
Allows youth to witness the life of Christian discipleship
in their coaches and adult leaders;
Encourages youth to become responsible members of
their faith community.

PLAYERS
I.
ELIGIBILITY
1. Ineligible Athletes
If a CYO team uses an ineligible athlete in league, Regional or Archdiocesan
competition the following actions are to result:
Immediate discharge of the athlete(s) from the violating team.
Forfeiture of all competitions in which the violating team participated with
the ineligible athlete.
Additional sanctions may be imposed as detailed in the Athletic Ministry
Handbook and determined by the Region 11 Athletic Board
2. Age/Grade Regulations
a. Class “D” –All participants are to be 7th or 8th grade students who have not
reached their 15th birthday before September 1st of the year in which the
season they are playing starts. (6th graders may participate if and only if a
parish does not offer a 5/6 grade program or they are too old to play in
the “E” Class)
b. Class “E” –All participants are to be 5th or 6th grade students who have not
reached their 13th birthday before September 1st of the year in which the
season they are playing starts.
3. Years of Eligibility
Each athlete has two (2) years of Class “E” eligibility and two (2) years of
class “D” eligibility
Refer to Athletic Ministry Handbook for exceptions to the rule.
4. Residence Requirements
Athletes are required to be either registered members of the parish or attend
the parish school, which they represent. Registered members must be catholic
and must be registered prior to the start of the sport’s season in which they are
participating.
5. Scholastic Regulations
a. Parish School Students irrespective of their religious faith or parish
affiliation are eligible to participate on that parish’s team, assuming they
meet all other eligibility requirements.
b. Non-Parish School Students who are registered parishioners and attend
a school other than the parish school are eligible to participate for their
parish’s team. However, if the student chooses to participate in a
sport at the school, which they attend, then they become ineligible
to participate in that sport in their registered parish’s program.
Eligibility requirements are based on the school year (SEPTEMBER THRU JUNE)
Once an athlete is on a roster they cannot try out for another school team.

COACHES
I.
ELIGIBILITY
In order to coach a parish team in a CYO sport’s league, the following
requirements must be met:
1. Each coach must attend the Coaches Orientation Program prior to his or her
second year of coaching. (Orientation Schedule see Exhibit A)
2. Must meet any additional parish requirements. (i.e. Police Background Check,
Child Abuse Checks, Etc.)
3. Head Coaches must meet the following age criteria:
Must have reached their 21st birthday before the start of the season in
which they are coaching.
4. Assistant Coaches should be mature Christian men or women who must
complete the Coaches Orientation Program before the start of the second
season in which they are coaching. There are no specific age requirements for
assistant coaches.
II.
CYO COACH’S PLEDGE
Upon my honor as a CYO coach, I pledge myself to the following:
To guide each player to be a better Christian and a better
citizen.
To be ethical and sportsmanlike in my coaching conduct
towards all players, officials, fans and other coaches.
To motivate each player to compete according to the rules at all
times.
To teach each player, especially through my own example, to be
humble and generous in victory and proud and courteous in
defeat.
III.
DUTIES
1. Attend Commissioner’s meetings
2. Uphold all rules and regulations as set forth in the current CYO Athletic
Ministry Handbook and this Region 11 Basketball Manual.
3. Participate on committees to help facilitate the basketball season.
4. Communicate to the commissioner all information in a timely manner as
required
5. Be knowledgeable of the rules of your specific league and the game itself.
6. Contact your opposing coach 3-4 days before the each scheduled game to
confirm game time and location.
7. Recognize the talent level of your team and your opponent and coach the
game accordingly.
8. Be modest in victory and gracious in defeat.

Region 11 LEAGUES
I.
Region 11 BoysBasketball Supports4-leagues:
7/8 Grade Varsity - This league is a highly competitive program. Players
in this program should be selected from your parish pool of 7/8 graders
and should have demonstrated to the coach and/or program that their
skill level at the time of selection warrants to be one of the players
selected for the Varsity team. Each parish is required to summit the first
7/8th grade team in the Varsity program. The top six teams in this league
compete for the 7/8 Grade Region 11 Championship. In addition, the top
two teams move on to the Archdiocese Tournament. (See below for the
selection criteria)
7/8 Grade Parish – This program was instituted to afford all Region 11
CYO 7/8th grade children an opportunity to play basketball. In addition,
this program allows athletes to further develop and improve on their
basketball skills. Parishes may enter as many teams as they wish in this
league. Teams participate in a post-season tournament.
5/6 Junior Varsity - This program although a developmental league is
considered competitive. Players in this program should be selected from
your parish pool of 5th & 6th graders and should have demonstrated to the
coach and/or program that their skill level at the time of selection
warrants being one of the players selected for the Junior Varsity team.
Each parish is required to summit the first 5th & 6th grade team in the
Junior Varsity program. Parishes may enter multiple Junior Varsity teams
in the league. Before doing so the parish should recognize the talent level
of the second JV team and identify whether or not they can play in a more
competitive league. All teams in this league compete for the 5/6th Grade
Region 11 Championship. (See below for details)
5/6 grade Parish- This program was instituted to afford all Region 11
CYO 5th & 6th grade children an opportunity to play basketball. In
addition, this program allows athletes to further develop and improve on
their basketball skills. Parishes may enter as many teams as they wish in
this league. This is a non-competitive league; no standings are kept for
this league. All Teams participate in a post-season tournament.

Rules & Regulations
All leagues follow PIAA rules as modified in the CYO handbook &
Region 11 Athletic Board:

Cancellation/Rescheduling Procedures:
All cancellations and rescheduling must be requested through
your designated league coordinator.

Regional Commissioner will decide if there is a disagreement.
Adequate time must be given to allow the league
coordinator to grant a requested reschedule.
No cancellation request will be authorized without prior approval
of the League Coordinator.
Procedure for Postponement Due to Inclement Weather:
1. Home team must contact opponent and designated
Coordinator a minimum of two hours (weekdays) and three
hours (weekends) prior to the scheduled start of the game.
2. Coordinator or Commissioner will contact referee assignor.
Home team coach MUST contact referee assignor if unable to
contact Coordinator or Commissioner.
3. Reschedule dates for any authorized cancellations must be
agreed upon by both teams, within 72 hours of the time the
game is canceled. Date must be submitted to the Coordinator
for his approval and coordination with referee assignor.
Prior to Game
Home team has following responsibilities:
Confirm the correct: date, time, & location of home games
against official schedule. Call opposing Coach to confirm game
several days prior to game!!!!!!!!!!!
- Determine if weather conditions require a cancellation (see
attached procedure)
- Determine if forfeiture is warranted when other team is 15
minutes late for start of game
- Provide competent (prefer an adult) scorekeeper (see attached
responsibilities)
- Provide scorebook, clock and possession indicator (flip chart
recommended) “ALL Teams MUST keep an official
scorebook”
- Provide a regulation game ball, which is in good condition
- Allow adequate warm-up time prior to game (recommended
10-15 minutes)

Do not allow balls in gym and keep fans off court during timeouts and between periods
Visiting team has following responsibilities:
Contact home coach to confirm game time/location and for
directions to court location if needed. Communicate same to
players/parents
- Arrive 15 minutes prior to start of game
- Provide competent (prefer an adult) timekeeper (see attached
responsibilities)
Officials are to be paid prior to start of the game.
FEES:
BEP- One Referee per game $15 per team
BEJ- Two Referees per game $25 per team
If, one ref shows up each team pays the ref $19
BDP & BDV
- Two refs per game each $28 per team
If, one ref shows up each team pays the ref $22
Coaches must meet with officials and discuss league rules
and any specifics about the court.
Team captains and officials should meet at center court prior to
start of game.
Center Court Prayer (Mandatory no exceptions!)
”Both teams will meet prior to the start of all games at
center court and say a group prayer then offer a couple
words of encouragement to each other.”
If, Opposing team does not show for game:
Get the names of the referee(s) then e-mail the commissioner the
following information:

I will forward this information to the AD of the team that didn’t show
up for the game. The team that didn’t show up for the game is
responsible for ALL referee fees. The offending parish will then
forward a check to the referee assignor for all referee fees for the game
that wasn’t played.
This game will be considered a forfeit. The team forfeiting may appeal
the forfeiture within 48-hours otherwise the forfeit stands.
C.
During Game
Coaches may stand in the coach’s box during the game. The
referee has discretion to impose the seat belt rule if they deem it
necessary.

A coach may not stand to debate with an official unless the
official gives them permission
All assistant coaches and players must remain seated while the
clock is running.
All comments to players, coaches, and referees made by players,
coaches and referees MUST be in the positive nature and
consistent with CYO philosophy.
Game Rules
5/6 Boys Parish League (BEP)
Parish League Philosophy- CYO Parish Leagues ("B" leagues) are
designed to fulfill the mission of all parish youth ministry
programs, namely, the involvement of young people in the life and
mission of their parish and the Catholic Church.
"Parish" leagues are designed to be participatory in nature. Each child
should be involved in all practices and games. While competition is
inherent in all sports, the focus of the parish league is the healthy
physical, emotional, and spiritual growth of each player through
participation in a parish based youth program. In keeping with the
philosophy of skill development, fun, and participation, NO CYO
sanctioned "B" leagues are to have playoffs. However they will
participate in an end of year tournament.
Basketball Size- 28.5
Game Duration- (4) 6-minute quarters with clock stopping on all
whistles
Playing TimeEach player must play a minimum of 5-minutes per
game.
Time OutsEach team will be permitted 5 time-outs: 3 "FULL" (1
minute) and 2 “THIRTY SECOND”. On "THIRTY SECOND"
Time-outs: 1) players must stay on floor and no water break is
allowed 2) referee will sound 1ST whistle 20 seconds after teams
arrive in bench area 3) ball will be put in play 10 seconds after
referee warning whistle. Coaches may call time out in addition to
players
Overtime(s)is 3 minutes in length, and each team is given 1 timeout. (All other time-outs are lost). Both teams may press.
PressingA full court press may only be utilized in the last 2
minutes of a game until the lead reaches 10 points. If a team
gains a 10-point lead, winning team may not press.
Mercy ruleIf, a team gains a 20-point lead; their defense must
retreat inside the 3-point line.
Foul ShotsShoot 1-and-1 on 7th Foul, 2 shots on 10th foul in
each half. The 12-foot Foul Line may be used. Only 6 players are
allowed in the box. Slots next to the shooter must be empty.
Players can’t enter the lane until the ball hits the rim.
Foul Shooting Rules (New 2005)1. Players may not invade the space next to them in any way
prior to the ball hitting the rim.

each half. The 15-foot Foul Line must be used. Only 6 players are
allowed in the box. Slots next to the shooter must be empty.
Players can’t enter the lane until the ball hits the rim.

E.
Post Season Play
1. 7/8 Grade Varsity League (BDV)
The team with the best record will be the “Regular Season
Champions”. Should two or more teams tie for first place, there
will be a playoff game(s) for first place. The winner of the regular
season will be seeded first in the region playoff and will get the
second invitation for the region in the Archdiocesan playoffs
should they not win the region championship.
The teams that finish with a 2nd-6th best record will be seeded
accordingly in the region playoffs. Ties for second and fifth will
be decided by head-head game played during the regular season.
If a tie takes place for sixth place, the Commissioner and head
coaches of those teams will decide how the tie will be broken.
The teams that finish with a 7th through 12th record will be
seeded in the Round-Robin tournaments. Any ties for these
standings will be broken by head-head games during the regular
season, if a second tiebreaker is required, it will be a coin toss by
the Commissioner.
Trophies are not presented to the winner of the regular season.
Regional Playoffs
First Round:
First and Second place team will receive a bye for this round
3rd place vs. 6th place
4th place vs. 5th place
Second Round:
1st place vs. lowest seed winner of first round
2nd place vs. highest seed winner of first round
Third Round:
Winners of second round
The Region Champion is the winner of the third round playoff
game
Team and individual player trophies will be given to Playoff Champions and
individual medals given to the playoff Runner-ups

Archdiocesan Playoffs
First Regional invitation is given to the Region Champion (playoff
winner).
Second region invitation will be given to (in order of priority):
1st- The Regular Season Champion if they are not the Regional
Champion.
2nd- The Playoff Runner-Up if the Region Champion is also the
Regular season Champion.
2. 7/8 Grade Round – Robin Tournaments
Participants:
All Varsity (A) Division teams who did not qualify for the A
division playoffs.
All Parish (B) Division teams.
The intent is to match up teams with other of comparable ability
in a one lose elimination tournament (first round).
The Round-Robin Tournament Committee will be responsible for
these tournaments.
NCAA Tournament:
This is a one game elimination tournament
This tournament will include the bottom A teams and the top
teams from the “B” division (North + South)
Total teams from the top B teams will vary year to year depending
on the number of teams
Each team will be seeded before the tournament as detailed on the
attached tournament bracket.
The winner will receive a team Championship trophy.
There will be no other trophies for this tournament.
NIT Tournament:
This is one game elimination tournament
This tournament will include the remaining Parish Division Teams
Each team will be seeded before the tournament as detailed of the
attached tournament bracket
The winner will receive a team Championship trophy.
There will be no other trophies for this tournament.
3. 5/6 Grade Junior Varsity League (BEJ)
Regular Season
All teams will play each other once.
All teams will make the playoffs.
Playoff seeding will be determined by league standings. First
tiebreaker will be head to head.

Trophies are not presented to the winner of the regular season.
Region Playoffs
Teams are seeded according to standings. Highest seed vs. lowest
seed.
Highest seeds will be placed in separate brackets
Bye will be give to highest seeds if they are necessary.
This is a one-game elimination tournament.
The Regional Championship Game
Team and individual player medals will be given to Playoff Champions and
smaller individual medals given to the playoff Runner-ups
4. 5&6 Grade Parish (BEP) League End Of Season Round –
Robin Tournament
Participants
All Parish (B) Division teams.
The Round-Robin Tournament Committee will be responsible for
placing teams using a blind draw with final approval by the
Commissioner.
Based on total teams for a given season random teams will get a
bye (North + South), Remaining teams will play in the First
Round.
Second Round- the remaining teams will be placed into brackets
and play
Remaining rounds will play out (no reseeding)
This is a one-game elimination tournament
The winner will receive a team Championship trophy.
There will be no other trophies for this tournament.
