National Reform Agenda - updates
The Special Interest Group & the Divisions met on May 18 for mediation have
now come to an agreement. Medicare Local Consultation meetings will be
held over the next few weeks with a Sale one scheduled for 9 June at
Gippsland Regional Sports Complex, 9:30am - 12. A flyer will be sent out in
the next week. It is important that as many agency staff are part of the
consultation as possible


7.2 Executive Business - Staffing
Wellington PCP is looking to increase staffing hours in the areas of both Health
Promotion and Chronic Disease Management /Service Coordination. As Rachael
is currently completing research for Monash University one day a week and is
receiving a scholarship to do this work, the extra hours need to be covered. To
this end I have been following up possible ways to buy in some extra time.
East Gippsland and Wellington PCPs, currently work with East Gippsland
Primary Health Alliance (formerly EG Division of GP). Both PCP plans outline
work around increasing engagement between GPs and Community Health
Services. There is an opportunity to progress this work through an increase of
hours, to be funded by both PCPs. This possibility was endorsed by the WPCP
Executive and is being progressed.
Renee Heath was working with the PCP two days a week up until June 2011 but
has now decided to take a 12 month position with CGHS, covering Linde
Coggan’s maternity leave position. We thank Renee for her contribution to the
WPCP and wish her well.
Bec Lade did a student placement with the WPCP in 2010 and has been
completing some HP work around Food security and Community kitchens with us
over the past few months. She will be returning to full time study in July.
Due to Rachael’s Monash commitments she is only available four days a week
plus the Elder Abuse Prevention project has been extended. This means we
need to buy in more hours with the usual difficulty of finding skilled workers. A
proposal regarding advertising for workers will be outlined and discussed with
input from members gratefully received.
Wellington PCP, together with East Gippsland, will advertise two positions with a
focus on Project Management skills and offer negotiable hours and place of work
(Bairnsdale or Sale). The aim is to make the advert very clear on what the job
role entails, but include a certain amount of flexibility in hours and applicants’
experience. Comments and feedback welcome.
8:
PARTNERSHIP DEVELOPMENT
8.1 Partnership update.
The WPCP has organised for a Consumer Leadership (22095VIC) course to
be held in Sale in August. The course will be delivered via three face-to-face
sessions over three consecutive weeks and includes the following units:


Promote consumer engagement

Provide consumer leadership

The course is nationally accredited and will be conducted by the Health
Issues Centre. A flyer will be distributed shortly.

HP Workforce Needs Survey one page summary attached. The Evaluation
Support Fund application has been approved.
The Office of Senior Victorians has notified us of an extension of 6 -12 months for
the Elder Abuse Project and will provide an additional $35,000. Focus is to look
at inter-agency protocols.

EARLY YEARS PARTNERSHIP
10.1
Best Start Action Plan
Could comments and feedback pleased be provided to Catherine by
Friday 3 June. Plan to be endorsed by 10 June. Action Plan budget will
be forwarded shortly - the bulk of money will go to facilitator wages.
10.2
Best Start Partnership Agreement – Could this also be reviewed comments and feedback provided by Friday 3 June and agreement
endorsed by 10 June.

Makeup of Workgroups
Once action plan is finalised, the membership of the workgroup will be
done. Could agencies please nominate staff for membership.
10.4
Parent Representative Groups – from the community consultation, 22
parents said they would be interested in being part of a consultative
group. Level of involvement needs to be determined from parents
perhaps via a short questionnaire or a group meeting.
10.5
Update on Community Consultation – 137 surveys have been returned
and are currently being collated. Most of these are quite indepth. Very
few surveys were received from Gormandale and Rosedale. It was
suggested this was because these two areas gravitate towards Traralgon.
10.6
Where to from here? Kim, Jo and Frances to catch up with Catherine re
Early Years working group – group to focus on strategic area. Municipal
Early Years Plan central point. If anyone else is interested in attending
