Handbook 2015/16
1. Respect
The Camden and Regents Park Youth League and the clubs who play in it shall
support the FA’s Respect Programme. As such it recognizes that everyone in football
has a collective responsibility to create a fair, safe and enjoyable environment in
which the game can take place. A Respect League values the courtesy and fairness by
opposing players, club officials and spectators.
The League and its’ Clubs will seek to play fixtures in a fair, competitive but not
antagonistic environment.
All member Clubs must work within the framework of the League’s code of conduct.
2. League Officers
Tony Louki - Chairman (C&RPYL)
Will Cave - League Coordinator. Main duties are Fixtures/ Referee Appointment/
League development and Club support.
Ash Rahman - General League support: Main duties are infrastructure, and match
day support.
Abul Koyar - Football Development Manager, ID cards point of contact, match day
support.
Bruno Gaise – Referees coordinator
Sophie Sparrow - League advisor (Camden Sports Development)
David Ellis - League advisors (The Royal Parks)
Ryan Connor – Assistant Support Team Member
Enayet Rahman – Assistant Support Team Member U6/7s
Nasimur Rahman - – Assistant Support Team Member U6/7s
3. Rules and Regulations:
A: In this League all the Laws of Association Football shall apply with the exception of
Law XI – The Offside Law.
B: The matches for U8 to U12 are 20 min each way, 7 a side. Matches for U12 are 25
min each way and 9 a side. All 11 a side matches are 30 min each way.
C: If a team is 10 minutes or more late for their kick off, the opposing team can claim
the points as a 3-0 win.
D: Notification of / Advance Request for a Fixture Postponement. This must
be submitted in accordance with league rules. For an advance Postponement
Request this form must be received by Will Cave and Abul koyar at least 14
(fourteen) days prior to the fixture concerned. Failure to comply may result in the
team forfeiting the match 3-0.
E: ID Cards. Managers must ask to see the other teams cards BEFORE kick-off
(players arriving late can present ID card at half time). If a team fails to show League
ID cards prior to match then the opposition may claim the points (3-0 win) and the
game played as a friendly. (Status of game must be confirmed with match official
prior to kick off)
F: It is the teams’ responsibility to check the website
http://www.football.mitoo.co.uk (please do not follow the App). All announcements
regarding fixtures will be there. You will need to check when your games are
scheduled for. Please contact the organizers as soon as possible if you foresee any
problems with games.
G: Half Term and Holidays, please give the League advanced notice as required,
please fill in and send Notification of / Advance Request for a Fixture
Postponement form.
H: ID cards: All players must produce their birth certificate, passport, ID cards (hard
copies or including digital on tablets / mobiles) or previous years CRPYL ID cards. It is
the responsibility of each Club to ensure their players are of the correct age group
registered.
The cost of ID Cards is set at £2.00 per card.
Any team playing an unregistered or otherwise ineligible player or players shall have
the points gained in the match deducted from its total.
In addition the team may have points deducted from its total at the discretion of the
League Officers and may be dealt with in any further manner which is thought to be
fit.
The League Officers may, at their discretion, award the points available in the match
in question to the opponents, subject to the match not being ordered to be
replayed.
I: Substitutions: Any number of substitutions may be used at any time with the
permission of the Referee. Entry onto the field of play will only be allowed during a
stoppage in play. A player who has been replaced may return to the play as a
substitute for another player.
J: Referees: Referees appointed shall be paid the inclusive fee of
£16.00 for 7v7, £18 for 9v9 and £22 for 11v11 (£8, £9 & £11 per team) Referees
must be paid before the match commences.
In the event of a match not being played owing to one Club/Team being in default,
the League will pay outgoings and recover from the defaulting Team.
Any dispute occurring between Clubs/Teams in the League shall be referred for
determination by the Management Committee whose decision shall be binding.
K: First Aid: Both Teams must have a suitable first aid kit by pitch side. The welfare
and safety of the players is the reasonability of the Coach / Manager of the team.
L: Procedures for Nets: For 11 a side games, teams are required to put one NET up
each, 30 mins before K.O. Both teams are expected to have their OWN Pegs, and
make sure each GOAL Nets are pegged DOWN safely and securely.
The GREEN/BLACK NET bag must be clipped onto the goal net using the silver clip by
the HOME team, Failure to do so, the home team will incur a fine of £20 to replace
lost bag.
If your TEAM is the last game on your PITCH, it’s both teams’ responsibility to take
ONE NET down each, place them into the NET BAG and return back to the Desk at
the HUB. If you’re unsure about the fixtures, please check and ask at the Desk.
4. Code of Conduct:
Play Fair
Winning is without value if victory has been achieved unfairly or dishonestly.
Cheating is easy, but brings no pleasure. Playing fair requires courage and character.
It is also more satisfying. Fair Play always has its reward, even when the game is lost.
Playing fair earns you respect, while cheats are detested. Remember: It's only a
game. And games are pointless unless played fairly.
Observe the Laws of the Game
All games need rules to guide them. Without rules, there would be chaos. The rules
of football are simple and easy to learn. Make an effort to learn them, so you
understand the game better. This makes you a better player. It is just as important to
understand the spirit of the rules. They are designed to make the game fun to play
and fun to watch. By sticking to the rules, you will enjoy the game more.
Respect Opponents, Team mates, Referees, Officials and Spectators
Fair Play means respect. Without opponents there can be no game. They have the
same rights as you have, including the right to be respected. Your team mates are
your colleagues. You form a team in which all members are equal. Referees are there
to maintain discipline and Fair Play. Always accept their decisions without arguing,
and help them to help you enjoy the game more. Officials are also part of the game
and must be respected accordingly. Spectators give the game atmosphere. They
want to see the game played fairly, but must also behave fairly themselves.
Accept Defeat with Dignity
Nobody wins all the time. You win some, you lose some. Learn to lose graciously.
Don't seek excuses for defeat. Genuine reasons will always be self-evident.
Congratulate the winners with good grace. Don't blame the referee or anyone else.
Determine to do better next time. Good losers earn more respect than bad winners.
Code of Conduct for Spectators and Parents/Carers
We all have a responsibility to promote high standards of behaviour in the game.
This club is supporting The FA’s Respect programme to ensure football can be
enjoyed by everyone in a safe and positive environment.
Remember children’s football is a time for them to develop their technical, physical,
tactical and social skills. Winning isn’t everything.
Play your part and observe The FA’s Respect Code of Conduct for spectators and
parents/carers at all times
I will:
 Remember that children play for FUN.
 Applaud effort and good play as well as success.
 Always respect the match officials’ decisions.
 Remain outside the field of play and behind the Designated Spectators Area.
 Let the coach do their job and not confuse the players by telling them what to do.
 Encourage the players to respect the opposition, referee and match officials.
 Avoid criticising a player for making a mistake – mistakes are part of learning.
 Never engage in, or tolerate, offensive, insulting or abusive language or behavior.
Litter: This is a continual problem in the park. Bin Liners can be collected from the
table so please take away all your team and supporters litter. This will have kept the
cost down for the League, avoiding additional Park’s Litter Team
