POSITION OBJECTIVES:
This position is responsible for the delivery of capital projects. The Coordinator is expected to
effectively communicate with stakeholders to ensure positive project outcomes, provide strategic,
financial, legislative and policy development advice, and manage human and financial resources.
POSITION RESPONSIBILITIES:
Key Responsibilities:
1. Deliver the capital project program, including building projects, landscaping projects, sports
ovals and sports reserve developments, playgrounds, skate parks , public amenities and major
projects.
2. Provide leadership, advice and guidance to project management staff within the department in
relation to project delivery, including project formulation (scope planning, budgeting and
programming), the development of consultant and design briefs, management of subsequent
engagements and as necessary conflict and issue resolution.
3. Provide policy and strategic advice including writing project reports and briefs.
4. Ensure that effective project reporting mechanisms are implemented meeting the needs of the
General Manager, corporate reporting requirements, Councillors and key stakeholders.
5. Ensure effective communication and liaison processes with stakeholders including service
managers, Councillors and end user groups are implemented.
6. Provide leadership, motivation, development of a multi-skilled team and ensure resources are
efficiently and effectively managed within the Unit.

7. Provide advice and assistance to Unit staff on complex and political issues relating to the
portfolio.
8. Ensure Occupational Health & Safety requirements are met in relation to staff and works areas
under the Manager’s control.

11. Carry out other duties as deemed reasonable and appropriate to the role as directed from time

KEY SELECTION CRITERIA:
Essential:
1. Demonstrated experience in project management with proven skills in delivering project
outcomes within specific timelines and within allocated budgets.
2. Experience / involvement in the management of projects in excess of $5M in value.
3. Experience in civil and building projects is highly regarded.
4. Demonstrated experience in the use of judgement to enable quality decision making within
complex multidisciplinary projects.
5. Demonstrated ability to build partnerships and work effectively with a range of stakeholders
(both external and internal including Councillors) to achieve optimal outcomes.

6. Strong leadership and staff management skills.
7. Demonstrated high level of interpersonal, communications, consultation and negotiations
skills.
8. A good knowledge of capital project management and an understanding of local government.
9. Demonstrated ability to work both independently and as a member/leader of a team, often
working to strict deadlines on infrastructure projects of a social and cultural nature.
ACCOUNTABILITY AND EXTENT OF AUTHORITY:
 Accountable for the effective and efficient delivery of the capital projects program.
 Responsible for up to 4 staff including providing advice, guidance and support in relation to
managing their outcomes and personal/professional development.
 Input into and achieve annual strategic performance objectives set for both the position and
the Unit.
 Accountable for creating and capturing accurate and complete records of the business
activities related to this position, in accordance with approved policy and procedures. This is
applicable to both hardcopy and electronic information, including email.





Involves identification, analysis and investigative skills to ensure effective problem resolution of
various options before choice is made.
SPECIALIST SKILLS AND KNOWLEDGE:





Expert knowledge of project management practices.
Sound understanding of infrastructure planning and management; building and landscape
design, and other related disciplines.
Sound knowledge of budgeting, accounting and financial procedures.
Specialist contractual knowledge to effectively manage both contracts and contractors.
Understanding of legal, O H & S and political goals of organisation.
MANAGEMENT SKILLS:





Management of employees.
Management skills required to achieve objectives/goals, taking into account organisational and
external constraints and opportunities.
Establish and maintain productive relationships with Council staff, Customers and Contractors.
Provide leadership by clearly communicating Corporate objectives and expectations and
forming multi-skilled teams to tackle specific complex issues.
Ability to manage own time and that of the team reporting to the position, set priorities and
achieve targets in the completion of a diverse range of activities and complete projects and
budgets on time.
INTERPERSONAL SKILLS:


Lead, develop and motivate employees reporting to the position by way of the provision of
timely advice and feedback.
Ability to build partnerships and a cohesive team.

QUALIFICATIONS AND EXPERIENCE:




Tertiary qualification in related discipline.
Qualifications in business planning, financial management or administration systems would be
advantageous.
Substantial experience in project management.
Experience in the preparation and assessment of tenders for large projects.
