Iran represents a huge potential market for Russian products. The recent
emergence of a favourable political climate in relations between the two
countries, their geographic proximity, and Iran’s increased interest in
Russian goods and services mean that practical trade cooperation issues
are now the priority.
Most Russian producers are interested in entering the Iranian market.
This roundtable will discuss the practical application of financial and
non-financial support provided by the Russian Export Center for
companies operating on the Iranian market. How can companies establish
stable commercial relationships and find business partners on the Iranian
market? How should financial support instruments such as export
insurance (through EXIAR) and credit at subsidized interest rates through
Eximbank of Russia be applied? What guarantees and incentives are
envisaged by Iran to support investment and the development of joint
production? What are the opportunities for Russian companies to
participate in major infrastructure development projects in Iran?

Companies from various countries are making an active contribution to
Iran's industrialization. A factor in their increased interest is Iran’s fiveyear development plan (for 2016–2021), which calls for the country’s
real sector to be modernized through liberalization of the economy,
including privatization involving foreign investors. The plan sets out the
goals of fostering the development of knowledge-intensive industries and
adopting new technologies in export-oriented sectors such as the
pharmaceuticals, space, petrochemicals, and aviation industries. What
possibilities are open to Russian companies in Iran? What steps should

The initiation of the Joint Comprehensive Plan of Action on Iran’s
nuclear programme has enabled the removal of sanctions against the
country. To meet the growing demands of their clients, both Russian and
Iranian credit institutions are expanding their range of banking services,
trade finance transactions for international trade contracts, and trade
finance instruments consistent with international standards. The
proportion of transactions in national currencies is growing. The potential
to initiate trading of the RUB–IRR currency pair on the Moscow and
Tehran currency markets is being discussed. What steps should be taken
to expand interbank and bilateral cooperation? What barriers are
preventing the establishment and development of correspondent
relationships between Russian and Iranian banks? What measures should
be taken to develop trade financing and bilateral trade? What risks are
involved in financing Russian–Iranian foreign trade?

The dialogue on interregional cooperation between the Russian
Federation and the Islamic Republic of Iran is at a high level and may
soon play a key role in the development of trade relations between the
two nations. Over the course of the past few years, the heads of eight
Iranian provinces have visited several Russian regions, including
Astrakhan Region, St. Petersburg, and Sverdlovsk Region. Visits
by heads of Russian regions to Iranian provinces have been agreed. To
boost regional trade and cooperation of private Sectors, the Chambers of
Commerce of the two countries have established “International Council
of Business Cooperation of Chambers of Commerce of Caspian Sea
Region” with permanent secretariat in Iran-Russia Joint Chamber of
Commerce in Tehran.
Even so, there is clearly huge untapped potential for bilateral
interregional trade, economic, and investment cooperation. The
roundtable will include a discussion of ways to support the full realization
of this potential, as well as specific investment projects to promote
favourable internal and external conditions for developing trade and
economic relations and diversifying the forms and areas of cooperation
between Russia and Iran.

Roundtable on the scientific and technical cooperation (supported by

Russia and Iran have a long and successful history of scientific and
technological cooperation. Long-standing priority areas of collaboration
between the two countries include research in the basic sciences, energy,
petroleum refining, metallurgy and new materials, the peaceful
utilization of outer space, information technology, genetic engineering
and biotechnology, environmental conservation, and the study of the
Caspian Sea.
The development of bilateral ties in science and technology was,
however, seriously limited by the introduction of restrictive measures.
Scientific and technological cooperation during this period was chiefly in
the form of direct contacts between scientific and technical organizations
specifically involved in implementing joint civil projects.
Numerous Russian universities, scientific organizations and companies
have amassed a great deal of experience in collaborating with Iran in
scientific and technological matters. Other institutions are likewise eager
to gain access to the Iranian market, which offers huge potential for
scientific and technological cooperation. What new priority areas for the
development of scientific and technological cooperation are emerging at
the present time? How can the large amount of positive collaborative
experience amassed by individual organizations be exploited? What
means of supporting bilateral scientific and technological cooperation
can be provided by governmental bodies of the two nations? What
specific projects could serve as driving forces for scientific and
technological cooperation between Russia and Iran? How can a
sufficiently large workforce be provided to meet the needs of everincreasing scientific and technological cooperation?
