Over the course of the past few years, the heads of eight Iranian provinces have visited several Russian regions, including Astrakhan Region, St. Petersburg, and Sverdlovsk Region. Visits by heads of Russian regions to Iranian provinces have been agreed. To boost regional trade and cooperation of private Sectors, the Chambers of Commerce of the two countries have established “International Council of Business Cooperation of Chambers of Commerce of Caspian Sea Region” with permanent secretariat in Iran-Russia Joint Chamber of Commerce in Tehran. Even so, there is clearly huge untapped potential for bilateral interregional trade, economic, and investment cooperation. The roundtable will include a discussion of ways to support the full realization of this potential, as well as specific investment projects to promote favourable internal and external conditions for developing trade and economic relations and diversifying the forms and areas of cooperation between Russia and Iran. Long-standing priority areas of collaboration between the two countries include research in the basic sciences, energy, petroleum refining, metallurgy and new materials, the peaceful utilization of outer space, information technology, genetic engineering and biotechnology, environmental conservation, and the study of the Caspian Sea. The development of bilateral ties in science and technology was, however, seriously limited by the introduction of restrictive measures. Scientific and technological cooperation during this period was chiefly in the form of direct contacts between scientific and technical organizations specifically involved in implementing joint civil projects. Numerous Russian universities, scientific organizations and companies have amassed a great deal of experience in collaborating with Iran in scientific and technological matters. Other institutions are likewise eager to gain access to the Iranian market, which offers huge potential for scientific and technological cooperation. What new priority areas for the development of scientific and technological cooperation are emerging at the present time? How can the large amount of positive collaborative experience amassed by individual organizations be exploited? What means of supporting bilateral scientific and technological cooperation can be provided by governmental bodies of the two nations? What specific projects could serve as driving forces for scientific and technological cooperation between Russia and Iran?
